What if you could change the world for someone? Would you? In 1999, Mona Purdy traveled through Central America, and saw children literally painting tar on the soles of their bare feet so they could run a race during their village’s festival. An American orthopedic surgeon who was also visiting the village told Mona that if these children only had shoes, he wouldn’t be in such big demand to perform amputations of children’s infected limbs. When Mona got home, she asked friends, family, and neighbors to donate any used or new shoes they had. She collected over 5,000 pairs and brought them to an orphanage in Guatemala. Since then, Share Your Soles has donated tens of thousands of pairs of shoes to the most impoverished areas of the world, including Central America, South America, Africa, Southeast Asia, the Caribbean, Appalachia, American Indian Reservations, and needy areas of urban America. In 2005, over 14,000 pairs of shoes were delivered to the victims of Hurricane Katrina. Please join with the Kankakee County Solid Waste & Environmental Division on November 15, 2006 in collecting new or gently-used shoes of all kinds. A drop-off box will be available in the front entrance area of the County Administration Building from 8:30 am to 4:30 pm on November 15, 2006. All Kankakee County schools are being asked to participate as drop-off locations as well. Call your area school in November to check if they are participating! November 15, 2006 is also AMERICA RECYCLES DAY. Please commemorate this day by saving your shoes from the landfill!

The site allows citizens to directly access drinking water monitoring data. Momence Lions Club Receives Excellence in Recycling Award The Momence Lions Club was presented with an “Excellence in Recycling Award” at the May 2006 Kankakee County Board meeting. The Lions Club has been involved in newspaper recycling for over 30 years. The newspaper is picked up by a hauler free of charge and proceeds from the program benefit the community in many ways, including a college scholarship fund, KidCare program, Christmas baskets, and the Gladiolus Festival float and Run. In 2005, the Lions Club collected 80 tons of newspaper, earning $ 4,002.50. The newspaper drop-off site is located at the southeast corner of Pine and North Streets, just west of the old RR depot. The Lions Club invites the general public to recycle old newspapers at this location. Please bring only loose newspapers.

• Kankakee County government has achieved a 25% recycling rate 4 months after starting an in-house recycling program for paper, plastics, aluminum cans, glass, and cardboard. • A two-sided copying and printing policy has been implemented at all county office buildings. • The County has implemented an inhouse battery recycling program. Using Battery Solution Inc.’s “Pail Mail” program, the following types of dry-cell batteries are collected in a 5-gallon bucket and then shipped to Battery Solutions for recycling: alkaline, nickel cadmium, nickel metal hydride, mercury, zinc-air, lithium, lithium ion, button cells (silver, mercury, zinc air), lead-acid cylinder type, and lead-acid gel type. Each year, billions of batteries are disposed into landfills in the United States. This constitutes 88% of the mercury and 54% of the cadmium deposited into our landfills. Illinois set to ban lead in consumer goods Illinois is ready to become one of the 1st states to ban the sale of many consumer goods that contain lead. Legislation introduced by Representative Harry Osterman (D-Chicago) will strengthen existing laws by banning the sale of candy, food, dietary supplements, clothing, accessories, jewelry, and decorative items intended for use by children if the lead content is greater than 0.06 percent by weight. This legislation passed the General Assembly earlier in April of 2006 and it is believed Governor Blagojevich will sign it into law. Lead exposure can cause behavioral disorders, stunted growth, organ damage, and even death at high enough levels. Several recent incidents have highlighted the dangers of lead, including the death of a 4-year old boy in Minnesota who swallowed a lead-filled trinket, and the 2004 recall of 150 million pieces of kids vending machine jewelry contaminated with lead.

