BRISBANE INDEPENDENT DISTRICT (GIRLS) SPORT GOVERNANCE STRUCTURE 1.

NAME 1.1

OBJECTIVES 2.1

3.

The body shall be known as “Brisbane Independent District (BID)” hereinafter referred to in this document as “The Committee”. The Committee is an affiliate member of the Metropolitan West School Sport Board (MWSSB).

The Committee has the following objectives: 2.1.1

To promote school sport in the Brisbane Independent District and encourage all affiliated schools to organise and provide high quality sporting programs within their schools.

2.1.2

To organise and provide high quality representative pathways for students attending affiliated schools and to maximise opportunities for students to access these.

2.1.3

To promote and teach students the skills and value of good sportsmanship.

POWERS AND FUNCTIONS 3.1

3.2

To achieve the objectives of this governance structure, The Committee has the power to: 3.1.1

carry out activities to support and further the objectives of The Committee as outlined in this governance structure;

3.1.2

encourage school personnel and community representatives to become more proficient in the organisation and facilitation of school sporting activities;

3.1.3

co-ordinate the efforts of schools in the BID in the organisation of school sporting programs;

3.1.4

liaise with the MWSSB in the organisation of representative school sport programs;

3.1.5

appoint suitably qualified teachers to coordinate selection trials in each of BID’s approved sports;

3.1.6

liaise with other bodies concerned with sports in which the district conducts competitions;

3.1.7

provide representatives to the Metropolitan West Combined Council of Management;

3.1.8

publish a calendar of district events which aligns with regional sporting activities;

3.1.9

establish a developmental plan and operational guidelines for the implementation of the School Sport Program; and

3.1.10

others (Subject to the approval of the Region School Sport Board).

In its role as a departmental committee, the exercise of the powers and functions of The Committee is subject to the relevant policies, procedures and directives of the Department of Education, Training and Employment (DETE). 1

MEMBERSHIP 4.1

All registered teachers of affiliated schools/colleges in the district may attend committee meetings as observers.

4.2

Each affiliated school is entitled to have two delegates as committee members. These delegates must be: 

the principal or his/her written nominee, and



the school’s sport coordinator or his/her written nominee.

4.2.1 4.3

METHODS OF OPERATION 5.1

The Committee reports to the MWSSB. The Regional School Sport Officer (RSSO), or his/her nominee, has the right to access any documents or information pertaining to the affairs of The Committee.

5.2

The Committee shall meet three times per year, and at other times as deemed necessary. Meetings can be conducted through the use of electronic media. I.e. teleconferencing.

5.3

All schools shall be given a minimum of two weeks’ notice for any meeting of The Committee.

5.4

A quorum for all meetings shall be with a majority of affiliated schools represented.

5.5

A standard meeting procedure shall be used at each meeting of The Committee.

5.6

Each school is eligible to one vote. In the case of a tied vote, the motion shall be lost.

5.7

At the final meeting of the school year, The Committee shall compile a calendar of dates and venues for trials/carnivals and meetings for the following year (see Appendix A).

5.8

The Committee may appoint sport-specific sub-committees to coordinate and manage the affairs of sports which have sufficient activity to warrant such action.

5.9

The MWSSB shall adjudicate on issues of district membership and affiliations.

5.10 The Committee reserves the right to invite people with an interest in any business of The Committee to attend meetings. 6.

FINANCIAL PROCEDURES 6.1

All money received by The Committee must be paid into a separate cost centre or ‘separately accounted for’ at the school of which The Committee Secretary is based.

6.2

Affiliation fees and an annual budget must be determined at the Annual General Meeting each year. The Committee reserves the right to increase the fees at any stage during the year if costs are greater than the fees provided.

District finances held at a school will be audited as part of the designated school audit each 3

year. The principal of the school where the account is kept must sign off an Annual Financial Report. Sub-committees of districts need to submit audited financial statements to the district on an annual basis. 6.4

The secretary must report at each Committee meeting the financial status of The Committee account held in the school account. A written financial statement shall be presented at the Annual General Meeting. 6.5

Annual financial statements must be forwarded to the MWSSB within one (1) month of the AGM.

PRIVACY AND CONFIDENTIALITY 7.1

Privacy Any committee member involved in BID (girls) sport who is an employee of the Department should recognise the importance of respecting the privacy of any personal information that is collected, stored, used or disclosed by them. All departmental employees must follow the Information Privacy Principles included in the state government policy on Information Privacy – Information Standard 42.

