Situation

a. Background. Due to the threat of CBRNE and HazMat threats in the world today, it is imperative that MCBQ has a robust CBRNE/HazMat program per the references. First responders possess the knowledge, skills, and equipment to respond to CBRNE/HazMat incidents. This Order provides guidance and direction for the execution of the CBRNE/HazMat program. b.

Scope

(1) This Order applies to MCBQ and Marine Corps Air Facility (MCAF), first responders and dispatchers, as well as postal personnel and unit mail handlers. (2) This Order is not intended as a response plan, but provides guidance and direction for program execution. Detailed response plans are included in the MCBQ Mission Assurance (MA) Plan and in the Fire, Police, Dispatch, MCAF Aircraft Rescue and Firefighting, and MCAF Security Augmentation Force (SAF) Standard Operating Procedures (SOPs). 2. Mission. Per references (a) through (l), MCBQ executes a comprehensive CBRNE protection program to ensure Base personnel have adequate procedures, equipment, and training to effectively prepare for and respond to a CBRNE threat or event. 3.

Execution a.

Commander’s Intent

(1) Purpose. To provide guidance and direction for the execution of the MCBQ CBRNE Protection Program. (2) Method. Ensure appropriate planning and risk analysis are executed; that required equipment is acquired, maintained and accounted for; that necessary training is conducted; and that there is effective coordination with federal, state, and local partners to ensure an integrated approach to a CBRNE response. (3) Endstate. A CBRNE program that provides MCBQ with the capability to effectively respond to a CBRNE incident. b. Concept of Operations. The MCBQ CBRNE program consists of four major elements: CBRNE working group; training, education, and exercises; IPP equipment management; and CBRNE risk management. All of these elements are critical portions of 2

the overall program and require consistent, diligent, and continuous monitoring, maintenance, awareness, and analysis. (1) CBRNE Working Group. MCBQ CBRNE Working Group meets at minimum, on a quarterly basis or as needed. Enclosure (1) identifies the working group members. The CBRNE Working Group will meet to accomplish the following: (a) Draft annual CBRNE training plan (b) Conduct annual CBRNE exercises planning (c) Update CBRNE threat/hazard assessments (d) Conduct CBRNE vulnerability assessments (e) Validate the CBRNE risk assessment (f) Develop and update CBRNE response plans (g) Conduct CBRNE program assessments (2) Training, education, and exercises. MCBQ first responders are trained, educated, and exercised using a systematic approach in order to ensure skill competency during a response to a CBRNE/HazMat incident. Training conducted, the risk management report, and after action reports from CBRNE/HazMat incidents and CBRNE exercises are used to determine the training needs and requirements. (a) Baseline Training. Provided by HeadQuarters Marine Corps (HQMC) funding and executed by Contracted Logistic Support (CLS), this training focuses on the basics of CBRNE response/defense. Requests are submitted by the CBRNE Protection Officer (CPO) utilizing enclosure (7) in coordination with the first responders/receivers and the CBRNE Working Group and forwarded to the Marine Corps Installations East (MCIEast) RCETT. All normal requests are submitted at the beginning of each new fiscal year. Refer to reference (k) for a list of baseline training courses. (b) Advanced Training. Provided by HQMC funding and executed by CLS, this training focuses on certificate courses such as HazMat Technician, Air Monitoring, and Decontamination. Requests for this training will be consolidated by the CPO, after coordination with the first responders/receivers and the 3

MCBO 3440.1 4 Jan 12 CBRNE Working Group, and then forwarded to the MCIEast RCETT utilizing enclosure (2). All advanced training requests are submitted prior to the beginning of each new fiscal year. Advanced training courses are identified in reference (l). (c) Exercises. In accordance with the references, MCBQ validates installation CBRNE emergency response plans/SOPs annually to: (1) Assess and evaluate, at a minimum; first responders, incident command, and the emergency operations center. (2) Validate the overall integration of installation response assets during a CBRNE incident and the ability to preserve critical military functions and restore essential operations. (3) IPP Equipment Management. HQMC issued IPP equipment must be accounted for and maintained in a high state of readiness in order to allow MCBQ to effectively respond to a CBRNE/HazMat incident. (a) In order to maintain a proper state of preparedness, all IPP equipment is inventoried and accounted for on a quarterly basis. A quarterly reconciliation with the CPO is required. (b) The CPO or his representative will conduct an annual validation inventory on all accounts. (c) The Installation’s CBRNE IPP equipment is distributed between the following CBRNE Consolidated Memorandum Receipt (CMR) accounts: (1) Fire and Emergency Services (F&ES) (2) Military Police (3) Explosive Ordinance Disposal (EOD) (4) Emergency Operations Center (5) MCAF Aircraft Rescue and Firefighting (ARFF) (6) MCAF Security Augmentation Force

