Message from the President

Serving as a center of academic and cultural activities, the University of

The University of Fukui extends this message to people in the world, wishing to create a peaceful, harmonized and sustainable world together.

Fukui aims to promote world-class education and research in science and technology for peoples’ well-being and to provide advanced medical services to local residents, while maintaining a high sense of ethics. To this end, the university will develop human resources who are capable of contributing to society on the local, national, and global levels. It will continue to further its own original and region-specific studies in education, pursue highly advanced research in science, technology, and medical sciences, and also provide professional medical care services.

The University of Fukui is one of the national university corporations in Japan. It consists of the four schools of Engineering, Medical Sciences, Education, and Global and Community Studies, and the three graduate schools of Education, Engineering, and Medical Sciences. The university is medium-sized, having about 5,000 students. The schools of Education, Engineering, and Medical Sciences have a history of 140, 90 and 40 years, respectively. They provide distinctive education and research opportunities in each field of study, and produce outstanding professionals. Our graduate schools produce professional human resources who disseminate their advanced research results internationally. The School of Global and Community Studies was established in 2016, enhancing our function as a comprehensive university. We accept international students actively; about 2,000 students from 73 countries have studied with us so far (as of 2014). Many of these play active roles in Japan and their native countries. They have established alumni societies at 13 places in 10 countries (as of 2015).

01 Mission / Contents

The University of Fukui is located in Fukui Prefecture. During World War II, thanks to “the visa of life” issued by the Japanese diplomat Chiune Sugihara, thousands of Jews narrowly escaped from Lithuania and survived the Holocaust. They traveled via Vladivostok in Russia, and arrived at Tsuruga Port in Fukui, overcoming enormous difficulties. It is well known that the people of Tsuruga warmly welcomed the Jewish refugees. This anecdote demonstrates the friendliness of the people of Fukui towards foreign people. Moreover, Japan itself has a long history and a distinctive culture. We hope that our international students will acquire accurate knowledge about Japan and Japanese culture at our campus. We also send many Japanese students to foreign countries and support them in their learning about the world. We hope that through studying and talking together and deepening their understanding of each other on our campus, our Japanese students and international students will understand multiple cultures, acknowledge the importance of multiethnic coexistence, and jointly realize sustainable development of the world. The world has been globalized rapidly. Not only information but also people are moving about actively on a global scale; many people are crossing international borders on business and for studying. This international transfer of people will facilitate the understanding and fusion of different cultures. In this globalized society , we should carry out activities that are required to create a peaceful, harmonized and sustainable society. We should tackle various personal tasks, such as acquiring the skills to contribute to innovation, understanding multiple cultures, acknowledging the importance of a multi-cultural coexistence and making such a coexistence a reality. We sincerely welcome students from all over the world. We will support you so that you are able to acquire the competence to play an active part in a knowledge-oriented society, understand foreign cultures, and create a peaceful, affluent future society through your studies at our university. Global and Community Studies

The School of Global and Community Studies develops human resources who seek solutions for dealing with various regional, domestic and global issues, such as globalization, declining birthrate and aging population, decrease in community functions, and environmental damage, and resources who will be able to re-create communities and contribute to the development of a globalizing society. Students will acquire the following knowledge and skills: (1) A wide range of knowledge from humanities and social sciences to natural sciences, as well as professional expertise and skills (2) The ability to examine and research current problems and the ability to contribute to the development of the global society and the creation of regions (3) An international perspective and critical thinking skills, proficiency in English, and understanding of different cultures and communication skills. Accordingly, our curriculum has the following features: (1) Study abroad through student exchange programs (2) Project-Based Learning (PBL) course requirements (3) Integration of humanities and sciences to cultivate students’ ability to solve problems from multiple perspectives when using the basic knowledge and methods of natural sciences. In order to promote student exchanges with our partner universities, we have adopted internationally compatible systems: a curriculum that is systematized by numbering, a CAP system that limits the number of credits per semester, and 13-step grading and GPA systems. International students are able to study various aspects of Fukui and Japan such as culture, society, economics and politics through our wide variety of academic programs and extracurricular activities. International students who hope to complete their degree at our university will be able to enhance their Japanese and English skills, become a globally minded person with a thorough knowledge of Japan, and play leading roles in Japan, Asia and the world. Global Approach & Community Approach

