The 2011 Annual Report provides cumulative data representing the activities of the Department throughout the past year. The Department has responded to 9,851 calls for service this year marking an increase of approximately 5% over 2010. This total includes 558 arrests for criminal acts which was a 10% decrease from the previous year. The officers have issued 1,299 traffic citations, 558 parking violations, and 945 written warning cards. Suspicious acts, False 911 calls, False Burglar Alarms and Medical Emergencies top our list of incident responses. We have also responded to 921 motor vehicle crashes, a 7% increase from last year. This year we have added two new officers to our ranks to replace two open positions. Officer Thomas Migliore a seasoned officer and veteran was hired in April. Officer Mathew Antonucci, a former intern with our department began his career with the CRPD in October. Both bring a host of experience and enthusiasm to the department. The overall budget for 2011 was $3,059,132 increasing 4% over 2010. The contribution for Hanover Township was $1,481,269, for Lower Nazareth Township $1,037,711, for Bath Borough $360,011 and Chapman Borough as a contract service $17,040. The members of the Colonial Regional Police Department remain dedicated to providing effective and efficient police service to our communities. Our officers value human life, integrity, laws and the constitution, excellence, accountability, cooperation, problem solving and ourselves. The Colonial Regional Police Commission is the governing and policy making body. The Chief of Police answers directly to the Commission and is charged with the overall supervision of the Department. Bath Borough, Hanover Township and Lower Nazareth Township are each represented by two (2) elected officials from the municipality. One (1) representative from each municipality is the Primary Delegate and one (1) is an alternate. Each Municipality has only one (1) vote on Commission matters. An alternate can only vote on an issue in the absence of the primary delegate. Commission Members annually elect a Chairman, Vice-Chairman and a Secretary-Treasurer. The Commission annually appoints a solicitor and a person to be the Commission Recording Secretary. Chapman Borough contracts with the Commission for police services on a yearly basis and does not have a vote in the affairs of the Commission.

TRAINING Department Training There are two (2) categories for Colonial Regional Police Department’s (CRPD) training, Mandatory and Elective. In 2011, CRPD Officers attended 1,667 hours of training, an average of 75.77 hours per officer. The average cost of training in 2011 was $400 per officer . Mandatory Training Mandatory training is training that each Police Officer recieves in order to maintain cerfication by Municipal Police Officers Education and Training Commission (M.P.O.E.T.C.) Mandatory Training consists of: In-Service Updates Firearms Qualification CPR/AED Recertification First Responder Recertification In-Service This consists of 16 hours of classroom instruction which is facilitated by a M.P.O.E.T.C. Instructor at an approved facility. The content of training in this area varies, however it always includes at least a three hour block of instruction pertaining to crimes code and vehicle code updates, as well as other statute and legal updates. Firearms Qualifications All officers must complete the minimum requirements in this area which consists of annual qualification for all authorized weapons. In 2011, each officer received approximately 16 hours of training which included qualification and handgun safety and retention methods. This training is provided in-house, utilizing Officer Gary Young, Officer Thomas Mahalick and Detective Michael Munch; our certified instructors. CPR/AED All officers are required to remain current in CPR/AED certifications. First Responder / Emergency Responder All Officers are required to remain current in Pennsylvania Department of Health Emergency Medical Services First Responder Certifcation. Recertification is achieved after performing 16 hours of continuing education courses offered through the Eastern Pennsylvanis’s EMS Council. Once every three years, each officer must take a 40 hour Amercian Red Cross Emergency Responder Course which is a hands on course to keep their first aid skills fresh.

