Universitas Gadjah Mada

Located in the Center of Javanese Culture, Towards International At Home Universitas Gadjah Mada (UGM) is Indonesian leading research university established on December 19, 1949. It is also the oldest and the largest state university in Indonesia. Since December 2000, the university has taken a new status as a state-owned legal entity. The University is located in Yogyakarta Special Province, one of small provinces in Indonesia that has been widely known as a student city as well as the heart of Javanese culture. Yogyakarta Special Province is also home for 3,400,000 inhabitants, in which 511,000 of them reside in the city of Yogyakarta. Its designation as a student city is marked by the existence of 120 state and private higher educational institutions, with a student population over 300,000 people. UGM employs 2,283 lecturers whose qualifications are: 35% PhD holders, 55% Master Degree holders, and supported by 10% Professors. Up to November 2007, 182,562 students have been graduated from UGM. International exchange programs are also greatly encouraged at UGM. It is also recognized that UGM stands out among universities in Indonesia, boasting the highest number of foreign students in Indonesia: At present it has more than 712 international students coming from 30 countries. Furthermore, quality assurance of learning system at UGM has been known to be in the first rank, based on the examination by Quality Assurance Board of Asian University Network in 2006. It made UGM be a trend setter for quality assurance in learning system. Research activities are implemented in 18 Faculties, 27 Centers for Studies, and a number of Laboratories. Based on its achievements in learning, research, and research based community services, UGM is ranked to be 360th (1st in Indonesia) in THES-QS World University Ranking 2007, 57th (1st in Indonesia) in Top 100 Asia Webometrics 2007, ASEAN Best in Quality Assurance System, and in December 2007 it was certified as 1 among 53 RCEs (Regional Center of Expertise) in the world by UNU (United Nations University) for its achievements in research based community services done since 1971.

In 2007, UGM declared its vision to be a World Class Research University, which is oriented toward meeting the needs of nation, based on Pancasila (The Five Basic Principles of the Republic of Indonesia). Considering the importance of research activities, UGM has taken several steps that put much emphasis on research. One of the steps is uniting research activity and community services into one institution called the Institute for Research and Community Services (LPPM). Institute for Research and Community Services or LPPM (Lembaga Penelitian dan Pengabdian Kepada Masyarakat) of UGM was born as a result of merger between Research Institute and Community Services Institute, both of UGM. The legal basis for its establishment is Rector Decree number 47/P/SK/HT/ 2006. Through unification of the two institutions, it is expected that the result of research activities carried out in UGM benefit the society and are sufficiently close to the needs of stake holders. It is further expected by the merger that the role of LPPM in supporting UGM to reach its vision as an internationally leading research university could be optimized. Structurally, the position of LPPM is under the coordination of Senior Vice Rector for Education, Research, and Community Services. Therefore, in carrying out its activities LPPM consults and reports research results to UGM Senior Vice Rector for Education, Research, and Community Services. The task of LPPM is to facilitate, coordinate, and conduct research and community service activities in UGM, as well as perform continuous and sustainable improvement of quality and quantity of research and community services in UGM, and carry out multi-disciplinary and/or collaborative researches and community services respectively.

Five Divisions to Improve Quality, Quantity, and Images of Research and Research Based Community Services Division I :

Research Quality Assurance and Management Its main role is to develop and maintain research quality assurance through centralized research management development system in UGM. This division is given mandate by Directorate General of Higher Education (DGHE) and Ministry of National Research and Technology (KNRT) in managing research fund independently and managing scientific writing workshop for international journals for national researchers. The division also organizes trainings and workshops, e.g. Workshop on research quality assurance and management Workshop on proposal for research collaboration Workshop on interdisciplinary and multidisciplinary research Workshop on patent oriented research Workshop on scientific writing for international journals Workshop on patent drafting

Division II :

Research and Community Services Database and Dissemination Its main role is to manage and disseminate database and publication on research and community services. This division links UGM to community concerning research activities and also research based community services in UGM. In addition, this division is responsible for developing and improving quality of research and community services database portal, publication, and dissemination.

