Dear Scouters, Warm weather is now upon us, and that means summer is fast approaching. With summer comes a plethora of outdoor activities for Scouts of all ages. Boy Scout Summer Camp, Summit Trek, Cub Scout Family Camp, Webelos Weekend, Cub Scout Day Camp, and Cub and Webelos Resident Camps all offer the same big prize in Scouting. They offer the “OUT” in Scouting! Young people don’t join Scouts to learn to be better citizens, to deepen their faith in God, or to develop good character which will help them grow to be the best, and the most they can be as adults. No, they join for fun, for the adventure, the excitement, and they find that in the great outdoors. So are we doing everything we can to make sure they get to camp? I ask you to commit yourself to do just that. Make sure that every Scout within your sphere of influence gets to camp. Wonderful things will happen if you do so. Scouts of all ages have some things in common. If they attend camp in the summer they are much, much more likely to stay in Scouting for another year. And studies have shown us that Scouts learn all kinds of wonderful things when they attend camp. Things like learning to work as part of a team, learning to be good leaders, learning new skills and new hobbies. They learn to be more self-sufficient, have more respect for nature, and have more confidence in themselves. And they have FUN! Simply put, a Scout without a camping experience in the summer just is not getting his due. We call him a Scout, but he does not get the big prize. He does not get to participate in the biggest and most important event of Scouting. Camp! It’s almost always the main reason they join Scouting, and it is the best Scouting has to offer. The WOOD BADGE course dates have changed to August 1416 and 28-30. WOOD BADGE is for EVERY adult who has a desire to grow in communication skills and much more! It is a PROFESSIONALLY DELIVERED COURSE that is accredited in many states…and would cost 6-8x as much in University. (You must be fully trained in your position and have YPT). WHY ME? The skills learned will help you in your job, your home, your church calling and your scouting position. Add it to your resume’ with pride! HOW DO I AFFORD IT? Many big companies will pay for the cost to have the experience you gain on the job…and/or they may split with you and cover the cost if you use vacation days to attend? If you need the letter on BSA letterhead explaining how professional it is and the benefits detailed. ~Buckskin Council Scholarships are available for those who need help, to be considered! ~If you are a VFW member, they have a scholarship program available to cover the cost! Just ASK the Course Director or Council Training Chair for the applications or info! WHEN? Sign up as soon as possible for the Course happening in August…just two 3-day weekends for the physical training with goals to complete afterward on your own. Are you a “TRAINED LEADER”? You can wear the “trained” strip on your uniform if you are fully trained for your position in scouting.  Cub Scouters need YPT and position specific training for your registered position and you are done! (some supplemental BALOO and Weather Hazard type things are needed to go outdoors….but not for being considered trained.)  Boy Scout leaders need YPT, position specific training….but also need IOLS (Intro to Outdoor Leader Skills) for fully trained.  A trainer needs to add EDGE training.  A Committee member needs to take Committee Training.  A rising Cub Scout Leader needs to be sure to take the training for a new Den Leader position as they move up through the program. Tiger leaders need to take Wolf leader training if they move up with their boys and so on. You can always do this well ahead and at any time. Be trained for your den level! Thank you for respecting our generous hosts. VFW Woodbadge Scholarship The Buckskin Council has scheduled a 2015 Wood Badge Course for the dates of August 14-16 and August 28-30 inclusive. If a Scouter is interested in participating and is a member in good standing of the Veterans of Foreign Wars (VFW), a national VFW scholarship may be available. If you are interested in learning details please contact the BSA Council Office at 1-800-272-6880. The Council Office will put you in contact with a VFW Member/Scouter to discuss applying for the program scholarship. With your information, the application will be prepared and sent in your behalf. If a person is interested, it is imperative they act soon. The National VFW has a limited number of these scholarships. In addition, there is processing time requirements. If you are not a VFW member and are a military veteran with a combat or expeditionary ribbon and not a VFW member but may be interested in joining the VFW and applying for the Wood Badge scholarship make the same call The VFW has been supporting the Scouting program for 100 years. A Cub Scout’s experience at resident camping designed exclusively for Cub Scouts and Webelos. Exciting and Fun at every turn! Cub Scouts will expand on their Day Camp experience with a 3day/4night program teaching outdoor skills with evening activities that will create life long memories while having fun. Webelos will get a taste of the future as they prepare to attend a Scout type Summer Camp. We want your Webelos to have fun while they learn new skills preparing them for Boy Scouts, and working towards their Arrow of Light and Crossover. Summer camp is the highlight of a Scout’s year. Scouts who experience summer camp are more likely to stay involved in Scouting for another year. The Buckskin Council Summer Boy Scout summer camp programs purpose is to provide a fun, adventurous summer camp experience filled with personal growth that will long be remembered. It is the mission of our Summer Camp Program Committee to improve our camping program and provide every camp participant with a fun camping experience by providing quality programs and resources through the Camp Director and staff. You can find copies of all the documents you need to register for camp at the Buckskin Council office and on the Buckskin Council website, www.Buckskin.org. Put these dates in your calendar - August 21 to 23! These are the dates for this year’s Council Camporee at the West Virginia State Fair. Once again the boys will be Earning while Learning. We will be camping near the Fairgrounds and be transported to the Fair on Saturday morning where each of the boys will complete a trek with which they “learn” many things and be able to “earn” their midway pass. Pete Roth and the West Virginia State Fair Staff have a wonderful program prepared. All they need is you to come and enjoy it! Tentative cost will be $15 per participant, which includes a patch, entry into the fair, and food for Saturday afternoon.

