ABOUT THE WORLD HUMANITARIAN SUMMIT The first-ever World Humanitarian Summit, set to take place in Istanbul on 23-24 May 2016 hosted by Turkey, is a global call to action by United Nations Secretary-General Ban Ki-moon. Held at the highest level, the Summit will bring the global community together to reaffirm our solidarity with people affected by crises, and our collective commitment to humanity. In calling for the World Humanitarian Summit, the Secretary-General asked that the search for solutions to the growing challenges facing the humanitarian system be based on and informed by the experience of all relevant stakeholders. Over the course of eighteen months, a worldwide consultation process took place to gather the views of affected people, governments, civil society, humanitarian organizations, the private sector and other partners. The consultation reached more than 23,000 people in 153 countries making it the most comprehensive consultation on humanitarian action ever done. In Istanbul, global leaders from government, business, aid organizations, civil society, affected communities, faith-based organizations, international and national NGOs, academia, diaspora and youth will announce major commitments to action, launch new partnerships aimed at saving lives, and highlight innovations which help reduce suffering and uphold humanity in times of crisis.

PRACTICAL INFORMATION ARRIVING IN ISTANBUL AND VISAS The Government of Turkey will facilitate visa procedures for Summit participants. Valid invitation letters provided by the United Nations should be submitted at the time of application. The applications should be made online prior to submitting the original documents to the Turkish missions. Visas will be issued free of charge to participants. Dedicated passport control check points will be set up for WHS participants at Atatürk International Airport. Welcome and information desks will also be made available. Participants will be directed by special signs to the special passport check points.

VENUE OF THE SUMMIT The World Humanitarian Summit will take place in two adjacent buildings, the Istanbul Congress Center (ICC) and the Lutfi Kirdar Convention Centre (LKCC), located at Taşkışla Cd. No:8, Harbiye, Taşkışla Cd. No:8, 34367 Şişli/İstanbul, Turkey.

TRANSPORTATION AIRPORT TRANSFERS: Transportation will be provided to all official delegations from the airport to the designated hotels and from the designated hotels to the airport. Welcome and information desks will also be made available.

SHUTTLE: Shuttle buses will be available to all participants from their designated hotels to the Summit venue, and from the Summit venue to the designated hotels.

METRO: Take the M2 Yenikapı-Hacıosman metro line and get off at Osmanbey or Taksim stations to easily access Istanbul Congress Center. Osmanbey and Taksim metro stations are approximately 7 minutes’ walking distance to Istanbul Congress Center. Alternatively, use the F1 Taksim - Kabataş funicular line and exit at Taksim station to reach to Istanbul Congress Center.

METROBUS: From Mecidiyeköy stop, transfer to metro or bus stop to access ICC and LKCC.

BUS: There are direct transportation options to Harbiye from various central districts including Taksim, Eminönü and Mecidiyeköy. ICC and LKCC are only 2 minutes’ walking distance from the bus stop in front of TRT Istanbul Radio.

MINIBUS: Take the Beşiktaş-Harbiye minibus across Beşiktaş ferry station to access Harbiye Avenue.

HOTELS Participants are responsible for reserving their own accommodations, unless they are a sponsored participant. Accomodation of sponsored participants will be arranged by the Government of Turkey in cooperation with the UN. Reservations for non-sponsored participants should be made at the designated hotels in Istanbul at a preferential rate no later than 16 May 2016. Hotels recommended by the Government of Turkey are subject to extensive physical security checks. Direct routes from designated hotels to the Summit venue are secured by multiple police checkpoints and mobile patrols for the duration of the Summit.

ACCREDITATION, BADGES AND VENUE ACCESS ACCREDITATION: The WHS secretariat strongly encourages participants to fill out the accreditation online, ahead of arriving in Istanbul. The venue for onsite accreditation and issuance of Conference badges to all accredited participants will be the Hilton Convention Centre located next to the 10 • PARTICIPANTS HANDBOOK

Hilton Istanbul Bosphorus (Address: Cumhuriyet Caddesi Harbiye, Istanbul, 34367, Turkey). The schedule for on-site accreditation will be: 18-21 May from 9:00 - 18:00 22 - 23 May from 6:00 - 20:00 24 May from 7:00 - 12:00 All persons must display their WHS photo identification badges to enter through the perimeter checkpoints and into WHS buildings.

