SUMMARY OF MEDICATION RULES NOTICE: CHRB MEDICATION RULE Authorized (Controlled) Medications: The CHRB has adopted the National Uniform Medication program for therapeutic medications. Those regulations can be found on the CHRB website (http://www.chrb.ca.gov/rules_law.html Rule #1844). The RMTC’s recommended withdrawal times for controlled therapeutic medications can be found at http://rmtcnet.com/wp-content/uploads/2016/02/CTS-List-2-25-2016.pdf.

If there are any questions, trainers are advised to consult their veterinarians on the use of all medications, CHRB official veterinarians Dr. Tim Grande or Dr. Barrie Grant, or CHRB equine medical director Dr. Rick Arthur (626) 574-6351. BLEEDERS: Registration with the Official Veterinarian for first time bleeders and out of state bleeders must be completed prior to entry time to be added to the California Bleeders list. Bleeder status must be declared at entry time. Additional bleeder rules and information are listed under CHRB Rule 1845. COGGINS TEST: Horses shipped from out of state are required to have a current negative Coggins test within the last twelve months. This should accompany a Health Certificate from an accredited veterinarian. SHOCK WAVE THERAPY: All SWT machines are to be registered with the CHRB Official Veterinarian and stored at the equine hospital. The use of SWT machines is limited to veterinarians only. Horses that have had a SWT treatment shall not race for ten days following a treatment. All SWT treatments are to be reported to the CHRB Official Veterinarian on a separate confidential sheet. Any SWT that is not performed within the designated area by the Equine Hospital will result in the confiscation of the machine. Confiscated machines will not be returned until after the close of the meet. Any owner or trainer who directly or indirectly participates in the transport of a horse from Del Mar to either a slaughterhouse or an auction house engaged in selling horses for slaughter, shall be prohibited from any allotment or use of a stall or stalls at Del Mar, or other off-track stabling facility over which Del Mar exercises any control or indirectly funds.

The Track will be open between the hours of 5:30 a.m. and 9:30 a.m. There will be one renovation break at 7:15 a.m. Special Thanksgiving training hours will be from 5:00 a.m. until 7:00 a.m. Horses galloping on the track at less than a two-minute clip will be required to stay 25 feet from the inside rail. No backtracking the first 15 minutes after each break. The Training Track will be closed during the fall meet. TURF COURSE

ENTRIES • Entries close at such time when all entries have been taken, unless otherwise specified in the conditions for a sweepstakes. Faxed or emailed entries will not be accepted. • Horses on the also-eligible list are not “in today” horses. Such horses may enter for the succeeding day and receive any preference to which they may be entitled; however if a horse gets in a succeeding race it will be scratched automatically from the race to which he was also eligible. Stakes races excluded. The status of such horses should be noted at the time of entry. • Should a California-Bred race not be filled by 9:00 a.m. an announcement will be made of the number in the race. Should the race not fill by 9:15 a.m., it will then be opened with California-Breds preferred at the draw. • The racing secretary may refuse the entry of a horse at any time. • Horses that have started for $6,250 or less in their last five starts are ineligible to run in races at five furlongs on the turf, unless approved by the racing office.

The Turf Course will be open for workouts on Tuesday, November 8 and the following Sundays. Turf works will take place from 9:45 - 10:15 a.m. Only those horses preparing for specific races will be allowed on the course. Maidens are not permitted to work on the turf. Permission must be obtained from the Racing Secretary. Ponies will not be permitted on the Turf Course (unless approved by the Racing Secretary). Trainers must request turf works at least one day in advance.

SCRATCHES • Scratch time will be 10:00 a.m. the day prior to the races. • The deadline for scratches from a stakes race, with exception of overnight stakes races, will be no later than one hour before post time the day of the race. As a courtesy to the public, the Del Mar Thoroughbred Club requests that trainers wishing to scratch from a stakes race do so prior to the third race. • In all overnight races with more than ten interests, trainers may declare out to that number by the specified scratch time, such practice to be determined by lot if necessary. Scratches below ten may be made only by permission of the Stewards. • The deadline for scratches from an overnight stakes race will be the same as all other overnight races. • Overnight stakes races will be treated as overnights for declaration purposes only. • Pursuant to CHRB Rules 1602 and 1629 only the Stewards may declare a horse out of any overnight race after the scratch time designated for the race. • The Stewards reserve the right to withdraw or scratch any horse which, in their opinion, will not qualify for the race in which it has been entered.

