GENERAL REGULATIONS ELIGIBILITY: The 2016 Skate Canada-Eastern Ontario STARSkate Championships will be conducted in accordance with the regulations as set forth in the Skate Canada Rule book. If not specifically stated otherwise in this document, the normal regulations governing skating will apply as indicated in the Skate Canada Rulebook (the Technical and Event Management Handbooks, the Policies and Procedures Manual and CPC Regulations).

AGE AND TEST QUALIFICATIONS:  

Age Qualification shall apply as of July 1st, 2015 Test Qualification unless otherwise stated shall apply as of November 15th, 2015

DRAWS – STARTING ORDERS: The skating order shall be determined by random draw in each event. The starting order for the first segment of the event will be available prior to the start of the competition on the Section Website at www.skateeos.on.ca

RESULTS: The Cumulative Points System (CPC) will be used for STAR 5 & up.

REGISTRATION: Registration may be limited if entries exceed the amount of ice time available. 

ONLINE REGISTRATION:

• All Registrations must be completed online by Friday, January 8th, 2016 at 11:59 pm. It is important to note that once the deadline date and time has been reached online registration payment will not be available. o NO ENTRIES will be accepted after Friday, January 8th, 2016 at 11:59 pm. • $15.00 fee for all incomplete entries – upon notification by Section, payment to be made by contacting our office with either Visa or MasterCard information. • NOTE: Once the deadline date and time has been closed requests to change STAR categories will not be accepted

Single Entries: A single entry in a qualifying category at EOSIC is expected to perform an exhibition skate and pay half of the entry fee. The EO Competition Event Committee (CEC) Liaison and the EO Officials Chair reserve the right to limit the number of entries in any event as well as to combine or subdivide events as numbers may warrant. Late entries will be accepted at the discretion of the CEC Liaison and the Technical Representative.

PLANNED PROGRAM: Planned Program Sheets can be accessed on the Competition [Event] web page at the Skate Canada-Eastern Ontario website www.skate-eos.on.ca – you are required to print your Planned Program sheet and submit at onsite registration. One Program per page. Planned Program sheets are required for Creative Skills.

REFUNDS OF ENTRY FEES FOR SECTION PARTNERED EVENTS: • • • •

When skaters are advised prior to departing for a Section partnered competition that the event that they have registered in has been cancelled, they will receive a full refund. If an exhibition due to unforeseen circumstances, after arriving at the competition is denied they shall receive a full refund. If an entry is withdrawn prior to the closing date of entry, a refund of the full entry fee less a $25.00 administration fee will be given. The administration fee for all refunds will be set at $25.00 per event (singles, dance or pairs) to a maximum of $50.00 per person, dance, or pair team. No refunds (including medicals) will be given after the closing date of entry.

ACCREDITATION FOR EVENTS – COACHES: In order to receive accreditation at the competition, all coaches must meet the standards for coaches set out in Rule 2402 and 2408 as outlined below. COACHES MUST: • • • • •

Be NCCP Coach – Primary STARSkate Certified (Level 1) minimum Be a current coaching member of Skate Canada Hold a valid First Aid Certificate Register in person and show their Professional Coach Membership Card which includes their picture Coaches must wear their Professional Coach Membership Card at all times.

New Coaches or foreign coaches who do not meet the above criteria will be accredited only if they qualify in accordance with Skate Canada Policies and Procedures.

USE OF AN INDIVIDUALS LIKENESS OR PERFORMANCE: Any person who enters competitions, either sanctioned by the Association or under the control and/or supervision of the Association, or who takes Association tests, by entering such competitions or by taking such tests, grants to the Association the right to use, in such form and for such time period as the Association may, in its sole discretion choose, without payment of any fee or charge, any photographs, images, likenesses, videotapes or any other recordings or reproductions of the person or his/her performance for the purpose of furthering the objectives of the Association, including, without limiting the generality of the foregoing: • For the training, education and development of skaters, coaches and officials; and • For Association promotional purposes.

MUSIC: • All Music used must be in the public domain or covered by the Performing Rights Society. • Skaters that have music composed especially for their programs, either in wholly or in part shall be responsible for obtaining a written release from the composer for the use of such music on radio and television, or appropriate clearance from the Performing Rights Society. • Music must be registered at Music Registration at least one hour before the event.

DANCE MUSIC: 2001 Skate Canada Series 8 Music or an acceptable contemporary music selection may be used for all pattern dance events. Note: If a dance competitor is choosing to use a contemporary piece of music they must supply the music to the competition, as indicated below, when registering. Skate Canada Series 8 will be used during the ice dance warm-up period. EXCEPTION: PRE-JUVENILE AND JUVENILE DANCE CATEGORIES SHALL USE SERIES 8 ONLY!

TECHNICAL ADVISEMENT FROM THE EO MUSIC & ANNOUNCING COMMITTEE For optimum playback of the music recorded on CDs it is recommended that the music be recorded (written) to the CD in either Compact Disc Audio (CDA) or Wave file (wav) format. Music recorded in MP3 or I-Tune format may not play from the EO music playback equipment. Standard Specifications for CDs: • Each entry must provide 2 CDs for the competition upon registration. • One for Competition (Marked ‘Master’) and one for back up (marked ‘copy’). • Only one (1) program shall be recorded on each CD • The start of the music shall be recorded on the CD with less than 2 seconds of lead in • Skater’s name followed by music time (not skating time) shall be clearly printed on side one of the CD • Each CD shall be enclosed in its plastic container and marked as noted below: o Skater’s name o Club o Event o Actual music playing time (not skating time nor the event time)

AWARDS: Awards will be presented as per Regulation 7000-E-1.5 of the Skate Canada Event Management Handbook and the Skate Canada-Eastern Ontario Policy Book Section 5. Skaters must be in skating attire and skates for all presentations.

