WILEAG ACCREDITATION The Brown Deer Police Department continues its membership in the Wisconsin Law Enforcement Accreditation Group (WILEAG). This program is voluntary and is an ongoing process enabling law enforcement agencies to evaluate, strengthen, improve and maintain their effectiveness. It works on a process of self-evaluation, keeping law enforcement activities, procedures and goals in check. The accreditation process requires the department to have numerous policies in place and several standards met for each policy. It requires a continual review of all the department functions and operations and evaluation of the existing policies for required elements, as well as creating any new policies as needed. It is repeated every three years (reaccreditation) and requires a combined effort from the entire department in order to be successful. The Brown Deer Police Department first became accredited in February 2009 and plans to complete our re-accreditation in the Spring of 2015. Accreditation offers the Brown Deer Police Department several benefits: Providing “norms” against which agency performance can be monitored and measured over time; increased cooperation and coordination with other law enforcement agencies; increased effectiveness and efficiency in the delivery of law enforcement services; and demonstrating to the community that the Brown Deer Police Department possesses the professionalism it wants and deserves.

Patrol Services 2012 The goal of the Brown Deer Police Department is to provide a high standard of professional services. Patrol Officers handle calls that range from domestic problems, neighbor problems, noise violations, parking violations to suicidal persons and robberies. Patrol Officers are responsible for the initial investigation of all calls and many times, depending on the nature of the call, all the necessary follow up in order to clear it. Patrol Officers are also responsible for traffic enforcement, accident investigations, business checks and many other duties. TRAFFIC CRASH STATISTICS – 2012 CRASH FATALITIES In 2012 there were no traffic crashes resulting in a fatality.

TRAFFIC VIOLATIONS CITED IN CRASHES Citations were issued for violation of traffic laws in 79 of 148 traffic crash investigations which is about 53% of the investigations. Multiple citations were issued as a result of some traffic crash investigations. A total of 178 citations were issued as a result of crash investigations, or about 2.25 citations per crash in which a citation was issued. MOST FREQUENT TIMES FOR CRASHES Traffic crashes most frequently occurred in Brown Deer between the hours of 7:00 a.m. to 10:00 p.m. During these hours there were a total of 133 crashes or 90% of the total crashes for 2012. During these hours crashes most frequently occurred between 12:00 p.m. to 7:00 p.m. In this time period there were 81 crashes or 55% of the total crashes for 2012. There was a tie for the hour with the single most crashes during 2012. The hours between 5:00 p.m. to 6:00 p.m. and 6:00 p.m. to 7:00 p.m. each had 15 crashes. 10% of the total crashes for 2012 occurred during each of these time periods. The days with the most frequent rate of crashes were Thursday, Friday, and Saturday. Those days accounted for 82 crashes or 55% of the total crashes for 2012.

2012 BROWN DEER POLICE DEPARTMENT INVESTIGATIVE BUREAU/YOUTH SERVICES STATISTICS INVESTIGATIVE BUREAU

The Brown Deer Police Department Investigative Bureau and Youth Services Bureau were involved in several investigations during 2012. ROBBERY: In June 2012, Officers responded to an armed robbery at the BP Gas Station. A patrol officer located a person fitting the description nearby. He had money on his person that was likely taken in the robbery. Sergeant Koeppel and Officer Lesnik assisted in the investigation by extracting data from the suspect’s cellular phone and they ultimately obtained a confession. Information from the phone led to reopening a 2011 robbery at the same BP station but were unable to prove he was involved in that robbery. The suspect ultimately pled guilty to the 2012 robbery and was convicted of Armed Robbery. In June 2012, Officers investigated a complaint from a Milwaukee resident that she was robbed by threat of force and made to withdraw money from Credit Union Service Center. Sergeant Koeppel and Officer Lesnik assisted in the investigation and learned there were withdrawals in Brown Deer and West Milwaukee. It was learned that the complainant was lying about the robbery. She was tricked into withdrawing money from the account, but not by threat of force. Additionally, the complainant was self-employed through a pyramid type sales scheme and wanted to recruit the suspect to become a salesperson for her. She was trying to show him how much money one could make in the business by making the withdrawal and giving him the money. The complainant stated she lied because she was embarrassed and did not want officers to know she was recruiting the suspect. Investigators were unable to identify a suspect In August 2012, Officers responded to the Park Plaza Apartment Complex for an armed robbery. Two suspects, one of which was armed with a handgun, robbed and battered the male victim in the parking lot. As officers arrived on scene, the suspects fled the area leaving behind their clothing. Investigative Bureau Officer Brian Guenette assisted in the investigation by processing the crime scene evidence and interviewing witnesses. Based on the suspects’ descriptions, Officers were able to identify possible suspects from prior police contacts. As a result of the investigation, an adult suspect and his juvenile brother were arrested for these crimes. The juvenile brother admitted to these crimes and both suspects were charged with Armed Robbery. Both suspects later pled guilty. In November of 2012, Officer Guenette and Officer Rooney were called in to assist in the investigation of an armed robbery at a residence. The officers assisted in photographing, processing the crime scene and interviewing the victims. During the investigation, it was uncovered that the victim had a prostitute at his residence, who may have been involved in the robbery. The victim did not wish to be a complainant and the investigation was suspended.

