Effective November 1st, 2015 Macomb and St. Clair Counties merged to form East Shore Dental Hygienists’ Association, (ESDHA). I am excited to see familiar and new faces in the coming year! We are at a time of transition at the national, state and local levels due to a decrease in membership. Moving forward we will correspond closely with the Michigan Dental Hygienists’ Association (MDHA) to make sure we are following the guidelines set forth by the American Dental Hygienists’ Association (ADHA) to make the transition as smooth as possible. Membership in the American Dental Hygienists’ Association (ADHA) is important because ADHA is our primary resource on the latest updates for the profession of dental hygiene. In the ADHA Strategic Plan, there is an outline of the goals ADHA has established to help move the profession forward and expand the scope of practice for dental hygienists to improve access to care. The goals include more collaborative efforts with other health disciplines, provide educational changes for the evolving dental profession, identify dental hygienists as an integral part of the health care system, as well as, have a significant role in managing a patients’ overall health. ADHA is committed to the advancement of the dental hygiene profession and improving the oral health of the public through education, research, legislation, and clinical settings. It is important that we encourage involvement and invite others to join our meetings. This past October, MDHA held House of Delegates in Boyne Falls, MI. The focus this year was on gathering and implementing ideas from the members to create MDHA’s next strategic plan and align ourselves with the goals of ADHA. MDHA’s next strategic plan will continue to guide our organization in the direction needed to help improve access to oral health care for Michigan residents.

Every year we visit UDM to introduce ourselves as a component. We spend time explaining how ADHA, MDHA and components work and WHY. The "WHY" is the real reason we do this. We are aware that the students have a full plate, but we want ADHA to be familiar to them so when it is time to convert their SADHA membership to ADHA they have access to our help, encouragement and support. We know their concern is the cost of membership. It is our hope that if we show them what ADHA stands for and how and why it is so valuable for each and every hygienist, we can guide them toward membership . This year, due to component restructuring, we will be visiting the Baker campuses as well as UDM. The plan is to provide lunch for the first and second year students and speak about our association. We then follow up in early spring with the graduating students. We bring small gifts and include ADHA membership packets with easy instructions on how to convert from SADHA to ADHA membership. This is SO important because they are busy settling into their next phase of life and aren't required to acquire CE's yet. They don't feel the need for ADHA yet. Thus, it may get pushed aside and in most cases put off for good. . We need to support our new colleagues. For years we have brainstormed as to how to reach out to the new graduates and get them involved. If we could just get them to come to a meeting there is potential for membership, not aggressively, welcome them by exposure. We would like to try a MENTORSHIP PROGRAM. We need volunteers to help follow up with graduates. All that would be involved would be a graduation card, a few phone calls, emails and invitations to the meetings. You would be able to answer their questions or get them in touch with someone who can answer them. ADHA membership dues are always waived until December 31st after receiving their license. We hope to develop a mentoring program amongst the students, post graduation. You will be able to sign up to mentor a student at the next meeting. 34th HOUSE OF DELEGATES 2015 Boyne, Michigan

Hello and Happy Holidays to all of my fellow colleagues, The years end is fast approaching I hope everyone can reflect and be proud of our organization. This is a snippet of what your association money is doing for you. Michigan Dental Hygiene Association (MDHA) is working hard to advance our profession is many ways. At our House of Delegates (HOD) meeting in Boyne this past October, Sarah Hubbard addressed all of the delegates and participants. Just a reminder for those of you that do not know, Sarah Hubbard is from Acuitas which is the lobbing agency that represents all of the members of the MDHA in Lansing. This agency advises and works on any legislation that MDHA wants to go forward with in the advancement and protection of our profession. I have highlighted a list of the upcoming legislation forthcoming for the growth of hygienists in Michigan. The first two bullet points represent two forms of legislation that has been signed into law for the state of Michigan:  Healthy Kids dental has expanded throughout the whole state. Available to all Medicaid children.  Nursing homes now can have a dentist employed at a for-profit nursing home.