BADGES AND VENUE ACCESS: Access to the various components of the Summit will be controlled through different color designations of badges provided by the United Nations Security as outlined below. ‘All areas’ primary badge

LKCC access primary badge

Special Events Pass

Provides access to the Istanbul Congress Centre (ICC) and Lutfi Kirdar Convention Center (LKCC). Badge holders must be officially invited by the WHS secretariat and registered for accreditation.

Provides access to the LKCC building, side events, the Exhibition Fair and the Innovation Marketplace. Badge holders will not be able to access the Announcement Plenary, Leaders Roundtables, or Special Sessions in the ICC, for which an ‘All Areas’ Primary Badge and specific Special Events pass will be required. LKCC badge holders will not be able to acess Special sessions and Special events.

Provides access to the Announcement Plenary, Leaders Roundtables, Special sessions, and special events like the opening/closing ceremony and the West-Eastern Divan Orchestra concert. These events can be accessed by invitation only and will require both a special events pass and an All areas primary badge. Special events passes cannot be used with LKCC badges.

SECURITY NOTE Threat levels in Istanbul are consistent with those of any large city in the region. The overall threat level in Turkey is assessed as “Low” by the United Nations security.In the last few months, there have been sporadic incidents of violence, but the general security situation is well under control. People visiting Istanbul are advised to stay in the circuits where security has been provided by the host country and avoid large gathering in public places, docks and secluded side streets. The government of Turkey has pledged abundant resources to mitigate risks. In particular, the conference site will be protected by numerous UN and host country security elements. Conference participants should follow all directions from both Turkish and UN Security while understanding that they have an individual responsibility to take care of their own security, and should refrain from activities that would increase their vulnerability.

SERVICES AT THE WHS MEETING ROOMS RESERVATIONS: Requests for bilateral meetings should be e-mailed to [email protected] with subject line “BILATS”, specifying date, time and participants of the meeting. To prevent double booking, only the delegation initiating the bilateral meeting should submit the request. Reservations will be accepted for meetings of 20-minute duration.

INTERPRETATION Simultaneous interpretation will be provided from and into Arabic, Chinese, English, French, Russian and Spanish for all official meetings of the Summit. The Host Government will provide interpretation services in Turkish for the official meetings of the Summit.

WI-FI Complimentary Wi-Fi is available through the ICC and LKCC buildings.

FOOD AND BEVERAGE Day Zero (22 May): Welcome Reception - Hilton Bosphorus Day 1 &2 (23-24 May): • Lunch provided by the Turkish Red Crescent in a refugee tent on the LKCC terrace - free of charge • Lunch boxes provided by the Istanbul Municipality on the B4 level of ICC- free of charge •

Coffee corners at ICC and LKCC - free of charge

The ‘Borsa’ restaurant in the LKCC will be opended for service for participants at their own cost.

BANKING A bank branch will be functional for banking activities in ICC during the Summit. ATMs will be placed in ICC and LKCC in various areas to enable participants to withdraw and deposit funds from their bank accounts. All ATMs will have the ability to exchange foreign currencies.

TRAVEL SERVICES A travel agency will be operating on the ground floor of ICC during the Summit.

MEDICAL SERVICES One on-site hospital in ICC and one clinic in LKCC will provide first aid facilities at the Summit venue. Ambulance services will be on-site should transfer be required to the local hospitals. There will be an ambulance within the motorcade of Heads of States or Governments.

RELIGIOUS SERVICES Prayer rooms will be made available in ICC for members of all faiths. Documents describing nearby mosques, churches, synagogues and other temples will be distributed. PARTICIPANTS HANDBOOK • 13

SERVICES FOR PEOPLE WITH DISABILITIES In consultation with specialized NGOs and the Host Country, the WHS secretariat will ensure that the necessary arrangements are in place to facilitate disability access to the ICC and the LKCC adhering to international standards. Specific needs indicated through the participant registration form have been duly noted. The WHS secretariat will reach out to participants who have indicated requests for accessibility and accommodations in due course. As the host Broadcaster of the Summit, TRT will take footage of the meetings, upload videos to an FTP address, which will be shared with media members free of charge without any logo or watermark. Eurpoean Broadcasting Union will also provide services within the context of the Summit.

