Manage in-coming telephone calls. Be prepared to contact executive members of committee, Cardinia Council, DEECD as directed by the Incident Controller. Be prepared to contact parents with a clear, concise and consistent message to ALL parents “a decision has been made to close the kinder. Please come and collect your child” or “we have been advised to relocate by Emergency Services. They will be assisting us. Emergency Services have indicated that it is not safe for you to come and collect your child at this time. It is not yet known where we will be directed but your child is safe and we will contact you again when more is known”. Evacuation plan Off-site Evacuation Plan 1 In the event of an off-site evacuation (due to a low to high priority risk) the following are suggested steps for relocation: Incident Controller/Teacher (with assistance of duty parents) 1. Senior person on site takes charge and implements the Emergency Management Plan 2. Blow whistle, located on fire extinguisher 3. Using all available staff/volunteers calmly move/carry/walk the children out of the building through either front or back door depending on location of fire/emergency 4. Take children out to either main entrance or playground double gates depending on location of fire/emergency 5. Do a head count at the gate 6. Use teacher’s keys, kept in pocket, to exit the playground gate if necessary. 7. Duty parents to also assemble at gate. 8. Exit through the gate and walk children across the road (McBride Road) to vacant block of land. 9. Assemble on vacant block and do another roll call. Roll calls will be performed in alphabetical order as per the attendance book. 10. Contact committee and parents immediately. 11. Children will remain with Senior Person/Teacher until collected by a parent/nominated pick up person who will be required to sign the child out in the attendance book. The book must be signed before any child is released. Logistics Person/Assistant 1. If safe, collect: • Enrolment forms (in folder on shelf in office) • Emergency back pack / first aid kit (on shelf, near door, in office) • Mobile phone • Attendance book (in foyer) 2. Off-site Evacuation Plan 3 In order to reach Evacuation Point assistance would be required from Council to supply transport in the form of buses or other suitable arrangements. To facilitate this contact would need to be made with Kevin O’Rourke at Council – Municipal Emergency Resource Officer (MERO). Special Note: The safety of children is always our first consideration. Circumstances may not permit Children’s Services Staff to wait for parents to pick up their children in the event of an emergency, especially an advancing unforeseen bushfire. The relocation plan is an emergency option designed to maximize the well being of children, taking into account parental concerns as well. It is the opinion of the Committee that relocation is an appropriate alternative to remaining on the premises if, and only if assistance or advice (in person, by telephone or otherwise) is provided by Emergency Services or the DEECD to relocate the children, staff and volunteers. Incident Controller/Teacher (with assistance of duty parents) 1. Senior person on site takes charge and implements the Emergency Management Plan. 2. Contact the Municipal Emergency Resource Officer at local Council and advise that we require assistance to relocate all adults and children from the Pre-Kinder to our offsite location in Beaconsfield. 3. Blow whistle, located on fire extinguisher. 4. Tell the children to assemble in the playroom area on the mat. 5. Do a roll call from the attendance book. Roll calls will be performed in alphabetical order as per the attendance book. 6. Gather the assistant and duty parent(s) together near the mat. 7. Organize fire blankets for the children and water bottles. 8. Do a head count with everybody included. 9. Contact committee and parents immediately. 10. Monitor the situation via the Internet and radio. 11. Remain in the designated safe area focusing on the needs of the children. 12. Await Emergency Services/Transport. 13. When Emergency Services/Transport arrives using all available staff/volunteers calmly move/carry/walk the children out of the building through either front or back door depending on location of fire/emergency 14. Take children out to either main entrance or playground double gates depending on location of fire/emergency 15. Do a head count at the gate 16. Calmly put all children/staff/volunteers on Bus. 17. Do a head count before Bus departs. 18. Bus will relocate children/staff/volunteers to offsite evacuation point at Akoonah Park in Beaconsfield. 19. On arrival at Akoonah Park everyone to assemble in a group and a head count to be done. 20. Contact committee and parents immediately.