MCBO 3440.1 4 Jan 12 (d) Director, Mission Assurance Branch will assign Responsible Officers (ROs) in writing utilizing enclosure (3). (e) ROs will accept responsibility for respective CMR accounts utilizing enclosure (4). Discrepancies will be reported utilizing enclosure (5) (e) The CPO acts as the overall equipment manager and tracks the accountability, calibration, and maintenance of all CBRNE IPP equipment using MAXIMO. MAXIMO is a web based logistics program that tracks the accountability, shelf life, and calibration cycles of all CBRNE IPP equipment. (f) ROs are responsible to ensure all equipment is properly calibrated. The CPO or his representative will inform the ROs when equipment is due for calibration. Once equipment is delivered to the CPO or his representative, the calibration process will be handled by the CPO. (g) The CPO is the government representative that signs for the overall CBRNE IPP account. (4) Risk Management. CBRNE is included in the mission assurance installation risk management process. The base CPO conducts a CBRNE/HAZMAT threat assessment, is a CBRNE SME on the vulnerability assessment team, and provides recommended remediation and mitigation recommendations on CBRNE risk. (a) Threat/Hazard Assessment. The CBRNE Working Group will conduct an annual HAZMAT and CBRNE installation threat assessment. The below eight sources will be used as a minimum potential threat for the assessment. The CBRNE Working Group will analyze the potential sources to determine the threats aboard MCBQ. This assessment will be provided to the Mission Assurance Branch (MAB) staff. (1) CSX Railway's annual top 25 list of hazardous chemicals (2) Interstate 95 commodity flow study (3) MCBQ Radiological Survey Report (4) MCBQ list of hazardous material (5) Prince William County Risk Assessment for Facilities Reporting Extremely Hazardous Substances

MCBO 3440.1 4 Jan 12 (6) Stafford County list of hazardous sites (7) Available postal threat information (8) Current terrorist threat information provided by sources such as the MCBQ Threat Assessment Officer, the Naval Criminal Investigative Service, and the Federal Bureau of Investigation. (b) Vulnerability Assessments (VA). The CPO as a CBRNE Subject Matter Expert will be part of the mission assurance vulnerability assessment team. A vulnerability assessment is conducted on critical assets, high population areas, and high visibility areas to determine vulnerability to specific threats. The CPO will assess the CBRNE portion of the vulnerability assessment on all required areas. The CPO will additionally conduct a vulnerability assessment on the first responders. This assessment will be provided to the MAB staff and the first responders. CBRNE will work directly with the first responders to either mitigate or remediate these vulnerabilities. (c) Once the risk assessment is completed, the CPO will provide recommended mitigation and remediation. c.

Tasks (1) Assistant Chief of Staff (AC/S) G-1

(a) Provide a postal officer/chief to the CBRNE Working Group, as needed. (b) Quarterly, provide the CPO an updated postal point of contact list that includes all personnel who work in the postal facility and all mail rooms aboard MCBQ for postal system threat dissemination purposes. (2) AC/S G-3 (a) Designate in writing, a MCBQ CBRNE Protection Officer (CPO).

(b) In accordance with reference (c), conduct a quarterly CBRNE Working Group meeting in order to advise the base commander on all matters pertaining to CBRNE installation protection.

MCBO 3440.1 4 Jan 12 (c) Conduct an annual analysis of CBRNE training and exercises. This analysis is used to create an annual training and exercise plan by 1 July of the fiscal year for execution in the next fiscal year. Consider the following when conducting the analysis: (1) Past training and exercises (2) MCBQ missions and critical assets (3) New equipment and Techniques, Tactics, and Procedures (TTPs) recently fielded (4) Current threat information (d) On an annual basis, review and update the CBRNE response plan appendix to the Mission Assurance Plan reference (h). (e) Ensure the accountability, maintenance, and calibration of all IPP issued CBRNE equipment. (f) Submit requests for new equipment to HQMC as required utilizing enclosure (8). (g) Coordinate with all first responder units for the submission of all CBRNE training requirements and CBRNE exercise support requirements identified in the annual training plan recommendation. Submit annual training and exercise support requirements to Higher Headquarters for approval and coordination with CLS. (h) In coordination with the postal officer/chief, distribute appropriate postal threat information to the MCBQ postal facility and all mail facilities. (i) Develop and maintain a CBRNE response plan as an appendix to the Mission Assurance Plan. (j) Conduct an annual CBRNE risk management assessment. (3) AC/S G-4. Provide a representative to the CBRNE Working Group, as needed. (4) AC/S G-5. Provide a representative to the CBRNE Working Group, as needed.

