1. DEFINITIONS In this Tariff, unless the context otherwise requires, the words and terms below shall mean as follows: Assessed Demand:

The demand in kilowatts or kilovolt amperes used for billing purposes when the maximum demand is not measured by a demand meter.

Basic Charge:

The Basic Charge specified in the applicable Rate Schedule, or the prorated daily equivalent charge - calculated on the basis of a 365-ctay year, and rounded down to four decimal places.

BC Hydro:

British Columbia Hydro and Power Authority.

BC Hydro's Contribution:

BC Hydro's contribution toward the Estimated Construction Cost of an Extension, as determined in Section 8.

Billing Demand:

The demand used to determine the charges in accordance with the provisions of the applicable Rate Schedule.

Collective Master Account:

An account established to consolidate billing transactions generated on the Customer's multiple accounts.

Crossing Pole:

A pole to maintain a safe clearance for BC Hydro's distribution conductor over a road, railway or other facility.

Customer:

Any individual, person, partnership, company or other entity receiving service from BC Hydro. If such Customer receives service at more than one Premises, or for more than one business then such Customer shall .be considered as a separate Customer at each of the Premises or at each business. BC Hydro reserves the right to determine the number of Premises or whether or not any business is separately operated for the purpose of this definition.

Electricity:

The term used to mean both. electric power and electric energy.

Energy:

Energy is work done. Electric Energy is measured and expressed in kilowatt hours.

The cost estimated by BC Hydro to construct an Extension or provide a Service Connection.

Extension:

An addition to or the increased capacity of BC Hydro's electric distribution system required to serve a new Customer load or an addition to existing Customer load, but not including a Service Connection.

Extension Fee:

A contribution-in-aid of construction of an Extension from the Customer.

Financing Agreement:

An agreement under which BC Hydro provides financing to a customer for improving the energy efficiency of a building, or a part of a building.

General Service:

Electricity for all purposes, not otherwise specifically provided, including service to:

1. Common areas of Premises containing two or more Single-Family Dwellings. 2. Dwellings where a part is used to carry on a b usiness if the whole dwelling is supplied through one meter. 3. Farms which cannot qualify for Residential Service. 4. Hotels, motels, mobile home parks and similar establishments or parts thereof which do not qualify for Residential Service. 5. Schools, churches, hospitals, halls and recreational establishments. 6. Nursing homes, boarding and rooming houses. 7. Marinas and yacht clubs. Integrated Service Area:

All distribution areas served by BC Hydro within the limits from time to time outlined in Rate Map A, which is a part of this Tariff.

Kilovolt Ampere (kV.A):

The product of the effective volts across the terminals of a circuit by the effective amperes through it, divided by 1000.

Kilowatt (kW):

The rate of doing work, equal to 1000 watts.

Kilowatt Hour (kW.h):

The amount of Energy delivered in one hour, when delivery is at a constant rate of one kilowatt.

Legacy Meter:

An electricity meter, other than a smart meter or a radio-off meter, that is of a type in use by BC Hydro.

The greatest amount of kilowatts or kilovolt amperes averaged over a time interval of not more than 32 consecutive minutes - registered during a specified period by a demand meter.

Month:

A period of from 27 to 33 consecutive days.

Two Months:

A period of from 54 to 66 consecutive days.

Optional Facilities:

Determination of BBLs For purposes of applying the rates set forth in this rate schedule and issuing bills to Customers on a Billing Period basis, where a Billing Period begins in one month and ends in a subsequent month BC Hydro will determine the Customer's BBL for each Billing Period as follows. BC Hydro will calculate a daily HBL amount for each month which overlaps the Billing Period in question and will allocate the daily HBL amount to the Billing Period based on the number of days in each month which overlaps the Billing Period. The sum of the HBL amounts prorated to the Billing Period in accordance with the preceding is the Customer's BBL for that Billing Period.

4.

Miqration Rule.

4.1

Customers taking service at Medium General Service rates (rate schedules 1500,1501,1510 or 1511) will be moved to service at Large General Service rates (rate schedules 1600,1601,1610 or 1611) if the Customers' Billing Demand in any 6 of the most recent 12 Billing Periods was equal to or greater than 150 kW or if kWh consumption was greater than 550,000 kWh in any 12 month period.

4.2

Customers taking service at Large General Service rates (rate schedules 1600,1601,1610 or 1611) will be moved to service at Medium General Service rates (rate schedules 1500, 1501, 1510 or 1511) if the Customers' Billing Demand in each of the 12 most recent consecutive Billing Periods was less than 100 kW and energy consumption was less than 400,000 kWh in that same 12 month period.