The new paradigm of UGM as both research and community services based university means that research results by UGM researchers should benefit for public in term of industry, government, national, and international societies. This division actively services and develops industrial and community based research in UGM, industrial research mechanism, and holds some activities as follows: Incubation of research results Mini expo of research results which is regularly done in LPPM Jakarta Representative Office Industrial research proposal development Intellectual property right services

Division IV :

National and International Research Collaboration Providing collaboration with government and international agencies to assist areas and community development is the main purpose of this division. This division also manages research collaboration, assistance, training, and workshop. Research collaboration is managed interdisciplinary for the purpose of regional development in terms of either centralized or decentralized forms. The research done in this context could be prospective development studies, feasibility studies, including monitoring and evaluation of regional development. Assistance is given to local government officers in drafting and implementing development plan or to the community empowerment program directly. For this purpose the division offers many kinds of training programs to improve human resource quality of government officers, legislative members, or even communities, and institutions.

Student Community Services (KKN-PPM) done by UGM has long history since 1971. It is well known by the term KKN-PPM (Kuliah Kerja Nyata- Pembelajaran Pemberdayaan Masyarakat) or Student Community Services- Community Empowerment Learning. The KKNPPM management in UGM has been being a pilot and reference for university and college students regarding community empowerment learning. For this achievement, UGM has been being trusted by DGHE (Directorate General of Higher Education of the Republic of Indonesia) as a national grant organizer for KKN-PPM activities annually offered by Ministry of National Education of the Republic of Indonesia. United Nations University in Tokyo has also given their trust to UGM to be one among 53 RCEs based on its achievements in community empowerment through KKN-PPM activities. KKN-PPM Management, SME Empowerment, and Community Services Division in LPPM UGM has been continuously making efforts to promote SME through collaboration with local government, community institutions, and industrial CSR (Corporate Social Responsibility) system. This division also conducts many surveys and studies in collaboration with local government from many regions and provinces including holding life skills training, product quality standardization, technology studies and implementation, and developing expertise and community network through RCE.

LPPM Management and UGM Research and Community Services Achievements

Universitas Gadjah Mada (UGM) is a leading University in Indonesia that was established on 19th of December 1949. Its vision is to be a world class research university (WCRU) without uprooted from our socio-cultural values. Research activities are implemented at 18 Faculties, 27 Centers for Studies, and four research clusters: agricultural cluster, health and medical science cluster, science and technology cluster, and social science and humanity cluster.

In the international level, on 24th of October 2006, the Times Daily stated that UGM had been placed in the 47th rank out of 11,000 universities in the world, based on the survey of its social sciences. In addition, the survey also placed UGM in the 70th rank for field of arts and humanities, and in the 73rd rank for the field of biomedicines. On 21st of October 2005, the Times Daily had placed UGM in the 56th rank out of 2,375 universities all over the world, based on the survey of its art and humanities. Moreover, Asiaweek placed UGM on the 68th rank in Asia in the different criteria. While according to the THES 2007 ranking which included more than 12,000 higher education institutions all over the world, the UGM is at 360th. An online review by Erasmus also highly recommended people studying at UGM. One main reason that has driven the learning and research development at UGM is that it has the best students and lecturers in Indonesia.

Some achievements in research that received international recognition have been shown by young researchers from Gadjah Mada University. Among those achievements are researches related to smart materials. For example, a research on “Swelling Dynamics of Liquid Crystalline Elastomers Resulting in the First Demonstration of Their Application as Low Voltage Driven Artificial Muscles” has won Glenn H. Brown Prize 2006 given by International Liquid Crystal Society. Another research to provide biocompatible materials for biomedical purposes is now being done for its valorization and translational into the real market of injectable carbonate apatite nano-composite which can be shaped and molded for irregular bone defects, in cooperation with JSPS (Japan Society for the Promotion of Sciences) and KNAW (Royal Netherlands Academy of Arts and Sciences). Moreover, among 6 researches funded by KNAW annually, 2 have been won by UGM researchers. In viewing UGM roles in community, UGM is awarded by the United Nations University (UNU) on December 17, 2007, to become 1 (one) among 50s (fifties) RCEs (Regional Centers of Expertise) in the world, with the expertise of community/society empowerment. Becoming one of the RCEs proved that activities of research based community services implemented through KKN-PPM (Students Community Services through Community Empowerment Learning Program) have obtained international acknowledgement.