7.2

Confidentiality – Student Records In relation to the personal information of past, present or future students of a state school, all public service employees, employees of state schools and members of P&C Associations who in that capacity, have gained or have access to such personal information, must not make a record of the information, use the information or disclose the information to anyone else other than in accordance with Section 426(3) of the Education (General Provisions) Act 2006. Breach of this section may lead to the imposition of a pecuniary penalty.

GOVERNANCE 8.1

The Queensland School Sport Council will review the governance structure of sports districts on a bi-annual basis.

Competition Procedures – Representative Level These competition procedures represent decisions of policy by the MWSSB and are binding on The Committee as an affiliated body. 1.

COMPETITION STRUCTURE, CONDITIONS AND RULES 1.1

Approval of Competitions 1.1.1

The Committee shall seek departmental approval, through MWSSB, for all competitions conducted under their auspices. It shall be the responsibility of The Committee to furnish this information to MWSSB two (2) weeks prior to the final MWSSB meeting each year.

1.1.2

The Committee shall not take up a matter with the Director General, Queensland School Sport (QSS), or any other senior departmental officer or the media without having first presented the matter to the MWSSB.

Reports 1.2.1

The Committee shall furnish to MWSSB each year a report on its activities for inclusion in the Annual Report.

1.2.2

The Committee shall furnish to MWSSB at each general committee meeting, a report on its activities for presentation at the meeting.

Convenors (coaches/managers) shall be chosen by the selection panel, on advice from the schools where appropriate.

2.1.2

Appointments shall be made on the basis of merit and in accordance with The Committee policies outlined in this section of the handbook.

Qualifications of District Officials 2.2.1

The Committee shall determine and advertise with invitations for nominations, the accreditations it considers appropriate for persons nominating for official positions.

2.2.2

Convenors (coaches/managers) shall be required to hold a current Level 1 Coaching Accreditation (if possible) in that particular sport and to possess a current Senior First Aid and Resuscitation Certificate (or equivalent).

Roles and Responsibilities of District Sports Convenors (Coaches/Managers) 2.4.1

The roles and responsibilities of convenors, coaches and managers are clearly outlined in the following sections of this Policy Handbook.

2.4.2

If doubt exists regarding these roles and responsibilities, please contact the District Sports Secretary.

CONDUCT OF DISTRICT TRIALS/CARNIVALS 3.1

Convenor’s Roles and Responsbilities if Conducting BID Trials 3.1.1

Convenors (coaches/managers) shall coordinate the conduct of the trials in consultation with the Secretary.

3.1.2

Convenors (coaches/managers) shall ensure that suitable venues are chosen and that all other arrangements are appropriate.

3.1.3

Convenors (coaches/managers) shall complete all relevant Curriculum Activity Risk Assessments (CARA) documents (see Appendices C1 & C2) for example, and return them to the District Sports Secretary prior to the final trial/carnival. These include 

completed for all trial dates (see Appendix C1). 3.1.4

3.1.5

Convenors (Coaches/Managers) shall ensure that all affiliated schools are notified of and have the opportunity to nominate students for the upcoming trials/carnival. 3.1.4.1

Information about the trials/carnival provided to schools shall include dates, venues and any other requirements or equipment students need to participate (see Appendix D for an example).

3.1.4.2

Notification of an upcoming trial/carnival shall be provided at least one week prior to the pending trial where possible

Convenors must plan District trials (where applicable) to be completed 2 weeks out from the Regional trial. 3.1.5.1

Collect ‘BID Trial’ Forms at the beginning of the District Trial (Appendix G & H). Please ensure all trialing students have permission forms otherwise they will not be able to participate in the trials.

After trials have been completed notify the BID Secretary the composition of the Brisbane Independent Team. All BID district forms are to be taken, by the convenor to the Met West trials. At the conclusion of the trials these forms are to be returned to the BID secretary for filing. 


3.1.8

Attend Met West Trails as the BID representative. If applicable arrange to meet all BID students at a prearranged destination at the Met West Trials.

3.1.9

Support/Supervise team throughout the Carnival

Convenor’s Roles and Responsbilities if Not Conducting BID Trials 3.2.1

Convenors (coaches/managers) shall send an email requesting nominations for the Met West trial 1 month before the due date inform Secretary that no trials are required.

