Commercial Lighting Incentives Program 2016 Changes: An Overview Commercial Lighting Incentive Program General Requirements:  Describe on invoice lighting removed (type & quantity)  Invoice must include LED manufacturer name, product model number and wattage of retrofit or new construction (Exterior only) lighting  Forms must be received by Avista within 90 days of install  Please make sure that the form is completely filled out and signed, screenshots attached Exterior Exterior-Only Design Lights Consortium (DLC) approved LEDs will be incentivized- provide a screenshot of the of the LED from the DLC to your customer Prescriptive T2 Fluorescent Conversions  Exterior-• Added 1000 watt HID to 300-400 watt DLC Approved LED  Exterior- Discontinued-Digital HID incentives  Exterior-No screw in lamps will be incentivized Interior Interior- Only DLC approved LED Fixtures and TLEDs  Interior-Only Energy Star rated screw-in lamps and can light kits  Interior-Added HID to LED-lighting must run greater than 80 hours/week  Interior-Added T12/T8 to TLED lamps  Interior-T12s/T8s to LED-LED fixture or lamp replacement-only one incentive  Interior- Significant increases and decreases in incentive levels  Interior-No screw-in LED Lamps for the HID replacement-new fixtures only

• Keep sample of removed fixture & lamp for 30 days • Only qualified LEDs will be rebated • Required use of HP T8s with the use of only 25 or 28 watt lamps

• As we develop new lighting programs we will communicate the details and requirements to you in advance • Site Specific LEDS and T8s must be on approved lists too.

Avista’s annual evaluation to offer commercial lighting incentives •

Total Resource Cost (TRC) Test- incentivized commercial lighting conversions must pass this cost effectiveness test Evaluation Factors – Watts saved determination- existing (baseline) to new retrofit – Lighting hours of operation- annual average – Costs of proposed lighting-materials and labor- Total Project Costs (TPC) – Calculate cost savings per year – Determine simple pay back in years – is it cost effective? – Simple Pay Back Period must be less than 15 years- $0.20/ kWh saved

Why does Avista ask for approved LEDs and High Performance T8’s? • •





Not all LEDs and T8’s have equal quality or performance standards Commercial lighting product testing is required for LED integral lamps and Luminaires; and High Performance T8s- Lighting product must pass the tests to be on an approved LED or High Performance T8 lists LED Qualifying Products requirements to be listed: – Efficacy (lumens/watt)- varies for lamps types 40-60 lumens/watt and Luminaires 29-85 lumens/watt – Coloring Rendering Index (CRI)-lamps ≥ 80 or varies for Luminaire types from ≥65 to 80 or greater – Warranty- lamps (3 years) and Luminaires (5 years) – Power factor-lamps ≥.70 and Luminaires ≥.90 – DLC also has an additional requirement of life - at 40,000 hours or greater CEE High Performance T8 requirements to be listed: – Efficacy (mean lumens per watt) ≥90 Instant Start Ballasts & ≥88 Programmed Rapid Start – CRI -≥80 – Ballast Efficacy Factor (BEF) BEF=BF x 100/ ballast input watts (look at chart) – Minimum lumens-≥3100 lumens – Lamp Life-≥ 24,000 hrs at three hours per start

NEEA Top Tier Trade Ally Preferred List • Avista is participating in a NEEA pilot program to have a third party commercial lighting top tier trade ally preferred list. • A meeting will be set-up in the beginning of June to explain the program. Attendance will be required to participate in the program. • There will be training modules that will need to be successfully completed to be on the list. • The list will be linked onto Avista website for customers to use. • Customizable marketing materials will be included in the program.