SHOES FOR MAIN TRACK. • Front shoe – Pursuant to CHRB Rule 1690.1 – Toe Grabs prohibited • (a) Toe grabs with a height greater than four millimeters, worn on the front shoes of thoroughbreds while racing are prohibited. • Hind shoe – Any shoe with a toe grab of more than one-quarter inch will not be allowed on the main track for training or racing. • Horses running without shoes – Trainers who choose to run their horse without shoes (no shoes. only shoes in font or only shoes behind) on either the TURF or DIRT surface must declare this intention at the time of entry. • Horses will not be permitted to race with “casts”, “gelocasts” or other similar products as a means of affixing shoes to the hoof.

POST TIMES First post at 12:30 p.m. daily Thanksgiving 11:00 a.m. TURF SHOE POLICY. ONLY QUEEN’S PLATES OR FLAT SHOES WILL BE ALLOWED ON THE TURF COURSE. SILVER QUEENS ARE NOT PERMITTED ON THE TURF COURSE. THIS RULE APPLIES TO BOTH WORKOUTS AND RACES ON THE TURF. FAILURE TO OBEY THESE RULES MAY RESULT IN SEVERE PENALTIES.

• COUPLED ENTRIES: There will be no coupled entries in any race. In races that overfill, trainers must declare preference of runners with identical ownership at time of entry. Same owner second choice horses will be least preferred. SAFETY • Rule 1689 – Safety Helmets Required. Helmets must be worn at all times when mounted on a horse. A racing association may not permit any person to gallop or pony a horse, to ride a horse in a race or be mounted in or riding on a sulky unless the person is wearing a properly fastened safety helmet. No talking on cell phones while ponying or exercising a horse is permitted.

• Rule 1689.1 – Safety Vest Required. • (a) No jockey or apprentice jockey shall ride in a race unless wearing a safety vest, nor shall a jockey, apprentice jockey, or exercise rider, train or exercise any horse on the grounds of a racing association or racing fair unless wearing a safety vest. Such safety vest shall: 1. (1) Provide a minimum of shock absorbing protection to the upper body of a five rating as defined by the British Equestrian Trade Association (BETA); 2. (2) Cover the entire torso from the collar bone to a line level with the hip bone allowing a vee opening in the front neckline; 3. (3) Weigh no more than 2 pounds. • (b) The weight of a safety vest shall not be included in the weight of a jockey or apprentice jockey when weighing out or weighing in or when adding weight to make up a weight assignment. RULES OF RACING • No entry will be received except upon the condition that all disputes, claims and objections arising out of the racing or with respect to the interpretation of the conditions of any race shall be decided by the Stewards, and their decision upon all matters shall be final. • At the discretion of the Stewards and without notice, the entries of any person, or acceptance of transfer of any entries, may be refused. • The Stewards reserve the right to withdraw or scratch any horse which, in their opinion, will not qualify for the race in which it has been entered. • PROCEDURE FOR ADMINISTRATION OF RULE 1850. Notwithstanding the prohibition against “nerving,” a horse upon which a posterior digital neurectomy has been performed, commonly known as “heel nerving” is not ineligible to race, and is not subject to the prohibitions in this article pertaining to nerving, provided: 1. the official veterinarian is satisfied that the loss of sensation so such horse due to the posterior divital neurectomy will not endanger the safety of any horse or rider, 2. the prior approval of the official veterinarian has been obtained if the horse is on the grounds of a racing association,