3.2.2

Convenors (coaches/managers) shall inform the BID Secretary of the name of the person attending the Met West trials so the students representing BID know who to give their forms to at the Met West trials.

3.2.3

Convenors (coaches/managers) shall send the BID team nominations to the Regional Met West convenor.

3.2.4

Attend Met West Trails as the BID representative and collect all forms from BID students. Tick off the roll from the list of nominations.

3.2.5

If applicable arrange to meet all BID students at a prearranged destination at the Met West Trials.

3.2.6

Support/Supervise team throughout the Met West trial/carnival.

Finance – Met West Regional Trials/Carnivals 3.4.1

At the commencement of a regional trial/carnival, the district convenor shall collect in cash the Met West nomination fees from members of the 7

BID Team and forward them to the Met West Convenor at the trials. 3.4.2

3.5

Exemptions – Swimming, Cross Country and Track and Field trials/carnivals. Prior to the commencement of these regional carnivals, Metropolitan West nomination fees shall be collected from individual students by their schools. As per Metropolitan West policy, Metropolitan West will then invoice schools for the total number of participants.

Disputes 3.5.1

In the event of a problem which cannot be settled by the convenor, he/she shall immediately notify The District Sports Officer.

3.5.2

The District Sports Officer shall request that the complaint is forwarded to The Committee in writing at which time the complaint will be addressed by a Disputes Committee. 3.5.2.1 The Disputes Committee may refer any matter to the MWSSB for consultation or resolution if the Committee deems that such action is warranted. 3.5.2.2 All decisions of the Disputes Committee will be forwarded in writing to the parties involved.

Safety and First Aid 3.6.1

All safety procedures shall be adhered to throughout district trials as set out in the (Education Queensland) Curriculum Activity Risk Assessment documents (see section 3.1.3 in Conduct of District Trials/Carnival).

3.6.2

An (Education Queensland) Accident Report Form (see Appendix E) must be completed for any accidents. One copy goes to the principal of the student’s school and one copy to The Committee to keep on an Accident Register.

TEAM SELECTION PROCEDURES 4.1

Student Eligibility 4.1.1

To be eligible for selection in a BID Girls team a student must be enrolled at an affiliated school and be no older than the age group trial in the year of competition.

4.1.2

Ages are to be calculated according to year of birth except where otherwise specified (Interschool sport).

4.1.5

To be eligible to compete at BID District trials, parents/carers and students must have read and/or completed the following paperwork: 

Students must hand a completed copy of the Principal Approval Form and Parent Consent & Medical Form to the convenor of the district trials, on the day of or prior to commencement of the trials, to be eligible to participate.

4.1.5.2

Students completed QSS Project Consent Forms will be filed at their school for reference and completion of future Principal Approval Forms.

4.1.5.3

For students who are selected in the BID Team, district convenors (coaches/managers) shall retain a copy of their completed Parent Consent & Medical form but shall require another Principal Approval form to be completed to present to the convenor of the regional trials/carnival.

Criteria for Selection – Students 4.2.1

A student must participate at the district trials/carnival (when applicable) to be considered for selection in a BID Team unless exempt (See Team Selection Procedures 4.3 Selection Policy Exemptions).

4.2.2

The major criteria for selection shall be the performance of the student at the district trials/carnival. Areas considered shall include:  the skill level exhibited by the student  the performance of the student as a member of a team  the attitude and behaviour of the student on and off the field of competition  the age of the student.

4.2.3

The selection committee’s aim is to select the strongest possible BID team, in keeping with the conditions outlined above.

4.2.4

In the event that there are insufficient numbers of students to conduct BID trials, students will be nominated straight through to the Metropolitan West Regional trials.

Selection Policy Exemptions 4.3.1

4.4

A special exemption may be considered by The Committee for students who cannot compete at district trials/carnivals for reasons that include:  representative commitments at a higher level (e.g. regional, state or national) in the same sport at the same time.  representative commitments at a higher level (e.g. regional, state or national) in a different sport at the same time, or  they have presented to the district convenor prior to the district trial commencing: o a medical certificate which identifies the illness or injury together with an anticipated recovery date o a record of prior achievement in that sport o trials documentation to verify school approval to trial (including the Principal Approval Form)

Athletes with a Disability (AWD) 4.4.1

AWD are eligible to compete up to state Level in Cross-Country and national level in Swimming and Track and Field provided they meet the 9

criteria for selection as outlined by MWSSB. 4.5

4.6

Conditions of Invitation 4.5.1

Students shall be invited to join a BID team, subject to the conditions laid down by The Committee.