The application of nanoscience for biomedical puposes is being done by UGM researcher. Nurturing young scientists, transforming knowledge. A collaboration between senior and young scientists.

Achievements

In national level, UGM is known to be in the highest ranked institution which receives annual funding provided by DGHE (Directorate General of Higher Education) of the Republic of Indonesia and Ministry of Research and Technology. The two institutions are known to be main research funding providers. Besides, through the system established to improve research quality assurance and management, UGM is now coordinating some ministerial research funding such as the annual research competition offered by Ministry of Agriculture of the Republic of Indonesia.

The international patents achieved by the UGM researchers in the health field have brought its internationally competitive quality. The universal acknowledgement is shown by the WHO’s adoption of handling protocol for children of diarrhea sufferers in hospital proposed by lecturers of the Medical Faculty, UGM, as well as by UNDP’s adoption of methods of handling social conflicts. Many joint researches have been being done by UGM researchers in collaboration with researchers from prominent universities in the world for biomedical sciences and social humanities subjects respectively.

Success Story of Linking Research to Communities

Students Community Services Program, A Starting Point for RCE (Regional Center of Expertise) KKN-PPM (Kuliah Kerja Nyata-Pembelajaran Pemberdayaan Masyarakat) is a Student Community Service (SCS) Program which is an obligatory activity for UGM undergraduate final year students. This two month program is a unique learning activity for undergraduate students that has been run since 1971. It has been improved responding the issues or problems found within communities. The main goal of the SCS Program is to increase the students’ empathy in order to empower the low income communities/societies to solve their problems. In conducting the program, UGM is supported by some partners which may ministry departments, local governments, industries, banks, other universities, etc.

Recently DGHE adopted the SCS Program conducted by UGM and implemented it in a national scale program. In this case, UGM was decided to be the leading institution for disseminating ideas, executing, and coordinating the program in national level. Co-creation paradigm applied in the program has been continuously developed to learn

Since KKN-PPM Management System has been being designed based on international management system to guarantee its accountability and professionalism, it has resulted in the recent progresses by having opportunity to manage CSR (Corporate Social Responsibility) Funds of Kaltim Prima Coal, BNI Bank, Mandiri Bank, and Schlumberger to develop small business incubation centers in communities. The development of small business incubation centers program done by KKN-PPM is also supported by some international organizations such as WHO (World Health Organization), UNDP (United Nations Development Program), and RHK Aus-AID (RHK Australian Assistance for International Development).

As it is mentioned on the above overview, the following is the success story of community empowerment done by the collaboration between students, supervisors, and community members. The success story will show how research based community services program of UGM combines student prior knowledge, expert direction, student experiences in community, and wisdom they found during their obligatory stay within local community to empower community successfully.

Linking Research to Communities

The program is planned to achieve three main values: student personality empowerment, community/society empowerment, and institution (UGM) development. In order the SCS Program to result in empowerment within the communities/societies, some principles are implemented. Those principles are: win-win solution, multi-disciplinary approach, co-creation, co-funding, sustainability, flexibility, research based community service, and a combination between learning process and problem solving process. The SCS Program is carefully planned and conducted systematically based on the priority needs of the communities/societies and the partners.

One among many best practices done by UGM through its KKN-PPM is the success story of illiterate alleviation program in 48 Districts (Kabupaten) conducted by UGM, as a coordinator, and 45 other universities/institutes. Furthermore, because of its KKN-PPM, UGM has opportunity to be a leader among other universities in national and international level as well. Some foreign institutions plan to adopt KKNPPM activities, for example Adger College University (Norway), Hanseo University (South Korea), Hiroshima Economic University (Japan), Kyushu University (Japan), and Seoul Women University (South Korea). There are about 20 - 30 foreign students involved in the SCS Program every year.