(6) Commanding Officer, Security Battalion (a) Provide a fire, police, and dispatch representative to the CBRNE Working Group. (b) Assign a CBRNE IPP (RO) for fire and police, to inventory, maintain, and account for all IPP CBRNE equipment issued by HQMC (Staff Non Commissioned Officer (SNCO), Officer, or civilian equivalent). (c) Submit all CBRNE training requirements to the Base CPO utilizing enclosure (2). (d) Submit new equipment requirements to the Base CPO utilizing enclosure (3). (e) Develop appropriate fire, police, and dispatch CBRNE SOPs to support this Order and the CBRNE appendix of the MCBQ MA Plan. (7) Commanding Officer, Naval Health Clinic Quantico (a) Provide a medical representative to the CBRNE working group. (b) Develop appropriate CBRNE SOP to support this Base Order, and the CBRNE appendix of the MCBQ MA Plan. (8) Commanding Officer, Marine Corps Air Facility (a) Provide an ARFF and SAF representative to the CBRNE working group. (b) Develop appropriate CBRNE SOPs to support this Base Order and the CBRNE appendix of the MCBQ MA Plan. (c) Assign a CBRNE IPP RO for ARFF and SAF to inventory, maintain, and account for all IPP CBRNE equipment issued by HQMC (SNCO, Officer, or civilian equivalent). (d) Submit all CBRNE training requirements to the Base CPO utilizing enclosure (2). (e) Submit new equipment requirements to the base CPO utilizing enclosure (3). 8

(b) As appropriate, provide public affairs coverage for CBRNE training and exercises for use in appropriate media outlets. (10) OIC, Explosives Ordnance Disposal (EOD) (a) Provide a representative to the CBRNE Working Group. (b) Assign a CBRNE IPP RO to inventory, maintain, and account for all IPP CBRNE equipment issued by HQMC (SNCO, Officer, or civilian equivalent). (c) Submit new equipment requirements to the Base CPO utilizing enclosure (2). (d) Submit new equipment requirements to the Base CPO utilizing enclosure (3). (e) Develop a CBRNE SOP to support this Base Order and the CBRNE appendix.

d.

Coordinating Instructions

(1) ROs will inventory and account for all HQMC IPP issued CBRNE equipment on a quarterly basis. Inventory sheets, a signed memorandum enclosure (6), and a request for investigation letter enclosure (5) will be reconciled with the base CPO by the last day of each quarter. (2) The Base CPO reconciles all CBRNE supply accounts and signs for the overall MCBQ IPP account forwarding documentation to the MCIEast RCETT and HQMC.

(3) On an annual basis, all CBRNE CMRs will be validated by conducting a joint inventory with the RO and the CPO or his or her representative. 4. Administration and Logistics. and updated on a biennial basis.

Sub-custody procedures will be used when the Responsible Officer is not able to physically account for equipment. e. If required, designate one or more authorized representatives to receipt for property in your name.

Physically inventory your account at least quarterly or when directed by the CBRNE Protection Officer (CPO), and adjust, report and explain all discrepancies to me via the CPO. g. Make an immediate report to me, via the CPO, when there is a loss of, damage to, or destruction of property that is under your charge. h. Report to the CPO any property found on hand, which is not included on your CMR. i. Request disposition instructions for all excess property and all property not required for the performance of your mission. j. If you are absent from your account (TAD, leave, etc.) for a period of sixty (60) consecutive days or longer, an interim Responsible Officer must be appointed. Prior to your departure, a transfer of property accountability will be conducted. You will ensure that the CMR reflects the true status of property on charge to your account and that the Interim Responsible Officer is in agreement. The Interim Responsible Officer must sign the CMR prior to your departure. k. If you are in receipt of PCS/PCA orders, you must notify the CPO, in writing, 60 days prior to your detach date so that a new Responsible Officer can be appointed and a joint physical inventory of property can be conducted. l. Coordinate with the CPO prior to transferring any equipment from your account. You are responsible for preparing all documentation and obtaining the required signature(s) of the Responsible Officer(s) receiving the equipment. m. You are not authorized to commit government funds to purchase supplies and/or services. 3.