TONI CARR BURSARY: Toni Carr was a member of the Skate Canada-Eastern Ontario Board of Directors for twenty years (1987-2007) and for four years was the Section Chair (1997-2001). In addition, Toni was a Skate Canada Judge (Singles & Dance) as well as an Evaluator (Freeskate, Dance & Skating Skills). In her role as an administrator/volunteer and as a judge/evaluator, Toni’s primary interest was the development of young skaters in the Eastern Ontario Section and she contributed much of her time, energy and skills to ensure skaters would have opportunities that would help them develop to their maximum potential. In Toni’s memory and in recognition of her special interest in the Section’s test skaters, the Board of Directors of Skate Canada-Eastern Ontario has established four (4) bursaries for skaters who compete at the Eastern Ontario STARSkate Invitational Championship (EOSIC). A bursary in the amount of $250.00 will be awarded to the firstplace finish in each of four (4) categories – Pre-Juvenile Men U11, Pre-Juvenile Women U11, Senior Bronze Men and Senior Bronze Women - provided there is a minimum of three (3) skaters who compete in the respective categories. The Bursaries will be forwarded to the recipients after the close of the competition.

EVENT SCHEDULE: A finalized schedule of events, Skater List, and, Starting Order (first event only) will be provided at registration on-site and will be posted on the 2016 EOSIC webpage prior to the competition. Events may proceed up to onehalf hour prior to the published schedule.

LIABILITY: Skate Canada, the Section and the Host Committee accept no liability for bodily or personal injury, or for property loss or damage incurred by participants and officials. As a condition of and in consideration of their entries in the competition, all participants and their parents or guardians, shall be deemed to agree to assume all risks or injuries to the competitor’s person and property resulting from, or caused by, or connected with, the conduct and management of the competition and to release any and all claims they may have against the officials, Skate Canada, the Section and the Volunteer Team and their officers and their entries shall be accepted on these conditions.

ELIGIBILITY TO COMPETE 1. Be eligible person(s) as defined in Skate Canada Rule Book Section 2100 (Rule 5401). 2. Be a Skate Canada Registrant in good standing of the Association (Rule 5401). 3. Please note the following restrictions: COMPETITIVE SKATERS: Skaters registered to compete in any event at the Novice or higher level at a Sectional or Sectional qualifying competition, do not qualify to compete in STARSkate events in any category at any level. Skaters registered to compete at the Juvenile and Pre-Novice levels at a Sectional or Sectional qualifying competition may register to compete in event categories at the STARSkate level in disciplines other than those registered for at a Sectional or Sectional qualifying competition. Please see the chart for the qualifications for entry. The section may hold Pre Juvenile and Juvenile Sectional Championship events and the Skate Ontario Championship qualifying events at the time of the section STARSkate championships in February. Skaters may enter these categories as long as they have not competed at the Pre Novice level or higher in the same discipline at Sectionals during the same season. Skaters may enter the Skate Ontario Pre Juvenile and Juvenile categories even if they have competed at the Pre Novice level or higher in a different discipline. For example a competitor in Pre Novice Dance at Sectionals may still compete in Juvenile Ladies at the Skate Ontario Championships. For purposes of interpretation of this regulation, registration for a Sectional or qualifying event is defined as the submission of a registration form for such event. 4. WINNER OF A PREVIOUS SKATE ONTARIO EVENT: A previous winner of a Skate Ontario Championship category is not eligible to re-enter the same category. 5. TEST AND AGE PREREQUISITES: Competitors wishing to enter the 2016 Skate Ontario Championships and events leading to it shall, unless otherwise stated, meet the test requirements to compete before November 15, 2015 preceding the competition. Age requirements shall be met before July 1, 2015 preceding the competition. 6. Skaters may participate in either the 2016 Skate Ontario Championships or the 2016 Adult Figure Skating Championships, but not both. 7|P a g e

7. Skaters may skate up one level in the free skate categories if desired. Skating up is not permitted in the Triathlon, Pair or Dance events. 8. Entrants in the Triathlon events must register to compete in the highest level that their test qualification qualifies them for. For example, a skater who has passed the Senior Silver Skating Skill, Bronze Interpretive and Senior Silver Free Skate must compete in Silver Triathlon and cannot skate in Bronze Triathlon.

TRIATHLON EVENTS A tie will be broken after each event part. For example, after the Creative Skills segment, the tie is broken by the Creative Skills Program, after the Interpretive Program by the Interpretive Program, and after the Free Skate, the Free Skate program result breaks the tie.

CAMERA & VIDEO POLICY: Skate Canada-Eastern Ontario adopts Skate Canada’s policy on the use of cameras at Section Partnered skating competitions: • Ticket holders are only permitted to use cameras or video cameras at an event for personal use only. • Taping of athletes/Skaters other than family members without express written permission from the parent/guardian/age of majority athlete is prohibited. • Taping of entire flights and/or events is not permitted. • The camera’s lens must not be larger than 200mm. • No flash photography is allowed. • Any resale of photography or video is strictly prohibited. • Use of an unauthorized image on social media platforms is strictly prohibited.

MEDIA POLICY: At least two (2) weeks prior to the event individuals wishing to obtain appropriate accreditation must contact:

Accredited individuals will be given access to the boards, the location to be at the discretion and under the direct supervision of the Technical Representative for the event. Accredited individuals will not interfere with coach skater communications during warm-up periods. Pictures of skaters and or coaches will not be allowed prior to or after the performance. Any written complaints of interference will result in the loss of accreditation for future events. The following is a guideline for appropriate accreditation: • Individuals from News media must submit appropriate accreditation for review • An individual representing skating club parents must submit written permission from these parents with request. • Pictures of skaters will not be made available for sale.
