Steve Lehmann

NOAA Emergency Response Division Scientific Support Coordinator

Keynote Speaker

Mr. Lehmann has the served as the NOAA Scientific Support Coordinator (SSC) for the New England region since 1990, proving training, contingency planning support and coordinating scientific advise to the US Coast Guard, state agencies and others. He has acted as the SSC for every notable marine pollution emergency in the region during that time. In addition, Mr. Lehmann has developed contingency plans, providing training or coordinated on-scene scientific support on major spills around the country and internationally. In 2011 he was promoted to Chief of the Radiological Protection Section within the Office of Waste Management and Radiological Protection of the Michigan Department of Environmental Quality (MDEQ). Ralph Dollhopf

On-Scene Coordinator, U. S. Environmental Protection Agency, Region 5

Perspective on crude oil spill response readiness in the Great Lakes Region Mr. Dollhopf is EPA’s pre-designated Federal On-Scene Coordinator for Michigan’s Northern Lower and Upper Peninsulas. From July 2010 thru August 2013 he served as the EPA Federal On-Scene Coordinator (FOSC) and IC of the Unified Command for the response to the July 2010 Enbridge Line 6B Discharge into the Kalamazoo River.

Jon Gulch

On-Scene Coordinator, U. S. Environmental Protection Agency, Region 5

Michigan FlexViewer Since August of 2002, Jon has been an On-Scene Coordinator for the U.S. Environmental Protection Agency (EPA)-Emergency Response Branch in Grosse Ile, Michigan. He has responded to over one-hundred emergency responses, overseen EPA Superfund Removal Actions in both Michigan and Ohio, and is certified as an Operations Section Chief and Satellite Communications expert in the Incident Command System. In addition, Jon has responded to several national events, including: Hurricane Katrina in New Orleans, LA; Findlay/Ottawa Floods in Ohio; Indiana Floods; 2005 MLB All-Star Game in Detroit; the 2006 NFL Superbowl in Detroit, MI; the 2008 Republican National Convention in Minneapolis, MN; and several others. Prior to joining EPA, Jon worked for the City of Toledo where he helped to establish its emergency response program, in addition to responding to local ERs. Jon has a Bachelor’s degree in Environmental Science from Bowling Green State University.

He is a certified On-Scene Spill Commander; his expertise has been gained from a diverse range of emergency response situations relating to pipeline ruptures, train derailments, truck rollovers, well blow outs and phantom spills throughout North America. Although well versed in all spill aspects, Trever specializes in water related spill responses and provides all aspects of response training throughout North America and most recently Asia. Trever has completed the above in all types of weather conditions, including the harsh northern Canadian winters. Mississippi River Tank Barges Grounding Mike Popa has over thirty five years of experience in oil and hazardous materials spill response and marine salvage and has participated in numerous major response operations. In 1989, Mike headed up the team that lightered the remaining forty million gallons of oil that remained on board the grounded vessel M/T EXXON VALDEZ. After the lightering operation was complete Mike then participated in the cleanup operations at Prince William Sound. In 1991, Mike was part of the United Nation’s International Maritime Organization Team and participated as a member of the Inter-Agency Assessment Team that dealt with the massive oils spills that were unleashed during the Persian Gulf War (Desert Storm). In 2007, Mike managed lightering and refloating operations of a number of barges that were pushed on shore by Hurricane Ike storm surge. Mike was part of the T&T Marine management team for the BP Deepwater Horizon Response overseeing near shore and offshore containment and recovery operations in Florida and Port Fourchon, La. Other recent responses include Kalamazoo River Oil Spill, Lightering and Refloating of (2) grounded vessels on the Mississippi River M/V AROSA & M/V HANJIN ISTANBU as result of Hurricane Isaac, Hurricane Sandy Manhattan, NY Dewatering Operations, M/V SHANNON SETTOON Fire and Lightering Operation. Mike provided project management on (3) separate Salvage/ Pollution Ice Responses in the Great Lakes including Tug ANN MARIE (2010) Tug CHRIS LUETKE (2010), and Tug JANE ANN IV (2013)

Group V Heavy Oil Response and Resource Gaps Michael Rancilio has been responding to environmental emergencies for 30 years.