• TATTOOING OF HORSES. All trainers are required to notify the Horse Identification Office of all un-tattooed horses as they arrive on the grounds. Two-year-olds that have been officially identified through Horse I.D. will have preference in over-filled races. • PADDOCK SCHOOLING. Appointments for schoolers will be taken in person, or by calling the paddock judge at 858-792-4341 at 8:00 a.m. day of race. A total of 14 horses are allowed in the paddock at one time. Stakes horses and "In Today" horses have first preference, all others will be given spots as they become available. Trainers are strictly limited to 5 spots per day. A.M. schooling times are 10:00 - 10:30 a.m. • REGISTRATION OF HORSES. Attention Owners & Trainers!: In compliance with a directive from the California Horse Racing Board, foal certificates must have the proper ownership displayed on the back in order to be eligible for registration and racing. • After horses have been registered with the Racing Secretary, listing their owners, no horse will be transferred (unless claimed at this meeting) without permission of the Stewards who will require a notarized bill of sale from the registered owner. HORSEMEN’S BOOKKEEPER & PAYMASTER • The Paymaster of Purses Office is open from 10:00 a.m. (except Friday which is noon) until after the last race on racing days to transact business with horsemen — 858-794-1034, Fax 858-794-1049. • No purse money will be available until cleared by the California Horse Racing Board. • Owners and Trainers are required to deposit jockey fees with the Horsemen’s Bookkeeper before a horse starts in a race. • WIRING INSTRUCTIONS. Horsemen are able to wire money to their account at the Del Mar Thoroughbred Club via Bank of America San Diego Commercial Banking #1450, 450 B Street, San Diego, CA 92101. Be sure to reference ABA 026009593, credit to Account 1459473815, DMTC Trust Account, Attention Paymaster’s Office and include the Horsemen’s account name the money is being wired to.’

As a safety precaution the Stewards urgently request that owners and trainers of winning horses restrict the number of guests within the winners’ circle to the absolute minimum. • IDENTIFICATION. No horse shall be permitted to start that has not been fully identified. • The registration papers of every horse entered to start at this meeting must be on file in a Racing Secretary’s office before or at the time such entry is made unless otherwise approved by the Stewards. • If the papers of a horse have been lost or destroyed arrangements can be made through the Horse Identification Bureau to obtain duplicates. –30–

ATTENTION HORSEMEN • Any horse drawn into the body of the race because of inaccurate information could be scratched and such horse could lose its previously held date. • As per rule 1865A the alteration or change of sex of horses will be strictly enforced. Forms will be available to insure proper notification. • Tattooing of horses: All trainers are required to notify the Horse Identification Office of all un-tattooed horses as they arrive on the grounds. • Two-year-olds that have been officially identified through horse I.D. will have preference in overfilled races. • Trainers will be permitted to enter up to three (3) horses in any Maiden Special race, however not to the exclusion of another unassociated horse, and, further, provided there are at least seven wagering interests in the race. • In all overnight races, excluding maiden races, winners will be preferred unless otherwise stated in the conditions of the race. • In handicaps, preference will be given based on the weight assigned, adjusted for scale and sex allowance, regardless of joint ownership. • In all allowance or allowance/claiming races, horses eligible only to the stated conditions are preferred. • In all allowance/claiming races, allowance horses are preferred. • In allowance stakes, preference will be given based on high weights according to allowances adjusted for scale and sex allowance, regardless of joint ownership. Unless otherwise noted in allowance stakes races, preference of horses with equal weights will be determined by 2016 non-claiming earnings . • In maiden special races, horses that have finished 2nd, 3rd or 4th in a maiden special race since stating for $30,000 or less, will not be subject to the maiden special preference clause. • If the management considers it inadvisable for any reason to run a scheduled turf race on the turf course, it will be run at a corresponding distance on the main track. • The clause “Races when entered for…not considered” applies to both eligibility and allowances unless otherwise qualified. • ELIGIBILITY AND ALLOWANCES:“Closed races” are considered as those restricted

to “Non-Winners of three races of $10,000 other than Maiden Claiming or Starter” or less. (Non-winners of two races other than maiden or claiming, etc.). For purposes of determining eligibility in closed races, a win in any group race in Part I or II countries, regardless of purse value, shall be considered a win at or above the qualifying amount of $10,000.

