Globalization and structural change in the chemical industry bring opportunities for foreign investors: Modern chemical parks with attractive infrastructures are developing, bringing with them synergies and chances for cooperation. The operators of chemical parks and sites focus on the success of chemical producers in their respective chemical parks, offering a wide range of highly specialized services. Annual German chemical industry sales exceed Euro 152 billion – an increase of 32 percent over the past ten years. Unique value chains are made possible by the wide choice and good availability of chemical substances – with a minimal amount of logistics. S P E E DY L I C E N S I N G P RO C E D U R E S Licensing procedures are completed quickly and hassle free with competent public authorities assisting in the process from a very early stage. Prime examples of the efficiency in which the claims are handled were the licensing of an 800 megawatt gas and steam facility within just 6 months and the licensing of a 100,000 ton biodiesel production plant, with only 13 months passing between the site for the plant being selected and the plant starting production.

WELL-PROVEN SOCIAL PARTNERSHIPS For many years employers and industrial unions in the German chemical industry have been working together in a future-oriented, realistic approach. Flexible payments enable newly settled companies to pay according to requirements. K N OW L E D G E B A S E Managements of chemical parks and sites provide chemical producers with knowledge developed over many decades – for their mutual benefit. In start-up initiatives, managements of chemical parks and sites support young companies toward a successful future.

H I G H LY Q UA L I F I E D STA F F Much importance has always been attached to vocational and advanced training in the chemical industry. This forms the basis for the operation and maintenance of highly specialized, hightechnology plants. Companies can rely on a unique dual system: Vocational schools in chemical parks provide theoretical knowledge, and production companies take care of the practical side of industrial training.

Germany offers attractive sites to investors in the chemical industry. In particular, the integrated sites in the chemical parks facilitate numerous combined possibilities with companies already located here and thus provide cost-cutting synergies. In this way, companies can, for example, obtain feed and intermediate products in the Chemieparks or jointly use technological plants, safety as well as social facilities.

Being offered a complete service from a single source, investors can take advantage of all services from planning, via construction and operation, right through to the maintenance and certification of industrial plants. Investors will find a highly-developed infrastructure specially tailored to the needs of chemical companies.

MARKETING STRUCTURE OF CHEMICAL PARKS AND SITES

Historic chemical companies are faced with increasing global competition, which demands continuous restructuring. New company structures arise that are focused either on global product business or on local infrastructural business. Germany is the for-runner in restructuring its chemical industry into attractive Chemical Parks for “multi-company” usage. More and more Chemical Parks develop new local service organisations to enable producing customers and potential international chemical investors to focus on their core actvities. Chemical site marketing is emphasized on a world wide basis showing the advantages of the local edge of well developed chemical parks in German regions. Network is the slogan! Chemical sites and companies are collaborating within networking initiatives to combine individual goals with joint targets on a regional, state or country level.

Those collaborations can be illustrated by the shell structure of an onion, the core of which is the site or the company. Geographic neighbours working together in regional initiatives can be interpreted as the first shell. ChemCologne is an example for the “Rhineland” region (www.chemcologne.de). ChemSite is the initiative for the “Ruhr” area. Similar initiatives are CeChemNet which comprises the network of chemical sites in the East German chemical triangle (www.cechemnet.de) and ChemCoast, the cross federal state initiative of Northern Germany’s chemical locations (www.chemcoast.de). Many chemical sites, which are not organized in regional initiatives, are located in the RheinMain-Gebiet (the area around Frankfurt) and in the southern part of Germany.

On the next higher level in Germany over 40 chemical parks and sites are members of the new German Sector Group of Chemical Parks and Sites (www.vci.de) within the Association of the Chemical Industry (VCI). They work together towards sustainable competitive and attractive production sites in Germany. Recently a close cooperation of the German chemical parks and sites with the federal based initiative “Invest in Germany” was established. In this brochure major chemical parks and sites of Germany introduce themselves by their selfportraits.

CeChemNet (Central European Chemical Network) comprises the network of chemical sites in the Central German Chemical Triangle. Chemical park operators, chemical enterprises, specialized service providers, scientific and research institutions, chemistry-oriented educational facilities and chemical association bring together broad institutions in chemicals and successful chemical park management. The Central German Chemical Triangle with a total chemical park area of more than 55 km2 boasts a comprehensive potential of raw materials and synergies that are shared by regional companies and provide excellent prerequisites for new siting projects. Since the mid-1990s more than 15 billion euros have been spent on rehabilitating and upgrading infrastructures and manufacturing plants. State-of-the-art chemical facilities and chemical infrastructure are now typical of the sites in Central Germany. The six Central German chemical sites have ca. 5 km2 of space readily available for new siting projects.