His work includes performing various roles within the ICS protocols and in diverse environments from the pristine waters of Alaska, the high plains desert of Bolivia, the Persian Gulf and many spills throughout the Great Lakes and the United States. Mr. Rancilio worked for MPC for 23 years in spill response and as OSRO Coordinator. Currently, he is a response consultant for the industry and in September of 2014 organized the International Forum on Group V Heavy Oils.

NOAA Great Lakes Environmental Research Laboratory Physical Scientist/Oceanographer

Bi-Directional Flow of the Mackinac Straits Dr. Eric Anderson is a physical scientist and oceanographer at the NOAA Great Lakes Environmental Research Laboratory in Ann Arbor, MI.

His work focuses on hydrodynamic modeling in the Great Lakes and connecting channels, with special emphasis on the development of operational forecast models to predict currents, temperature, water levels, ice, and waves for real-time navigation, recreational safety, search and rescue operations, and water quality prediction. Through an understanding of the physical environment of the lakes, his research leads to related investigations into contaminant or toxic spill transport, drinking water safety, and ecological forecasting.

He has over 30 years of experience in the resource protection and environmental restoration programs of the State of Michigan serving in various technical, project management and program coordination roles. Currently serving on the Formerly Used Defense Sites Forum sponsored by the Office of the Secretary of the Army. Previously he served on the Community Involvement Focus Group and the Emerging Issues Focus Group for the Association of State and Territorial Solid Waste Managers Organization (ASTSWMO).

Indonesia - US EPA Clean Up Assistance U.S. EPA Federal On-Scene Coordinator (OSC) based in Grosse Ile, Michigan. The duties of an OSC include responding to the scene of chemical or oil emergencies to assist state and local agencies, and conducting emergency cleanups under the Federal Superfund Program. Major projects have included the Capitol Hill Anthrax Cleanup; Recovery of Space Shuttle Columbia; Hurricane Katrina; BP Gulf Spill; Enbridge Pipeline Spill; and Hurricane Sandy. Prior experience includes consultant for U.S. EPA’s Emergency Response Branch, contractor for the Department of Energy at the PORTS Uranium Enrichment Facility, and former member of the Marine Corps Reserves and Ohio National Guard.

Contingency Preparedness Specialist, Coast Guard Preparedness and Response Steve is a native Michigander who hails from Petoskey Michigan. He currently serves as a Contingency Preparedness Specialist for the USCG; Sector Sault Ste. Marie. He is a Master Exercise Practitioner and specializes in plans and exercise development. He is responsible for coordination with maritime stakeholders to identify and mitigate hazards, enhance preparedness and strengthen emergency response and recovery capabilities in the Sector’s area of responsibility.

USCG Sector Sault Saint Marie

Steve served 24 years in the USAF in a variety of positions to include Military Training Instructor, Presidential Airlift, NATO Headquarters, Reconnaissance and Security Forces. His overseas assignments include Germany, Italy, and Japan along with two combat tours in Saudi Arabia and Bosnia. His degrees include a Bachelor of Arts in U.S. History and a Master of Science in Homeland Security.

Patti McCall

Senior Geologist, Tetra Tech

The CN Natural Resource Evaluation: Preparing for the Unexpected As a Senior Geologist, Patti McCall has managed and completed site characterization, remediation, hydrogeological, landfill projects, regulatory compliance investigations, MDEQ Part 201 and 213 investigations, Phase I and Phase II environmental site assessments, BEAs, and due care plans. Patti annually completes and certifies USEPA greenhouse gas reporting for municipal landfills, and has completed numerous reporting requirements including remedial and hydrogeological investigations, initial and final assessment reports, work plans, closure and no further action reports, remedial action plans and various statistical analyses. Patti is also a Professional Wetland Scientist who leads Tetra Tech’s ecological services in Michigan. She often manages remediation and ecological work on the same project. She has completed ecological risk assessments, numerous USACE wetland delineations, mitigation and avoidance analyses, Joint Permit Applications, natural resource assessments, wetland mitigation monitoring plans, field monitoring and reporting.

The CN Natural Resource Evaluation: Preparing for the Unexpected Mr. Capodivacca is a Project Geologist and Geographic Information System (GIS) Specialist with four years of professional experience in wetland delineations, site characterization, computer mapping and modeling. Marco is a wetland delineation field lead trained in the USACE Wetland Delineation Manual. He has produced and managed large databases of natural resource data on a GIS platform for various client needs. He regularly contributes to various stages of project development and implementation, including historical data acquisition and interpretation, development of site conceptual models, field investigation and analytical work, remedial systems operation optimization and maintenance, project database creation and administration, and reporting. He supports project managers in the creation and maintenance of projects’ GIS, in the preparation of technical documents, and particularly in the generation of cartography and data summary figures necessary for reporting documents.

