Located in Kuopio, established in 2007
National System • Ministry for Foreing Affairs is responsible for the political coordination of civilian crisis management and thus decides which missions Finnish experts may take part. • Ministry of the Interior is responsible for the matters concerning national preparedness and matters that concern civil protection assistance according to the Rescue Act • CMC Finland operates under the MoI and carries out the operational tasks of training and recruitment, as well as research and development. In addition, CMC Finland and the Finnish Defence Forces International Centre (FINCENT) have jointly founded the Finnish Centre of Expertise in Comprehensive Crisis Management.
Tasks
The main tasks of CMC Finland are to train and recruit experts for international civilian crisis management and civil protection as well as conduct research focusing on civilian crisis management.
Definition The goal of civilian crisis management is to restore the functioning of society by seconding impartial, non-military expert assistance to crisis areas. Civilian crisis management supports the development of the state’s key societal activities and the strengthening of its vital functions. Civilian crisis management does not only encompass conflict prevention and measures aimed at maintaining peace and stability, but also longer-term interim actions designed to strengthen civil administration, the rule of law, human rights and democracy. The tasks of civilian crisis management range from support, monitoring, advising and training to acting as surrogates for different authorities, such as the police or the judiciary in executive missions. Core Course
Basic course "Basic skills and knowledge required independent of the specific function they will fulfil in international peace missions" Pre-requisite for Finnish experts – open also for international applicants 2-3 times annually – approx 25-30 per course Approx 200 applications Selections according to the training needs
Selection criteria Have an educational and professional background suitable for civilian crisis management missions; Be ready and willing to participate in civilian crisis management missions after completion of the course; Have relevant work experience of at least three years Be proficient in English; Have a valid driving licence (category B); and Be physically and mentally in good health.
Simulations 12 –days, scenario based, 6 –days FTX "Mission simulation" Different kind of simulations, ie. emergency medical care, mines, team under fire, evacuation, negotiations, cooperation with different stakeholders incl. military Approx. 50 trainers and role players In parallel with the military