Buckskin Council Day Camps 2015 "all the world is a stage" WHAT IS CUB SCOUT DAY CAMP? Day Camp is an outdoor experience where Cub Scouts participate in individual and team sports, games, crafts, explore nature, and work on achievements, electives, and activity badges. Boys have fun in the outdoors -- that's Cub Scout Day Camp. The Cub Scout Day Camp program is designed to teach skills and develop attitudes that make a boy more selfreliant and more at home in the outdoors. He will have fun with a purpose. FISCAL POLICIES AND PROCEDURES FOR BSA UNITS FREQUENTLY ASKED QUESTIONS Should our unit have a checking account? Yes. Unit funds should be deposited in a checking account that requires two signatures on every check unless the chartered organization requires other procedures. Does a unit need its own tax identification number? Is so, where do we get it? The answer depends on the chartered organization. Most units obtain their own tax ID number by completing IRS Form SS-4. The current form and instructions are available on the IRS website (www.irs.gov). The chartered organization should be the “responsible party.” Contact your chartered organization for written permission. Contact your local council for more information. Who is responsible for the finances of the unit? The unit committee is responsible for the unit’s finances, but the assets belong to the chartered organization.

Should our unit consider insuring our unit equipment? Yes. It is suggested that your unit insure its equipment. Remember, the chartered organization owns the assets. Can our unit deposit funds with the local council? Yes. Most councils allow unites to deposit funds to their credit in the council service center. What happens to the unit funds and equipment should the unit dissolve? The unit committee shall apply unit funds and property to the payment of unit obligations and shall turn over the surplus, if any, to the chartered organization or the council, as may be agreed upon, pending reorganization of the unit or for the promotion of the program of the Boy Scouts of America. When should our unit submit a BSA Money-Earning Application? For all unit fundraising. Approval must be given in advance by the chartered organization and the local council. Is our unit considered tax-exempt by the IRS? Chartered organizations vary widely in tax status, but the tax status of your unit is the same as that of your chartered organization if the chartered organization includes the unit in its tax status.