2012 BROWN DEER POLICE DEPARTMENT INVESTIGATIVE BUREAU/YOUTH SERVICES STATISTICS DRUG INVESTIGATIONS: Additionally, in April 2012, the Investigative Bureau in conjunction with Canine Officer Brad Caddock conducted a school wide canine search at the Brown Deer High School. In June 2012, Officer Rooney assisted with a drug investigation which was initiated after patrol officers responded to a residence for a domestic violence situation. This drug investigation resulted in a search warrant being obtained and executed for the residence. A substantial amount of currency and controlled substances were located. After appropriate Federal procedures were completed the money was forfeited and some was allowed to be used for departmental purposes. The subject of the investigation was arrested and charged with Possession of Heroin with Intent to Deliver and Possession of Marijuana. He pled guilty to both charges. Officer Fus initiated a drug investigation at a residence after receiving information the subject of a previous drug investigation at the residence was arrested in the City of Milwaukee with a substantial amount of marijuana on his person. Follow-up was conducted into 2013 with no additional violations found. BURGLARY: In late December 2011, two burglaries occurred one at the Brown Deer High School and one at the Dean School. Officer Lesnik continued this investigation and was able to identify multiple subjects that committed the burglary. All four subjects were charged for their involvement in the burglaries and pled guilty. In April 2012, Officers responded to a residential burglary were electronics, checkbooks, gift cards and cash were stolen. Sergeant Koeppel assisted in processing the scene and coordinating with other agencies that had similar offenses. In May 2012, Officers responded to a business burglary where a number of individual offices within were entered and items were taken. Investigative Bureau personnel learned that nearby agencies, as well as agencies as far as Sheboygan, and Delavan, had similar offenses. As a result of evidence, video footage, and other investigation, one suspect was identified in these burglaries in all of the numerous communities. The Brown Deer Police Department held an Investigators Meeting in July 2012 to coordinate all of the agencies’ information. The suspect had nine charges of burglary issued in various counties, and was arrested for operating a vehicle without owner’s consent and resisting when he was located in Milwaukee. The court cases are still pending. In October 2012, Officers responded to three residential burglary complaints where electronics were stolen. The same suspect vehicle was observed at each burglary scene. During one burglary, a neighbor photographed the suspect vehicle. The photograph of the distinctive suspect vehicle was disseminated to all officers. Officer Sterle stopped the vehicle and arrested the driver for unrelated offenses. Investigative Bureau Personnel assisted in the burglary investigations. Officer Guenette interviewed the suspect, who denied involvement in the burglaries. Officer Fus obtained information that lead to the execution of search warrants at two apartments, where electronic equipment was recovered. During the first two search warrants, additional information was obtained, which lead to the execution of a third search warrant at another apartment in the

