FALL PROTECTION STANDARDS

efore undertaking any work at height or confined space entry, a risk assessment program should be developed. Refer to the Australian Standards hierarchy of control in Standard AS/NZS 18 1.4 when developing this program, as well as your local government regulatory authority. elow is an outline of the hierarchy of controls, which should be followed: UÊ UÊ UÊ UÊ UÊ

Identify all of the immediate and potential hazards Eliminate hazards if possible If the ha ard cannot be eliminated, change your working method to avoid exposure to the risk If exposure to the risk cannot be avoided, use engineering controls to contain or minimise the ha ard Fall protection equipment should be used to prevent a fall, or reduce the severity and/or injury in the event of a fall

The following relevant fall protection Australian/New Zealand Standards may be used as a reference and are recommended reading. AS/NZS 1891.1:2007

Industrial fall-arrest systems and devices - Harnesses and ancillary equipment

This Standard specifies requirements for the materials, design, manufacture and testing of harnesses, lanyards, pole straps and associated equipment including connecting devices and personal energy absorbers for industrial restraint and fall-arrest purposes. Appendices include test methods for equipment items and assemblies, and for component materials. NOTE: Fall-arrest equipment and components meeting this Standard will have been dynamically tested using a 100 kg mass. sers of greater mass are advised to consult the manufacturer. GLOSSARY OF FALL PROTECTION TERMINOLOGY

COMPETENT PERSON AS/NZS 18 1.4 defines a Competent Person as: A person who has, through a combination of training, education and experience, acquired knowledge and skills enabling that person to correctly perform a specified task. FALL PROTECTION Refers to the overall industry and process of protecting workers at height. FALL PREVENTION Refers to the systems and techniques that eliminate the possibility of a fall to a lower level. The most desirable method of fall prevention is to engineer out or modify the work plan to eliminate the ha ard. FALL ARREST SYSTEMS Systems that protect the worker after a fall from hitting the ground and/or obstructions below the work platform. Passive systems require little or no personal involvement from the worker. Active systems requires the worker to actively use the system in order for it to be effective. It is not always practical, cost effective or possible to employ passive systems. In these cases, a Personal Fall Arrest System (PFAS) is required. FORCE Measured in technical terms in Newtons (N). The weight of something in Newtons (N) is calculated by multiplying its mass in ilograms (kg) by the value of ravity, which is .81 (m/s2). A ilogram (kg) is a unit of mass (i.e. the weight of a static object). Force Mass x Acceleration. For rough calculation purposes: 1000N 1kN, 1kN 100kg, 10kN 1000kg. PERSONAL FALL ARREST SYSTEM (PFAS) A combination of components that when used together will arrest a person in a fall from a working level. A Personal Fall Arrest System (PFAS) typically consist of: an anchorage, full body harness, connectors and a deceleration device such as a lanyard or Self Retracting ifeline (SR ). RESCUE The ability to retrieve or rescue an individual from confined spaces or heights. Rescue must always be a component of any fall protection program. RESTRAINT TECHNIQUE Control on a person’s movement by connection to an anchorage to physically prevent the person from reaching a position at which there is a risk of a free or limited free fall. WORK POSITIONING se of fall protection components in a way that allows a worker to be supported in a harness under tension, so that a fall is prevented, e.g. the use of a pole strap.

THE A, B, C, D OF FALL PROTECTION

The A,B,C,D of Fall Protection covers the fundamental requirements of every personal fall protection system.

A B C D

ANCHORAGE Anchorage provides a secure point of attachment (to an existing structure) for the fall arrest system. Anchorage devices can be permanent or temporary and vary to suit the type of structure available. BODY SUPPORT Full body harnesses connect the worker to the fall arrest system. They are specially designed to protect the worker against serious injury in the event of a fall whilst also remaining comfortable to wear. CONNECTORS Connectors are devices that connect the full body harness to the anchorage system. They can be single products or multiple devices working together. DESCENT/RESCUE escent and Rescue systems enable the retrieval of an injured or incapacitated worker. In the event of a rescue, this equipment facilitates rapid recovery of the worker without endangering other workers in the process.

When setting up and using a personal fall arrest system, fall clearance is a critical issue. There must be sufficient clearance below the operator to arrest the fall before the user strikes the ground or any other object. The operator of the equipment must ensure that the system will arrest the fall within the available distance, and the user be maintained in a position post fall to allow rescue. Some factors that affect this include; anchorage location, type and length of connecting system, decelerating distance, worker height and movement of harness attachment elements. Refer to the user instructions for each product and check AS/NZS 18 1.4 for further information.