PRESS RELEASE Any major announcement made during the various sessions will be reflected in the daily press release. The final press release will highlight the key commitments/announcements made during the Summit. Summaries of the main meetings will be available a few hours after the conclusion of the meetings and will be posted on the Meetings Coverage website http://www.un.org/press/en

DETAILED PROGRAMME 22 MAY: DAY ZERO The World Humanitarian Summit programme starts on 22 May with an action-packed day featuring the opening of the Exhibition Fair at 1pm, a 24-hour Hackathon, a Welcome Reception by the Government of Turkey, and the global premier of “The Last Face”, a humanitarian film by Sean Penn.

23 – 24 MAY: DAY 1 AND 2 LEADERS’ SEGMENT The Leaders’ Segment will be held on 23 May 2016 from 08.00 to 10.00 a.m. in the Istanbul Congress Centre. All Heads of State and Government, Vice-Presidents and Crown Princes or Princesses attending the Summit are automatically invited to the Segment. Each leader can be joined by one advisor. The Leaders’ Segment is by invitation only.

OPENING AND CLOSING CEREMONY The Opening Ceremony will set the stage for the World Humanitarian Summit. It will consist of a combination of captivating audio-visual content, inspiring and thought-provoking speakers from affected communities and world-renowned celebrities, formal welcoming remarks from the UN Secretary-General and the President of Turkey, and powerful musical performances. The Opening Ceremony will be a 30-minute ceremonial and a fully-immersive sensory experience. The Closing Ceremony will highlight the milestones set and the roadmap ahead for implementing commitments made during the World Humanitarian Summit. The Closing Ceremony will begin with a 5-minute video highlighting bold commitments for action made at the Summit and will feature closing remarks from the UN Secretary-General and the President of Turkey. The Closing Ceremony will unveil the 30 foot

HIGH-LEVEL LEADERS’ ROUNDTABLES Through the High-Level Leaders’ Roundtables, Member States and other stakeholders participating in the Summit will have the opportunity to pledge their support for the Agenda for Humanity, both by aligning themselves with the core commitments attached to each Roundtable, and by offering substantive additional commitments – either individually or on behalf of a broader constituency – aimed at making progress for the Secretary-General’s Agenda for Humanity. NB: The Roundtables will take place in the ICC. SPECIAL SESSIONS The Special Sessions will address issues identified during the Summit consultation process, and the Secretary General’s report as meriting particular attention and action. The Special Sessions will provide a platform for Member States and other stakeholders to make specific com-

SIDE EVENTS 137 Side Events are taking place during the Summit, including 22 organized by the Turkish institutions. Themes address all 5 core responsibilities of the report of the United Nations Secretary-General for the World Humanitarian Summit. They feature exciting events with high level panelists and experts on issues such as innovation, private sector engagement in humanitarian response, the role of infrastructure in humanitarian response, displacement, risk and resilience, humanitarian-development linkages, humanitarian financing, youth, education in emergencies, disabilities, gender, localization of response, data, and exploration of the challenges and achievements of UN Volunteers and international and national NGOs throughout the globe. INNOVATION MARKETPLACE The Innovation Marketplace will showcase practical applications of humanitarian related innovations, new or improved products, tools, services and processes that contribute to effective humanitarian action. NB: The fair will take place on the B5 level of the Istanbul Congress Centre commencing from 1pm on May 22. The fair is accessible through the LKCC for all and through the ICC for ICC badge holders.

SPECIAL EVENTS A series of Special Events will take place during the World Humanitarian Summit. These events include musical performances, storytelling sessions, photography exhibitions and other interactive and creative aspects. These events will provide participants with moving and inspiring messages, and help contextualize the global humanitarian crisis. However, there remains a considerable gap between good intentions on conflict prevention and reality. The international community must provide stronger leadership in addressing the structural root causes of conflict, as well as strengthening tools, multidisciplinary conflict analysis and partnerships to prevent conflicts from beginning, escalating or re-emerging.