TRAINING Elective Training Elective training consists of all other training in which an Officer is assigned, in order to develop individual skills in various police related fields. Elective training is generally scheduled as a result of an Officer’s request. It is reviewed for approval by the Chief or through Administrative directive and provides advanced trainig in numerous categories to enhance the operations of the Department. Crash Investigations Motor vehicle crashes are the number one cause of death among teenagers in the United States. The Colonial Regional Police Department is committed to reduce the number of traffic crashes through aggressive enforcement and proactive speed enforcement techniques. The Commonwealth of Pennsylvania has divided motor vehicle crashes into two (2) categories: Reportable and Non-Reportable. A reportable crash is one in which either vehicle is damaged to an extent that cannot be driven from the scene or if any person is injured in the crash. Nonreportable crashes are all others. By statue only reportable crashes need to be reported to the police department. Involved persons in all crashes do, however, have a responsibility to exchange pertinent information. The Colonial Regional Police Department responds to all crashes when requested. In 2011, officers responded to 921 crashes. It is the policy of the Colonial Regional Police Department to have a trained Crash Reconstruction Officer respond to the scene of any motor vehicle crash that involve life threatening injuries or results in a fatality. Currently, Colonial Regional Police Department has two (2) Certified Crash Reconstruction Officers, Sergeant John Harmon and Sergeant George Cuchran. A Crash Reconstruction Officer has had advanced training in analyzing evidence at motor vehicle crash scenes with the focus on determining the causation of the crash. Training consists of four (4) crash investigation courses that are two (2) weeks in length. Additional schooling which vary in length, train officers in areas concerning pedestrians, motorcycles, occupant kinematics (motion), etc. Additional specialized training is also given for certification in commercial vehicle accident reconstruction. Upon arrival at the scene of a motor vehicle crash, the Crash Reconstruction Officer will photograph the scene to preserve any evidence. The Officer then roughly sketches the crash scene. During the scene sketch, the Officer is searching for evidence left on the roadway (skid marks, yaws (deviation of vehicle course), gouges, scrapes, roadway defects, etc.) This is then followed by an examination of the vehicle itself for such evidence as mechanical failure, point of impact, paint transfer, etc.

The Crash Reconstruction Officer interviews witnesses and parties involved in the crash to determine if there was an operator error or a human factor that led to the crash ( such as the possibility of driver fatigue, drugs, alcohol, driving inattention, sun glare, etc.) All evidence is marked and secured in the Colonial Regional Police Department Evidence Room A scale diagram of the crash scene is measured out and drawn which includes all evidence found at the crash scene. The Reconstruction Officer may then utilize the evidence obtained at the crash scene and convert it into mathematical equations in an attempt to determine the cause of the crash and if the crash could have been avoided. These mathematical equations are based on proven formulas that are accepted in the scientific community as being accurate. Equations are used to determine vehicle speed, vehicle positioning and other aspects of the inducement of the crash. A final report is prepared by the Officer explaining his conclusion on determining the cause of the crash. A crash investigation can take approximately three (3) to five (5) hours on scene with the possibility of longer duration depending on how complicated the crash scene is and the difficulties in mapping the scene. An entire crash investigation can take several weeks or longer. This time does not include court preparation if charges have been filed.

SPECIALTY PROGRAMS K-9 Unit One of the benefits enjoyed by communities served by a Regional Police Department is specialized services. Using a trained canine for evidence searches, building searches, area searches as well as the ability to track criminals enhance patrol capabilities. Sergeant Darrin Wendling continues to head the K-9 Unit in 2011, K-9 Officer Rex. Sergeant Wendling and Rex train together approximately 16 hours per month.
Colonial Regional Police Department’s K-9 Unit currently consists of Sergeant Darrin Wendling and K-9 Rex, an 11-year old Belgian Malinois. The team is certified through the National Police Canine Association. Sergeant Wendling has become a National Police Canine Association (NPCA) certifying judge for patrol and detection work. He is now able to certify other Police Department’s K-9 teams for the NPCA. They are certified in criminal apprehension building and area searches, tracking and narcotic detection. This year the team completed approximately 200 hours of in-service training. The in-service or maintenance training is conducted twice a month, 8 hours per session. 79 | P a g e