There are two approaches to study various issues in and outside Japan. One is Global Approach, where students examine local issues and try to resolve problems by comparing similar cases that they have studied in international communities. The other is Community Approach, where students actively participate in Fukui communities and community projects to identify and resolve problems to create a healthy community. Both approaches require students to find factors that ensure or threaten community development in the interplay of global and local changes.

Project-Based Learning

Courses in Project-Based Learning are required (some are elective subjects) to be taken from the first through the third year. (Global Approach students can take them in the fourth year as well.) The classes are taught in English or Japanese. Students are divided into small groups to tackle assignments cooperatively. They visit companies, government offices and other organizations to deepen their understanding of their tasks and obtain required knowledge and skills, and at the end of their classes, they present concrete solutions to the problems. These courses offer students specific knowledge of regions and society, cultivate their ability to solve problems, and provide them with real experiences of contributing to regions, thus enhancing their strength of character.

Education

The School of Education was founded in 1949 and has a tradition of producing school teachers who are hired to work at elementary schools, middle schools, high schools and special support schools in Fukui Prefecture and other areas all over Japan.   The present School of Education consists of two courses: the “Primary Education Course,” which produces teachers for elementary schools and special support schools, and the “Secondary Education Course” which produces teachers for middle schools and high schools. It is necessary for students who want to become a middle school or high school teacher to study their specialty subject and liberal arts subjects to acquire a teacher’s license for a particular subject (Japanese, social studies, mathematics, science, music, art, health and physical education, engineering, home economics and English). International degree seeking students, who do not wish to acquire a teacher’s license in Japan can study other disciplines, if desired.   The Graduate School of Education consists of two programs: a Master’s Program (School Education) and Professional Graduate School (Professional Development of Teachers). The Master’s Program provides high-level lectures related to specialized subjects which cover the basis of education theory and practice and are essential for teachers of elementary and secondary schools. The Professional Graduate School produces high-level professionals. It has two courses: one is for graduates of the undergraduate program to develop teaching expertise, and the other is to train in-service teachers as school leaders.   There are several dozen international students enrolled in the School of Education and Graduate School of Education who are on scholarship programs as well as the University of Fukui exchange programs. We have implemented unique programs to train teachers who will go on to contribute to regional communities.

1. Producing excellent educators who support regional communities

Fukui Prefecture is known for its quality education. Fukui rates at the top level in the national achievement test for children of elementary schools and junior high schools each year. Among the 7,631 teachers who support quality education in Fukui, we have produced 3,105 teachers, accounting for approximately 40% of the total in the prefecture.

Studies of Teaching Practice

Students visit the homes of children who cannot go to school, talk with them, deepen friendly relationships and support their independence. While conducting various activities together, they build a relationship of mutual trust and provide mental support to the children.

Students are engaged in various exploration activities, such as puppet plays, balloon making, cooking, and street corner expeditions to support children’s study and cultivate their organizational learning abilities. This is a project that is attracting much attention nationwide.

This is a comprehensive four-year project aimed to equip students with practical skills. Students visit affiliated schools from the first year, and exercise their teaching skills in actual classrooms.

■ Graduate School Training

On-site training method: Students visit elementary schools and junior high schools (core schools and collaborating schools) and learn teaching skills and class management skills on-site. Graduate students and teachers of the schools are engaged in issue-resolving practical reform at the schools.

Programs for International Students In Program B, students can take regular courses or receive research instructions at the School of Education or Graduate School of Education for 6 or 12 months with Japanese students. (See pp. 23-24 for details.)