Tens of millions of people live in acute humanitarian need. Many millions more are vulnerable to shocks including conflict and natural hazards. While the existing aid model brings relief and advancement to many, too many people face protracted and recurrent crises that leave them dependent on aid or at risk of additional shocks. The World Humanitarian Summit consultation process documented a widespread call for a “new way of working” that, as described in the Secretary-General’s report for the Summit, “moves beyond the comfort of traditional silos” to bring diverse actors together across mandates, sectors and institutional boundaries to achieve collective outcomes for people affected by crises.

Humanitarians must deliver principled assistance and protection where it is needed. There is at the same time a shared moral imperative to prevent crises and sustainably reducing levels of humanitarian need. The new way of working and financing must deliver collective outcomes for crisis-affected people, over multiple years, based on comparative advantage. We must place people at the center in practice, by asking what it would take to reduce people’s risk and vulnerability and improve their development prospects, and then charting a course for collaboration with a diverse group of actors to achieve it.

Leaving No One Behind - A Commitment to Address Forced Displacement

At the end of 2014, the estimated number of internally displaced persons (IDPs), refugees and asylum-seekers fleeing persecution, violence and armed conflict had reached the historic height of 60 million. As crises become protracted so does displacement, with many unable to return home for decades. Addressing the impact of this reality on displaced individuals and families, as well as on their host communities and countries is not only a humanitarian challenge; it is also a complex political and development one. To ensure that forcibly displaced people have safety and dignity, and the opportunity to thrive, a fundamental shift is needed by States and the international community that goes from not only meeting humanitarian needs to an approach that improves the lives and self-reliance of displaced persons and contributes to the development of their host communities.

Significant improvements to the mobilisation, allocation, and use of resources necessary to preserve life and dignity are urgently needed for people affected by conflict and disasters. All stakeholders must act with much greater urgency, coherence and solidarity to better meet the needs of the 125 million people affected by humanitarian crises today. At the same time, all stakeholders must invest more to reduce the risks and manage the impact of humanitarian crises on affected people, while aiming to address the differentiated needs, vulnerabilities and capabilities of women, girls, boys and men affected. International humanitarian law, international human rights law, and refugee law, where applicable, remain as relevant as ever to provide protection to civilians, the humanitarian and medical missions, and persons hors de combat in armed conflict. All have a responsibility to fulfil in improving the situation of civilians in armed conflict by ensuring and enhancing compliance with and accountability for violations of international humanitarian and applicable human rights law. We must seize the World Humanitarian Summit to take action to spare civilians from the effects of hostilities, enable humanitarian access, identify and speak out about violations and abuses, and give full effect to the norms that safeguard our humanity. The five core commitments for this Roundtable aim to enhance the practical implementation of relevant obligations and strengthen the protection of civilians through concrete measures; they do not restate or modify existing obligations or create new ones.

Typhoons, floods, droughts, earthquakes and other natural hazards cause massive loss of life and livelihoods. Climate change, rapid and unplanned urbanization and other trends will increase the frequency and intensity of these disasters. A different approach is required urgently. There is a need to anticipate and act early on identified risks. There is a need to reinforce, rather than replace national and local leadership and delivery systems, so they are ready to respond rapidly. Current fragmentation in managing risk should shift to systematic, collective and longer-term approaches. While women, girls, men, and boys all suffer in a crisis, women and girls face greater obstacles to leading safe, healthy, and dignified lives due to structural gender inequalities. Funding also fails to support women and girls and to recognize them as equal partners. This roundtable will enable all stakeholders to support defined, coordinated strategic initiatives to achieve gender equality, women’s empowerment and women’s meaningful participation in humanitarian action, in alignment with the Sendai Framework for Disaster Risk Reduction, the Sustainable Development Goals and Security Council Resolution 2242.

Many religious institutions and faith-based NGOs have a unique comparative advantage in humanitarian contexts: they have an established relationship of trust and familiarity with most local communities in which they are embedded. Due to their presence before a crisis they are first responders and key providers of assistance and protection during crises, and they will stay after international organizations leave. This Special Session will seek concrete commitments from religious leaders and other humanitarian actors to increase the impact of faith-based actors in reducing humanitarian need and suffering,  and their inclusion within policy- and decision-making at all levels of humanitarian response.

