WHAT IS THE PURPOSE OF THE POSITION? Responsible for management and leadership for the allocated programs and projects overseeing operations, monitoring quality improvement activities and ensuring compliance with legislative and funding body requirements. In conjunction with the Executive Manager and relevant staff, this position will be responsible for developing new programs under the National Disability Insurance Scheme, with a focus on individual funding models and implementing contemporary practice models. It will also contribute to strategic plans, innovations; qualify assurance processes and improvement activities across Ruah, in particular within program/division responsibilities.

WHAT ARE THE RESPONSIBILITIES & DUTIES? Principles of Ruah Community Services • Promote Ruah’s vision, mission and core values and participate in the ongoing implementation of its Strategic Frameworks, in the domains of Environmental Sustainability, Aboriginal and Participation responsiveness. • Uphold the policies and procedures of Ruah Community Services. • Support Ruah’s commitment to reconciliation and working in partnership with Aboriginal families and communities. Business Development • Identifying opportunities for new business and growth, including partnerships, joint ventures, and consortium options. • Emphasis on business development strategies including use of financial models and analysis (e.g. individualised funding and fee for service). • Working in conjunction with other staff to write tender submissions Operational Program Leadership and Management • Participate as a senior representative in Ruah’s across organisational and division management and working groups as agreed. • Overall responsibility to ensure development, implementation and review of policies and procedures relevant to the division for which this position has responsibility; and participate in shaping those relevant to divisional and organisational policies. Work in conjunction with the Executive Manager and Program Managers to develop contemporary good practice service models and strategic directions for programs. Work in conjunction with the Executive Manager, Corporate Services Manager and others to ensure the reporting requirements of service contracts are met. Work in conjunction with the Executive Manager, Corporate Services Manager and others to ensure the allocated programs perform within budgetary requirements. Understand Ruah Mental Health contractual agreements with all funding bodies. Liaise with funding bodies regarding program compliance. Hold responsibility for organisational specific strategic directions and other portfolios as allocated. Act in Executive Managers position and/or undertake delegated higher level duties as required.

Program Development and Risk and Quality Assurance In relation to the Programs and Projects for which the position has responsibility • Promote consistent achievement of quality practice. • Ensure review and evaluation processes for the program and projects. • Ensure the principles and service interventions of programs reflect contemporary principles and practices. • Oversee processes for ongoing service model development and associated policies and procedures within a framework of continuous quality improvement. • Keep abreast of national and state reform initiatives and service standards relevant to the work. • Provide consultancy support to Program Managers and other key staff in relation to their roles. • Ensure that Program Managers are providing data in accordance with contractual obligations. • Management reports as required. Human Resource Management • Provide regular professional, accountable, supportive and developmental supervision to designated Program Managers and Project staff. • Develop and maintain quality assurance systems to ensure other staff have regular supervision, job appraisals and access to training opportunities. • Advise and support Program Managers with difficult staff matters and ensure HR Manager and Executive Manager are consulted and informed on matters as relevant. • Recruit staff in conjunction with relevant senior staff and liaise with HR and senior staff to ensure a seamless process. • Ensure program induction and ongoing program professional development strategies are in place. • Assist with staff orientation and in-house training as agreed. • Participate in own supervision at an advanced level, geared towards leadership, sound management and reflective practice.

Organisational and Division Representation and Networking • Promote effective working relationships with funding bodies, other agencies and key stakeholders. • Represent the organisation and service programs in the broader community sector • Contribute to the positive public profile of the organisation. Administration and Reporting • Complete all administration tasks required to successfully fulfil the role as outlined. General • Responsible for personal health and safety in the workplace and for complying with all Ruah Health and Safety (RHS) requirements. • Other duties as required.

WHAT ARE THE SELECTION CRITERIA? To be successful in this role, you will need to demonstrate your ability to fit the requirements below: Business Development Skills • Experience in business development and service development strategy. •

Experience in community development, project development and partnership strategies.



Expertise in managing budgets and understanding funding models.

Essential Skills • Relevant Tertiary Degree or post secondary qualifications in Human Services and relevant work experience in the health or community service sectors. •

Advanced skills in leadership and management and a minimum of 3 to 5 years experience managing operations and staff.



Substantial and relevant experience in professional human service delivery work with disadvantaged and vulnerable populations.



Expertise in management of projects and in team building and maintenance.



Excellent communication and interpersonal skills.



Reflective critical practice and self authority and emotional maturity for the role.



Advanced client management data system skills; ability to extract reports and conduct regular audits.

Demonstrated ability to effectively implement change and develop a team through the change process.



Knowledge of family systems and the ability to work in a family inclusive approach.

Useful Skills • Advanced skills and knowledge in mental health, biopsychosocial and psychosocial rehabilitation, mental health recovery and individualised person centred approaches. •

Program evaluation knowledge and skills.

Documents Required • Current motor vehicle driver’s licence. • Obtaining a National Police Certificate. • Evidence of the “Right to Work” in Australia. Other Requirements • This role requires access to a reliable and appropriate Motor Vehicle. Location Restrictions • Limited parking access. • Stairs to access offices and toilets. Physical Role Expectations • Light physical activities (e.g. walking, cooking, cleaning). • Limited manual handling appropriate to general office requirements. • Attending client’s homes and other locations (may include stairs). • Driving (including vehicle checks and installing baby/child seats as appropriate). • Sitting at desk and data entry. • These physical role expectations will be discussed with each worker. The worker may propose alternative ways to meet the physical role expectations, which will be considered by the manager, and any agreed variations will be put in writing.