• A horse which wins a a first-conditioned allowance race for Cal-Breds shall remain eligible for the comparable open allowance race, provided that horse does not win a race other than claiming following that Cal-Bred win. Should a horse win a Cal–32–

Bred first conditioned allowance race and next win an open second-conditioned allowance race, that horse shall remain eligibility for the open second-conditioned allowance race. Once a Cal-Bred has accomplished either of the aforementioned, then the Cal-Bred win will be disregarded in future allowance races for eligibility purposes only. • A horse which wins a first-conditioned allowence race restricted to state breds will remain eligible for the comparable open allowance race, provided that horse does not win a race other than claiming or starter following that win. • Any California Bred that wins the first conditioned allowance race twice in Northern California will be eligible to run in the open second conditioned allowance race in Southern California. • California-Bred supplemental purse monies earned in qualifying open races will be disregarded for eligibility purposes. • Starter races shall be considered the same as Claiming races, except where the conditions state to the contrary. Starter races will not be considered as claiming races in regards to preference clauses. Starter race earnings will be included in stakes preference earnings. • Horses penalized in a race shall not be entitled to any of the allowances in such a race. Horses not entitled to the first allowance in a race are not entitled to the second and if not the second, then to any subsequent allowance unless specified in the conditions of the race. • Owners and trainers when entering horses in races are cautioned to check carefully the eligibility of their horse and the allowances claimed in all races. Under the universal rules of racing an owner or trainer is responsible for the eligibility and the weight the horse carries. The Racing Secretary will be glad to give horsemen any information in respect to their horses that is desired, but the final responsibilities rest with the owners and trainers. • Retroactive purse changes and bonus payments will not be considered for eligibility, allowances or in any computation of earnings. Earnings as reported in Equibase will be used for the purpose of determining eligibility, allowances and preference. • Horses without a jockey named at entry time will have an alternate rider named by the Racing Office. Said horses must have a secured jockey by scratch time. • Trainers must have an apprentice engaged before claiming an apprentice allowance. • A rider may be named on two horses in a race provided one is on the also-eligible list. • Any jockey taken off mounts due to illness is not eligible to be named on horses until approved by the Track Physician or the Stewards. • A jockey engaged to ride any horse is bound to fulfill his engagement unless excused by the Stewards. Should a rider become injured or ill on the way to the post or at the gate, and the Stewards designate a substitute rider, such rider will fulfill the order of the Stewards and complete the engagement on the horse. –33–

• GROOMS’

ATTIRE. All grooms should be neatly dressed when taking horses to the paddock. Pony riders taking horses to the post in the public parade must wear jackets available at the receiving barn and must keep themselves and their mounts well groomed and their tack clean.

RULE 1634 – CLAIMING OPTION ENTRY • (a) At the time of entry into a claiming race, the owner may opt to declare a horse ineligible to be claimed provided: 1. The horse has been laid off and has not started for a minimum of 180 days since its last race, and 2. The horse is entered for a claiming price equal to or greater than the price at which it last started. • (b) Failure to declare the horse ineligible at the time of entry may not be remedied.

Illness or Injury Requiring a Veterinary Scratch. • Horses on the Veterinarian's List as sick or injured shall stay on the Veterinarian's list for 10 days. The horse can be entered to race while on the Veterinarian's List provided his sound health has been satisfactorily demonstrated to the Official Veterinarian and the race in which he is entered is on the 13th day or thereafter. Removal from the Veterinarian’s List. • Horses to be removed from the Veterinarian’s List for unsoundness must work fiveeighths of a mile to the satisfaction of the Official Veterinarian no matter how long the horse has been on the Veterinarian’s List or turned out. ALL WORKS FOR REMOVAL FROM THE VETERINARIAN’S LIST SHALL BE BY APPOINTMENT ONLY.

