NILES CITY BOARD OF EDUCATION At 6:00 P.M., on December 19, 2013, the Niles City School District’s Board of Education met in Regular session with the following members present upon roll call: Christopher C. Doutt, Lori Hudzik, Richard J. Limongi, and Susan G. Longacre, with Tony Perrone presiding.

Res. No. 13-172 Adopt the Agenda Mr. Doutt moved to adopt the Agenda. (Minute File 13-172) Seconded: Mr. Limongi Roll call: Mr. Doutt, Mr. Limongi, Mrs. Hudzik, Mrs. Longacre, and Mr. Perrone—Yes carried.

Res. No. 13-173 Approve the Minutes Mr. Doutt moved to adopt the Minutes from the Regular Board Meeting of November 21, 2013. (Minute File 13-173) Seconded: Mrs. Longacre Roll call: Mr. Doutt, Mrs. Longacre, Mrs. Hudzik, Mr. Limongi, and Mr. Perrone—Yes carried.

Board Committee Reports Niles City Parks Department Advisory Board—None Legislative Liaison to O.S.B.A.—Mr. Limongi said that they are going to switch the testing to align with the common core curriculum. (Minute File 13-173) Athletic Council— None T.C.T.C. School Board—None

Board Discussion of Current School Issues Mr. Doutt recognized Robert L. Marino, Sr., a former employee and former Board Member for his service to our schools. Mr. Doutt also added that he appreciates the renaming of McKinley Memorial High School’s gymnasium to the “Veterans’ Memorial Gymnasium”.

Mr. Doutt commented that the “Moment of Reflection” each day at the buildings has helped a lot. He thanked Mrs. Hudzik for her service on the Board of Education, and he presented her with a poinsettia. Mr. Doutt then took the opportunity to wish everyone a Merry Christmas. Principal’s Reports: Sam Reigle represented McKinley High School and the Niles Middle School. (Minute File 13-173) Chris Chieffo represented the Primary and Intermediate schools. (Minute File 13-173) Department Reports—None Niles Swimmer—Jenna Taylor, 9th Grade—Mr. Danso explained. Mr. Perrone informed the Board Members that we have received the deeds to the Hartzell Ave. property and Emma St. property; he needs some time to review them. Mr. Perrone also thanked the administrators and staff for overseeing the extra-curricular activities that our students are involved in.

Recommendations, Commendations, and/or Presentations Rick George and students from the Career Paths After-School Program explained the projects that they have completed and the events in which they participate. Mr. Reigle thanked Mr. George and the students for their presentation, and said they were like a family. (Minute File 13-173)

Communications to the Niles City Board of Education Written Public Mr. Michael Platt, 114 Russell Ave., Niles, Ohio, wanted to discuss transportation safety. He said that the district’s priorities are off; there should be more accountability in running this service. Mrs. Hudzik and Mr. Limongi said that social media was not the place for this issue to be discussed.

Supplemental Resolution to Employ a Non-Licensed Individual For Coaching or Directing a Pupil Activity Program WHEREAS, the Niles City Board of Education has posted supplemental positions as being available to employees of the District who hold educator licenses, and no such employee, meeting all of the Board’s qualifications, has applied for, been offered, and accepted such positions; and, WHEREAS, the Niles City Board of Education then advertised these positions as being available to licensed individuals not employed by this District, and no such person meeting all of the Board’s qualifications has applied for, been offered, and accepted such positions. THEREFORE, BE IT RESOLVED, that the following non-licensed individual(s) be employed as indicated: 4. Res. No. 13-177 b. Mr. Doutt moved to set Thursday, January 9, 2014, 6:00 P.M. at Niles McKinley High School, as the date, time, and location for its Annual Organizational Meeting. Seconded: Mrs. Longacre Roll call: Mr. Doutt, Mrs. Longacre, Mrs. Hudzik, Mr. Limongi, and Mr. Perrone—Yes carried.

Res. No. 13-178 c. Mr. Doutt moved to appoint Tony Perrone as the President Pro-Tem for the Organizational Meeting to be held on January 9, 2014. Seconded: Mr. Limongi Roll call: Mr. Doutt, Mr. Limongi, Mrs. Hudzik, Mrs. Longacre, and Mr. Perrone—Yes carried.

Res. No. 13-180 e. Mr. Doutt moved to approve the After-School Intervention Program, which provides intensive reading and math intervention for eligible students in grades 3-5. This program will be held at Niles Intermediate School beginning January 21, 2014, through April 3, 2014, from 3:45 P.M. until 4:45 P.M. It is further recommended that the Board of Education approve the supplemental payments to certificated staff involved in the After-School Program at a rate of $30.00 per hour, upon the approval of an authorized timesheet, and classified employees will be paid at their per diem rate. Seconded: Mrs. Longacre Roll call: Mr. Doutt, Mrs. Longacre, Mrs. Hudzik, Mr. Limongi, and Mr. Perrone—Yes carried.

The appointment, employment, dismissal, discipline, promotion, demotion, or compensation of an employee, or the investigation of charges or complaints against an employee, official, licensee, or student, unless the employee, official, licensee, or student requests a public hearing. The purchase of property for public purposes, or the sale of property at competitive bidding. Conferences with the Board’s attorney to discuss matters which are the subject of pending or imminent court action. Preparing for, conducting, or reviewing negotiations or bargaining sessions with employees. Matters required to be kept confidential by Federal law or rules or State statutes. Specialized details of security arrangements.

At 7:05 P.M., Mr. Doutt moved that, under the provision of O.R.C. 121.22, the Niles City Board of Education will recess to Executive Session to discuss: 1. The appointment, employment, dismissal, discipline, promotion, demotion, or compensation of an employee, or the investigation of charges or complaints against an employee, official, licensee, or student, unless the employee, official, licensee, or student requests a public hearing. 2. Matters required to be kept confidential by Federal law or rules or State statutes. Seconded: Mrs. Longacre Roll call: Mr. Doutt, Mrs. Longacre, Mrs. Hudzik, Mr. Limongi, and Mr. Perrone—Yes carried.