The following bullet points are legislation that is currently in bill form waiting for approval:  Require nursing homes to have a designated dental room in every agency, to perform dental procedures that are needed for residents of the agency.  Phase out ALL “micro beads” by 2019; they must be removed from all products.  MDHA has officially endorsed the “Tobacco 21” bill which would increase the age to purchase tobacco to 21 years of age.

The following bullet points represent concepts that are currently being made into draft form for future bills:  Current Bills that are being worked on and are not quite in draft form:  Limited prescriptive authority for RDH for Fluoride and Chlorhexidine.  Pre-K Screening for Dental Assessment (unsure who would monitor this?)  Preliminary discussion in Lansing for a RDH and advanced to collaborate with and work for :  Hygienist working for a M.D. or a D.O. as their supervising doctor.  Dental Therapist work force model such as the one in Minnesota and Alaska.  Look Ahead 2016:  Healthy Kids Dental- Final stages  Adult dental policies  MDHA exploring opportunities to develop policies that preserves, protect, and grows the profession of dental hygienists.

This has been mandated by Michigan Board of Dentistry, but is not in effect yet. Also, hygienists will need 2 CEU's in pain management, again not in effect yet. East Shore will be addressing these issues at an upcoming meeting, stay tuned for further information. MDHA now has a fundraiser link to YANKEE CANDLES. In total, Michigan now has 9 components instead of 18, this merger will make Michigan a leaner and stronger profession. As you renew your ADHA membership, on the reverse side of the form you need to change your constituent/component. This line says, “Transfer me to the following constituent/component.” Please indicate you would like to be in the East Shore Component #6. I am selling Raffle tickets for a BOYNE get-away. Each ticket is only $10.00 and only 400 tickets will be sold. Grand Prize is $450 credit at Boyne. Skiing, golfing, or a weekend at the Spa… your choice. Total package is $900. See me for tickets. Drawing will be held at the Spirit of Michigan meeting on April 14, 2016. You DO NOT have to be present to win. Our HOD meeting this year was another success. Results from the House of Delegates Meeting held in Boyne City at Boyne Mountain October 16th-18th 2015. Proposed BYLAW 1 Subject: Appointed Officers Resolution: that Article V, Section 3. Term of Office to read: Term of office for appointed officers shall be two (2) years or as determined by the Board of Trustees. Justification: The testimony received was evenly divided, half in support and half in opposition. As a compromise, the committee decided to make the appointed officer positions as a two (2) year term. ADOPTED Proposed BYLAW 2 Subject: Appointed Officers Resolution: that Article V, Section 1. Appointed Officers to read: The Historian, Online Publisher, Parliamentarian, Webmaster, and others as determined by the Board of Trustees shall be the appointed officers of the Association. Justification: The testimonies received were equally divided. As a committee we recommend to adopt this resolution as written. ADOPTED Proposed BYLAW 3 Subject: Delegates & Alternate Delegates to ADHA Resolution: that Article IX, Section 1. Delegates to read: The first three delegates shall be the President, President-Elect and Vice President, with priority of service in that order. Additional delegates allowed by the American Dental Hygienists’ Association shall be elected by the House of Delegates from the general membership Justification: Testimony overwhelming supported this PBY. Allowing the opportunity for others to attend ADHA will foster new leaders within the Association, while still presiding with experienced delegates to represent Michigan. Testimony received indicated that the current duties of the IPP can be fulfilled by these experienced delegates. ADOPTED Proposed BYLAW 4 Subject: Publications Resolution: that Article XII, Section 1. Official Publications to read: A. The Association shall produce or cause to be available www.mdhatoday.org - the official internet web site of the Michigan Dental Hygienists' Association herein after referred to as "mdhatoday.org". The purpose of mdhatoday.org is to provide communication via the internet for dental hygiene professionals and the public. Mdhatoday.org will inform and update members regarding MDHA component proceedings, MDHA activities, and other significant developments and opportunities affecting the Michigan dental hygiene professional. Mdhatoday.org will also link to other pertinent sites for the dental hygiene professional and for the promotion and education of better oral health. Management of mdhatoday.org shall be determined by the Board of Trustees. B.