Youth Garden Grant Program Applications are now being accepted for the 24th annual Youth Garden Grant Program. Applications are due November 1, 2006. This program has helped more than 1.3 million youngsters learn life lessons from working in gardens and habitats. Schools, youth groups, community centers, camps, clubs, treatment facilities, and intergenerational groups throughout Kankakee County are eligible to apply. Applicant must plan to garden in 2007 with at least fifteen children between the ages of 3 and 18 years. Areas considered for support include educational, environmental, or social programming; leadership; community support; sustainability; innovation, and need. Each winning program will receive educational materials from the National Gardening Association and a gift card (amount to be determined) from Home Depot. Manteno High School Recycling Program Breaks New Ground Manteno High School recently became the 1st high school in Kankakee County to implement a recycling program. Thanks and appreciation are due to Mr. Swaford, biology teacher, for getting the program together. The program started with the 2005 school year. Mr. Swaford raised money to purchase the recycling bins with a fundraiser whereby students could attempt to hit Mr. Swaford in the face with a pie!!!! Kankakee A&J offered the school used recycling bins at a discount of only $5 per bin. The total cost of the bins was $200. This program provides for recycling of all grades of paper, including cardboard. Aluminum cans and plastic drink bottles are soon to be added to the program. The high schools’ Key Club has been enthusiastically enlisted to empty the recycling bins during their homeroom period. The recyclables are transported to a central recycling dumpster for once-a-week pickup.

Fire Extinguishers

From promotional mailings to outdated material, many people have no shortage of useless CDs. Fortunately, there is also no shortage of ideas for ways to put CDs to reuse in the classroom!!

Disposing of used/damaged fire extinguishers in the garbage is a hazard since extinguishers may still be under pressure.

• Using fishing line or craft wire, string CDs together to spell out words in a glitzy sign, perfect for your technology or computer room, or school special events!

• Decorate for a dance by hanging CDs back-to-back from the ceiling to catch and reflect light. • Create fraction manipulatives for math classes. • Decorate CDs with markers or glitter and jewels in art class to create mobiles, Christmas ornaments, or even picture frames. • Create a fishy classroom decoration: - You will need 2 old CDs, colored construction paper, googly eyes, fishing line, hot glue, and permanent markers - Cut top and bottom fins, tail, and fish lips from construction paper - Glue a long loop of fishing line to base of top fin. Glue fins, tail and lips to the wrong side of one CD. Let set. - Place lines of hot glue near base of fins, tail, and lips, and glue top CD in place, making sure to align CDs carefully. - Glue googly eyes in place on each side of fish. - Fanfold a piece of construction paper approximately 6” wide. Insert folder paper through hole in the center of CDs and fan out. - (Optional) Draw designs on the CDs with marker. - Hang the fish from the ceiling and dazzle visitors!

Eyeglasses Old eyeglasses can and should be reused by someone less fortunate!! Eyeglasses may be donated at most Eye Care Centers and Optometrists in the County of Kankakee. Ask your eye doctor if he/she accepts used glasses or call your local Lions Club.

Gas Cylinder Safety and Disposal There are two hazards associated with gas cylinders: • Chemical – the cylinder may contain toxic, asphyxiating, or flammable gas. • Physical – the gas may be under high pressure (up to 2200 psi) and sudden release of the gas can cause the cylinder to become a deadly missilelike projectile.

SAFETY • Always secure a cylinder in a storage rack. NEVER LEAVE CYLINDER FREE-STANDING!!!! • Never store Oxidizers (Oxygen) in the same area as a flammable gas like Hydrogen or Methane • Never use oil or grease on a cylinder valve – it may ignite or explode • Store cylinders away from heat sources. • When transporting cylinders, close all valves, remove the regulator, and install the valve cap. • Never let the cylinders contact live electrical equipment or grounding cables. • If you cannot open the valve with your hand, do not use a wrench or other tool, simply do not use the cylinder. • Never rely on the color of the cylinder for identification since color varies with supplier. Likewise, labels on caps have no value because caps are interchangeable.

DISPOSAL • When purchasing compressed gas cylinders, buyers should make certain they can be returned to the manufacturer once empty. • Order only as much gas as you need. • Leave a slight residual pressure (75-100 psi) to prevent contamination with atmospheric gases. Call vendor for pick-up. • If cylinder contained an extremely or acutely hazardous material, the empty cylinder must be treated as a hazardous waste. • If not a hazardous/flammable/explosive gas, use the entire product. Bleed all the pressure from the cylinder in a fume hood. Make it obvious the cylinder is not pressurized by removing the valve stem, puncturing or drilling a hole in the side, or sawing the cylinder in half. Place cylinder into metal recycling bin.