4.3

Customers taking service at Medium General Service rates (Rate Schedules 1500,1501,1510 or 1511) will be moved to service at Small General Service rates (rate schedules 1300, 1301, 1310 or 1311) if the Customers' Billing Demand in each of the 12 most recent consecutive Billing Periods was less than 35 kW.

4.4

Customers taking service at Small General Service rates (Rate Schedules 1300, 1301, 1310 or 1311) will be moved to service at Medium General Service rates (Rate Schedules 1500, 1501, 1510 or 1511) if the Customers' Billing Demand in any 3 bi-monthly billing periods of the most recent 6 bi-monthly billing periods or in any 6 monthly billing periods of the most recent 12 monthly billing periods was equal to or greater than 35

"HBL Reference Period" means a period of at least 12 consecutive months or at most 36 consecutive months during which the Customer was taking service under any of Rate Schedules 1200, 1201, 1210 or 1211 during all or part of (i) the 3-year period commencing January 1, 2005 or (ii) the 3-year period commencing July 1, 2007, whichever 12 consecutive months or longer period has the higher energy consumption. "month" and "monthly" refers to calendar months. "Significant Growth" means that the Customer's energy consumption in the most recent 12 month period commencing January 1 that the Customer has taken service under this rate schedule exceeds the energy consumption in the previous 12 month period commencing January 1 by at least (i) 30% or (ii) 4,000,000 kW.h. "year" means a period of 12 consecutive calendar months. "Year 1", "Year 2", "Year 3" and similar designations means the first, second and third years that the Customer takes service under this rate schedule and for which HBLs have been determined by BC Hydro under the Special Conditions below, and so on as the context requires. For Customers to whom paragraph 3.2.1 is not applicable but who were taking service under any of rate schedules 1200, 1201, 1210 or 1211 for a period of 12 consecutive months or longer ending immediately prior to the date this rate schedule comes into effect and whose Billing Demand was equal to or greater than 150 kW in anyone of the 12 most recent months or whose energy consumption in the most recent 12 month period is greater than 550,000 kW.h, the Customers' Year 1 HBLs will be determined as the amount of the Customers' energy consumption during each month for the preceding 12 month period. For these purposes the Customers' energy consumption during each Billing Period will be allocated to the months which overlap those Billihg Periods as set out in section 3.4 of these Special Conditions.

3.2.3

For Customers to whom paragraphs 3.2.1 and 3.2.2 are not applicable but who were taking service under any of rate schedules 1500, 1501, 1510 or 1511 for a period of 12 consecutive months or longer immediately prior to becoming subject to this rate schedule in accordance with the Migration Rule below, the Customers' Year 1 HBLs will be determined as the amount of the Customers' energy consumption during each month for the preceding 12 month period. For these purposes the Customers' energy consumption during each Billing Period will be allocated to the months which overlap those Billing Periods as set out in section 3.4 of these Special Conditions.

For these purposes the Customers' energy consumption during each Billing Period will be allocated to the months which overlap those Billing Periods as set out in section 3.4 of these Special Conditions.

3.3

Re-Determination of HBLs

3.3.1

Except as provided in paragraph 3.3.2 below, Customers' HBLs will be re-determined by BC Hydro as follows: (a) Year 2 HBLs will be determined as the sum of the Year 1 HBL and the Customer's energy consumption for that month during Year 1, divided by 2. (b) Year 3 HBLswill be determined as the sum of the Year 1 HBL and the Customer's energy consumption for that month during Year 1 and Year 2, divided by 3. (c) Year 4 HBLs and HBLs for each succeeding year of service will be determined on a 3-year rolling-average basis, being the sum of the Customer's energy consumption each month during the most recent 3 years of service under this rate schedule, divided by 3.

3.3.2

For Customers experiencing Significant Growth in energy consumption during the most recent 2-year period, the Customers' HBLs for the upcoming 12 month period commencing April 1 will be re-determined by BC Hydro as the sum of the Customer's energy consumption each month during that 2-year period, divided by 2.

3.4

Pro-ratinq of EnerQVConsumption Data For purposes of determining (or re-determining) Customers' HBLs on a monthly basis, where energy consumption for Billing Periods in prior years is being used to determine the Customer's HBLs and any of the Billing Periods begins in one month and ends in a subsequent month, BC Hydro will pro-rate the energy consumption for each such Billing Period on a daily basis and allocate the pro-rated consumption to the respective overlapping months.