The Northampton County Drug Task Force(NCDTF) The Task Force is comprised of Officer members from all the municipalities in Northampton County. Officers are given authority to cross jurisdictional lines to conduct narcotics investigations and effective arrests. The Colonial Regional Police Department has been a member of the Northampton County Drug Task Force (NCDTF) since the Colonial Regional Police Department’s inception. Currently, there are 21 officers assigned on an “as needed” part-time basis. Sergeant Michael Melinsky is the Field Supervisor and is assisted by Sergeant Darrin Wendling and Sergeant Michael Enstrom. Sergeant Melinsky coordinates all drug investigations in the northern part of Northampton County; which encompasses 26 municipalities. Sergeant Melinsky and Chief Seiple are members of the Board of Directors for the Task Force. Sergeant Wendling and Melinsky are also cross certified as Lehigh County Task Force Officers. The NCDTF is funded by the Pennsylvania State Attorney General’s Office. The costs involving case expenses, purchasing of evidence and officers’ salaries are provided by this funding. In 2011, the CRPD was reimbursed $16,408.85 for the sole purpose of paying officers’ salaries. In 2011, approximately 724.5 man hours were dedicated to the Task Force. The CRPD participated or initiated 45 Task Force cases and 27 offenders were arrested for Possession with Intent to Deliver and Delivery of a Controlled Substance. CRPD has worked closely with the Drug Enforcement Administration (D.E.A.), Pennsylvania Office of the Attorney General, Bureau of Narcotic Investigation and Drug Control, The Lehigh County Drug Task Force, the cities of Easton, Bethlehem, and Allentown Police Departments, as well as numerous other municipal police jurisdictions. The majorities drugs that the NCDTF has contact with are Marijuana, Crack/Cocaine, Methamphetamine, Heroin, Ecstasy, LSD, and various illegally obtained prescription drugs. Colonial Regional Police Department, in conjunction with the Northampton County Drug Task Force successfully seized $6,189 cash. Also seized was a HD TV. These seizures include investigations that CRPD officers were involved with; both Task Force related or solely by CRPD officers.

Detective Unit Colonial Regional Police Department has two (3) full time Police Detectives. Detective Gary Hammer and Detective Michael Munch. In May of 2010, a Detective Sergeant position was created. Sgt. Michael Melinsky accepted and was assigned to the unit as its supervisor. In addition to his supervisory responsibilities he primarily handles all drug and vice cases. He is Evidence Custodian and has responsibility to review and assign cases which require further investigation. Together, all three Detectives share responsibility of investigating some of the more serious crimes encountered by patrol. Detective Hammer primarily handles sex crimes, child abuse, and white collar crimes such as identity theft and property crimes. Detective Munch is primarily assigned to burglary, robbery, and violent crimes.
It’s the Detective’s responsibility to review all reports which were submitted by the patrol officers to determine if further investigation needs to be performed.

SPECIALTY PROGRAMS Crime Watch Program Officer Michael Kovach, the CRPD Crime Prevention Officer, attended 10 Crime Watch meetings in 2011. Crime Watch meetings are generally held bi-monthly, although some will meet monthly. These meeting generally provide citizens with information regarding on-going problems throughout their communities. Citizens discuss problem areas, common concerns, and preventative measures for the future.
Hanover Township has a Crime Watch Program that meets every other month. The Crime Watch personnel have met six (6) times throughout 2011. Bath Borough has a Crime Watch Program that has met five (4) times throughout 2011. Lower Nazareth Township meets throughout the year. Please see their website: lowernazarethcrimewatch.com.

D.A.R.E. Program Officer Michael Kovach is the Colonial Regional Police Department’s D.A.R.E. officer. The D.A.R.E. program focuses on four (4) major areas: Providing accurate information about alcohol and drugs; teaching the students decision making skills; showing children how to resist peer pressure and giving them ideas for alternatives to drug use. Officer Kovach provided instruction to five (5) classes which included: (1) class in Sacred Heart School in Bath and (4) classes in George Wolf Elementary School in Bath. During the school year of 2010-2011, Officer Kovach taught 110 children the D.A.R.E. curriculum. The Program lasts approximately nine (9) weeks and each class is approximately one (1) hour long.
Child Seat Program Sergeant George Cuchran is a certified Child Safety Technician. He has been certified through AAA (Automotive Association of America) and the NHTSA (National Highway Traffic Safety Administration). If you wish to have Sgt. Cuchran install your child restraint seat, contact him at (610) 861-4820 to set up an appointment. In 2011, Sergeant Cuchran performed seven (7 ) car seat checks of residents who came to CRPD Headquarters. Bethlehem Health Bureau had participated in four of those checks.

Seatbelt Compliance Program The Colonial Regional Police Department has been participating in this National Highway Traffic Safety Administration funded federal grant; partnered with Buckle-Up Pennsylvania since 2001. The grant provides financial support for the salaries of the officers participating in this program. In 2011, CRPD received $3,920 in grant money. The campaign consists of intensive, widespread enforcement of vehicle laws for a short duration. Enforcement is conducted at specific times of the year which are highly publicized through the media.