This Association shall publish or cause to be published an online publication. The purpose of this publication is to inform and update dental hygienists in Michigan on current items of interest to the profession. Frequency of the issue shall be determined by the Board of Trustees.

C.

This Association may shall publish or cause to be published The Advisor of the Michigan Dental Hygienists' Association herein after referred to as "The Advisor." The purpose of The Advisor is to inform and update dental hygienists regarding legislative and legal issues in Michigan, which influence the profession of dental hygiene. Frequency of issue and subscription rates shall be determined by the Board of Trustees.

D. Justification: All testimony regarding this PBY was in support of the changes by the maker. In Section A., “internet access” was changed to read “communication via the internet” since MDHA is providing communication via the internet and not access to the internet. ADOPTED

Proposed RESOLUTION 1 Subject: Dental Hygiene Practice Resolution: (amending HOD 02-04, rescinding HOD 03-04) The Michigan Dental Hygienists’ Association supports the ADHA’s conceptualization of an Advanced Dental Hygiene Practitioner (ADHP) and continues to support the ADHP model. Justification: All testimonies submitted were in support of this resolution as amended. ADOPTED Proposed RESOLUTION 2 Subject: Dental Hygiene Practice Resolution: (amending HOD 07-00) The Michigan Dental Hygienists’ Association maintains that dental hygienists are ethically, legally and directly accountable for their professional services and actions. Justification: The majority of the testimony received was in support of this resolution. After reviewing the testimony, the committee chose to remove the word responsible due to the Webster’s definition of accountable being: “required to be responsible for something.” Therefore, it would be redundant. ADOPTED

Proposed RESOLUTION 3 Subject: Dental Hygiene Practice Resolution: (amending HOD 02-06 and amending HOD 15-91) The Michigan Dental Hygienists’ Association supports diversity and recognizes the value it adds to our organization, our mission and the quality of our programs and services. Justification: The majority of the testimonies received were in support of adopting this amendment. ADOPTED

Proposed RESOLUTION Subject: Definitions

Resolution: (amending HOD 01-04) Advanced Dental Hygiene Practitioner: A dental hygienist who has completed an advanced, graduate level curriculum that allows for the acquisition of competencies that 1) build upon the fundamental knowledge and skills achieved at the entry level 2) prepares individuals for a level of evidenced-based clinical decision-making and scope of practice and responsibility required of the advanced practitioner. ADOPTED Justification: Majority of testimony was in support of the changes. This new definition is consistent with the ADHA definition. Proposed RESOLUTION 5 Subject: Public health Resolution: The Michigan Dental Hygienists’ Association supports education regarding the preventive and therapeutic benefits, safety and cost effectiveness of community water fluoridation. Justification: All testimony submitted supported this PR. Water fluoridation benefits have been established during the prenatal phase. By eliminating the words “throughout life” this avoids any controversy regarding when life begins. ADOPTED Proposed RESOLUTION 6 Subject: Education Resolution: The Michigan Dental Hygienists’ Association advocates that the Advanced Dental Hygiene Practitioner has completed a graduate level curriculum. Justification: All testimony received supported this PR. Testimony submitted recommended removal of the last sentence, “This allows for the acquisition of competencies that build upon the fundamental knowledge and skills achieved at the entry level preparing individuals for a level of evidence based clinical decision making, scope of practice and responsibility required of the advanced practitioner“ because it appeared to be a justification. ADOPTED

Proposed RESOLUTION 7 Subject: Public Health Resolution: The Michigan Dental Hygienists’ Association advocates the systematic collection of data by a dental hygienist to aid in the forensic identification of individuals. Justification: The majority of testimony submitted supported this PR. The last two words “when needed” were unnecessary and the maker supported this. The definition the committee used to define “forensic” stated: scientific tests or techniques used in connection with the detection of crime. The maker of the PR supported this definition. The committee determined that this PR is different from PR #10. This PR addresses forensics only while PR #10 addresses the dental hygienists’ role as a healthcare professional in emergency situations. ADOPTED Proposed RESOLUTION 8 Subject: Definition Resolution: Professional Roles of the Dental Hygienist include: Administrator/Manager, Advocate, Clinician, Educator, Public Health, and Researcher.

