Economy BUDGET DEFICIT WIDENS TO 9.8% OF GDP IN 10M FY15/16 Source: Reuters, June 22, 2016

Rising public sector wages and welfare costs caused the budget deficit to widen to 9.8% of GDP (EGP273bn pounds) between July 2015 and April 2016, up from 9.5% (EGP231bn) a year earlier, according to Finance Ministry monthly report. Basic commodities also contributed to the budget deficit, which a rise in tax income failed to contain. The Ministry also reported a slowdown in economic growth to 4.5% in 1H FY15/16, from 5.5% in the same period last year, citing a slowdown in global growth rates.

said that it could secure some

USD10bn from the International Monetary Fund (IMF) (link here) by agreeing to a structural reform programme, but has yet to make any formal request to do so. The CBE’s statement came in response to comments by a Cabinet minister, who said that Egypt had started negotiations with the IMF last week for USD5bn loan. The minister said CBE was leading the talks. "There is a delegation from the IMF that might visit Egypt next month to continue the negotiations," the minister, who holds an economic portfolio. CBE said in a statement that while it had not formally made a request to negotiate a structural reform programme, it was in constant contact with the IMF and could secure USD10bn should it opt to apply. IMF said that it had not received any financing request from Egypt, but stood ready to help if a request was made. IMF said that its officials "maintain close dialogue with the Egyptian authorities", and that the lender stood ready to help should Egypt make a financing request. "The size of any financial arrangement would depend on Egypt's financing needs and on the strength of its economic program," IMF Mission Chief for Egypt, Chris Jarvis, told Reuters in emailed comments.

Minister of Finance said that Egypt would look into issuing a USD3bn Eurobond between September and October and would implement a long-delayed valueadded tax (VAT) by September. "We are studying a bond issuance of USD3bn on the international market between September and October of this year in order to fill part of the budget's financing gap, which is expected to reach USD10bn," Finance Minister Amr El-Garhy said. El-Garhy also said he expected a value-added tax that has been delayed on fears of inflation, to be applied in September "should parliament approve it". "Once applied it is expected to bring in revenues during FY16/17 ranging from EGP20-25bn."

The government has reportedly asked the World Bank (link here) to sign the first USD1bn tranche of a three-year loan worth a total of USD3bn towards end of year, instead of this month, to allow more time for parliamentary approval. The loan – pledged last December – will be injected to support budget deficit once Parliament ratifies the conditioned reforms, including the Value-Added Tax, sources confirmed.

British Petroleum (BP) (AmCham member) (link here) has approved investment in the first phase of developing the large Atoll gas field offshore Egypt, 15 months after it first announced its discovery. The field -- estimated to contain 15mn cubic feet of gas and 31mn barrels of condensates -- was on track to deliver its first gas in 1H18 with a capacity of 300mn cubic feet per day, BP said without providing an investment figure for the project. Drilling will commence in August and will last for a 24-month period, BP said in a statement.

This is in addition to the unified 6% that would be collected of total annual 4G revenues from the operators. In other news, Minister of Communications and Information Technology, Yasser Al Kady, has denied that the operators would be allowed to pay for the 4G licence in instalments, and the full amount should be paid upon signing the contracts.

The Red Sea Ports Authority (RSPA) (link here) has announced that it is planning an auction to establish a tourist resort in Sharm El-Sheikh, with an investment cost of USD10bn. This is a according to Abdel-Raheem Moustafa, RSPA spokesperson. The project will spread over 5mn sqm and will include a marina, large-scale shopping centre, financial centre and several flyovers to connect Sharm El-Sheikh Port to the city. According to Abdel-Raheem Moustafa a number of investors have expressed interest in the project, including Amer Group (link here).