Does our unit need to file annually an electronic postcard 990-N with the IRS? The BSA national office consulted with outside counsel. In their opinion, most units do not have to file. The only exception is for the very small number of units that have filed for separate federal tax-exempt status under Section 501(c)(3) of the Internal Revenue Code. Can our unit be covered under the BSA’s group exemption? No. The IRS only allows local councils (and council trust funds) to be included under the BSA group exemption. Can our unit be exempt from state sales taxes? The unit may qualify for a number of state sales tax exemptions as a nonprofit organization under your state laws. Check with your own state; this varies widely across the country. A volunteer suggested that our unit apply for its own tax-exempt status. Can we? Units should not incorporate or apply for their own tax exempt status. Units are not legal entities. Can we solicit gifts for our unit? No. Simply put, units are not permitted to solicit any gifts. Does that mean people can’t make gifts to our unit? Anyone can contribute to a Scout pack, troop, or unit – and many donors don’t need or care about charitable deductions. Can gifts go to the local council to benefit our unit, then “pass through” the council to us? No. Your unit “belongs” to your chartered organization, not to your local council. My local company has employee volunteerism grants. Can these gifts go to our unit? Employee incentive awards and volunteerism grants usually can NOT go to a unit, due to the company’s giving restrictions. Corporate donations often can only go to charities that are “501(c)(3).” Can my unit credit amounts from fundraising to an individual toward their expenses? Wilderness Rangers July 20 - July 25, 2015 The 2015 Wilderness Rangers Trek is recruiting now! Only 24 Boy Scouts will get a slot in the trek so register now. Wilderness Rangers is open to Scouts ages 14 to 18 who have attained the rank of First Class, with Scoutmaster’s recommendation. Learn about Electro-fishing, raptors, poisonous snakes, and trapping. Wilderness Rangers will visit the Greenbank Observatory, Cass Scenic Railroad, Droop Mountain, Cranberry Glades, and many more fascinating sites. Cost of trek: $100 ($50 deposit must accompany the application) Registration deadline is July 10, 2015. Since the trek is limited to 24 scouts there is usually a waiting list. Sign up today! TimberTrek Are you ready to tackle TimberTrek, the new ropes course at Adventures on the Gorge? This system of challenging obstacles, bridges, swings, and zip lines between tree platforms is the cutting edge of aerial adventure! Each course is constructed to challenge, inspire, and delight participants at heights as high as 50 feet above the forest floor. Buckskin Scout Reservation 2015 Summit Trek The Buckskin Council is pleased to make available in 2015, a program that has been exclusively designed for us…The Summit Trek. It provides the opportunity for Buckskin Scout Reservation Scouts and Venturers to spend several days at The Bechtel Summit for world class adventure venues in The Summit Center beginning Monday evening through Friday morning. The Summit Trek includes meals, transportation from camp to the Summit, and Scott Summit Center programming (including required equipment). A tent and cot are provided while at the Summit. Cost is $465 per youth or adult (must be 13 yrs old to participate) Summit Center activities: Ziplines, climbing walls, bouldering, sustainability treehouse, mtn biking, BMX biking, skateboarding, tomahawk throwing, canopy tours, Stand-up paddleboarding, kayaking, Water Reality Obstacles Course, rapelling, Challenge courses, sporting arrows, all Action Point activities, and the Consol Energy bridge. Since 1938, Scouts from all over the world have hiked its rugged trails, rambled through its stands of aspens and ponderosa pine trees, and scaled its lofty peaks. Philmont, for many, is a once in a lifetime experience. You too can be among those lucky enough to share in this adventure. You will embark on a 14 day expedition where you and your crew will journey through many parts of the world’s largest scout camp where you will meet many great challenges, learn unique outdoor skills, and create memories that will last a lifetime. National Youth Leadership Training (NYLT) JUNE 14-19, 2015 CAMP CHIEF LOGAN WHAT: NYLT is a week-long course that gives Boy Scouts, Varsity Scouts and Venturers methods, skills and experiences to become better leaders in their units. The course centers around the concepts of what a leader must be, what he/she must know, and what he/she must do …with a clear focus on how to accomplish all this. WHO: ALL eligible Boy Scout and Venturing youth who want to improve their leadership skills. Participants must hold or intend to hold a unit leadership position to be eligible for the course, and satisfy the following requirements: For Boy Scouts/Varsity Scouts, must be at least 13 years old and First Class rank by the first day of the course. If a Venturer (male or female), must be at least 14 years old and registered in a Venturing Crew or Sea Scout Ship. May not be 18 years old before the last day of the course if a Boy Scout or Varsity Scout. May not be 21 years old if a Venturer. WHEN: June 14 to 19, 2015…a week of resident camp (they stay on-site) The course is limited to the first 48 participants signed up. Wood Badge August 14-16, august 28-30 What is Wood Badge? Wood Badge will provide you with the leadership skills to make a difference. Wood Badge brings together leaders from all areas of scouting: Cub Scouts, Boy Scouts, Varsity Scouts, Venturing and all other District and Council leadership positions for training, adventure and FUN! Requirements: You must be a registered adult Scouter with youth protection training and training specific to your particular scouting position completed. There are no special physical or outdoor abilities required but we will be sleeping in tents on the second weekend. Cost: $225.00 per person. A deposit of $75.00 is paid to Buckskin Council Scout Service Center with the application. The fee must be paid in full by July 14, 2015. Medical Examination: Wood Badge requires the Annual BSA Health & Medical Record form Part A, B & C to be completed by all participants within one year prior to the course start date. Certain accommodations can be made on a case-bycase basis, please let us know your concerns . Course Format: Wood Badge is a six-day course conducted over two full three-day weekends. Unit Elections Beginning this year, unit elections for the Order of the Arrow must be conducted by the lodge or chapter elections teams. These must be completed prior to July 31 of each year. Election forms must be completed and turned into the council office for scouts to complete their Ordeals. Conclave Work Day The last Conclave work day will be May 9 at Camp Arrowhead. The camp will be open Friday night to anyone who would like to spend Friday night at the camp. However, food will not be provided Friday night. We will be working on camp all day Saturday in order to get ready for Conclave as well as to complete general repairs to the camp. There will be a free patch for anyone who decides to participate in this weekend. The cost is free and the lodge would love to see you there! Conclave From May 15-17, our lodge will be hosting the centennial Section C-4B Conclave at Camp Arrowhead. Everyone who is already a member of the Order of the Arrow is more than welcome to attend and adult and youth arrowmen are highly encouraged to sign up as staff members to help us at conclave, as well as all arrowmen to assist with work projects leading up to the big weekend! The Mountain Dominion District BSA is proud to announce the Merit Badge-O-Ree At Camp Roland July 23-25, 2015 This is a great camp for Scouts to advance in rank and earn some hard to find merit badges.