RECOMMEND TO REFER BACK TO BOT AND REPORT BACK TO HOD 2016 Justification: Although the majority of the testimony and the committee were in agreement with this recommendation, it came to this committee’s attention that the Professional Roles of the Dental Hygienist model is under reconstruction and should be addressed after ADHA confirms the final configuration.

Proposed RESOLUTION 9 Subject: Definitions Resolution: Direct Access: The ability of a dental hygienist to initiate treatment based on their assessment of a patient’s needs without the specific authorization of a dentist, treat the patient without the presence of a dentist, and maintain a provider-patient relationship. ADOPTED Justification: All testimony was in support for this resolution. Due to testimony, “her/his” was changed to read to the more gender neutral word “their.” Adopting this definition will keep MDHA in alignment with ADHA.

Proposed RESOLUTION 10 Subject: Public Health Resolution: (rescinding HOD 01-03): The Michigan Dental Hygienists’ Association supports the inclusion and utilization of a dental hygienist in response to events of local, state, and national emergency. Justification: The majority of testimony submitted supported this PR. This PR addressed the dental hygienists’ role as a healthcare professional, not just regarding forensics identification. The maker of the PR supported this. Dental Hygienists could act as a first responder in a non-crime scenario such as; reviewing medical histories, taking blood pressure and other roles. ADOPTED

Proposed RESOLUTION 11 Subject: Dental Hygiene Practice Resolution: (rescinding HOD 02-13, rescinding HOD 26-95 and rescinding HOD 10-14) The Michigan Dental Hygienists’ Association advocates for dental hygienists, acting within their scope of practice, to own and operate dental hygiene practices, to enter into provider agreements and receive direct third party reimbursements for services rendered. Justification: All testimonies were in support of this resolution, as we need to stay current with the changing opportunities in dental hygiene. ADOPTED

TOBACCO DEPENDENCE: THE ROLE OF THE DENTAL PROFESSIONAL Jill Loewen, CDA, RDA, MS, CTTS is clinical associate professor and full-time faculty member at the University of Detroit Mercy School of Dentistry. She serves as Project Coordinator for Tobacco and Quality Improvement Programs at the dental school. Jill holds a Bachelor of Science degree in Allied Health Education and a Master of Science Degree in Career and Technical Education. She is a Certified Tobacco Treatment Specialist and is currently serving as Chair of the American Dental Education Association’s Section on Substance Abuse, Addictions and Tobacco Dependence Education. She teaches dental and dental hygiene students how to help their dental patients stop using tobacco and provide the tobacco dependence treatment service for dental patients who want help stopping tobacco use. Jill has provided numerous local, state, and national continuing education courses on Tobacco Dependence Treatment topics and has conducted table clinics, exhibits and poster presentations on tobacco use prevention and education. Dr. William Maher is an ABE certified Endodontist and a licensed Pharmacist. He has practiced pharmacy for over sixteen years and dentistry for twenty three. He taught endodontics full time at the University of Detroit Mercy for nine years with a special interest in the relationship between pharmacology and dental care. He is a member of the American Dental Association, the American Pharmacists Association, The Michigan Pharmacists Association, The Michigan Dental Association and the Commission on Dental Competency Assessments. Vicki Harkey, RDH, MBA earned an Associates of Science in Dental Assisting from Washtenaw Community College, and a Bachelor of Science degree in Dental Hygiene from the University of Detroit. While practicing dental hygiene full time, she earned her MBA from The University of Michigan. Vicki is a Senior Consultant and Trainer for Peak and specializes in human resource solutions and OSHA compliance for dentistry. She is an active member of OSAP (Organization for Safety, Asepsis and Prevention) author of the updated OSHA Compliance Manual, and co-author of the PEAK Employee Manual, and the PEAK Personnel System. Vicki uses her unique blend of clinical and business experience and knowledge to present practical, real-world solutions to the myriad of challenges affecting dental practices. This course covers all OSHA training requirements for your dental office compliance including the REVISED HAZARD COMMUNICATION STANDARD. Maintaining OSHA dental office compliance is the responsibility of the entire dental team.