This program is for students under the scholarship from Ministry of Education, Culture, Sports, Science and Technology (MEXT) of Japan, and it targets teachers of elementary schools, middle schools and teacher training schools in their home countries. They learn Japanese for half a year, and then study Japanese educational methods for one year. They can observe teaching practices of elementary and junior high schools affiliated with our university, as well as other classes hosted by local governments and private organizations. Participants of this program come from various countries in Asia, Latin America, Europe, and Africa. The participation of serving teachers from foreign countries provides a good opportunity for Japanese students to think about Japanese education comparatively. This program is playing an important role in promoting the internationalization of the graduate school.

This program is for students under the scholarship from Ministry of Education, Culture, Sports, Science and Technology (MEXT) of Japan, and it aims to improve students’ Japanese language ability and understandings of Japan and its culture.

Engineering



The School of Engineering of the University of Fukui was established in 1949. It derived from Fukui Technical Higher School, which was founded in 1912. Although the university was founded with only three departments, it continued to expand in accordance with the needs of the times and society. The present admission capacity is 525 students for the regular program, and 40 transfer students for the third-year class. As for the Graduate School of Engineering, the Master’s Program and Doctoral Program have capacities of 253 students and 22 students respectively. Altogether, 3,200 students are enrolled in the undergraduate and graduate schools, 120 of whom are international students. Although the University of Fukui is a medium sized national university corporation, our School of Engineering is large, and covers almost all areas of engineering. It is one of the largest engineering schools among national university corporations in Japan.   The educational concept of the School of Engineering is “Production of Global IMAGINEERS.”‘IMAGINEER’is a term that combines the words‘imagine’and‘engineer’. We produce engineers who have a dream with a global perspective, and who will realize that dream for a society where everyone can live peacefully and safely. This concept is shared by our students and teaching staff.   National university corporations are required to achieve good results in accordance with their medium-term target and plan. In the final evaluation of the medium-term target and plan during the first period from 2004 to 2009, our educational activities were rated fourth among all engineering schools of national university corporations, and our Graduate School of Engineering received the highest rating. We have reformed our organization in April 2016 to produce professional engineers with extensive knowledge. We have already been doing this to a certain extent, yet we will further improve our training based on our experiences and results. 3. Exchange Program

Program A is a one-year program into which students are accepted from universities that have a student exchange agreement with the University of Fukui. Undergraduate students can take courses mainly taught in English, and graduate students receive research instruction in English. Medical Sciences



The School of Medical Sciences provides advanced knowledge in medicine and nursing, and produces trustworthy clinicians, nurses, and researchers in the field of medical and nursing sciences. Emphasis is placed on respect for life, medical and nursing ethics, and good character. Thus, our mission is to contribute to the development of medicine and nursing, and to the promotion of people’s health and welfare. We support regional medicine in close cooperation with the University of Fukui Hospital and regional hospitals.   Since its establishment, the College of Medicine has produced trustworthy clinicians and medical researchers with a sense of ethics and noble character. We focus on students’ self-learning, thinking, and understanding through our comprehensive curriculum, which conforms to the Core Curriculum of the Medical Education Model. We offer a six-year integrated program that includes preparatory medicine, pre-clinical medicine and clinical medicine.   In 2016, we have modified our curriculum to meet international standards for the sectoral accreditation of medical education. In addition, we will continue to promote advanced, unique research by combining medicine and engineering. We are developing new medical technology and improving medical standards based on the results of research in medical imaging using radiation and brain development. The College of Nursing produces professionals who have the ability to understand people and respond to the needs of society. We graduate nurses with wide-ranging knowledge, advanced practical skills, and excellent communication skills, who continue to study and improve their abilities. We focus on a variety of research areas. Our accomplishments in disaster nursing research and training of emergency and disaster nursing professionals have prepared us to work in collaboration with Fukui Prefecture to support disaster response, health improvement among people living in aging and depopulated communities, and the establishment of a home healthcare system, thus contributing to regional medicine. Comprehensive Community Medicine

This course includes not only subjects relevant to life sciences, but also course work on experiment techniques such as gene manipulation, data processing, and methods to revise dissertation. Throughout the course, students will also acquire the ability to conduct research individually as well as the specialized knowledge in life sciences.