CALCULATING FALL CLEARANCE & SWING FALL HAZARDS

Fall clearance is the vertical distance needed to safely arrest a fall so that the worker does not hit the ground. To determine the required Fall Clearance add the appropriate factors together, this will give you the safe Required Distance (R ) below the working surface for work which is to be carried out where there is any risk of falling.

As per AS/NZS 1891.4, DD can be estimated at 700mm. 250mm must be added for D-ring slide.

Swing Fall Hazards Swing Fall can occur when using a shock absorbing lanyard or Self Retracting ifeline (SR ) whilst working at height.

FIGURE ONE: Swing fall as a result of incorrect anchorage line positioning.

FIGURE TWO: Self Retracting Lifeline (SRL) swing fall.

A swing fall is a pendulum-like motion that can occur when the operator falls and their connector device is in a position located hori ontally away from the anchorage point. This is most likely to occur when connected to an anchorage point that is not positioned directly overhead. Precautions to avoid this ha ard include: removing working slack from the rope working line, using restraint techniques and ensuring the person does not approach a leading edge such that they may be subjected to an unplanned fall. Operators should ensure they do not subject themselves to swing fall ha ards by taking measures to avoid the risk. Refer to Figure One and Two for examples of swing fall ha ards.

Note: It is important to position your anchor point directly overhead to minimise Swing Fall Hazards. Particular attention is required when using self retracting lifelines due to the extra mobility they provide.

Head protection must be considered due to injury from objects falling from above, even when working at height, and while there are complex controls which need to be implemented to reduce the risk of objects falling from above; workers can help protect themselves by wearing a suitable Australian Standard safety helmet with a fitted chin strap. loves are also a critical piece of equipment when working at height. Aside from protecting workers from sharp objects and hot surfaces, the correct glove will also reduce the severity of rope burns should a fall occur. loves that provide the greatest amount of fine motor dexterity are the best selection. Some activities when working at height require intricate movements to manipulate snap hooks and karabiners, poorly fitting and poorly designed gloves do nothing to assist workers that are required to connect and disconnect themselves from various connection points.

Eye protection and height safety go hand in hand, and is often overlooked. The ability for workers to clearly see their working environment and equipment is important when working at heights. The appropriate eye protection will not only reduce the risk of workers injuring their eyes from foreign objects such as dust, fibres and filings, chemicals and ltra Violet ( V) radiation, but can also reduce the risk associated with glare which can make it difficult to see potential ha ards such as incorrectly fitted or connected equipment. In summary, Personal Protective Equipment (PPE) should not be looked at in isolation. Rather, individual items including helmets, gloves, eye protection and harnesses need to be used together along with higher level controls to ensure that workers are as safe as they can possibly be in the workplace. All injuries are preventable.

TOTAL EDGE MANAGEMENT SYSTEM

The Arachnipod is an innovative design that captures multi-functional capabilities. Simplicity and robust engineering provide the world’s most versatile modular Total Edge Management System (TEMS). Ferno are dedicated to design and innovation and as such recognised the need for one height safety edge management device that could easily adjust into multiple configurations, providing users with a safe, cost effective total edge management system. The new innovative Arachnipod is based around the concept of an industrial tripod however this product is much more than just a tripod. Components can be added or removed as required so that the Arachnipod complements existing structural or natural features.

Tripod The tripod is a self-supporting device providing quick and easy access to confined space entry points such as manholes and voids. This system can also be used as a high directional frame. A unique feature of the Arachnipod is that it at packs’ for convenient storage, yet is quick and easy to set up. The system can be used with either a winch retrieval system or a mechanical advantage system or both.

Tripod as High Directional System This system can also be used as a high directional frame to support remote mechanical advantage hauling systems. Tripod heads should be guyed with the -shackles to remote anchor points for additional stabilisation.

Quadpod System The quadpod allows greater versatility and stability of the system when using around larger entry areas of confined spaces. These include small trenched areas, convex surfaces and larger circular openings where a conventional tripod will not facilitate the application. When setting up the system, a quad plate is to be used for forming the head shape.

Bridge System This is a feature unique to the Arachnipod. The bridge is used for spanning larger openings or voids where a regular tripod, A-frame or quadpod would not be able to, such as trenches, large holes, mines and lift shafts. It comes as a complete item with trolley, trolley guide rope and heads ready to attach two legs on each end. There is also a tie bar on one end for use with an English Reeve system. However, a remote brake mechanical advantage system can also be attached directly to the trolley. Standard lengths are 2 m (6 ft 7 in), 3 m ( ft 10 in) and 4 m (13 ft 1 in). The bridge is available separately. If you have a standard tripod you can upgrade to a bridge system by purchasing a bridge kit, which will include a bridge and an additional standard leg. When a Total Edge Management System (TEMS) is purchased a 2 m bridge and additional leg come standard, however, if you require a longer bridge this should be specified on placement of the order.
