President Emily Pierce called the meeting to order at 10:00 a. m. Introductions were made and additions to the agenda were asked for. Bruce Bowden mentioned a couple items which were added under “B”, ‘Legislation 710.13’ and “C”, ‘An Abbreviation Question: HHDS’ under 11. Other Business.” Motion was made by Bryan Meyer to approve the November 2, 2012, Board of Directors meeting minutes. Second by Bruce Bowden. Motion carried. Secretary's Report: Corrections were made to the minutes for the November 5, 2012 WCSA Board of Directors meeting and the minutes were done for the January, 2013 WCSA Annual Membership Meeting. Some changes were made to the directory and an agenda for the March 8 meeting prepared. Correspondence, calls and email were handled. Treasurer’s Report: Steve Geiger gave the Treasurer’s report which showed a balance of $1,002.87 in the checking account and $4,300.09 in the savings account. The expenditures since January were $1471. He reported the dues collected so far for 2013 to be $2800. Steve will have a list of which counties have paid their dues and which have not at the May BOD meeting. Steve also welcomed Todd Maki County Surveyor from Iron County. Motion by Bryan Meyer to approve the secretary’s and the treasurer’s reports. Second by Peter Kuen. Motion carried.

Correspondence: Emily read a forwarded email that had been sent to Frank Thousand requesting help from WSLS by Shawano County regarding getting a County Surveyor in place. Emily answered the email and expressed willingness to help being that Marathon is an adjoining county. Mark volunteered to help as well.

EDUCATION SEGMENT NGS Advisor Report, John Ellingson: John passed out a map of Height Mod and brought us up to date on what is happening regarding the NGS adjustment. John explained that now we have moved on to Geoid 12A and a new adjustment, DOT has volunteered to hire a contractor to recompute the vertical GPS work so that they can get new ellipsoid derived elevations based on the new 2011 adjustment. So when you look up data sheets, and if you are in 1 through 6A, you will have a Geoid 12A derived orthometric height determined. Phases 6B through 7B in the Northwest: in this area, DOT was able to get the project together for the primary work and get it to NGS before the cutoff of last November 2011. So the primary in that area is a 2011 value when you look at the data sheet. If you look at the secondary, it is a 2007 adjustment because this came in that window where there was the cut off. While this is going, NGS had to make the decision...do we put it all on the shelf and not make them available or do we adjust them so the surveyors can use them? And that is what they decided to do, they took all the projects that came in after the November 11 deadline, they still went into the data base and they still were processed and adjusted. Of course the 2011 adjustment wasn’t yet available, so they only thing those projects could be constrained to was the 2007 values. To summarize: in

that northwest area, primary networks is in 2011 and the secondary networks right now are 2007 so there is a slight inconsistency you will have to deal with if you are using the 2 marks. John said the difference is very small but he wanted people to be aware if it. unavailable. Last year, they began testing a number of methods to adjust the data from various county models into a single state wide data model. They had hoped to employ automated data import processes, they learned along the way that it was easier to use a combination of manual and automated methods. As of January of this year, they have successfully imported approximately 5500 county PLSS section corners into the geodatabase. Brenda showed some example comparisons of the data and listed some of the things they learned. The next steps are to import township quarter sections and quarter-quarter section corners into the geodatabase. The pilot project will be complete this summer and then they will be making recommendations for subsequent phases which include land and polygon features. Brenda mentioned the schedule for the ortho business plan. She had a few things in the ‘coming soon’ category including Wisconsin View, a free download website; Lidar 5’ DEMs for 17 southern counties will soon be available. Brenda also congratulated County Surveyors who are winners: 1. Bryan Meyer won the first WLIA Best Presentation Award; 2. Mike Romportl won WLIA’s most prestigious award, the Alan H. Miller Service Award; 3. Mark Teuteberg was elected to the WLIA Board of Directors. Emily mentioned that she liked the idea of a gmail account and that we should maybe consider putting together a facebook page as well.

The next topic was concerning providing a workshop for new County Surveyors including a discussion on Map Reviews. The reason that topic was included here is that some guidelines may have to be developed to help separate what could be considered personal preferences being imposed by the County Surveyor or contracted map reviewer rather than what is stated in the Statutes or A-E 7. This may cause delays in recording maps or other difficulties so a clarification may be helpful in giving guidance as a part of the workshop. There were some experiences described by members that substantiated stories of inconsistencies. Another aspect is the liability of the person doing the checks. Emily said that Renee volunteered to be a part of the workshop. Going through the County Surveyor’s Handbook could be a structure for the workshop. Emily asked the group if doing such a workshop is something we want to do? Bryan said it is important to do but what forum would work and where would it take place? Bruce said that the WCSA quarterly meetings might be all that is needed for assisting County Surveyors. It was explained that the reason this topic came up was that there are quite a few new County Surveyors and it could be a helpful way to educate and assist them. A suggestion was made that it could be a 2 part format with some issues covered in the morning and something like plat review in the afternoon. Then they could just go to one or the other as they saw fit.

Vernon County is about 800 square miles with a population of 30,000. Dave Tlusty will send some information to Jessica as Langlade is similar in size. Funds are being expended for developing their GIS but Surveying is seen as an annoyance to the county board because of the cost and the time it takes slows down their parcel mapping. The County Board also has questions as to the value of a County Surveyor after the remonumentation is done. And Vernon County has had some bad experiences with surveyors. They tried having a County Surveyor and it failed. They have experienced 2 surveyors arguing over corner positions which lead to concerns over liability. At present, county staff administrate contracts when survey work is needed.

The question was asked if all members would be allowed to vote, including sustaining and affiliate members? Chet thought we should see what people think, give them some time to make suggestions and then vote on it at the annual meeting. After more discussion, the motion did not pass with Bruce, Peter and Steve voting for the motion and Bryan, Jason and Wade opposed. Emily cast the tie breaking vote of “nay” saying we need to carefully read the bylaws before we proceed.

Tony said that possibly the BOD meeting could take place in the afternoon after the membership meeting to act on issues suggested at the morning meeting.

Steve felt that people who come to the meetings should have a vote and agreed with Jim that it has changed from the 5 or 6 that were attending then.

Motion by Bruce that the WCSA strongly opposes this legislation in its current form. Second by Jason. Carried.

The last agenda item was a request from Bruce. He needed information on what the definitions of abbreviations in the CREP program are. Emily has information she will send that may be their minimum standard for putting together a CREP easement.

Bruce had another question dealing with researching in Iowa County. In the original entries, there is a list of entries including section, town and range. Then there is a column for HHDS. Bruce’s question is, does anyone know what that is? Some suggested that it could stand for hundredths as in hundredths of acres? Emily asked Bruce to scan it so

we could send it out to the membership to see if anyone knows what it means. Motion by Steve Geiger to adjourn the meeting, second by Wade Pettit. Carried. Meeting adjourned at 1:15 p.m.