SPECIALTY PROGRAMS Motor Carrier Compliance Enforcement The Motor Carrier Safety Assistance Program (MCSAP) sets forth the conditions for participation by states and local jurisdictions to promote the adoption and uniform enforcement, regulations compatible with the Federal Motor Carrier Safety Regulations (FMCSRs) and Federal Hazardous Material Regulations (HMRs) for both interstate and intrastate motor carriers and drivers. CRPD has one (1) MCSAP officer, Officer Frank Epser. Officer Keith Kulp has also been certified in Commercial Vehicle Weights and Measures. Each officer is certified to conduct motor carrier compliance reviews and must meet the following requirements to remain certified: Complete thirty-two (32) Level I and/or V inspections annually (for purposes of certification, annually shall mean every fiscal year) Successfully complete any FMCSA required refresher or in-service training. 2011 Results:

Smooth Operator The Smooth Operator Program is a public safety initiative, which aims to provide education, information, and solutions for the problem of aggressive driving. Law enforcement agencies, trauma experts, government officials, and other professionals have worked together to educate motorists of the risks involved with aggressive driving, and to stigmatize aggressive driving behavior on our roads. Aggressive driving is defined as a combination of unsafe and unlawful driving actions, which demonstrate a conscious and willful disregard for safety. Aggressive driving includes such offenses as tailgating, unsafe lane changes, speeding, running red lights and stop signs, following too closely, improper passing and failing to yield the right of way. About 43% of drivers are more concerned about tailgating, speeding, rage while driving, and reckless driving maneuvers 88 | P a g e
SPECIALTY PROGRAMS more than any other danger. In fact, nearly (8) out of (10) motorists say aggressive drivers are a greater danger than terrorists. CRPD conducted four (4) waves. During each wave an officer in an unmarked vehicle clocks drivers in the targeted areas. When an infraction was detected, the officer radioed ahead to the marked units, who initiated a traffic stop and possible citation. Drivers were also cited for red light violations, driving too closely and improper lane changes. Officers worked 187 hours in 2011 and received $12,510.75 in grant reimbursement to operate the program. 2011 Results:

Roving Patrols The Lehigh Valley Regional D.U.I. Task Force sponsors sobriety checkpoints throughout the Lehigh Valley. Lehigh Township Police Department coordinates all D.U.I. checkpoints and roving D.U.I. patrols. CRPD works closely with both entities to combat the problem of driving under the influence (D.U.I.). D.U.I. roving Patrols consist of officers patrolling their departmental jurisdiction with the sole intent of detecting impaired motorists. The Lehigh Valley Regional D.U.I. Task Force reimburses CRPD for the officer’s salary while conduction a roving D.U.I. patrol. During 2011 eight (8) roving patrols were performed by Colonial Regional Police Department involving twelve (12) officers.
Arrests for D.U.I - 4
D.U.I. Check Points D.U.I. checkpoints are stationary road blocks where vehicles are channeled through blockades enabling law enforcement officers to have contact with the occupants of passing vehicles. The checkpoint locations are approved by the Pennsylvania Board of Health under criteria consisting of proven problem areas by the local police department and a roadway where the checkpoint can be safely conducted. Check points are performed between10:00pm – 3:00am; which statistics prove is the most likely time to encounter intoxicated drivers. Approximately 15 officers are used during these D.U.I. checkpoints. Approximately 10 CRPD officers are used and other officers from neighboring jurisdictions assist. SPECIALTY PROGRAMS services also attend these checkpoints; providing assistance, equipment, and rendering medical aid if necessary. During 2011, CRPD conducted two (2) D.U.I. checkpoints, one in July and the other in August. July 2, 2011

Cops in Shops Program The Cops in Shops program is federally funded to combat underage purchase and consumption of alcoholic beverages. Plain clothes Officers conduct surveillance on local beer distributors and state stores to detect and arrest offenders. Adults are targeted who purchase alcoholic beverages then provide them to an underage person. The detail was scheduled on three occasions in 2011. A total of six officers were used on these programs and two (2) Drug Arrests were made.
Bicycle Patrol The Colonial Regional Police Department started their Bicycle Patrol Program in 1997 to assist with security problems at the Nazareth Speedway. The program started with two (2) officers and two (2) bicycles. It has now grown to four (4) bicycles and nine (10) certified offers. The Bicycle Patrol has also been used on occasions to assist in patrolling problematic areas. Bicycle Patrol was utilized in Hanover Township in efforts to deter juvenile criminal mischief and thefts during the evening an overnight hours in neighborhoods and parks. Bicycle patrols were commonly used during the summer months to patrol Bath Borough and the Northampton Crossings Mall in Lower Nazareth Township. It is also used to patrol parks, during parades, and community events.