This course consists of the following three sections: Oncology, Regenerative Medicine, and Medical Information in Pathophysiology. It also provides lectures and seminars in basic medicine as well as clinical medicine so that students will be able to acquire both perspectives, which contribute for their future research.

Students learn about cross organs, and develop a comprehensive competency for diagnosis, physical examination skills, and basic techniques for clinical reasoning. This course focuses on statistical methods for epidemiologic ethics and clinical epidemiology as well as medical education methods to cultivate doctors who are excelled at clinical research and who work for community-based medicine.

UK Advanced Nursing Training Program

“da Vinci Si,” a surgery assistant robot “da Vinci Si” is a robot for assisting surgery made in the U.S.A, which has four arms with forceps and electric surgical knives and which can be remotely controlled. It enables surgeons to operate on even a small tumor made in the abdominal area. Moreover, an endoscope is attached to each arm, which enables surgeons to manipulate the robot by using a controller and a foot pedal while viewing a clear and enlarged 3D image of surgical fields displayed on a monitor.

International Medical Cooperation Russian patients have visited our hospital to take medical treatments. Some patients had surgical treatment in the Departments of Otorhinolaryngology-Head/Neck Surgery and Neurosurgery in the past. Furthermore, the “da Vinci Si” robotic surgery was first applied to an overseas patient in the Department of Urology in February, 2015.

The University of Fukui International Center offers Japanese language classes for international students, which range in level from beginner to advanced. Students are required to take a placement test upon enrollment and select a suitable class, ses. Details of the classes or more according to their level and needs from variety of classes. are as follows:

Beginner Classes There are two levels of Beginner Classes : Elementary Classes for students who are learning Japanese for the first time, and Pre-Intermediate Classes for students who have studied basic expressions and grammar. In both classes, students learn the basic Japanese that is necessary to live in Japan. Since beginners must study intensively, students in these classes take four classes a week (one class : 90 minutes). In the Elementary Classes, students learn conversational expressions, such as daily greetings and self-introductions. At the same time, they learn hiragana and katakana (Japanese phonograms) to be able to read and write simple sentences.

Intermediate Classes In the Intermediate Classes, students learn the language skills necessary for university life by developing the Japanese language skills acquired in the Beginner Classes. Accordingly, the curriculum is designed to develop reading and writing skills, as well as listening and speaking skills. In the “Reading and Writing” class, students learn how to write reports and e-mail messages. As for training for reading, students practice reading sentences of a certain length to improve their reading skills. While reading sentences about Japanese culture, students can deepen their understanding of Japan. In the “Listening and Speaking” class, conversation training is carried out through role-plays with set situations and characters, enabling students to communicate naturally and smoothly.

Advanced Classes The Advanced Classes develop students’ Japanese language skills to the point where they can use the language in their own fields of study. The classes are designed to further improve reading and writing skills, as well as listening and speaking skills. In the “Listening and Speaking” class, conversation skills acquired in the Intermediate Classes are further developed. In order to maintain good relationships with others, students will learn to distinguish which expressions to use according to the person they are talking to and the situation they are in. In addition, there is a class for learning how to give a speech and how to participate in discussions of an academic nature. In the “Reading and Writing” class, students read professional reviews about Japanese culture, and novels and essays written by famous writers; they also read newspaper editorials, and other texts. They practice writing through commentaries, opinion pieces, and summaries, using expressions that are suitable for university students.

As a center for fundamental and applied nuclear research with easy access to many nuclear facilities in southern Fukui Prefecture, the Research Institute of Nuclear Engineering (RINE) conducts research for enhanced nuclear safety, disaster prevention, and crisis management. RINE develops earthquake- and tsunami-proof nuclear systems and performs studies on swift and appropriate protection measures against radiation. RINE also promotes fundamental research in nuclear safety within the international framework through academic exchanges with its counterparts in France, USA and other countries.

