June 19, 2013 The Des Moines County Board of Supervisors met in regular session at the Court House in Burlington at 9 AM on Wednesday, June 19th, 2013, with Tom Broeker, Bob Beck and Jim Cary present. Unless otherwise noted, all motions passed unanimously. Changes to tentative agenda: remove items 6 G and 6 K. Meet with Department Heads: Sheriff Mike Johnstone thanked his staff for taking care of the office while he was busy with Steamboat Days. He reported that over 100,000 people from 32 states and 5 foreign countries attended. It was estimated that the event brought about $5 million into the area. County Engineer Brian Carter reported that he has met with FEMA about the April flooding damage. He is waiting to see if the President signs a Disaster Declaration for the damage in May. Conservation Director Chris Lee reported that all conservation parks are open and ready for use. Nineteen campsites at Big Hollow have electric hookups for RV’s. The primitive cabin will be ready the first week of July. Correspondence: a letter from Dawson Brader, a Mediapolis sixth grader, asking for donations for an outdoor classroom. Accounts Payable Claims in the amount of $494,127.42 were approved upon motion by Beck and second by Cary. Land Use Director Jeff Hanan presented the Resolution and Final Plat for Stafford Subdivision. He stated that this is a one-lot minor sub off Irish Ridge Road and recommended that it be approved. Motion to approve was made by Beck and seconded by Cary. DES MOINES COUNTY BOARD OF SUPERVISORS RESOLUTION WHEREAS Section 354.8 of the Code of Iowa states that a governing body shall certify by resolution the approval of a subdivision plat, and, WHEREAS the Final Plat for Stafford Subdivision has been reviewed for conformance to applicable County standards by the Des Moines County Health Department, Secondary Roads Department, County Auditor, Zoning Commission Chair and Land Use Department and has been duly recommended by the aforementioned entities for approval. NOW THEREFORE, BE IT RESOLVED: That the Board of Supervisors hereby approves the Final Plat of Stafford Subdivision. Approved and adopted this 19th day of June, 2013. Copeland, County Auditor Zach James, Regional Planning, presented a Resolution for the Trails project and SRT Application 2013. James explained that this project is the western half of Phase One. Carter added that the County always budgets for some local match and we need to find grant money to finish this project. Motion to approve was made by Beck and seconded by Cary. Broeker brought forward the discussion of a county policy of transferring accrued sick leave to a fellow employee, stating that he thinks the donation should come from vacation or personal days. Sheriff Mike Johnstone asked that the policy be left alone; that it has been used only three times in 22 years so obviously it isn’t being abused. The policy of taking unpaid leave was discussed. Broeker stated that union members have been reimbursing the County for salary and benefits when using time off for union business. Broeker wants to change the

policy that employees must use all accrued time off that fits the event before taking leave without pay and must compensate the County for the cost of benefits. The Board agreed to have the County Attorney write the policy and discuss it further. Barb Baker, Director of Public Health, was present to request permission to expend a portion of the inheritance her department received from the estate of James Anders. Her Board approved the purchase of two new vehicles for the total cost of $32,000. The Supervisors agreed. Brian Carter presented the bid report for the replacement of RCB Culvert on 190th Street (FEMA DR4119). Iowa Bridge and Culvert submitted the low bid in the amount of $95,199.40. He recommended that it be approved. Motion to approve was made by Cary and seconded by Beck. This project should begin the first week of July. Beck moved to approve the list of Depositories for the Treasurer’s Office. County Treasurer Brenda Buck also reported that her office took in $450,000 during Monday’s tax sale. 380 parcels were sold. Cary moved to approve a Cigarette Permit for PJ’s Trading Post. Seconded by Beck A fireworks permit for Joel Behne was approved upon motion by Beck and second by Cary. In the County Auditor’s Office, Stephanie Lathrop has successfully completed her six month probation. This action was approved upon motion made by Cary and seconded by Beck. The following reports were approved: Case Management, May 2013 General Assistance, May 2013 Clerk’s Report of Fees Collected, May 2013 Cary moved to approve minutes for the Board meeting held on June 11th, 2013. Seconded by Beck. During other business, the County Auditor suggested that the Board stop counting cash at the end of the fiscal year. She stated that getting the totals ready for the Supervisors put both the Treasurer’s and Recorder’s offices under a lot of pressure since the decision to keep the offices open while tallying the books. Also, this duty is no longer required by Code. During committee reports, Beck will attend a meeting about the MH regionalization with the CPC tomorrow at Washington. Cary had attended a RUSS meetings and an Early Childhood administrative meeting. Meeting was adjourned at 10:22 AM. This Board meeting is recorded and the tape is kept on file for two years.