Hallmark of the chemical competence in Central Germany is its specific know-how derived from having successfully coped with a complex transformation process. Central Germany is the „birthplace“ of the Chemical Park concept. The chemical sites have stepped up their efforts at developing new innovation potentials and are concentrating on attracting innovative SMEs and industry-related research institutes. ChemSite is one of the largest European chemical clusters to promote the Chemical Parks and Sites of Marl Chemical Park, BP Gelsenkirchen Scholven and Horst, Rütgers Chemicals in Castrop-Rauxel, Deutsche Gasrußwerke in Dortmund and the Dorsten/Marl Industrial Park in the Ruhr region of North Rhine-Westphalia (NRW) as attractive places to invest. Formed in 1997, ChemSite is a successful privatepublic-partnership that has brought together the chemical industry, the State Government of NRW, chemical industrial union and local community bodies. It has created an organisation that has come to represent chemical interests in the entire Ruhr area and strives to improve the general conditions for the chemical industry, as well as create new jobs, through attracting new investment. ChemSite’s seven chemical parks and sites in North Rhine-Westphalia are open to investors from the chemical industry and chemicals-related industries that require a strong infrastructure and services around their chemical business, or that like to be on an industrial Greenfield site for companies in the chemical, processing and manufacturing industries, close to a chemical park.

The target groups are chemical or chemical related companies looking for a production or R&D base in Europe, wanting to move closer to their European customers and/or wanting to tie in to the materials availability at the ChemSite locations. ‘One face to the customer’ is the slogan of ChemSite, which guides companies through each stage from initial contact to the startup of production – and beyond.

The PCK refinery has a processing capacity of around 11 million tonnes of crude oil a year. By international standards the refinery is one of the most modern in the world. In Europe it is a leader in the field of processing costs and margins. Young engineers find jobs here with high technical standards. In Schwedt the future has already begun. For example, the refinery is a leading German and European producer of biogenic fuels. PCK continues to advance towards the expansion of its bio-fuels competence centre with the construction of the world’s first plant for the production of a biogenic light gasoline ether.

There is a climate favourable to industry in Schwedt. Companies settling here can count on the support of the state government. In brief, this means short approval procedures and expert help in submitting applications.

This leadership in expertise is complemented by the settlement in the industrial park of two producers of bio-fuels (bio-ethanol and rapeseed methyl ester), as well as a manufacturer of wood pellets. The Schwarzheide site merges modern times with experience. In addition it can look back on a tradition of more than 30 years of plastic production and development. Supply, product pool and services Power and steam are supplied by a power plant which is directly situated on the Industrial Park. The site is supplied with natural gas via a pipeline and is partially developed by a feed water, waste water and process water network. More than 87 million euros have been invested in the Chemical and Industrial Park´s modern infrastructure, creating completely new and highly efficient systems for traffic communication, rain, sewage, drinking, service and extinguishing water, electricity and telecommunications, steam, natural gas and industrial gases and disposing of municipal and industrial sewage water. The Zeitz Industrial Park offers superior conditions both for large-scale industry on larger areas and small businesses wishing to move here. The technical plants represent the latest international standards while satisfying the expectations of the most demanding investors.

InfraLeuna Infrastruktur und Service GmbH, the proprietor and operator of the infrastructure at the Leuna Chemical Site, works on a low-profit principle, distributing partner shares to a series of local companies. Industrial site Böhlen-Lippendorf represents the most important industrial site of Free State Saxony and forms furthermore an important location of power generation. Moreover, Böhlen-Lippendorf represents a historically grown location of coal beneficiation, power generation and chemical industries developed through decades. Extensive demolition, refurbishment and modernisation measures as well as new investments have been implemented since the beginning of the 1990s. Currently, the site has an excellent and modern infrastructure. In addition to an efficient road network, technical infrastructure has been also basically renewed and improved. State of the art plants, for example, are located at premises of Dow Olefinverbund GmbH, which form part of Dow Chemical Company within a large site and product integration. Industrial sites Leuna and Schkopau are located in spatial proximity and product-integrative to the location. Company Air Liquide as a manufacturer of industrial gases is one of the product integration companies. Air Liquide Region East is headquartered in Böhlen-Lippendorf. The Solvay Rheinberg Industrial Park is situated in the west of Germany in immediate vicinity of the Netherlands and the Ruhr District. Thanks to the own Rhine port designed for vessels of up to 2,000 tons, the site is connected to the largest European waterway and, in addition, it has a company-owned railway with own workshop. The two international airports of Dusseldorf and Cologne are situated at a distance of only 50 and 100 kilometres, resp. The Rheinberg site ideally combines the advantages of urban and industrial congested areas with a high quality of life in a rural area. Product pool and services Integrated supply management is a major advantage of Solvay’s Industrial Park in Rheinberg, i.e. the use of synergies in the fields of raw materials, products, energy and ancillary products. By-products are used as much as possible to make new products on site, and the output of waste is being minimized. A wide range of products is provided through the integrated stock flow and, at the same time, products can be fed into the flow. The companies located on the site are already doing this. For example, the Finnish company Kemira produces ferric chloride with hydrochloric acid from Solvay’s production. The gas specialist Praxair uses energy produced by Solvay in the company’s air separation plant to make

