Introduction
In the industry the 10 digit license plate code is used to encrypt bar codes. Many carriers/system providers started exchanging bag tag number information using this 10 digit format. Especially large airlines with a fast wrap-around in bag tag serial numbers (000001-999999) started making use of the 1st digit using the values 3 – 9.
Most of the bag tag numbers are being exchanged by IATCI messages using the 8-digit format (2 letter carrier code and the 6-digit serial number: LX 123456). This format is currently stored and shown with the DCS bag record. BRTS systems usually scan the bar code which comes in the 10-digit format.
Problem: upon matching the scanned 10-digit license plate with the 8-digit bag number stored in DCS does not match. Since the merger of CO/Continental Airlines with UA/United Airlines, the problem has grown dramatically for some BRTS. These carriers are using the 1st digit in a wider number range which is causing many mismatches. Introducing the new features as stated in this AFC will solve the problems BRTS are currently confronted with. 1.1
Definition of 10 Digit Baggage Tag Number
The 10 Digit Bag Tag Number is also called “License Plate Number”. 10 Digit Bag Tag Number – License Plate Number composition: n nnn nnnnnn 1 724 123456
1 + 3 + 6 = 10 digits 123456 = the six-digit serial number
724 = three-digit numeric bag tag issuer code assigned by IATA to the carrier or non-airline company (BTIC code)
0 = interline tag 1 = „fallback“ tag (for sortation systems – refer to RP1740b) 2 = interline expedite tag 3-9 = interline and on-line use

What is Changing?
All axsControl agent entries concerning bag tag inputs will also be allowed in 10 digit numeric format.
All axsControl entries concerning bag tag inputs done in the format carrier name (2 or 3 letters) + 6 digit serial number will still be allowed but axsControl assumes a default value zero (0) for the 1st digit. axsControl will store bag tag numbers received from other systems (IATCI, BTM) also in 10 digit format also assuming default value zero if not received different.
axsControl will send bag tag numbers to other hosts (IATCI) also in 10 digit format.
BSM, BPM and BTM out to BSS, BRS and other systems will be sent in 10 digit format.
Only very few displays will show the 10 digit bag tag numbers. These are the TN-, the TBD-, the BI- and the BO-display as well as the RB-display. Mind: axsControl will now internally store the 10 digit bag tag number format for matching purposes, but displays mentioned below keep the current display format “carrier code and serial bag tag number” in the native 2915 mode. Some system changes are done in the processing of incoming BSM, BUM and BPM messages.
4.2
IATCI Messages, sending queries (outbound)
All IATCI queries sent to a partner system containing bag tag number details will contain the current format of bag tag numbers (e.g. SN123456) and also details of the 10 digit numeric bag tag numbers. Partner systems can then use either format depending on their capabilities and needs.
4.3
IATCI Messages, receiving queries (inbound)
All IATCI queries from partner systems containing bag tag number details will be treated as follows: - if a 10 digit numeric bag tag number is present, it will be used in axsControl - if a 10 digit numeric bag tag number is not present, axsControl will process it using the default value zero for the 1st digit.