4.5.2

Any member of a BID team who fails to fulfil the financial obligations of selection prior to the specified due date, may have their team invitation withdrawn.

4.5.3

Failure to be available for the duration of the regional event will result in the team invitation being withdrawn.

Team Size 4.6.1

4.7

The number of players and shadow players to be selected shall be determined by The Committee based on the requirements of the Regional/State sport specific committee regulations.

Announcement 4.7.1

The District team shall be announced within 48 hours announced of the conclusion of the trials/carnival. 4.7.1.1 Delays in the announcement of district teams may occur only if negotiated trial dates take place after the original date/s outlined for the trials/carnival (see sections 4.2 Criteria for Selection – Students and 4.3 Selection Policy Exemptions).

Shadow players shall be selected however their announcement is at the discretion of the convenor (coach/manager).

Notification 4.8.1

The convenor of each sport shall ensure that the names of students (and their schools) selected in the team are forwarded to the District Secretary. The District Secretary shall disseminate this information throughout the district.

4.8.2

All available information concerning the district team shall be provided by the convenor (coach/manager) to students immediately upon selection. Further information shall be provided as soon as possible thereafter.

Dress/Uniform All students are required to wear school uniform at all BID trails and if an 4.9.1 BID uniform is not provided, students are to wear school uniform to Met West trials. Students ARE NOT PERMITTED TO TRAIL IN MET WEST/STATE/NATIONAL REPRESENTATIVE CLOTHING.

DISTRICT TEAMS 5.1

Travel to District and Regional events 5.1.1

5.2

Private transport is required for students attending district and regional events.

5.2.1

Officials – all BID team officials shall adhere to the Codes of Behaviour as set down in this Policy Handbook (see Appendix F).

5.2.2

Students – all members of BID teams shall have a copy of Metropolitan West’s Code of Behaviour. If a principal removes a child for reasons of misbehaviour from any team (school or district), then this action shall be supported by The Committee.

5.2.3

Parents – whether travelling in association with a school sporting team or not, may not interfere in:  the organisation of the team,  the interpretation of teachers’ directions,  the decisions of team management on team selections, nominations, or participation of team members in events. Such interference may cause the suspension of the child from further participation in the team and/or competition.

5.2.4

5.3

Any breaches of the Codes of Behaviour will be thoroughly investigated by The Committee. Disciplinary action, if warranted, may come from The Committee, student’s school, Education Queensland or the Police Service if breaches are incorporated under the Education (General Provisions) Act.

Student Custody 5.3.1

It is the parent’s responsibility to inform teachers of any custody restrictions pertaining to any child travelling with a BID sporting team.

This form should be used in accordance with DET policy: HLS-PR-005: Health and Safety Incident Recording, Notification and Management Privacy: The Department of Education and Training (Qld) is collecting personal health and safety incident information on this form in accordance with the Workplace Health and Safety Act 1995 (Qld), Workplace Health and Safety Regulation 2008, Electrical Safety Act 2002 (Qld), and/or Electrical Safety Regulation 2002. Metropolitan West School Sport / Queensland School Sport CODE OF CONDUCT (Students, Parents & Spectators) The following code of conduct highlights the level of expected behaviour of students, parents and spectators when participating in / attending Queensland School Sport (QSS) events. Consequences for not honouring this code of conduct are listed in the boxed sections. Please ensure that you have read and understand this code prior to participating in / attending Queensland School Sport (QSS) events. Further information is available by contacting the Metropolitan West School Sport Office, telephone (07) 3280 1699 or the Queensland School Sport Unit, telephone (07) 3350 7833. Please be aware that ignorance of the contents of this Code will not be accepted as an excuse for any breach.