oxygen and nitrogen for the production facilities of the industrial park; the Rheinberg production facilities of the English global ICI Group are supplied with steam and water from Solvay and dispose of their effluent waters through Solvay’s sewage system; and the German esco Company covers its entire demand for demineralized water from Solvay’s production. A planned substitute fuel-based power plant (plastics, wood, paper) will further improve the energy situation on this site. Such a close cooperation and the infrastructural advantages render Rheinberg a preferred site. The Marl Chemical Park is one of the largest and most fully integrated sites of its kind in Europe – and also the largest site within the ChemSite Initiative. Of a total, 650ha, roughly 60ha of indus-trial land are available to new investors. There are more than two dozen producers on the site, like Degussa, Rohm and Haas, Innovene, Sasol, ISP and Vestolit. At Marl Chemical Park, basic feedstocks like ethylen and propylen are available by pipeline and barge, etc. Marl also boasts a newly upgraded chlor-alkali facility, owned by Vestolit, which feeds its vinyls chain as well as providing chlorine to other users on the site. At the site more than 4000 chemicals are produced ranging from high volume materials such as, styrene, polystyrene, 1-buten, acrylic acid, ETBE and PVC, to speciality products like polyamides and polyesters, plasticisers, surfactants, elastomers and latices. At the heart of the chemical complex lies Infracor, the site operator and service provider. Its role is to ensure that roughly 100 production plants continue to produce no less than 4m tonne of materials every year. Formed in 1998, the 600m turnover company employs some 2800 people at Marl.

Infracor operates three power plants – two coaland one gas-fired - at the complex, giving 300MW of electricity generation and 1000 tonne/hr of steam. It also has responsibility for waste management - operating two waste water facilities - logistics, technology and all aspects of health, safety and environmental protection, technical plant safety and site security, telecommunications, facility management and permitting and regulatory affairs. In terms of logistics, that 4m tonne of production leaves the site by train (400 000 tonne/year), road (2.4m tonne/year), barge (900 000 tonne/year) and pipeline (300 000 tonne/year). Infracor manages the site railway, port, pipelines and racks, and also handles storage at the site. It has, for example, recently invested in a major new multi-storey warehouse to serve producers on the complex and is currently expanding the harbour facilities with an extra barge berth. Infracor’s goal is to be ‘the most attractive infrastructure and service provider’ for the companies at Marl Chemical Park and beyond. It has to be competitive and stay abreast of best practice in all that it does, as third party companies are not required to use its services and it always has to compete for business.

The Dorsten/Marl Inter-Municipal Industrial Park is a highly attractive greenfield area within the ChemSite Initiative. It is suitable for downstream production and is likely to appeal to plastics producers, compounders and processors; detergent makers; and companies in the biotechnology, pharmaceutical and food processing sectors. Dorsten/Marl has a central location in this region in immediate vicinity of two ChemSite facilities, Marl Chemical Park and GelsenkirchenScholven, with their broadly based range of raw materials (e.g. PE and PP) and services. Therefore the site is well situated for companies in the chemical, processing and manufacturing industries. The site could also be a magnet for automotive component subassembly products, because the Dorsten/Marl Inter-Municipal Industrial Park is just an hour by road from major automotive producers Opel and Ford. Along the value chain this combination of proximity of supply and customer would make just-in-time delivery feasible.

Recently the Danish company Genan, worldmarket-leader in industrial recycling of used tires, will build a technical centre in a joint project with Degussa. The new investor was also partly attracted to the site because of the good local universities of applied science. The industrial site is on the Wesel-Datteln canal, which can take barges up to 185m by 11.45m wide a rail link could be used by any company on the site. Steag has several builders of combined heat and power stations waiting in the wings, if new tenants decide they need that much capacity. Smaller users can hook up to the local grid. In addition the site offers high-tech communications by a wireless and fibre optic cable. The 70 ha site has already attracted a Japanese automotive company. This firm used Steag to help it gain approval for its facility. This process took about half the time it would normally take to build on a greenfield site.