More than one in six – or an estimated 80 million – children and adolescents of school-age are in the most desperate need of educational support in 35 crisis-affected countries. 16 million of these children and adolescents are school-age refugees, internally displaced, and other populations of concern. Some live in refugee camps while others are in host communities. Despite both parents and children identifying education as one of their highest priority needs, less than two percent of all humanitarian funding has gone to education. The Special Session will launch the Education Crisis platform and produce commitments and actions as part of global efforts to prioritise education in emergencies and protracted crisis The needs and rights of all affected people must be incorporated into humanitarian response. To this end, as highlighted in the Secretary General’s Agenda for Humanity, the specific vulnerabilities of migrants must also be considered in humanitarian response. The past few years have been marked by numerous tragic instances of migrants losing their lives at sea and while crossing deserts. They have been subjected to hunger, abuse, trafficking and have been stranded in areas of conflicts. In the lead up to the UN General Assembly’s September 2016 Summit on Large Scale Movements of Refugees and Migrants, this Special Session on Migrants and Humanitarian Action will focus on ways in which the humanitarian community can better address the protection and assistance needs of vulnerable migrants.

Regional inter-governmental organizations from around the world are playing an increasingly visible role in humanitarian action in a variety of crises, ranging from natural disasters and conflicts through to epidemics such as Ebola. This Special Session will officially launch a network of regional organisations involved in humanitarian action. It proposes specific commitments towards strengthening the role of regional organizations in support of the Agenda for Humanity. Crisis-related health threats are at an all-time high and do not respect national borders. These include biological hazards that cause public health emergencies; the continuing challenge of maintaining the health of people forcibly displaced by conflicts or trying to cope with disasters; and the increasing violence against health workers. Preserving and protecting health is always a primary goal of humanitarian action. It needs stronger collective efforts through building national capacities, making health emergency responses more reliable, bridging the humanitarian-development nexus in healthcare delivery, and reducing violence against health workers and facilities. Every year, Muslims worldwide donate generously to Islamic social finance mechanisms to alleviate human suffering. Currently the Islamic Finance industry’s assets are estimated to be worth USD 2 trillion. This Special Session will acknowledge the vital contribution of Islamic social financing mechanisms to alleviating human suffering and explore the role of new and emerging donors from faithbased funding, specifically from Islamic Social Finance, in humanitarian action.

Urbanisation, climate change and conflict make humanitarian crises increasingly urban phenomena. Yet urban areas also offer hope in the face of crises: the majority of internally displaced people and refugees seek sanctuary in towns and cities, and their populations, institutions and infrastructure provide opportunities to respond differently to humanitarian emergencies. The Global Alliance for Urban Crises brings together local governments, humanitarian, development, and urban actors in an innovative partnership that will render urban responses more appropriate, effective and sustainable. This will be reflected in a concrete set of actions to help deliver on the Agenda for Humanity in urban areas so as to ‘Leave No City Behind’. The Special Session will also set humanitarian priorities for Habitat III. The WHS consultation process has unequivocally reaffirmed the critical relevance of the humanitarian principles of humanity, impartiality, neutrality and independence. This Special session will result in a series of concrete commitments on how to respect and apply those principles, as a major contribution towards the Agenda for Humanity.

This Special Session will bring together leading media practitioners to identify challenges and good practice in reporting on humanitarian crises, and to consider standards of reporting which is balanced, can help to mobilise global response and which prioritises the safety and security of their subjects. This Special Session is an opportunity to reflect on how the increasing risks reporters are exposed to impacts on their role in generating objective information about crisis areas and to celebrate independent voices from around the world.

Today, 50 per cent of the 1.4 billion people living in countries impacted by crises and fragility are under the age of 20. This Special Session will galvanize action from all stakeholders to officially engage young people in humanitarian action at all levels. The session will seek concrete policy, operational and financial commitments from leaders on the programmatic, policy and financial measures needed to respond to the specific needs of young people.