Short - term Overseas Training Program

We have been actively engaging in student mobility between the University of Fukui and overseas universities and higher education institutions. We offer diverse opportunities to study abroad for our students and rewarding experiences for visiting students at our university, including granting advantages, such as tuition fee exemption and credit transfer, based on academic agreements with partner institutions.

We offer six types of short-term Overseas training programs which are mostly for 1 week to 3 months. Each program focuses on: 1) language learning, 2) cultural experience and communication, 3) global generic skills, 4) academic expertise, 5) practicum and internship, and 6) research and publications. Students are able to select the most suitable program to join considering their academic needs, foreign language skills, and future careers. The number of students studying abroad is increasing year by year. Since FY 2013, more than 200 students participate in our study abroad programs and exchange programs every year.

We support domestic and international students to study abroad or at the University of Fukui by providing necessary and sufficient information, offering assistance on application procedures and preparation, and giving orientation sessions in order to have safe and fruitful experiences at their prospective destinations without any concerns or problems. We also aim to increase the number of partner universities to expand our international network and to promote students from all over the world to be involved in international exchange with us.

Educational Development

The University of Fukui pursues quality education in accordance with global standards. For this purpose, our board members, faculty, and staff regularly visit leading universities abroad to learn their education systems. As one of the outcomes, in 2013, the University of Fukui invited the director of the FD center at Brown University (USA) to conduct week-long sessions of class observations, workshops with students, and discussion sessions with board members. We implement quality assurance of our education and internationalization of our curriculum for all schools to foster competent experts.

Latest information on international education

Higher education and the environment surrounding universities are dramatically changing along with the progress of globalization of the world. In order to keep up with the change, we obtain information related to trends in higher education by attending international and domestic educational conferences. We apply the latest information for improving curriculum, student services, and study abroad programs in order to enhance the quality of our education. 21 Global Presence

Each student is assigned to laboratories specializing in bio devices, nanomaterials, cellular engineering, environmental materials, and computer simulation. They engage in discussions with local students who have knowledge and backgrounds in different areas of specialization. Through academic activities, students gain a deeper understanding and new awareness in the field of their academic specialty.

Exchange Programs We encourage our students to study abroad as exchange students at our partner universities, or at universities participating in University Mobility in Asia and Pacific (UMAP) all over the world. Students can learn a foreign language, take courses in English or local languages, and do research for a semester or a year. The exchange program is organized to operate on a reciprocal basis. In accordance with academic agreements with partner universities, we exchange a certain number of students for the same study period on the basis of mutual tuition waiver. Through exchange programs, we accept outstanding students from all over the world to enroll in our distinctive programs, while providing our students with opportunities to obtain a world-class education at overseas universities and to contribute to the enhancement of the quality of education globally. Exchange Student from Lanzhou Jiaotong University, China Life in Fukui is really comfortable. The air is fresh, water is clean, and transportation is convenient. The living cost is not so high compared to larger cities in Japan, though cooking ingredients are rather expensive. I also enjoy the space in my dormitory because I don’t have to share a room with others like I did in my home university in China. On weekends, I like to take a walk to the Asuwa River or take a train from the nearby station to Mikuni beach area. Fukui is a relaxing and easy city to live in.

Notwithstanding the above amounts, the examination fee for transfer or re-enrollment is 30,000 JPY. The first semester (spring semester) tuition fee shall be paid in April and the second semester (fall semester) tuition fee in October, in principle.

Exemption from Admission Fee and Tuition Students enrolled in schools or graduate schools, who are experiencing financial hardship and have an excellent academic record, may be exempted from the payment of admission and tuition fees in accordance with the support system for exemption and suspension of payment of admission and tuition fees. This system is applied only to degree seeking students. ■ ■

The application deadline for admission fee payment exemption is the first day of the admission procedure period. The application period for tuition payment exemption is in March for the first semester (April for new students and in September for the second semester).

Scholarships Privately-financed international students have various opportunities to obtain private scholarships after admission. Those information will be posted on the university information board on campus. For details, please ask the staff of International Affairs Division (IAD).