• (c) Ineligibility shall apply only to the first start following each such layoff. NOTE: Authority cited: Sections 19420 and 19440, Business and Professions Code. Reference: Sections 19408.2 and 19562, Business and Professions Code. HISTORY: 1. New rule filed 8-21-08; effective 9-20-08.

RULE 1658 – VESTING OF TITLE TO CLAIMED HORSE • (a) Title to a horse which is claimed shall be vested in the successful claimant from the time the field has been dispatched from the starting gate and the horse becomes a starter; and said successful claimant becomes the owner of the horse unless voided by the stewards under the provisions of this article. Only a horse which is officially a starter in the race may be claimed. A subsequent disqualification of the horse by order of the stewards or the Board shall have no effect upon the claim. • (b) The stewards shall void the claim and return the horse to the original owner if: 1. The horse suffers a fatality during the running of the race or 2. The racing or official veterinarian determine the horse will be placed on the Veterinarian’s List as unsound, lame, or bled before the horse is released to the successful claimant.. • (c) The claim shall be void if the race is called off, canceled, or declared no contest in accordance with Rule 1544 of this division.

RULES OF ELIGIBILITY FOR HORSES RACING AT DEL MAR The Rules of Racing adopted by the California Horse Racing Board govern all races under the auspices of the Del Mar Thoroughbred Club. For three-year-olds and up that have broken their maiden: 1. A horse which has started for less than $5,000 will not be eligible, unless, after such start, that horse finishes 1st, 2nd or 3rd in a race for $5,000 or greater. For maidens: 1. A maiden which has started for less than $12,500 will not be eligible, unless, after such start, that horse finishes 2nd, 3rd or 4th in a race for $16,000 or greater. 3. No maidens over six-years-old are eligible. Once a horse has started at Del Mar, it may not lose its eligibility during the meeting. However, any eligible horse which leaves during the meeting and races elsewhere must again satisfy the original eligibility requirements before being approved to return. ELIGIBILITY DOES NOT IMPLY AUTOMATIC APPROVAL. It means consideration on the basis of performance and potential in our racing program.

VET LIST Unsoundness Requiring a Veterinary Scratch from a Race or being Observed PostRace. • The horse shall be placed on the Veterinarian’s List for a minimum of ten days. On the eleventh day or thereafter, the horse shall be required to work five-eighths of a mile in an official time of 1:03 or better and demonstrate racing soundness to the Official Veterinarian or Racing Veterinarian. 16. A Maiden that runs in any winners race will not lose its previously held date. 17. Cal-Bred Maidens that run in open Maiden Special races will retain their date.

1. Horses will not be eligible to receive a date until their papers are on file in the Racing Secretary’s office. 2. Preference dates will not supersede conditions of a race. 3. All registration papers submitted to the Del Mar Racing Office prior to 4:00 p.m. on the 1st racing day (Nov 11) will receive a zero date which is the lowest possible date. A horse keeps its zero date until it runs or scratches. Pre-meet entries without papers are least preferred. 4. Any horse that is scratched from a race transferred from the turf to the dirt will receive their original date. 5. All registration papers submitted after the 1st race day (Nov 11) will receive a R date of the day registered. 6. A zero date takes preference over a running date. 7. Horses that run will receive a running date corresponding to the date they race and lose the date previously held. 8. Any horse that runs during the Del Mar meeting at another race track and whose papers are not withdrawn from the Del Mar racing office will automatically be given the corresponding date of the date they run plus one additional day. 9. Horses which are scratched will keep their R date for the day they scratch. 10. Any horse running in a stakes race at Del Mar will retain its previously held preference date. 11. Preference dates are good at any distance and for any category, with the exception of Rule #2. 12. All horses placed on the Stewards, Veterinarians or Starters lists will be posted in the racing office. They will not be permitted to enter until they have been approved to start. Horses placed on these lists will keep their dates if they ran in the particular race in which they made the list. Horses which are scratched will be given a date for the day the horse comes off the list. 13. Horses which have established a date at the current meeting may lose that preference date should their papers be withdrawn from the Racing Office or demonstrate intent to race elsewhere. Should a horse’s papers be withdrawn from the Racing Office for just cause, (i.e., tattoo, corrections, or clarification, etc.) the Racing Secretary may determine the status of the preference date established.