ABANDONED CYLINDERS • Treat an abandoned cylinder as FULL unless proven otherwise. • If contents are clearly identifiable, call the vendor. • If contents are unknown, cylinder must be sampled and fully characterized BY A PROFESSIONAL BEFORE transport. • Cordon off the area with safety tape. • Call a professional service to sample and dispose of cylinder. Open Dumps Cleaned Up!

GREASE RECYCLERS

The Kankakee County Solid Waste & Environmental Division has been delegated by the Illinois Environmental Protection Agency to conduct open dumping and open burning inspections in response to citizens’ complaints. These two photos show the “before” and “after” photos of a site located in unincorporated Bourbonnais Township. Construction and demolition debris waste had been illegally dumped on private property to avoid disposal costs. The waste included lumber, metal, drywall, roofing shingles, cardboard, and other related debris.

BEFORE

When investigating an open dump, potential witnesses are interviewed in order to identify the actual “dumper” and materials are inspected for evidence leading to the perpetrator. At this site, materials were sampled for the presence of asbestos but results were negative. The County pursued enforcement action under the Illinois EPA delegation agreement for “causing or allowing” open dumping of waste at an unpermitted site. The potential fine for noncompliance is $50,000 per day.

The waste was removed to an Illinois EPA permitted disposal facility and receipts documenting proper disposal were submitted to verify this. The site was eventually returned to compliance.

AFTER

The Solid Waste Division has performed over 200 inspections since beginning administration of the Delegation Agreement in 2005.

Open Burning Ordinance An amended open burning ordinance was recently passed by the Kankakee County Board. The following rules apply for fires and open burning located on unincorporated property: • Landscape waste fires must be located at least 1000’ from a municipality that has banned open burning • Landscape waste fires must be located at least 50’ from a property line • Landscape waste fires must be located at least 50’ from a structure such as a garage, building, shed, fence. • Only dry landscape wastes may be burned • A competent person must be present at all times • Burning is not permitted on public roads, alleys, sidewalks, right-of-ways, easements • Burning is not permitted between 11 pm and 7 am, seven days per week • Burning of waste other than landscape waste is prohibited at all times, unless you have a permit issued by the Illinois Environmental Protection Agency to operate an incinerator. • Local fire departments are not authorized to issue permits for the burning of waste. If you live in a municipality, call your city or town hall to inquire about your specific burning ordinance.

Illinois Alternate Fuels Rebate Program The Illinois Alternate Fuels Rebate Program started in 1998 and over $2.5 million in rebates have been issued through 2005. All businesses, local governments, organizations, and individuals in Illinois are eligible to apply for a rebate. Rebates may be issued to any applicant for up to 300 vehicles. Only the federal government is excluded from the program. There are 3 types of rebates available: (1) For the incremental cost of an alternate fuel vehicle purchased from a dealership or similar vendor (2) For the cost of the conversion of an existing vehicle to operate with an alternate fuel, and (3) a rebate for the cost of purchasing alternate fuels. For all rebates, the vehicle, conversion system, or alternate fuel must be purchased from an Illinois vendor or company. Vehicle and Conversion rebate applications are processed at the end of June and December of each year. Fuel rebates are only processed at the end of each year. Call 217-5571441 for more information.

Motor Oil Recycling Motor oil was banned from landfill disposal in July 1996. Other automotive fluids such as transmission fluid, antifreeze, etc. cannot be disposed of in a landfill, nor should these liquids be dumped into storm sewers or onto the ground or bodies of water!!!! Please bring these materials to a local household hazardous waste collection event or one of the following locations. Call first for hours and types of liquids accepted.