EXPECTATIONS OF STUDENT PARTICIPANTS As a team member                

Take responsibility for your own behaviour and performance Compete by the competition conditions and rules. Never argue with the Judge’s, Referee’s or Umpire’s decision. Control your temper – no criticism by word or gesture. Work equally hard for yourself and your team – your team’s performance will benefit and so will your own. Be a good sport. Encourage and support your own team members. Show respect for yourself, your team mates, officials, your opponents and their skills. Behave in a manner that respects the rights of others regardless of mediums of communication used eg. Digital mediums such as twitter, facebook, email and texts. Smoking, drinking of alcoholic beverages, use of any illegal substances and substance abuse is strictly forbidden. Entering or remaining upon restricted licensed premises unless under the supervision of team officials or billeting parents is strictly forbidden. Going to bed at a reasonable hour will assist your own and your team’s performance. Wear the official team uniform at all times, as directed by team management/officials. Check-in and check-out with team management/officials each day. Stay in the designated team area and support other team members during times when you are not competing. Follow all directions of team management/officials. Ensure that you have telephone numbers of Team Managers with you at all times that you are not with the team.

As a billeted guest           



Stay with your assigned billeting family for the duration of the event. If there are problems with your billeting arrangements, consult your Team Manager. Be courteous. Social activities other than those organised or approved by host centres are not permitted. Advise your billets when and where you will be. If delayed unexpectedly, contact your hosts immediately. Pay for phone calls – don’t borrow money. Respect the wishes and routine of your billeting family. Be responsible – you are representing your family, your school, your Region or your State. Bring a small gift for your billeting family or write a letter of thanks. Say THANK YOU – often! Do not consume alcohol, smoke, use any illegal substances or partake in substance abuse.

Consequences for breaches of this code by students Team Officials may deal immediately with any breaches of this code by imposing appropriate consequences, including not playing remaining fixtures, notification of parents, and being sent home at your parents’ cost. Metropolitan West (MW)/ Queensland School Sport (QSS) is responsible for imposing any longer term consequences to your future participation in MW/ QSS events. Students may be notified orally or in writing of a temporary ban from participating or attending MW/ QSS fixtures until formal processes are conducted by MW/ QSS to determine complaints under this Code. Students will be afforded natural justice in respect of breaches of this code and for any discipline under the Education (General Provisions) Act 2006 (EGPA). Furthermore, MW/ QSS may provide a report to your school about your conduct and, as a school representative, you may be subject to discipline in accordance with the EGPA.

EXPECTATIONS OF PARENTS AND SPECTATORS Parents Code of Conduct

Cooperate with the school to achieve the best outcomes for your child Support team and event officials in maintaining a safe and respectful learning environment for all students Maintain positive relationships with team officials regarding your child’s learning, wellbeing and behaviour        

Encourage participation by your children. Provide a model of good sportsmanship for your child to copy. Be courteous and constructive in your communication with players, team officials, game officials and sport administrators regardless of mediums of communication used eg. Digital mediums such as twitter, facebook, email and texts. Encourage honest effort, skilled performance and team loyalty. Make any new parents feel welcome on all occasions. Do not interfere with the conduct of any events. Support School Sport Australia’s policy of a smoke and alcohol free environment. Do not interfere with any billeting arrangements. Once requested, you must accept the billet allocated by the Host Centre.

If you consider there are problems with your child’s billet, consult with the Team Manager. Spectators Code of Conduct     

Demonstrate appropriate social behaviour at QSS events. Remember children play for enjoyment, please don’t let your behaviour detract from their enjoyment. Let game officials conduct events without interference. Support skilled performances and team play with generous applause. Demonstrate respect for opposing players and their supporters.

Support our policy of a smoke and alcohol free environment Consequences for breaches of this code by parents / spectators Team Officials and Event Organisers may deal immediately with any breaches of this Code by warning offenders about their conduct, asking offenders to leave venues, and calling police to intervene where necessary. Metropolitan West and/ or Queensland School Sport is responsible for imposing any longer term consequences such as written warnings, or barring attendance at future events for a period or indefinitely. Parents and spectators may be notified orally or in writing of a temporary ban from attending MW/ QSS fixtures until formal processes are conducted by MW/ QSS to determine complaints under this Code. Parents and spectators will be afforded natural justice in respect of breaches of this code. Parents and spectators should note that it is an offence to insult (meaning "to treat insolently or with contemptuous rudeness, to abuse") an officer of a state educational institution in the presence or hearing of students – s.333(2)(b) Wilful Disturbance, of the Education (General Provisions) Act 2006 (EGPA). Breaches of this section of the EGPA may result in a complaint being made to the Queensland Police Service.