Something for everyone! New Scouts can take the TRAIL TO FIRST CLASS course that focuses on advancement. This course is specifically designed for boys with the rank of Scout, Tenderfoot, and Second Class. Scouts will learn basic Scout skills and get lots of requirements “checked off” of their requirements list (so please don’t forget to bring your Boy Scout Handbook!). Older Scouts will be able to choose from a great selection of merit badges required for the rank of Eagle Scout including

Citizenship in the Community, Camping, Swimming, Wilderness Survival, and many more. There are some hard to find badges this year as well: Geocaching, chess, rifle and shotgun shooting, and more. Check the Camp Roland website: (www.CampRoland.com) for the latest list.

Not just merit badges

In addition to earning merit badges: swim in the pool, hike the trails in the National Forest adjacent to the Camp, enjoy a variety of evening programs including a Boy Scout campfire, and an old fashioned cracker barrel and an ice cream social..

Merit Badge Counselors needed! We need a few good men & women to teach merit badge classes. We invite veteran counselors and new folks, too. You must be over 18 years old and have expertise in the area you wish to teach. Our Advancement Chair, Mr. Dan Cook, must confirm your credentials before you may teach. Scouts needed!

We need YOU to register for classes! Our slate of merit badge courses and counselors will be complete by June 30. Registration will open July 6, 2015 at CampRoland.com. Pre-register for Merit Badge classes July 6-10, 2015. This will help counselors plan their classes and ensure that YOU get the merit badge class you want (no more Thursday morning merit badge lottery). Scouts who register by July 10 will receive a t-shirt and patch.

Finally…

This is a 72 hour camp beginning at 8:30 a.m. on Thurs., July 17 and ending at 8:30 a.m. on Sun., July 20. You are welcome to arrive at Camp Roland early (most units set up camp on Wednesday afternoon so they are ready for a prompt start at 8:30 Thursday morning). You may stay after the Camp is over. Bathrooms with hot showers are provided. Meals are not! You are responsible for cooking all of your meals “in the field.” Snacks will be provided after the program each evening. Cost for this event is $25 for each Scout and includes a patch and T-shirt. Adults who do not teach a class will be charged $10. Counselors who register before June 30 will receive a free T-shirt and patch and attend camp for free (so why not volunteer to teach a class!) Cub Scout Day Camp It’s almost that time of year again, Cub Scout Day Camp! The Seneca District will offer camps in Fayette, Raleigh & Greenbrier counties. Program/Popcorn Kickoff Please mark your calendars for the 2015 Program & Popcorn kickoff on August 13th, 6:00PM at St. Mary’s Methodist Church in Beckley. This will be the kickoff for the new Scout year and leaders will be provided with everything tzhat they need for the Scout program, as well as all of the information on the popcorn sale. Please make sure that every unit sends at least one leader. Prizes and food will be provided! Two Roundtables The Seneca District is geographically the largest district in the council, making it hard for some of our leaders to attend district events. To fix this problem, the district committee will now be offering two roundtables per month, in Beckley and Lewisburg. The Beckley Roundtable is the best one that offers the up-to-date information for what is ahead to the Boy Scouters in a break-out session. The Cub Scout leaders have BOTH Lewisburg AND Beckley Roundtables to share ideas, receive Leader Specific training and network with problem-solving ideas for their specific needs. Summer Camp Day Camp