LEAD ACID BATTERIES The best way to manage your lead acid battery is to leave it with the service station or retail facility where you purchase a new one. Since 1990, when lead acid batteries were banned from landfilling, retailers are required to accept for recycling, used batteries from customers, at the point of transfer, in a quantity equal to the number of new batteries purchased. Tires Tires were banned from landfill disposal in 1995. Tires do not readily decompose or degrade. The accumulation of used and waste tires is a threat to public health and safety due to fire hazards, diseasespreading mosquito habitat, and the encouragement of additional open-dumping of other types of waste at abandoned tire piles. REMEMBER: When you purchase new tires from a tire retailer, a state fee is included in the price of the new tires. Construction & Demolition Debris Clean construction and demolition debris, also known as “clean fill,” is defined as uncontaminated broken concrete without protruding metal bars, bricks, rock, stone, reclaimed asphalt pavement, or dirt/sand generated from construction or demolition projects.

IT IS ILLEGAL TO OPEN DUMP CLEAN C&D DEBRIS General construction and demolition debris includes bricks, concrete, masonry materials, soil, rock, wood, wall coverings, plaster, drywall, plumbing fixtures, non-asbestos insulation, roofing shingles, glass, plastic, electrical wiring, metal, etc.

Clean C&D is not considered waste ONLY if: • it is used as fill material outside of a setback zone if the fill is placed no higher than the highest point of elevation existing prior to the filling immediately adjacent to the fill area, and if covered by sufficient uncontaminated soil to support vegetation within 30 days of the completion of filling or if covered by a road or structure; or • it is separated or processed and returned to the economic mainstream in the form of raw materials or products, if it is not speculatively accumulated and, if used as a fill material, it is used in accordance with the above condition within 30 days of its generation; or • it is solely broken concrete without protruding metal bars used for erosion control; or • it is generated from the construction or demolition of a building, road, or other structure and used to construct, on the site where the construction or demolition has taken place, a manmade functional structure not to exceed 20 feet above the highest point of elevation of the property immediately adjacent to the new manmade functional structure as that elevation existed prior to the creation of that new structure, provided that the structure shall be covered with sufficient soil materials to sustain vegetation or by a road or structure, and further provided that no such structure shall be constructed within a home rule municipality with a population over 500,000 without the consent of the municipality. This means that construction of berms, land contouring, etc. with clean construction and demolition debris above the immediately surrounding grade is now unlawful. Clean C&D is recyclable and should not take up valuable landfill capacity!!!!!!!! Call a local quarry to inquire whether they accept clean construction and demolition debris as fill. Due to new legislation passed in 2005, quarries accepting such materials must receive interim authorization from the Illinois EPA and must use a photo ionization detector to monitor incoming loads.

The IEPA sponsors a “Partners for Paint” program to address the large quantity of waste paint in the community. These partnerships offer consumers the opportunity to deliver unwanted paint to retailers where it will be reformulated or remixed for reuse. Unusable paint is picked up by an IEPA contractor for disposal at IEPA expense.

WHITE GOODS Items that fall under the classification of appliances, or “white goods: include refrigerators, freezers, ranges, water heaters, air conditioners, humidifiers, and other similar domestic and commercial large appliances. These items that have not had their components removed were banned from landfill disposal on July 1, 1994. These components contain mercury switches, chlorofluorocarbon (CFC) refrigerant gas (Freon) and polychlorinated biphenyls (PCBs).

The only landfills permitted to receive these appliances are those that: • Participate in the Illinois EPA’s Industrial Material Exchange Service; • Remove the white good components prior to sending to a landfill; and • Have an Illinois EPA approved operating plan and permit for white goods disposal When purchasing a new appliance, request that the store take back your old one. Contact your local waste hauler to find out if the appliance can be picked up at the curb or if a pick-up can be arranged. Check local scrap metal recycling sites to see if they will take your appliance. The knowing venting of HFC (Hydrofluorocarbon) and PFC (Perfluorocarbon) refrigerants during the maintenance, service, repair, and disposal of air conditioning and refrigeration equipment (appliances) remains illegal under Section 608 of the Clean Air Act. Technicians who perform maintenance, service, repair, or disposal on white goods are required to pass an EPA-approved test given by an EPA-approved certifying organization to become certified.

