Parks In the last five years the County has seen several of its larger municipalities creating extensive recreational complexes in their drive to attract new residents and maintain current ones. The County has also seen a marked increase in the development of recreational trails, as various municipalities and agencies strive to improve the opportunities for residents to exercise and travel throughout the metropolitan area. Parks and recreational trails in St. Louis County are provided by the State of Missouri, Great Rivers Greenway, St. Louis County, and many of the 91 municipalities within the County. Park improvements and renovations In the last few years, many renovations and improvements have occurred within the County Park System. The following are a few of the more significant improvements: •

Several new playgrounds have been built in parks around the County including at the Affton White-Rodgers Community Center, Bella Fontaine Park, Creve Coeur Park, Greensfelder Park, McDonnell Park, Sioux Passage Park and Sylvan Springs Park. State-of-the-art all-inclusive playgrounds were built at Tilles Park and Faust Park. All of the playgrounds are designed for children of multiple ages and abilities.

A skate park is under construction at Sylvan Springs Park. This exciting addition to the park system was developed with input from the local youth skateboarders. Groundbreaking on the skate park was held in September 2006 and completion of the first phase of this 20,000-square-foot project is expected in 2007.

To make a reservation, for directions, to request an activity guide or to find out which Park is nearest you, visit the website at www.stlouisco.com/parks, or call 314-615-4FUN or 314-615-PARK. Metro Park District funding In 2000, the citizens of St. Louis County passed the Metropolitan Tax District Fund. Since 2001 this new tax has been providing approximately $4.1 million annually for park facility and recreation improvements. The emphasis is on renovating deteriorated facilities and providing ADA accessibility. To date nearly $200 million worth of capital improvement projects in the various parks have been identified. A working schedule of new playgrounds, repaved roads,

Parks in St. Louis County Parks improvements and renovations, continued •

1

The Ice Rink at the Greensfelder Recreation Complex in Queeny Park was completely renovated. This 2-milliondollar improvement replaced the original ice rink that was built in 1972. In addition to the ice rink, the main structure is a multi-purpose area with 22,500 square feet that accommodates large special events. St. Louis County Parks currently has 128 miles of trails in the system. Recent exciting trail additions include the North County Bikeway, a 13-mile multi-use trail beginning at the University of Missouri St. Louis and ending at the North County Recreation Complex; 5.8 miles of Grant’s Trail running from Orlando Gardens Banquet Center to Pardee Road; 5.1 miles of new trail in Cliff Cave Park; and 2.25 miles of new trail in Clydesdale Park, including a connection to Grant’s Trail. The on-line program registration and facility system called Book-It was implemented. Any interested patron can now call or visit any of the recreational complexes and register for any program and/or reserve any of our picnic shelters and sites. This can also be accomplished by visiting the Parks Department website, www.stlouisco.com/parks. This new program makes it easier for people to take part in the many activities offered by the Parks Department.

In cooperation with the Missouri Department of Conservation, a new boat ramp was installed at Sioux Passage Park. This boat ramp provides easy access to the Missouri River.

New or updated restrooms were completed at Creve Coeur Lake Memorial Park, Ohlendorf Park, Sioux Passage

Park, Sylvan Springs Park, and Greensfelder Park. These renovations all provide great accessibility for park patrons. •

The Urban Tree Program was started in Spanish Lake, Queeny and Jefferson Barracks Parks. This program was developed so people may honor others with memorial bricks, trees and benches. 3,196 Municipal Parks

Modest growth opportunities

increases

recreational

St. Louis County’s 1,016,300 residents had access in 2005 to approximately 31,595 acres of county, state and municipally owned parkland, or just over 31 acres per 1,000 residents. This ratio rose from a value of just over 25 acres per 1,000 residents in 1995. Planning guidelines suggest that about 25 to 30 acres of open space/parkland should be available for every 1,000 residents. This modest growth trend and combined public and private efforts throughout the metropolitan area to increase green space and the development of recreational trails will create more opportunities for County residents and visitors to improve their quality of life through exercise and recreation.

Municipal parks value excludes all municipal parks of less than 20 acres in size.

Recreational Trails in St. Louis County Trails development takes off throughout the region The St. Louis metropolitan region has seen significant growth in the development of urban trails since November 2000 when voters approved a 1/10th of 1-cent sales tax and the Great Rivers Greenway District was established. The dedicated funding source provides the district with approximately $10 million a year for trail building, advocacy, and programming. With this support and through the coordinated efforts of various regional and local agencies, designated trail pavement mileage in the metropolitan region has doubled in the last decade. In 2006 alone work began or grand openings were held for a dozen new trails or trail extensions. The St. Louis County Parks Department has 128 miles of trails open to the public for a variety of uses including walking, bicycling, hiking, rollerblading, or horseback riding. While a majority of the Parks trails mileage lies within park boundaries, a series of newly completed and proposed projects will increase connections between recreational and more broadly used facilities. The North County Bikeway, a 13-mile pedestrian and bike trail completed in 2005, connects the University of Missouri-St. Louis campus with the Florissant Valley Community College and the North County Recreation Complex. Planning is also underway for the St. Vincent Greenway Trail, a second regional trail funded by the Great Rivers Greenway District that will extend from the University of Missouri-St. Louis campus all the way to Forest Park in the City of St. Louis. Projects like the North County Bikeway and the proposed St. Vincent Greenway help expand the concept of trails beyond that of purely recreational use to one of practical everyday use as transit routes to significant destinations such as educational institutions and connections to regional public transit. Municipal trails within the County that see frequent use include the Clayton city trail, Pioneer

trail in Kirkwood, Olivette city trail, Wildwood Greenway trail, Al Foster trail also in Wildwood, and the Rosalie trail in Brentwood. Municipalities such as Maryland Heights are just beginning to explore how to attract new residents by creating connections to the regional trails like the Katy Trail in their back yard. Meanwhile other municipalities like Ballwin and Manchester are in the process of collaboratively developing community-wide trail plans. The Great Rivers Greenway District is the regional leader in trails development. Its partnerships with the Metro East Park and Recreation District of Madison and St. Clair counties in Illinois, the East-West Gateway Coordinating Council of Governments, St. Louis City, St. Louis County, the Metropolitan Sewer District, and the Army Corps of Engineers among others have created a foundation for the continued expansion of trails throughout the region. Recently completed and current projects that have received funding from the District as well as many public and private partners include: Centennial Greenway – Katy Trail to St. Peters Trail connector Chouteau Greenway – will restore link between downtown riverfront and Forest Park Columbia Bottom Conservation Area – 5-mile hiking and biking trail Katy Trail Connector – extended from City of St. Charles to Machens area in St. Charles County Meramec Greenway (150 acres along greenway) River Des Peres Greenway – in planning stage Missouri River Greenway – planning for 34 miles that will parallel the Missouri River from the Mississippi River to the Columbia Bottom Conservation Area to the Veterans Memorial Bridge in Maryland Heights Residents of the metropolitan area can look forward to an improved quality of life as the development of linked recreational trails continues throughout the region.