18. In overfilled races trainers must declare a first and second choice with horses having any common ownership. In all races except for stakes, regardless of all conditions, same owner second will be in last. 19. If a carded turf race is taken off the turf, all horses who run will receive a "Super Date" which gives them preference in any overfilled turf race (stakes races not included). Any horse on the “also eligible” that is declared will retain its original date providing there are no scratches in the body of the race by scratch time.

WORKOUT CRITERIA The following are the workout criteria that will be in effect for the 2016 Meet. The minimum official, recorded workout distances and number of works for horses to run at the 2016 Meet are as follows: 1. All first-time starters: three works; one at least 5/8 mile (Two Year Olds: one at least 1/2 mile); the other two at least 3/8 and gate approval. For races of 6 furlongs or greater, at lease one 5/8s mile will be required. 2. Horses which have not raced in 90 days, three works, with at least two works during the last 60 days, one of which shall be at least 5/8 mile; and one work during the last 30 days. 3. Horses which have not raced in 60 days; two works, with one during the last 30 days. 4. Horses which have not raced in 30 days; one work at least 3/8 mile within those 30 days. 5. Imported Horses: The workout requirement will be waived for horses entering in a stakes race within seven days of clearing U.S.D.A. quarantine, provided that the country of origin’s racing jurisdiction has no provision for timed workouts. 6. All horses which meet the workout criteria may be entered and race. Horsemen seeking to run a horse not meeting the workout criteria must obtain the permission of the Stewards. 7. Horses eased or placed on Stewards' list for poor performance or beaten over 30 lengths in last start without cause will be required to show a 5/8 mile work prior to next race. Exceptions: Two-year-olds running less than 5/8 of a mile, who will be required to work race distance.S LI

Full information on workmen’s compensation is also available at this office. • Trainers are requested to check and amend their list of stable help in order that their 2016 license cards may be approved by the California Horse Racing Board. • INSURANCE. The California Horse Racing Board requires a signed written binder of Worker’s Compensation or a Certificate of Insurance verifying proper coverage be in their file before a trainer’s license can be issued or a horse permitted to start. Telegrams or verbal contact will not suffice. • Horsemen shipping from out of state are advised to bring such Worker’s Compensation document for filing with the Board. Out-of-state insurance must state: COVERS ALL RACING OPERATIONS IN CALIFORNIA. • CHANGE OF EQUIPMENT. Permission to change equipment must be secured at the time of entry. The Paddock Judge will be on duty in the paddock for this purpose until close of entries each day. • TRUE SEX. Determination of the true sex of a claimed horse shall be the sole responsibility of the claimant, and mistakes in that regard printed in the official program or elsewhere shall not be considered basis for invalidating the claim.

FIRE PREVENTION RULES

POST TIME. A Klaxon will sound in the Stable Area in order to notify trainers and grooms that their horses should leave the Stable Area for the receiving barn approximately 20 minutes prior to the receiving barn scheduled time.

The following fire prevention rules and regulations pertaining to horsemen and the Del Mar Stable area will be in effect during the 2016 Del Mar Thoroughbred Club meeting.

STALL MAINTENANCE. In the event electrical equipment in your stalls is not working, please notify the stable office (858) 794-1081. During the meeting, the Stable Superintendent should be notified at least 36 hours in advance in the event of maintenance needs in any stalls. There will be no pens permitted during fall meet.

