The C.A.S.P.E.R. Program is an after school child care program offered to Jersey City residents for a fee. Children participating may be enrolled in a public or non-public school. Parochial/Private/Charter school children are invited to participate but children must be escorted to the C.A.S.P.E.R. school. Transportation is NOT provided.

The C.A.S.P.E.R. Program is available in all the Jersey City Public Schools that have pre-kindergarten through grade five students ages 4 through 11. Recreation, crafts and homework help is provided. Tutoring is NOT a component of this program. The C.A.S.P.E.R. Program is not mandated but a support program to families. Child care staffing and materials are based on the number of children enrolled. Child care staffing may include any combinations of the following: facilitators, certified teachers, substitute teachers, teacher assistants, teacher aides, aides, nurse, or any other employees of the Jersey City Public Schools. The C.A.S.P.E.R. program operates from 2:45 P.M. to 6:00 P.M. on school days which are in full session. The C.A.S.P.E.R. Program does not operate on any scheduled half-days, emergency closing days or elementary Open House days. A late pick-up fee is assessed for any child that remains past 6PM Any child that remains past 6:30PM is terminated immediately. The C.A.S.P.E.R. Program begins the first full Monday in September and concludes on the last full day of school in June. The C.A.S.P.E.R. Program begins registration in September and is ongoing throughout the school year. Snacks are provided for all children.
CHILD ELIGIBILITY - The C.A.S.P.E.R. Program offers services to children in Pre-kindergarten through grade five. - All children SHOULD be toilet trained. - All Children MUST adhere to the C.A.S.P.E.R. Program Code of Conduct. All children MUST be self-sufficient. In a case where a child has special needs and requires one-to-one adult supervision and assistance, the parent/guardian or agency must absorb the additional cost each month for the individual aide assigned to the child. An additional form must be completed by the parent/guardian.

The parent/guardian must enroll the child/children in person and the child/children must be present during the registration. The parent/guardian must complete all the necessary paperwork before the child/children may begin the C.A.S.P.E.R. Program. All children participating in the C.A.S.P.E.R. Program shall adhere to the Jersey City Public Schools STUDENT CODE OF CONDUCT. Disruptive behavior, open defiance or willful disobedience will not be tolerated. Any infraction will result in a suspension and/or termination. If a child attempts to cause harm to another child or adult, or inflict physical injury, the child will automatically be terminated from the program.

C.A.S.P.E.R. PROGRAM HOURS The C.A.S.P.E.R. Program operates from 2:45 P.M. to 6:00 P.M. on school days which are in full session. Any child that remains past 6:00 P.M. is assessed a late pick-up fee of $10 which is due immediately. Any child that remains past 6:30 P.M. is immediately terminated from the Program.
C.A.S.P.E.R. PHOTO RELEASE The children participating in the C.A.S.P.E.R. Program may be photographed for the monthly newsletter or for publications put forth by the Jersey City Public Schools. Photo Release forms must be completed with the C.A.S.P.E.R. Application.

FEE SCHEDULE The Jersey City Public Schools C.A.S.P.E.R. Program’s daily fee is $12 per day, per participant which is paid monthly. We accept families that are eligible for participation through an approved agency Urban League of Hudson County, United Child Care Agency Programs and Services in Association with the New Jersey Association of Child Care Resource and Referral Agencies and the Department of Human Resources, Division of Family Development, i.e. Work First New Jersey, New Jersey – Hudson cares for Kids, Division of Youth and Family Services and Catholic Charities. For those families not participating through an agency referral, the Jersey City Public Schools may provide a financial subsidy to the C.A.S.P.E.R. Program for any child enrolled in a Title 1 eligible school. The daily fee to be paid monthly by the parent is $6 per day, per child.

The daily fee is multiplied by the number of C.A.S.P.E.R. days in each month. A monthly calendar is provided with the monthly fee due as well as the number of C.A.S.P.E.R. days for the month. Payment is made by money order only (NO CASH or CHECKS). Payment is due the first day of each month. If payment is not received by the 5th day of the month, there is a $10 late fee assessed. If payment is not received by the 10th day of the month, the child is no longer allowed to attend the Program. This same procedure applies to co-payments. Late fees will not be subsidized by an agency or waived for any participant. If a child is not in attendance during the school day dues to illness or suspension, they may not attend the C.A.S.P.E.R. Program. There will be no refund or credit for these days.

FIRE DRILL A minimum of two fire drills will be conducted. One fire drill will occur on or before October 1st. The other subsequent fire drill will occur between November and May. EMERGENCY DRILL Each school is supplied with a designated sister school in case of an unforeseen emergency or evacuation. All staff personnel are familiarized with the route.
EMERGENCY SCHOOL CLOSING If the Superintendent authorizes a school closing or evacuation during the school session, C.A.S.P.E.R. parents will be contacted and the child/children will need to be retrieved as soon as possible.

PROGRAM DESIGN The C.A.S.P.E.R. Program scheduling is flexible and may differ at each site depending upon the availability of the facilities in each building and the number of children in attendance. The suggested schedule is as follows: SNACK TIME - 3 - 3:30 PM
