Organic Waste Collection Investigate the provision of an Service Organic Waste Collection Service in Comox-Courtenay
STATUS Pilot project has been extended until the end of 2016 Organics collection rose 17.5% during the first half of 2016 compared to 2015. This is mainly due to the extremely dry weather in 2015 and much wetter 2016, affecting the amount of yard waste produced. As per Council’s Strategic Plan, staff will be looking at the feasibility of increasing organics collection by reducing the frequency of garbage collection this year.

Recommendations from the Chief Administrative Officer: That the Noise Exemption Application dated October 12, 2016 from A. Wood Bulldozing of 3050 Island Highway, Campbell River, requesting exemption from Section 16 [Construction Noise] of the Comox Public Nuisance and Property Maintenance Bylaw, 2010, be approved in order to allow the installation of rip rap along the Kye Bay bank adjacent to Air Force Beach, during the period November 1, 2016 to February 1, 2017; and further, That the applicant be required to provide written notification to residents along Windslow and Longview Roads, as well as the lower section of Kye Bay Road. Purpose To seek Council’s approval for the exemption of the provisions of the Comox Public Nuisance and Property Maintenance Bylaw, 2010. Strategic Plan Linkage Exemptions from the provisions of Town bylaws fall under Council’s Core Service related to Strong Governance and Administration. Background In order to provide erosion control protection along the banks of Kye Bay, CFB Comox will be installing rip rap during the period November 1, 2016 to February 1, 2017. Much of the work will be done at low tide, and since low tides occur during the overnight hours in the winter, the applicant is asking for exemption from the construction noise provisions of the Comox Public Nuisance and Property Maintenance Bylaw, 2010. Section 16 [Construction Noise] of the aforementioned Bylaw states that “... no person shall, on any day before 07:00 hours or after 20:00 hours, construct, reconstruct, relocate, remove, erect, alter, repair, dismantle or demolish any building, structure or thing, or excavate or fill in land in any manner which causes noise or sounds in or on a highway or elsewhere in the Town, which disturbs or tends to disturb the quiet, peace, rest, enjoyment, comfort or convenience of any person or persons in the neighbourhood or in the vicinity.” Z:\3700 - LEGISLATIVE AND REGULATORY AFFAIRS - 4699\4000 Bylaw Enforcement - General\4000-02 Noise Exemptions\16-001 Kye Bay

From: Deanne Hegg [mailto:
[email protected]] Sent: October-12-16 4:05 PM To: Town of Comox – Administration Subject: DPV 16.9
Hello and greetings to the people in Town Hall: My name is Deanne Hegg and I live on the property across the street from 2010 Mackenzie Ave. I don't mind one bit my neighbor Neil's carport in his yard. I find the structure to be interesting. My neighbor Neil is a great neighbor, quiet, helpful home owner and I'm sure a tax paying citizen. He is ideal as a neighbor. I object to the busybody, nitpicking mentality of people who would object to Neil's structure. I think as taxpaying adults, who own a home and property, we should have the freedom to create what we would like in our yard. That is as long as it is not obnoxious, or crude, or harmful towards others. Niels carport is none of those. I think the town of Comox could find other things to do with its time. Thank you.....
Deanne Hegg