District Meetings and Roundtables The district meeting is an opportunity to help improve the Cornstalk District, and the Roundtable provides the chance for leaders to share their experiences with one another in order to learn new effective methods of providing scouting to our youth. As such, we would love to have as many volunteers (and even parents) attend as possible. Come take part in making our district the best it can be! This May will be the last time it will take place the first Friday of the month. After that, we will go back to the first Thursday of the month. Commissioner and OA meetings start at 6 PM, the District Meetings start at 6:30 PM, and the Roundtables usually start at 7:30 PM. For more information, contact Alex Seletyn at [email protected]. BALOO Do you want to get your Cub Scouts outdoor more? Then you need to take Basic Adult Leader Outdoor Orientation, also known as BALOO. Come and share in an exciting and entertaining training activity that will pay big dividends for your den and pack. BALOO will help you to understand what you need to consider when you plan on taking your Cubbies out for hiking, fishing, camping or campfires … and so much more. The course is $15.00 per person. This covers course material, cracker barrel on Friday night, along with breakfast and lunch on Saturday. The date is May 1 & 2 at Camp Arrowhead. CUBMOBILE Den leaders – get your den parents together and build your den’s race car for the annual Cubmobile Derby on Saturday, May 23. The specifications for the car have changed slightly, so be sure to check out those safety changes. The race will again be held at Cabell Midland High School. See the information on the website for details. DAY CAMP “All the World is a Stage” is the theme of this year’s Cub Day Camp. The District Day Camp will be held June 22-26 at Camp Arrowhead. Early registration ends May 15. Registration fee by May 1 is $45. Late registration is $55 after May 1. BOY SCOUT SUMMER CAMP AT CAMP ARROWHEAD Troops wishing to attend summer camp at Camp Arrowhead need to get there campsite reservations in soon. Early registration ends May 1. Early youth registration fee is $210. Late youth registration is $245. Avoid the late charge – register today. AQUATICS CAMP Camp Cherokee on Yatesville Lake, near Louisa, KY, will be the site once more for the annual Aquatics and Nature Camp. Scouts may earn up to three merit badges. Some of the merit badges to be offered include Canoeing, Motorboating, Fishing, Water Sports (Skiing), Forestry, Wilderness Survival, and more. The course catalog is not complete at this time, will be posted to the council website soon. MAY ROUNDTABLE The May Muguyoh Roundtable will be all about outdoor cooking. Roundtable will start at 6:00pm at Enslow Park Presbyterian Church. The eating will be at 6:30pm.

Roundtable MGM District Roundtables are held at 7:00pm at the St Peters Lutheran Church (28th Street/Parrish Ave) in Point Pleasant, WV next to Speedway. Genny Ferrell serves as our Cub Scout Roundtable Commissioner and Mike Ferrell serves as our Boy Scout Roundtable Commissioner. District Committee We are always looking for interested people to serve on the District Committee. Would be great if we could have at least one person from each unit on our District Committee. Spring Family Camp There will be a Spring Family Camp coming up at Camp Chief Logan on May 1st – 3rd. Cornstalk will be teaming up with both Pioneer and Elk River districts for this event, so there will be a lot of people there. The theme is Scouting the Galaxy, and we will have many activities planned around that theme. If you are interested in helping out with the event or want more information, please contact Alex Seletyn at [email protected].

District Committee The Cardinal District Committee meetings are held on the second Tuesday of each month at 6:00pm at the Day Star TV Station (3100 Bath Ave) in Ashland, KY. Volunteers Wanted We are always looking for interested people to serve on the District Committee. The Buckskin Council 2015 Pinewood Derby The 2015 Buckskin Council Cub Scout Pinewood Derby was held Saturday, April 11 at Dutch Miller Kia Showroom in downtown South Charleston. Only the best of the best are invited to attend the Council race. A boy has to win the overall championship for his Pack, or place first, second or third at the district level to get the invitation. We had a total of 41 cars in this year’s derby. Boys from every district of the Buckskin Council participated in the event. Congratulations go out to Jordan Tackett from Pack 19 in the Elk River District for finishing in first place, Gage Smith from Pack 204 in the MGM District for finishing second, and Christopher Lockhart from Pack 4061 in the Mountain Dominion District for coming in third. Landon Duff from Pack 38 in the Elk River District took home the trophy for Most Original. We also had an open “Outlaw” race that anyone was allowed to participate in. Aiden Jackson won that race with Hunter Gwinn coming in second and T.K. Hughes placing third. Everyone had a great time! Thanks go out again to Dutch Miller for sponsoring this wonderful event!