2012 BROWN DEER POLICE DEPARTMENT INVESTIGATIVE BUREAU/YOUTH SERVICES STATISTICS same complex. One of the burglary victim’s television and other personal property was recovered. The apartment complex video surveillance showed the suspects carrying electronic equipment into the apartments. Three suspects were identified and arrested for Burglary. One of the suspects confessed and provided information about who bought one of the stolen gaming systems. Investigative Bureau Officers were later able to recover the gaming system and return it to the victim. As a result of the investigations, three suspects were charged with a total of four counts of Burglary. VOTER FRAUD: In December 2012, Officer Rooney conducted an investigation into voter fraud that was referred to our department by the Milwaukee County District Attorney’s Office. Officer Rooney determined that the violation was not criminal in nature. SEXUAL ASSAULT INVESTIGATIONS: Patrol Officers began an investigation into a female adult Brown Deer resident who reported she was beaten, strangled, and sexually assaulted by her adult male roommate in late December 2011. The suspect was located shortly after the incident. Sergeant Koeppel obtained search warrants for the suspect and the residence and subsequently assisted in obtaining the evidence at the residence. This investigation continued into 2013. The suspect was charged with seven felonies, including four counts of First Degree Sexual Assault Causing Great Bodily Harm, Kidnapping, Aggravated Battery, and Strangulation. The suspect pled guilty to First Degree Sexual Assault Causing Great Bodily Harm and Strangulation. He was sentenced to 17 years, 9 of which would be in prison. Officer Fus investigated three teenage pregnancies at the Brown Deer High School. Officer Fus assisted patrol with a sexual assault investigation involving an ongoing sexual relationship between a fourteen year-old female and a twenty five-year old male. After an extensive investigation the male subject was arrested and pled guilty to Felony Child Enticement. Officer Fus investigated a sexual assault investigation involving a seventeen year-old male and a thirteen year-old female. The investigation was reported to the police department from a subject that wanted to remain anonymous and provided limited identification information for the seventeen year-old male and the thirteen year-old female. From Officer Fus’ contacts at the High School, she was able to identify both the female and the male involved. Officer Fus arrested the male subject and charges were referred to the Milwaukee County District Attorney’s Office. The District Attorney’s Office elected to hold the case open for six months and then it was dismissed. Officer Fus investigated allegations that an eight year-old female was acting in an inappropriate sexual manner with her six year-old brother and four year-old cousin. Officer Fus could not substantiate that criminal conduct occurred. Officer Fus contacted the Bureau of Milwaukee Child Welfare and services were put in place for the family.

2012 BROWN DEER POLICE DEPARTMENT INVESTIGATIVE BUREAU/YOUTH SERVICES STATISTICS Officer Lesnik investigated a fourteen year-old male subject that exposed himself to two different female students one year prior. Officer Lesnik determined that the male subject did in fact expose himself to one of the females at her residence. The male subject was issued a municipal citation for disorderly conduct. While at a High School Basketball game, Officer Rooney received information that an adult student was in possession of child pornography on his cell phone and was showing other students at the game the photos. Officer Rooney investigated the incident and was unable to substantiate the allegations. TRUANCY: Fifty-three students were counseled and issued municipal citations for truancy. Seven parents were counseled and issued citations for contributing to truancy. Some families and even individual students were involved in truancy violations multiple times. ABUSE/NEGLECT: In November 2012, patrol officers investigated a child abuse complaint of an 11 year old girl. Sergeant Koeppel assisted in the investigation. Officers believed that the child’s mother was physically abusing her with such things as a vacuum cord and a clothes hanger and therefore arrested her. The case was presented to the Milwaukee County District Attorney’s Office. In December of 2012, Officer Guenette investigated a child abuse complaint. A 9 year old Dean Elementary special needs student reported that his father had struck him with a belt. The student had a bruise on his stomach; however, the bruise was not consistent with being caused by a belt. The investigation was not able to establish that a crime had been committed. THEFT BY FRAUD: In March of 2012, Officer Fus received a report of counterfeit currency which was passed in the parking lot of the Brown Deer Middle School. The victim was a Middle School student who provided change for a twenty dollar bill to two male subjects. The victim was later informed that the twenty dollar bill was counterfeit. The subjects were identified through video surveillance to be Brown Deer High School students. The two male subjects were arrested and charges were referred to the Milwaukee County Children’s Center. The Milwaukee County Children’s Center elected not to pursue the charges, so both subjects were issued municipal citations for ForgeryUttering. Also in March of 2012, Officer Rooney investigated a counterfeit ten dollar bill that was passed at the Brown Deer School District Fun Fair held at the Brown Deer Middle School. The money was noticed to be counterfeit when the deposit for the event was taken to the bank. The investigation was suspended after no physical evidence and no information was available to identify a suspect.