• Regardless of size of fire, turn in an alarm. When stabling, locate nearest alarm box assigned your stable. Also note location of fire extinguisher and hose in your barn. • Positively no smoking is allowed in horse stalls, feed rooms or other hazardous places. Striking or lighting of matches in stalls or feed rooms is also prohibited. • If any fire equipment in your area is used or damaged please report it at once to the Stable Superintendent, or to any uniformed security guard, or report directly to the Fire Station located just south of the Receiving Barn on the track grounds. • Do not connect any electrical appliance to lighting circuits at any time. Use convenience outlets on walls only for this purpose. Do not connect any two electrical appliances of 1000 watts or greater to any one convenience outlet circuit at any one time. If in doubt, contact stable electrician. • Do not sleep in feed rooms. This is prohibited at all times. • Cigar and cigarette stubs: Have a metal container partly filled with water to dispose of same in each tack room or where needed. Make certain that matches and cigarettes are extinguished. • No parking of vehicles in front of fire equipment, barn runyards, gates, or barrier entrance to barns is allowed. • Fire hose boxes and fire hydrants must remain in the clear, and the hose is to be used for fire only. • All types of rubbish containers must remain outside of barns away from underneath the barn roofs. • All electrical appliances must be in safe working condition. If they are not, report the electrical appliance trouble to the fire headquarters, to the security officers, or to the stable electrician. • Do not face electrical heaters or devices too close to walls, bedding, clothing or any material or flammable nature. • Use of flammable liquids in the barn area for spraying, cleaning, etc., is prohibited. • Any type of DDT spraying fluid with an oil base or other oil-based liquid used for spraying the barn area must be approved by fire personnel. • No open fires are permitted at any time. • Do not tie horses or dogs to gate barriers or guard rails around fire hydrants. This also applies to fire hose boxes and extinguishers at the barns. • All horses must have halters on when they are in their stalls. • The halter shank is to be placed in the immediate vicinity of each horse. • You are not permitted to place a lock of any type on stall doors of horses.

PERSONNEL ADMISSION INTO STABLE AREA. The California Horse Racing Board and the Del Mar Thoroughbred Club have jurisdiction over the entrance of any and all personnel into the grounds. Admittance to the Stable Area is restricted to owners, their guests, trainers and their employees, racing officials and the working press upon presentation of proper credentials. No visitors are permitted without authorized passes issued by the Stable Gate Office. STABLE AREA PARKING. Parking and storing of automobiles under barn roofs, between barns or in posted areas is strictly prohibited at any time except with special permission. The dismantling or repairing of any motor vehicle is prohibited in the stable area. Speed limit in the stable area—10 miles per hour. In order that the maximum protection may be afforded horses and employees during training hours in the stable area, the management of Del Mar is in full accord with Trainers and Horsemen in that the use and parking of automobiles in this area is restricted during training hours. To offset any congestion of automobiles in and around the stable area designated parking area for Owners, Trainers and Stable employees will be provided. Stickers furnished by the racing department will indicate the proper parking area to be used. All parking rules and regulations will be strictly enforced. DOGS. Del Mar has no desire to deprive horsemen of the pleasure and aid provided by dogs, BUT loose dogs are a menace and can not be tolerated. All dogs must be registered at the Stable Office showing breed, age, sex, license number and owner. As provided for in the County Ordinance all dogs will be required to be under leash at all times. Dogs are required to be licensed and wear Stable Area tags. Stray dogs picked up during training hours will be barred from the premises.

Such claim certificate shall not be issued until all conditions and qualifications for a horse owner’s license have been met or completed.

PERSONS WISHING TO OBTAIN OWNERS’ LICENSE THROUGH CLAIMING. An individual who desires to become an owner of a race horse through claiming may request an Open Claim Certificate from the CHRB by the following method: 1. Submit a completed Application for Horse Owner’s License to the California Horse Racing Board at the meeting where the Claim will be made. The applicant must have the name of a licensed trainer who will be responsible for the care of the claimed horse. In addition to the application, a financial statement, a complete fingerprint card, and a check or money order for the non-refundable fee is required. 2. The application will be processed and will be returned by the Board to the Stewards for a final recommendation. Upon approval, the Stewards may issue an Open Claim Certificate. When the Certificate is exercised, a Horse Owner’s license will be issued. An Owner’s License is not issued prior to the claim as one of the qualifications for license is the ownership of a qualified race horse. 3. The time required for processing of the application is approximately 5 days. MAY A CLAIMANT TRANSFER A HORSE HE HAS CLAIMED? A successful claimant may not transfer or sell a horse he has claimed (for racing purposes) for a period of 30 days. The racing association may demand that the horse be removed from the grounds and the association is not obligated to provide such horse stall space on the grounds. TRANSFER OF HORSES ON THE GROUNDS. The purchase or claim or transfer of any horse on the grounds at Del Mar, whether by private sale, claiming, or public auction DOES NOT GUARANTEE THE NEW OWNER A STALL FOR SUCH HORSE. The management of Del Mar Thoroughbred Club reserves the right to allocate stalls.