Career & Employment Support The University of Fukui provides students with employment support through various activities, for both domestic and international students. These activities include: the provision of employment information and guidance, simulated interviews, briefings about companies and career counseling, etc. Our university students’ employment rate has ranked No.1 among Japanese national university corporations with multiple schools for the fast eight years in a row. In addition, we have employment support programs for international students who wish to work in Japan, and provide seminars and counseling for individual students. As a result, many of our international students have found employment in Japan.

The University of Fukui strongly inspired me to become an excellent teacher. I studied in the University of Fukui from 2007-2009 as a teacher training student. My major was Science Education. I will never forget the dedication and compassion of my Japanese professors. I would like to show my respect and salute all of them for making me a better person and a better teacher. After the training, I went back to my home country and worked as a teacher for about 5 years. Currently, I am working in Corpus Christi, Texas, US as a middle school science teacher. The strategies and methods I learned at the University of Fukui help me a lot. I hope to return to Fukui to visit the university that helped me become a great teacher. ■ Present affiliation : Service on Neurosurgery, Rosales National Hospital (University of EI Salvador) ■ Major at the University of Fukui : Biomedical Science, Graduate School of Medical Science (2009-2014) ■ Nationality : El Salvador I graduated from the University of El Salvador and now I am a physician. Upon finishing neurosurgical training in 2008, I applied for a Japanese government scholarship program (Ministry of Education, Culture, Sports, Science and Technology) and moved to Fukui Prefecture in April 2009. The University of Fukui gave me an opportunity not only to receive the training I was seeking as a fellow in spine surgery in the Department of Orthopedic Surgery, but also to become a regular student of the university and obtain my PhD in Advanced Biomedical Sciences. After graduating and moving back home in April 2014, I started my private practice and was recently admitted to our national neurosurgical society. I am also an honorary staff member of the neurosurgery department where I graduated from, performing spine surgery for our patients with low incomes and no insurance, while supporting the research projects and graduation theses of new residents.

I graduated from the University of Fukui with a master’s degree in Mechanical Engineering. Now I am working for Yamaha Motor Co.,Ltd. as an engine development engineer. My research topic was metal fatigue. I learned a lot through research at the university and had an opportunity to go to London to present my research paper. The University of Fukui focuses on English education and overseas study. I had the opportunity to be the first student assistant, and performed many activities related to English education, which enabled me to meet various people. All of these experiences broadened my viewpoint immensely and allowed me to grow as a person. These experiences were also valuable for my job. After graduating from a Japanese language school in Tokyo, I entered the University of Fukui (UF) because I learned that the UF student employment rate is ranked No.1 among Japanese national university corporations with multiple schools. I entered the Department of Applied Chemistry and Biotechnology, gained a lot of knowledge, and conducted chemical experiments taught by dedicated instructors. Thanks to them, I enjoyed studying every day. The knowledge I acquired at the UF is useful in my present work. Now I am working for a manufacturer and I use the knowledge I obtained about chemical components and experiments to develop high quality products. Now I think that I made the right choice in selecting the UF. ■ Present affiliation : Senior Student of Xi’an International Studies University ■ Major at the University of Fukui : Exchange student in the Faculty of Education and Regional Studies (2014-2015) ■ Nationality : China I studied at the University of Fukui for one year from October 2014 to September 2015. In order to obtain a lot of knowledge, I studied not only subjects related to Japan, such as “Japanese History” and “Introduction to Japanese Literature,” but also other fields such as “Educational Psychology” and “Multicultural Communication.” As I came to understand the Japanese perspective of the world, I feel I was able to expand my viewpoint in the one year. My parents took care of me in China, but in Japan I began an independent life, and had to solve problems by myself. Gradually, I became accustomed to cooking meals and living in Japan. I thought I should stay strong; even though I stumbled, I got up and moved forward, wiping away the tears. I was an international student supporter while I was at the University of Fukui. I helped international students who could not speak Japanese, and helped them get used to living in Japan. When they smiled, my world became bright. I not only became a year older, but also gained a lot to enrich my mind during this year.