There was a strong call from the World Humanitarian Summit consultations for all humanitarian action to put affected people at the heart of humanitarian action. Affected people and communities need to be recognized as the primary agents of response. This Special Session will focus on commitments that will mark a major shift in humanitarian action to truly empower affected people as the driving force of any humanitarian response.

Risks are increasingly complex and interrelated. Failure to understand these linkages precipitates humanitarian crises and has the potential to reverse peace and development gains. Addressing the root causes of crises and the underlying dynamics requires collective understanding, analysis and action by humanitarian and development actors.

(Special Events pass required)

The Special Session will call for urgent action to improve collective understanding, analysis and action for future crises to avoid precipitation of multi-causal, complex humanitarian, political, social, and economic crises at all levels. This session aims to generate a range of commitments and concrete actions to establish a Global Risk Platform, which does not currently exist.

Connecting Business

With the scale of humanitarian need fast outpacing the ability of traditional actors to respond, it is more important than ever for humanitarian organisations to work together with businesses. This Special Session will launch and generate commitments for the Connecting Business initiative, which aims to transform business engagement and public-private collaboration by strengthening and replicating effective networks to engage businesses in humanitarian contexts.

Global Premier of ‘The Last Face’ - a humanitarian film by Sean Penn

An international aid agency’s director (Charlize Theron) meets a relief aid doctor (Javier Bardem) during a political and social revolution. Taking place in Africa, the director and doctor are faced with difficult humanitarian and life situations under the civil unrest.

Grand Bargain special event Date: Monday 23 May Time: 17:15-18:15 Venue: Istanbul Congress Centre Movie Theatre

The Grand Bargain is one of recommendations from the UN Secretary-General’s High-Level Panel (HLP) Report on Humanitarian Financing, “Too important to fail”. It calls on donors and aid organisations to a series of internal and collective changes. Signatories to the Grand Bargain commit to change working practices to improve efficiency for the benefit of people in need of humanitarian assistance. These reciprocal reforms between donors and aid organisations will strengthen the humanitarian system’s coherence, performance, and accountability while enhancing efficiency and streamlining donor requirements

Founded by Daniel Barenboim and Edward W. Said in 1999, the West-Eastern Divan Orchestra brings together musicians from Israel, Palestine, Syria, Lebanon, Jordan, and Egypt – joined by a number of musicians from Iran, Turkey and Spain – to perform music and promote mutual understanding, non-violence and reconciliation The Concert for Humanity will feature global talent, international performances, and short impact speeches for humanity to highlight and advocate for the Core Responsibilities of the Agenda for Humanity. The concert will feature 8-10 performances and speakers. The total time for the show is 2 hours. The photography exhibition “Reflections” is a journey through humanity and its many faces. The photography exhibits tell stories of hope, of despair, of loss, and of opportunity. The stories transcend geographic and cultural barriers and remind of our shared humanity. “Reflections”is curated in collaboration with the United Photos Industries. It consists of 17 photo exhibitions located across the Istanbul Congress Center and the Lutfi Kirdar Convention and Exhibition Centre.

“Hack4Humanity”, a 24-hour hackathon dedicated to providing solutions to humanitarian needs of refugees, will bring together some of the world’s best hackers, UN agency experts, technology partners and innovators to create cutting edge solutions in parallel to the Summit. Following the event, open source solutions will be uploaded onto the refugeesnow. solutions website. Existing solutions will be further developed in collaboration with UN Agencies to provide solid samples of innovation for the global community. Five wooden boards will be placed around the ICC and LKCC buildings for Summit participants to sign their names. Assembled into a 6 meter graffiti mural, it will be revealed during the Closing Ceremony, symbolizing a collective commitment to one humanity. The Mural is created in partnership with aptART (Awareness & Prevention Through Art).

The Virtual Reality Hub is an interactive visualization lounge where humanitarian advocacy takes on a new dimen-sion. Up to nine films will be shown including the premier of the UN Secretary-General’s Mission for Humanity. The WHS Commitments Hub is a dynamic space to showcase concrete actions pledged by participants and the wider community to address the needs and suffering of over 125 million people. These commitments aim to bring tangible change and inspire the humanitarian agenda. The Hub will prominently feature commitments already made in the process leading up to the summit whilst also encouraging further sign up to the commitments.