Kankakee County Recycling Ordinance In February of 2006, the Kankakee County Board passed several amendments to the Solid Waste Ordinance. Due to lagging recycling rates, the Ordinance now places recycling conditions on the licensing of waste haulers operating within municipalities. The main points of the amendments are: • A hauler providing residential service within a municipality with a population of over 2,000 people must provide curbside recycling services. • A hauler providing residential service within a municipality with a population of over 500 people must provide a recycling drop-off site at a minimum but may elect to provide curbside service. • Haulers providing residential service within a municipality must collect the following materials for recycling: newspaper, newspaper inserts, junkmail, phone books, aluminum cans, steel and/or bi-metal cans, cardboard, colored & white paper, magazines, glass bottles and jars, HDPE # 2 & PETE # 1 plastic containers, and any other specific materials recycled by the hauler. • Haulers must provide a brochure to all residential customers listing materials accepted and whether single stream (commingled) recycling is allowed. • Is is unlawful for any hauler to dispose of collected recyclables in a landfill or other final disposal facility. • Owners/managers of rental and non-rental residential multi-family dwelling units located within a municipality with over 2000 people must provide recycling services to their tenants. • Owners/managers of rental and non-rental multi-family dwelling units located in unincorporated areas must provide recycling services to the units. • All haulers of waste and recyclables must submit annual reports to the County Solid Waste Manager on tonnages collected. • Failure to comply with the Ordinance may result in suspension or revocation of the hauling license. This Recycling Ordinance may be amended in the future to require convenient, curbside reusable recycling bins or carts so that residents do not have to purchase or leave their home to attain recycling bags (which go into a landfill!). LANDFILL NEWS The Illinois Supreme Court recently granted the Illinois Pollution Control Board's Petition for Leave to Appeal (PLA) the 3rd District Appellate Court's Decision in Town & Country Utilities, Inc. and Kankakee Regional Landfill, LLC vs. The Illinois Pollution Control Board; County of Kankakee; Edward D. Smith as State's Attorney of Kankakee County; City of Kankakee, Illinois City Council; Byron Sandberg; and Waste Management of Illinois, Inc. 3rd District, No. 3-03-0025; Supreme Court Nos. 101619, 101652. The Illinois Pollution Control Board in PCB 03-31, 33, 35, reversed the City of Kankakee's decision to grant siting approval to Town & Country on January 9, 2003 based on Criterion (ii) of Section 39.2 (a) of the Act (protection of public health and safety). In a non-precedential order on September 7, 2005, the 3rd District Appellate Court, with one Justice dissenting, reversed the Illinois Pollution Control Board's decision, thereby reinstating the City of Kankakee's grant of landfill siting approval. Kankakee County also filed a PLA with regard to the 3rd District's decision to affirm the Board's ruling that the City proceeding was fundamentally fair. The Supreme Court also granted the Kankakee County PLA and consolidated the two appeals. In the meanwhile, the Waste Management landfill located on Route 45 (Kankakee RDF) is currently undergoing permitted closure activities including placement of final cover materials and vegetative soils. Certification of closure of the landfill is expected prior to January 2007.

America Recycles Day 2005 In commemoration of America Recycles Day 2005, Kankakee Count presented an award to two area businesses committed to recycling. Martin Whalen Office Solutions, Inc. and The Country Table Catering Businesses received “Recycler of the Year” awards and a desk clock made out of recycled bicycle parts at the November 2005 meeting of the County Board. Martin Whalen has been recycling for 4 years. They purchased a cardboard bailer to prepare cardboard for recycling, which is picked up for no charge by the hauler. They also recycle aluminum cans, laser printer fax cartridges, copier drums, and pallets. Their efforts have resulted in a cost savings due to diversion of particulary the cardboard from landfill disposal. The Country Table has been involved in recycling for 11 years and is a family effort. Cardboard is packed for shipping to Malone’s Pallet Repair and disposal located on Route 17 in Kankakee where it is also bailed. Other recycled materials include tin cans, glass bottles, plastics, and aluminum cans. Leftover food meeting health standards is donated to the Salvation Army. The dedication shown by these two companies is an example to us all.