RÜTGERS Chemicals AG welcomes investors. At the RÜTGERS Chemicals AG site in CastropRauxel, plots with areas from 5,000 to 25,000 sq. m, complete with port access, infrastructure and services, are available with immediate effect to companies active in the chemical industry and related areas. The Castrop-Rauxel site is well connected to the Ruhr transport system, with ports for liquid and solid bulk products on the Rhine-Herne canal, and good rail connections. RÜTGERS and ChemSite have been partners for many years, and have been successful in attracting inward investment to the site. The largest is by the Japanese company Nihon Jyoryu Kogyo, which has formed a jv with RÜTGERS to produce pure anthracene and pure carbazole. The plants have been running since February 2004, using a new process technology developed by RÜTGERS. Investment in the new anthracene/carbazole plant totaled 16m, with the EU putting in financial assistance of 3.5m. Other companies operating at the site include RÜTGERS Carbotech, Castro Carbon, Emscher Genossenschaft and STEAG Saar Energies.

The Gelsenkirchen sites in Scholven and Horst are owned by the Ruhr Oel GmbH (ROG) joint venture. ROG is a 50/50 JV between BP and PdVSA of Venezuela. The Gelsenkirchen sites include a 12 Mill. t/y refinery, two naphtha crackers producing app. 1 m tonne/year C2, 600 000 tonne/year C3 and other units. BP is operator of these assets since acquiring Veba Oel in 2002.

developed to the north of this site and should be available in 2007. This extension is a major step for the ChemSite Initiative, removing the barrier of insufficient large land parcels.

Sabic, one of the major producer of polyolefin’s (PE and PP) is also producing at the Gelsenkirchen site with capacity of polyethylene and polypropylene of 850 000 tonne/year.

The most appropriate investors will be those producing derivatives from the range of basic chemicals produced at these locations. BP RP at Gelsenkirchen can supply ethylene, propylene and C4-cut; aromatics, such as benzene and cyclohexane, paraxylene and cumene, as well as hydrogen, methanol, ammonia and solvents.

Today, the facilities at the linked sites form a tightly knit production network, producing many basic raw materials. They are also linked to Marl by pipeline and supply much of its raw materials. Gelsenkirchen is integrated into the Northwestern European ethylene pipeline grid (ARG) and will connected to the planned propylene pipeline grid (U-Line), a European project which will connect the ChemSite locations Gelsenkirchen and Marl Chemical Park with the ports of Rotterdam and Antwerp by the year 2008. The sites have area of 480ha, with 30ha available for potential investors. At the GelsenkirchenScholven site, 20 ha of industrial property are available, but an extension of 70ha is now being

Now BP and ChemSite will be able to attract large-scale investors who can benefit from the product streams and services offered by the site.

BP and Sabic are actively investing in Gelsenkirchen. BP/ROG have a 180m project under execution to upgrade the environmental performance of an existing cracker and at the same time boost ethylene production by up to 100 000 tonne/year, taking output of the two units to well over 1m tonne/year. In the downstream area, Sabic has already invested 500m in renewing and increasing its PE and PP plant and is evaluating plans to build a 250 000 tonne/year bimodal hdPE plant at Gelsenkirchen.

In Niederkassel-Lülsdorf, Degussa AG operates an integrated production site that is located on the right bank of the Rhine River between Bonn and Cologne, Germany, and is 100 hectares in size. Because of its central location in a densely populated area with many markets, customers, and consumers, and with its own port, a rail connection, a good link to the autobahn network, and proximity to an airport, the site features excellent conditions for the settlement of new producers. Over 20 hectares of developed industrial space are available for such relocation activities. Core activity of the site is a large chloralkali electrolysis facility producing potash lye, hydrogen, chlorine, and alcoholates. Alcoholates are among other things interesting catalysts for the production of biodiesel. The inorganic products are processed further into potash and 1,2-dichloroethane (EDC). In three additional production facilities, ortho esters and malonic esters and their derivatives are manufactured for further processing by the agricultural and pharmaceutical industries. In a new large-scale plant, Oxxynova GmbH & Co. KG produces dimethyl terephthalate (DMT), a monomer used, among other things, for the polyester fiber sector.

The necessary infrastructure, with available reserves, as well as a qualified range of services is in place for the cost-effective production of these chemical products. In addition to a competitive supply of energy with steam, cooling, and processing water, the supply of electricity (110 kV voltage) is, of course, another important element for the Lülsdorf site. A high-capacity biological wastewater treatment plant, which also has available reserves, purifies the wastewater of this and other sites waste. In addition the site allows access to the own dump (Class 3). One deciding factor for the choice of site by potential new companies is the supply of raw materials. For this purpose, not only are the Degussa operations with their end products and raw materials available, but the location of the site, with its port and rail connection and a link to pipeline systems, and the proximity to other chemical plants and the neighboring refinery all yield additional possibilities for cutting production costs.

The Gersthofen industrial estate, with a total of twelve companies and about 1,600 employees at present, is an attractive industrial site in southern Germany. It lies right in Bavaria, on the northern edge of Augsburg, and only half an hour away from Munich by the autobahn.