DTE Supervisor Christy Clark, a DTE supervisor with the Environmental Management and Resources Department, oversees both Gas and Electric Distribution Operations Support. Clark and her team support all facets of environmental compliance for the company including Pipeline, Substation, Overhead and Underground business units. Prior to DTE, Clark spent nine years in various positions with the Michigan Department of Environmental Quality’s Remediation Division (MDEQ) and Office of the Great Lakes. Before joining the MDEQ, she was an Environmental Consultant with Envirologic Technologies in Kalamazoo, Michigan, and a lab analyst with KAR Laboratories. In her free time, she plays hockey and volunteers with Big Brothers Big Sisters.

Advancements in Submerged Oil Detection and Recovery Jim Elliott, Vice President of T&T Salvage, is responsible for managing worldwide marine salvage, heavy lift, commercial diving and emergency response operations. With over two decades of leadership experience in marine casualty, pollution response and salvage operations as a senior Coast Guard officer, he has numerous qualifications in incident management and marine casualty response operations, including the highest Incident Commander certification, Federal On-Scene Coordinator and National Strike Force Response Officer certifications. Mr. Elliott holds a Bachelor of Science in Environment Management from Indiana University, a Master of Environmental Policy with honors from the University of Maryland, and a Master of Arts in National Security and Strategic Studies with highest distinction from the U.S. Naval War College.

Isle Royale National Park

Superintendent Isle Royale National Park, NPS National Ballast Water Technology Lead Rapid Response tools to reduce the risk of aquatic nuisance species spread: increased capacity within the Great Lakes Phyllis Green is currently the Superintendent of Isle Royale National Park after having worked with the National Forest Service in leadership positions across the country. Over the last 7 years she has found funding and support of over $3M to develop technology to prevent the spread of invasive species via the largest source vector: ballast water from ships travelling the Great Lakes. Green’s collaboration to find effective treatments has been expanded to include the largest shipping company on the Great Lakes.

Sara Pearson, CPG

Michigan Department of Environmental Quality Remediation and Redevelopment Division Hydrogeologist

Zephyr Oil Site - Muskegon, Michigan Sara Pearson is a Technical Program and Policy Specialist with the Michigan Department of Environmental Quality’s Remediation and Redevelopment Division. Sara is a hydrogeologist with expertise spanning the spectrum of activities related to investigative, risk assessment and corrective action for sites where hazardous substances have been released to the environment. She has worked in the environmental field in Michigan for more than 22 years as both a consultant managing contaminated sites for major petroleum companies and industry and also senior geologist for the MDEQ reviewing and conducting investigative and cleanup efforts.

Jeff Kimble

On-Scene Coordinator, U. S. Environmental Protection Agency, Region 5

Kalamazoo River Cleanup and Round Table Discussion Jeff Kimble is an On Scene Coordinator (OSC) with EPA in Region 5 and is stationed in Grosse Ile, Michigan. Jeff started his career as an EPA OSC in 2002 after nine years in the private sector working for various hazardous waste and technical consulting firms. He received his Bachelor’s degree in Geology in 1994 from Mount Union College.

In a career mostly spent in the emergency response realm, Jeff has experience in a varied list of regionally and nationally significant events responding both from the private sector to support operations and as an EPA OSC. This list includes the 2001 D.C. Anthrax Response, the Shuttle Columbia Recovery effort, several tours of duty after Hurricane Katrina, and most recently as the Incident Commander and FOSC of the Enbridge Line 6b Pipeline Spill in Marshall, Michigan.

Jim Brode

Senior Project Manager, Fleis and Vandenbrink Engineering Pall Gelman Scientific - Ann Arbor Jim Brode has been a consulting hydrogeologist for over 30 years. He is a Certified Professional Geologist and hold a BS in Geology and an MS in Hydrogeology. Mr. Brodes works with clients on a variety of projects. His projects are mostly centered around finding, developing and protecting water supplies. He also is involved in projects involving soil and groundwater remediation.