2012 BROWN DEER POLICE DEPARTMENT INVESTIGATIVE BUREAU/YOUTH SERVICES STATISTICS At the end of March 2012, Officer Rooney responded to the Brown Deer High School for a counterfeit ten dollar bill that was deposited by the Taher Food High School lunch service. This investigation was suspended based on the lack of an identified suspect and no physical evidence that was able to identify a suspect. In July of 2012, Officer Rooney and Officer Guenette assisted in an investigation of a vehicle obtained with fraudulent personal information. During an undercover sting operation with other agencies, three suspects were arrested. One of the suspects was charged and convicted in Federal Court. In October 2012, Officer Fus and Officer Rooney assisted patrol officers with a fraud investigation where two subjects were arrested on-scene. Subjects were opening fraudulent credit card accounts with names of people from other states. The subjects opened accounts at several locations in Wisconsin and some other states. A total of more than $20,000.00 of miscellaneous merchandise that was fraudulently purchased was recovered during the arrest. Officer Rooney continued follow-up into 2013. LIQUOR LAW VIOLATION: In March of 2012, Sgt Koeppel investigated a liquor law violation. A local business was providing free alcohol and food without the proper licensing. The business agreed to stop providing alcohol and food. CRASH INVESTIGATIONS: In September 2012, Officers responded to a roll-over accident on West Dean Road. Four subjects including juveniles were transported to local hospitals with serious injuries. The driver fled the scene. Investigative Bureau Personnel assisted in the investigation by processing the crime scene evidence, interviewing subjects. As a result of the investigation, the driver was identified, located and arrested for Recklessly Endangering Safety. Investigative Bureau Personnel drafted and executed a search warrant at the driver’s residence. While in jail, the driver was interviewed and confessed to the incident. The driver admitted to drinking, driving fast down the road and losing control of the vehicle prior to the accident. The driver was charged with three counts of 2 nd Degree Recklessly Endangering Safety and ultimately pled guilty. In November of 2012, Officer Rooney was called in to assist in a one vehicle roll over crash as the department’s Accident Investigator. As a result of the investigation, the driver was arrested and cited for 1st offense Operating While Intoxicated. DEATH INVESTIGATIONS: In September 2012, a runner located a deceased subject in the grass adjacent to the Village Bike Trail and notified the police. Investigative Bureau Personnel conducted the investigation which included processing, searching and photographing the outdoor scene. Investigative Bureau Officers were able to identify the deceased subject. During a search of the subject’s residence, a suicide note was located. It was determined that the subject died of a self-inflicted gunshot wound. The subject’s next of kin was notified.

2012 BROWN DEER POLICE DEPARTMENT INVESTIGATIVE BUREAU/YOUTH SERVICES STATISTICS WEAPON VIOLATIONS: In January 2012, officers and the Investigative Bureau personnel responded to a residence after a shooting between two brothers occurred. A search warrant was obtained for the residence where the weapon and additional evidence was recovered. The offender was arrested and charges were filed with the Milwaukee County District Attorney’s Office. After a jury trial the subject was found not guilty due to credibility issues with the victim. In April 2012, during the school K-9 search a K-9 alerted on a vehicle in the High School parking lot. After a search of the vehicle was completed, there was an airsoft gun, a BB gun, and some knives in the vehicle. The driver of the vehicle was arrested and issued a municipal citation for disorderly conduct. BACKGROUND INVESTIGATIONS Throughout the year, all Bureau personnel completed 31 background investigations. These included background investigations for officers or other future employees of the police department. This also includes background investigations for other people seeking employment through the Village Hall or volunteering in the community. JUVENILES/PARENTS COUNSELED: Investigative Bureau personnel counseled juveniles or their parents in 68 incidents as a result of their roles within the schools or involvement with the youth of the community. TRAFFIC STOPS/FIELD INTERVIEWS: Investigative Bureau personnel conducted a total of ten traffic stops and issued nine citations and five warnings. They were involved in a total of eight field interviews of suspects. COURT LIAISON DUTIES The Investigative Bureau is responsible for taking cases to the Milwaukee County District Attorney’s Office for charging determinations, as well as obtaining subpoenas and search warrants to gather further evidence in investigations. During 2012, the Investigative Bureau took 527 cases, subpoenas, or search warrants to the District Attorney’s Office or Circuit Court.