Annual Blood Drive In 2011, CRPD held their Eighth Annual Blood drive in conjunction with Miller Memorial Blood Center. The event was held at the CRPD’s headquarters and coordinated by our Records Manager, Barbara Hoell. Student Intern Program The CRPD recognizes the importance of practical experience within a student’s career choice. The Intern program permits the student to observe and experience the duties of a police officer while following him/her through her daily routine. The interns spend several months observing the various functions of the department. The experience broadens their perspective on a law enforcement career by exposure to daily patrol functions, criminal arrests, court procedure, and public interaction. Potential Interns must apply to the CRPD program with the approval of their College Advisor. A background investigation is conducted to assure the suitability of the intern to participate. During the internship the intern is evaluated several times with those evaluations being sent to his/her advisor to assist in determining a grade for the program. Interns have been chosen from Northampton Community College, East Stroudsburg University, DeSalles University, and Kutztown University. Many of our past interns have obtained positions with law enforcement organizations. CRPD had one intern in 2011.
Shop with Cops In 2011, the CRPD held their Sixth Shop with Cops program. This is a cooperative partnership with local businesses, the community and the Police Department to provide several area children an opportunity to spend a day with a police officer and share some holiday cheer. The day begins with the officer picking the child up at his/her house in a marked police car and stop at the Chick-Fil-A restaurant for breakfast. The children are then driven to the Wal-Mart where they

are paired up with the officer and his Santa Helper to purchase Christmas gifts for their family and friends.
The Wal-Mart staff assists in wrapping all the presents. The final stop for the day is the Red Robin Restaurant for lunch. The children are given gift cards donated by Giant Food Stores to purchase their holiday dinner and then transported home. The program is funded by donations from private citizens and businesses from within the community.

SPECIALTY PROGRAMS Citizen’s Police Academy The CRPD held their citizen’s police academy through October 22nd, 2011 to December 5th, 2011 with nineteen attendees. Detective Sergeant Melinsky and Lee McGuigan hosted the academy. This academy shows the citizens of the area just what the police do in the course of their days. Classes included tours of the 911 center, Northampton prison, District Court, Shooting on the Range, and much more.

National Night Out Colonial Regional Police Department participated in the National Night Out Crime Prevention Event held on August 4, 2011 at the Hanover Township Recreational Center. McGruff, the crime dog, K9 demonstration, crime prevention displays and over 200 people were in attendance. There were games for children and ice-cream. The purpose of this event is to get neighbors to become more familiar with one another and then be more able to identify suspicious people and circumstances when they see it. Ride-Along The Colonial Regional Police instituted a ride along program for individuals who are aspiring law enforcement officers and who are interested in getting a feel for what it is like to be on patrol. With the Chief’s approval, high school and college students from within our jurisdiction spend up to eight hours on patrol with a CRPD officer responding to emergencies and calls for service. CRPD continues to do have several ride a-longs throughout the year. 94 | P a g e
Fleet Report The Colonial Regional Police Department’s vehicle fleet consists of twenty (21) vehicles. The fleet is broken down into two areas: Marked Patrol and Support Vehicles.
Marked Patrol Vehicles are vehicles that officers utilize for daily patrol functions. All of these vehicles are fully marked and outfitted with emergency warning lights. Most Patrol Vehicles are assigned two (2) officers. Those officers are responsible for the vehicles’ routine maintenance. If any problems were to arise with any patrol vehicle, it is the vehicle’s assigned officer’s responsibility to notify the Deputy Chief, whom is responsible for Fleet Maintenance. There are currently thirteen (13) vehicles that are classified Marked Patrol Vehicles. Support Vehicles are used in a secondary, non-patrolling function. These vehicles have no markings and the emergency lighting is portable. There are currently 8 vehicles that are classified Support Vehicles.