• A separate form must be submitted for each horse requesting a duplicate sample.

Horses claimed or sold to any person or stable not registered for racing at Del Mar must be removed from the grounds within 24 hours, unless permission to remain is given by Del Mar Thoroughbred Club.

• Trainer must submit two (2) checks with the Duplicate Sample Request: • One check in the amount of $100 to the chosen laboratory. • One check in the amount of $65 to the CHRB for shipping and handling.

HOUSE RULE - RIDING CROPS Management will no longer permit the use of riding crops during the running of a race that do not conform with ARO Model Rule 010-035 which provides as follows: 1. Riding crops shall have shaft and flap and will be allowed in flat racing including training, only as follows a. Maximum weight of eight ounces; b. Maximum length of 30 inches c. Shaft minimum diameter of the shaft of one half inch; and d. Shaft contact area must be smooth, with no protrusion or raised surface, and covered by shock-absorbing material that gives a compression factor of at least one-quarter mil¬limeter throughout its circumference 2. The flap is the only allowable attachments the shaft and must meet these specifications: a. length beyond the end of the shaft a maximum of one inch; b. Width a minimum width of 0.8 inch and a maximum of 1.6 inches; c. No reinforcements or additions beyond the end of the shaft; d. No binding within seven inches of the end of the shaft; and e. 2016 DEL MAR THOROUGHBRED CLUB CONSERVATION PROGRAM Conservation is an important aspect of our daily living here in California. As we approach the 2016 live meet we would like to remind trainers, owners and backside employees that we have a responsibility to conserve our natural resources and ensure that hazardous materials do not enter our water systems. California is facing a drought situation and the need to conserve water is a serious issue. The Del Mar Thoroughbred Club realizes the importance of water conservation and has developed a program that will work to reduce water consumption and eliminate the disposal of waste or hazardous material into the drains, during the 2016 live meet. DMTC staff will work in conjunction with the California Thoroughbred Trainers to ensure the success of this program. Conserving electricity is another area of concentration for the 2016 live meet. We ask that when lights are not necessary for the safety of your employees and horses that they be turned off. Water Conservation signs, in both English and Spanish will be posted throughout the backside prior to the first horses arriving at the track. Risk Management staff and DMTC Security staff will work with violators to ensure they understand the requirements of the program and assist them in becoming compliant. Risk Management Supervisor and Security will be in the stable area 7 days a week to ensure compliance of the Water Conservation Program as well as electrical conservation. Following are the rules and stipulated fines for the Water Conservation Program. Should you have any questions please feel free to call the Risk Management Department at 858-792-4233. Barns that fail to follow the rules will be reported to CHRB stewards. We thank you for your cooperation. ENFORCEMENT RESPONSIBILITIES The DMTC Risk Management Department and DMTC Security will be responsible for enforcement of this program.

POLICY ON GAMBLING

California Retirement Management Account (CARMA) is a non-profit, charitable organization created to raise money for retired California racehorses. Founded in late 2007 it is run by an independent board of directors and is responsible for hosting fundraising events, educating owners and trainers on equine retirement, raising awareness, and working to unify the industry in support of our equine athletes. In addition, CARMA worked with the California Horse Racing Board (CHRB) to adopt a rule change allowing for a 0.3% deduction from purses to help fund equine retirement. This deduction, one owners can opt-out of, will be used to help support equine retirement farms and other non-profit programs that care for and retrain retired Thoroughbred racehorses.