2012 BROWN DEER POLICE DEPARTMENT INVESTIGATIVE BUREAU/YOUTH SERVICES STATISTICS Youth Services – 2012 Officers Mark Rooney, Michael Lesnik, Brian Guenette, and Melissa Fus worked with the youth of the community throughout 2012. Officer Mark Rooney served as the Youth Services Officer. Officer Rooney is responsible for administering the Second Chance program. This program allows firsttime offenders who display an attitude of contrition and a willingness to change their behavior, to have their citation dismissed. The program consists of two classes, community service work, writing an essay, and paying a fee. One class is presented by an ex-convict who speaks about his life, his choices, and the consequences of those choices. The second class covers drug and alcohol awareness, self-responsibility, choices and consequences, and identifying something in their lives to get involved in. Officer Rooney also is responsible for referring cases to the Children’s Court Center or other agencies, preparing all juvenile cases for filing, maintaining juvenile files, and investigating serious juvenile offenses that occur outside the schools. Officer Rooney is responsible for purchasing and maintaining crime scene investigation equipment and evidence collection materials. Officer Rooney coordinates registering sex offenders and maintains those records. Officer Rooney also handles investigation of criminal activity as it relates to voter fraud. Officer Rooney works out of the Investigative Bureau as an investigator and evidence technician for criminal investigations, as well as a Circuit Court liaison officer. From January of 2012 through June 2012, Officer Michael Lesnik served as the School Liaison Officer at the Brown Deer Middle School. During this time, Officer Lesnik was responsible for investigating criminal complaints as well as ordinance violations within the Brown Deer School District. Officer Lesnik also taught the D.A.R.E. (Drug Abuse Resistance Education) curriculum to the fifth grade students at the Brown Deer Middle School. Officer Lesnik taught about 75 students during this time period and organized a graduation for the students in May 2012. Officer Lesnik made presentations to eighth grade students about prescription drug abuse and Fourth and Fifth Amendment rights during their Healthy Living and History classes. Officer Lesnik also worked out of the Investigative Bureau as an investigator and evidence technician for criminal investigations, as well as a Circuit Court liaison Officer. In March of 2012, in preparation for his role as the new D.A.R.E. Officer and Brown Deer Middle School Liaison Officer, Officer Brian Guenette attended a two week D.A.R.E. Officer Training class in New Jersey and the Juvenile Law Conference in Madison, Wisconsin. Then in July of 2012, Officer Guenette replaced Officer Lesnik as the Brown Deer Middle School Liaison Officer, the D.A.R.E. Officer and as an Investigator in the Investigative Bureau. Officer Guenette was responsible for investigating criminal complaints as well as ordinance violations within the Brown Deer School District. Officer Guenette worked with the Middle School Guidance Staff on a “tardy group,” which counseled and mentored truant and tardy students. Officer Guenette also taught the D.A.R.E. (Drug Abuse Resistance Education) curriculum to the fifth grade students at the Brown Deer Middle School. Officer Guenette taught approximately 75