supply problem in Giricahyo, Gunungkidul, where they were supposed to live within local community for 60 days. They also found that based on the knowledge of some students from engineering faculty as well as knowledge of the local community, there is a river located 197 meter under the ground. They had multidisiplinary group discussion, including community participation. By having collaboration with the local community and local government, they decided to run a project to explore underground river and enlarge the collaboration with Center for Energy Studies of UGM, BPP Teknologi (Agency for the Assessment and Application of Technology), and States Bank Association. The idea of providing water supply for community by exploitation of under ground river has become a threeyear-continuous-program done by 185 students supervised by 5 UGM experts. Nowadays, the project has been successful to provide water to each villager and to manage water supply system so that water supply for community will not be a problem anymore, especially during dry seasons. The program is also considered successful to establish community based water supply

management and system, because the local community is managing the water supply by their own organization. The other success story is empowerment of local potentials through development of small medium enterprises of woven hand machine facing global market done in Gamplong village, Moyudan, Sleman, Yogyakarta. Gamplong village is one of the central home industries that actively produces handicraft products made of hand woven materials such as woven bag, woven box, plait, bird cage, souvenir, etc. Gamplong villagers are good in creating useful products made of natural fibers such as palm leaf, mendhong, agel, pandanus, water plant with red leaves and edible flowers, and akar wangi (a kind of perfumed root), but lack in marketing. Students through SCS program assisted community to be able to market their products, even to international markets. The programs included entrepreneurship training, motivation training, accounting and marketing training, quality control training and producing, and marketing the products. They cooperated with young generation and women to design business plan and improve product quality.

Linking Research to Industries and Partners

Considering one step ahead to approach people from industry by UGM researchers, LPPM Jakarta office regularly holds mini expo and workshop for research products. Besides, industry visit is also another way to market the research products. The goals of visiting industry are promoting UGM experts as well as their researches and developing business network among industry practitioners.

LPPM Jakarta Office To promote research products and research based community services more intensively, UGM Institute for Research and Community Services (LPPM) opened its representative office located in Jakarta. The facilities provided in the newly opened representative office are broadband internet conneection, a conference room available for 30-40 people, a mini expo room, and video conference facilities. The purpose of opening LPPM Jakarta Representative Office is to cater interest of UGM in dealing with industry for seeking a strong collaboration in many forms.

Research Incubation Center UGM

Intellectual Property Rights (IPR) management services are directed to protect and preserve invention, innovation, copyrights, and patent of UGM researchers legally. Assistance in IPR application process is ranging from drafting to issuing certificate, assistance in negotiation and promotion of business based on IPR contract drafting, and maintaining database of UGM-IPR as well.

UGM Hi-Link Project UGM Hi-Link project is a collaboration project held by DGHE and UGM. The goal of the project is to improve higher education institution capacities through UniversityIndustry-Community (U-I-C) Links (Hi-Link) and is supported by Japan International Cooperation Agency (JICA). The project promotes UGM researches and improves the roles of university in meeting the needs of industry and community through U-I-C collaborations as well as improving research relevance through U-I-C collaboration system in UGM, with the IC Net Limited as the technical assistance of the project. Through Hi-Link Project supported by JICA, DGHE implements its policy of a balanced development on education, research, and social contribution. Universities in Indonesia have been required to encourage contribution to society through transfer of intellectual achievement fulfilling fundamental functions such as education and research. In this project UGM was chosen to have Kyushu University of Japan as a partner. Kyushu University is one of top-ranked imperial (national) universities located in Kyushu, Japan, while UGM is also one of top-ranked national universities located in Yogyakarta, Indonesia and also considered the first national university in Indonesia. Besides improving researcher capability in executing research related to U-I-C collaboration, Hi-Link Project would also like to strengthen the cooperative interaction among U-I-C conducted by research implementation teams as well as improving capacity and function as liaison window for U-I-C collaboration. Through this project, it is also hoped that education diversity problems can be solved through education, research, and community services roles.

Linking Research to Industries

The objective of UGM Research Incubation Center (RICUGM) is to improve research capacity which has been being done by UGM researchers for the incubation research that addresses the needs of stakeholders (industry and community) through university-industrycommunity (U-I-C) linkage. The purpose of RIC-UGM is to bridge the laboratory scale researches with communities and industries. The activities are as follows: selecting and funding industry related research proposals and promoting their research products to industry and community.
