3) Proposed Change at Garden View Chris Krebsbach from Tealwood was present to provide a Demographic Study that was done in the Primary Market Area (PMA). The study shows that there is an excess of fifteen (15) independent living apartments, while there is only an excess of six (6) assisted living apartments. Therefore, Tealwood is proposing that six (6) of the independent living units should be converted to assisted living units. This could potentially provide a gross increase in revenue of $48,000 over a six (6) month period. One (1) staff person would need to be added at a cost of about $10,000, which would then provide a net increase in revenue of $38,000. The fire marshal has been contacted to determine whether an additional two hour fire wall would need to be constructed. USDA was also contacted to find out if a decrease in independent living units would affect the loan that Garden View has with them. USDA does not have any issue with decreasing the number of independent living units. Rates would not change dramatically. Moved by Havlicek, seconded by Colsch, to change six (6) independent living units into assisted living units, pending the decision made by the fire marshal. Carried Unanimously. Mr. Krebsbach also reported that the Home Free system will no longer be supported by 3M beginning in 2014. A completely new system could cost as much as $40,000. Tealwood has come to an agreement with Direct Supply, and they will now support the system. Tealwood purchased an inventory of spare parts, which will be used as needed. 4) Consider Proposals for Installing Cooling/Heat Pump for Police Department The Police Department has no registers for heating or air conditioning. With this lack of temperature control, fans are used in the summer and space heaters are used in the winter to make the area more comfortable. Quotes were received from Kurt’s Plumbing and Heating in Monona for a Fujitsu Cooling/Heating Pump for $2665, and Larry’s Plumbing and Heating in Postville $2653.48. The City would qualify for a $600 rebate from Alliant Energy. Moved by Meyer, seconded by Blietz, to authorize the installation of the Cooling/Heating Pump in the police department by Kurt’s Plumbing and Heating for the quoted price of $2665. Carried Unanimously. 5) Status of SRF Clean Water Resource Restoration Project Regarding the proposed WWTP Stream Bank Stabilization and Retention Basin project, Eric Palas with the NRCS states that while there would be some benefits to undertaking the stream bank stabilization and retention basin project, it might be attempting to force something into a site that really isn’t suitable. There are also sewer mains and manholes that further complicate the planning. He feels that the city would benefit the most by concentrating on the aquatic center parking lot. An estimate from Tekippe Engineering shows a preliminary opinion of probable cost of $216,657 for a parking lot with 55 spaces. This does not include any engineering fees or contingency costs. The deadline for submitting the grant is approaching quickly so hard numbers will have to be obtained soon.

6) Review Garden View Guaranteed Loan FreedomBank officials stated that the interest rate would continue to be 2.25% through July 1, 2014. It was advised to continue another year at 2.25% with the same monthly payment of $5,951.60. If it appears interest rates will increase at some point in the future, the city could lock in a new rate for five (5) years or more at that time if so desired. Moved by Meyer, seconded by Martin to continue the Garden View Guaranteed Loan with FreedomBank at an interest rate of 2.25%. Carried Unanimously. 7) Consider Options for Required FY2013 Audit Examination The State of Iowa requires cities with populations of less than two thousand with $1 million or more in budgeted expenditures in two consecutive years to have an annual examination. This can either be done by the Office of Auditor of State or it can be done by a private CPA firm. Moved by Blietz, seconded by Colsch, to have a representative of the Office of Auditor of State contact the city to discuss their services for fiscal year 2013. Carried Unanimously. 8) Consider Resolution No. 2013-11 Setting Employees Salaries and Wages After some discussion, it was moved by Martin, seconded by Blietz, to adopt Resolution No. 2013-11 Setting Salaries and Wages for Appointed Officers and Employees of the City for Fiscal Year 2013/2014. Roll Call Vote: Ayes – Five. Nays – None. Resolution was adopted. Mayor/Council/Admin. Notes: • • • • •

Mayor Passmore informed the council of a letter of interest that she wrote to the City of Luana supporting the development of a walking/biking trail from Luana to Monona Torrie Moses will be moving dirt at the City Park sometime during the week of July 8 for the installation of the Garden Grubbies. The Economic Development office hosted Movies in the Park on Friday night, June 28. Mayor Passmore was in attendance as well as Council member Martin. Council member Havlicek mentioned that weeds are getting out of hand on the Butterfly Trail behind Garden View. Council member Martin will look into who should be taking care of the weeds along the trail. Council member Blietz had questions about someone who is giving horse rides in the City of Monona late at night.

Mayor Passmore declared meeting adjourned at 7:02 P.M. Next regular council meeting was scheduled for Monday, July 15, 2013 at 6:00 P.M. at City Hall.