Officer Guenette worked out of the Investigative Bureau as an investigator and evidence technician for criminal investigations, as well as a Circuit Court liaison Officer. Officer Melissa Fus served as the School Liaison Officer at the Brown Deer High School. Officer Fus is responsible for investigating criminal complaints as well as ordinance violations within the Brown Deer School District. At the beginning of the school year, Officer Fus and the School Administration met with each student class and provided information regarding law violations and expectations in the school. Officer Fus coordinated the successful presentation of the Forever Changed Program. Officer Fus prepared and presented a Sexting/Cyberbullying presentation to all Freshman Health Classes. Officer Fus met with Administrators at the Brown Deer School District to revise and update the School District’s Truancy/Attendance Policy. Officer Fus assisted in revising and updating various departmental policies. Officer Fus also maintains and updates the Juvenile Offender List and also a Counterfeit Money Tracking log. Officer Fus works out of the Investigative Bureau as an investigator and evidence technician for criminal investigations, as well as a Circuit Court liaison officer. Officer Fus is a member of the Wisconsin School Resource Officer’s Association and the National School Resource Officer’s Association. Officer Lesnik, Officer Guenette, Officer Fus, and Officer Rooney attended all home boys’ varsity football and basketball games as well as prom and homecoming dances.

CRIME PREVENTION SERVICES

CRIME PREVENTION As Brown Deer’s Crime Prevention Officer, Brad Caddock participates in a variety of groups and organizations that keep him current with the latest security practices. Some of the organizations include: American Society for Industrial Security; Inter-County Association of Crime Prevention Practitioners; North Shore Crime Stoppers; Wisconsin Burglary and Fire Alarm Association and the Wisconsin Crime Prevention Practitioners. Officer Caddock undertakes assignments and participates in a variety of events throughout the year. In 2012 some of his activities included the quarterly meeting of the Brown Deer Neighborhood Watch; organizing the Brown Deer’s Night Out for Justice event; Healthy Kids Day at the YMCA; a realtor expo and monthly meetings with the managers of Brooklane and Green Court Apartments to discuss activities at their respective complexes. Officer Caddock also attends many area business meetings with their employees to discuss emergency operation plans, personal safety issues and various crime prevention tips. He also represents the department at numerous apartment complex and condo association meetings throughout the year. As part of his duties in Crime Prevention, Officer Caddock regularly reviews proposals sent through the Community Services Department for new and updated businesses in the Village. He also regularly reviews plans for commercial and residential developments as part of his assignment. Officer Caddock has worked with businesses and property owners in Brown Deer throughout the year to offer and/or implement plans to reduce the level of calls for service originating from them. Officer Caddock monitors crime trends to assist in implementing programs and procedures to reduce and/or lessen the losses caused by crime. He provides a variety of services to the community and has a repertoire of presentations that include, but are not limited to the following: residential and commercial security surveys; child identification prints; robbery prevention techniques; credit card fraud; internet safety, travel and personal safety and youth safety programs.

K-9 UNIT

Brown Deer Police K-9 Unit 2012 marked notable changes in the K-9 unit. On Wednesday, July 18, 2012, K-9 Justis, an eight year veteran of the department, passed away due to an undetected medical condition called gastric torsion, or “bloat”. Common in deep-chested dogs, gastric torsion refers to the distension and subsequent rotation of the stomach, which affects the breathing and blood pressure of the dog, rapidly causing shock and death. Many dogs with gastric torsion will die within 1-2 hours after onset, with little to no warning. K-9 Justis was scheduled to retire at the end of 2012. Officer Brad Caddock, and previously Officer Dan Hansen, had been Justis’ handlers. Both Officers were saddened to discover the passing of K-9 Justis. A short memorial service for Justis took place at Brown Deer’s Annual Night out for Justice on July 31 st, and a plaque hangs in the Police Department lobby in memory of Justis. In November of 2012, Officer Joshua Morgan returned from training with Brown Deer’s newest officer, K-9 Vader. Vader is a Belgian Malinois, born in July of 2011. Vader is trained in narcotics detection, apprehension and handler protection, tracking, and building searches. Vader and Officer Morgan received their training from DeMeaux Malinois Kennels in conjunction with Drexler School for Dogs, both located in Indiana. Officer Morgan and Vader train on a regular basis to ensure proficience, including a full day of training at least once per month with other K-9 teams from the Milwaukee metro area. Officer Morgan and Vader are assigned to late shift, but can be called in for critical incidents at any time of the day. The funds to purchase Vader were donated by the Stan Kass family, who have been very generous over the years in their support of the K-9 program. Vader’s food is donated by Fromm Family Foods for his entire life, and his grooming is donated by Community Bark in Bayside. Many other donors have made the sustained operation of this K-9 Unit possible.