Rose Ellison

Environmental Scientist, U.S. EPA Great Lakes Nation Program Office Rouge River – Old Channel Great Lakes Legacy Act Ms. Ellison has been an Environmental Scientist with the US Environmental Protection Agency for 25 years. She spent 10 years as on On-Scene Coordinator and 15 years in EPA’s Office of Water and Great Lakes National Program Office. In her current capacity in the Great Lakes National Program Office she helps to coordinate the implementation of the Great Lakes Water Quality Agreement between the US and Canada, and Great Lakes Legacy Act, specifically within the St. Clair – Detroit River System. Mark Ducharme

Senior Project Manager, Michigan Department of Environmental Quality – RRD

Kalamazoo River Cleanup and Round Table Discussion Mark DuCharme is a Senior Project Manager in the Kalamazoo District Office. Mark is a graduate of Michigan State University, where he studied Fisheries Biology. He began his professional career as a fisheries biologist before accepting a position as a project manager with the Department of Environmental Quality where he has been employed for the past 25 years. During his career, Mark has designed and managed environmental response activities for some of Michigan’s largest and more complex sites of environmental contamination. Currently he serves as a Project Coordinator for the Enbridge Kalamazoo River Oil Spill. Mark is an active member of the Department of Environmental Quality Emergency Management Support Team and Kalamazoo County Disaster Committee. Mark is trained and experienced in several positions within the National Incident Management System and has utilized those skills to represent the Department of Environmental Quality at several incidents, including the Enbridge Kalamazoo River Oil Spill, Drug & Laboratory Disposal fire and explosion, and Texas Township Drum site. He is a past recipient of the Department of Environmental Quality Director’s Award for Outstanding Performance, Michigan Association of Chiefs of Police Environmental Crime Enforcement Award of Excellence, and Calhoun County Health Department Friends of Public Health Award.

Lisa Quiggle, MPH

Toxicologist, Michigan Department of Community Health

Kalamazoo River Update and Round Table Discussion Ms. Quiggle has worked for the Environmental Health Division of the Michigan Department of Community Health for the past seven years as a toxicologist. In the past she has worked as a Hazmat responder for a university response team, as an industrial hygienist, standards writer and as an analytical chemist. Ms. Quiggle received a Bachelor of Science in Chemistry and a Master’s of Public Health in Environmental Health/ Industrial Hygiene from the University of Michigan. She has served as a Director of the American Board of Industrial Hygiene and is Past-President of the Michigan Industrial Hygiene Society.

Dave Bareham

Enbridge Energy Limited Partnership Manager Environment

Kalamazoo River Update and Round Table Discussion Mr. Bareham is a Project Manager for Enbridge Energy and has more than 13 years of experience in the environment field. Mr. Bareham has served as a field manager for three major contaminated river projects; Tittabawassee River, Fox River, and the Kalamazoo River. Since 2010, Mr. Bareham has been involved in the Enbridge Line 6B response in varying positions. His experience in the project includes development of the submerged oil assessment team, development of the forensic chemistry program, participated in numerous ICS meetings, project planning and documentation, regulatory negotiations, and most recently served as the Incident Commander for Enbridge. Mr. Bareham specializes in leading multi-disciplinary teams that include scientists, engineers, and ecologists to collaboratively identify, evaluate and select options that optimize cleanup goals that achieve the greatest net environmental benefit.

Dr. Linda Dykema

Michigan Department of Community Health Director of the Division of Environmental Health

Kalamazoo River Update & Round Table Discussion Dr. Linda Dykema is the Director of the Division of Environmental Health, Michigan Department of Community Health (MDCH). She received a M.A in Psychology from Western Michigan University and a Ph.D. in Resource Development and Environmental Toxicology from Michigan State University. For 14 years, she managed the MDCH Toxicology and Response Section, where she collaborated with the U.S. Environmental Protection Agency (EPA) and other State of Michigan government agencies in response to chemical emergencies including fires and major spills. Prior to joining MDCH, she served as a toxicologist with the Michigan Department of Environmental Quality.

Mike Baronowski

Environmental Quality Analyst Michigan Department of Environmental Quality

MDEQ Pipeline Spills Update Mike Baranoski is from Kalamazoo and was an Emergency Medical Technician in the US Air Force serving in Southeast Asia. He obtained a BS in geology from Western Michigan University in 1983 and was employed in oil exploration for several years in Texas. He returned to Michigan and has worked for the Departments of Natural Resources and Environmental Quality for the last 25 years as a field geologist and as a project manager overseeing environmental cleanups.