21. Children will remain with Senior Person/Teacher until collected by a parent/nominated pick up person who will be required to sign the child out in the attendance book. The book must be signed before any child is released. Logistics Person/Assistant 1. If safe, collect: a. Enrolment forms (in folder on shelf in office) b. Emergency back pack / first aid kit (on shelf, near door, in office) c. Mobile phone d. Attendance book (in foyer) 2. Check building to make sure everyone is out, calling out. 3. Join the group outside and assist teacher and duty parents in helping children onto the waiting Bus. 4. Assist in caring for children while parents are contacted. Information Person/Parent Helper 1. Call 000 2. Inform them of the nature of the emergency (e.g.: “There is smoke in the building”) 3. Calmly assist to move/carry/walk the children out of the building through either front or back door depending on location of fire/emergency 4. Assemble at gate 5. Calmly put all children/staff/volunteers on Bus. 6. On arrival at Akoonah Park call 000 and inform them of your location at the offsite assembly area. 7. Contact committee and parents immediately. 8. Assist in caring for children until parents arrive.

On-site Lockdown In the event of an on-site lockdown (due to a wild fire priority risk) following are suggested steps are recommended: Incident Controller/Teacher (with assistance of duty parents) 1. Senior person on site takes charge, assess situation and makes the decision early with the discussion of the president/vice president/treasurer/executive committee whether to phone parents for them to pick their children up or lock the centre down. 2. If time does not permit the pick up of children then the Senior Person implements the Emergency Management Plan 3. Blow whistle, located on fire extinguisher. 4. Tell the children to assemble in the playroom area on the mat. 5. Do a roll call from the attendance book. Roll calls will be performed in alphabetical order as per the attendance book. 6. Gather the assistant and duty parent(s) together near the mat. 7. Organize fire blankets for the children and water bottles. 8. Do a head count with everybody included. 9. Contact committee and parents immediately. 10. Monitor the situation via the Internet and radio. 11. Remain in the designated safe area focusing on the needs of the children. 12. Await Emergency Services. 13. Contact the parents again after the situation has been re-assessed. Logistics Person/Assistant 1. If safe, collect: - Enrolment forms (in filing cabinet) - Emergency back pack / first aid kit (in kitchen cupboard next to photocopier) - Mobile phone - Attendance book (in foyer) 2. Remain in the designated safe area focusing on needs of children. 3. Await Emergency Services Information Person/Parent Helper 1. Call 000 2. Inform them of the nature of the emergency 3. Have ABC radio on to channel AM 774 4. Contact committee and parents immediately and advise them of Lock Down. 5. Go to the designated safe area focusing on the needs of the children. 6. Await Emergency Services.

Emergency Drills / Training Schedule Staff will practice an evacuation drill two times per term. One of these is organised by the teachers and one of them is initiated by the Committee of Management. In November 2009 two members of the Committee attended tutorials which were organised by the DEECD. Information was then passed on to the teachers and committee of Management. We also invite our CFA Captain to attend a committee meeting once a year to alert us to any changes in the community and update our policy. No specific training has been recommended for the Staff (aside from their required First Aid etc.) the Committee and Staff were of the opinion that nothing relevant was offered. Committee and Staff will continue to look for relevant training for staff and management.

Remove persons from immediate danger. Alert nearby personnel and the Incident Controller, call 000. Confine fire and smoke. Close windows and doors (if safe). Keep low, under the smoke. Fire Extinguisher Operation: Fire Extinguisher operation is voluntary, only being used when it is safe to do so. APPENDIX L: Lockdown Checklist

Liaise with staff, other agencies and the Region in considering a lockdown. Activate lockdown using the predetermined activation signal. Advise Victoria Police and other appropriate emergency service agencies. Advise ESMU (Government schools only) on 24/7 hotline – 9589 6266. Activate the Incident Management Team (to plan further actions and enact the response plan). Allocate responsibilities. Collect emergency kit. Guide visitors to safety. Divert parents and returning groups from the school. Ensure a telephone line is kept free. Keep public address system free Secure external doors and entrances. Keep main entrance as the only entry point. It must be constantly monitored and no unauthorised people allowed access. If possible, have a delegated staff member wait at the main entry to the school to guide Emergency Services personnel. Ascertain (as possible) if all children, staff and visitors are accounted for. Record some details of actions undertaken and times (use the Post-Emergency Record from Appendix). Await de-activation advice from Emergency Services personnel (if appropriate).
