Opening Remarks by the Chair (Hird) Hird called the meeting to order, welcomed everyone and asked for self-introductions. Robertson requested everyone to sign in on the TOMSC attendance sheet and check the TOMSC roster for accuracy. A reminder was also given to let the TOMSC chair know in advance if members are unable to attend and will be sending an alternate to represent them at meetings.

Joint CV/AV Working Group (Belluz) o Belluz provided an update on the working group. Others are welcome to join. o Mandate includes monitoring developments of CV/AV technologies, conducting analysis and recommending projects. o Discussed White Paper and jurisdictions that they will reach out to. The White Paper will include a primer on the types of technology, definitions, smart road infrastructure, key safety applications, benefits, key considerations, timelines and possible future actions. o Planning a panel session at the 2016 TAC conference. o The group will continue to report to TOMSC semi-annually. o Presentation will be available on sharepoint.

Update from FHWA (Wainwright) Wainwright made a presentation and discussed some of the recent work being done at the FHWA: o 80th Anniversary of the MUTCD was in November 2015. o Next edition of US MUTDC has been further delayed to at least 2018. o NCUTCD prepared Strategic Plan that was submitted to FHWA. FHWA wanted wider consultation on future audience for the manual, how to simplify and frequency of future editions o Ontario firm request regarding warning lights on 36” traffic cones. Determined it was permitted. o Safety messages on VMS. o Terminated Clearview Font Interim Approval in favour of returning to Highway Gothic for all new signs. Decision was based on misapplication of Clearview font and results of extensive review that concluded Clearview does not provide legibility improvement. Impacts 21 states that had implemented Clearview for some or all signs. o Request for members from jurisdictions using Clearview to e-mail him or Ernie Huckaby to let them know how/where it is being used. o Presentation will be available on sharepoint.

Update on US NCUTCD (Huckaby) Huckaby made a presentation on the activities of the US NCUTCD: o The NCUTCD winter meeting was held January 6-8, 2016 in Arlington, Virginia.  Recommendations for Climbing, Truck and Passing Lanes  NCHRP Project 03-109 Changes for traffic control at unsignalized intersections  Private roads open to public travel  Sponsor acknowledgement on VMS  National Toll Interoperability Symbol  Railroad and LRT Technical Committee recommendations  Accessibility Guidelines for ped facilities in rights-of-way Spring 2016 TOMSC Meeting – Ottawa, Ontario

RRFB Flash Pattern

Presentation of Final Report.

This project was introduced with a project initiation form on the first day of meetings. Chow made a verbal presentation of the final report, including the literature review, YouTube videos of alternatives, and conclusions. Canadian standards for RRFB flash pattern and timing are not detailed. Recommend that “WW+S” flash sequence should be used and that it replace the current wording in the upcoming standards. This timing can be reprogrammed to existing units. Motion

Presentation of Final Report

Edens introduced the project, including the purpose of the guide and project team. Vlieg, consultant for the project, made a presentation of the final report, including the funding partners, purpose, literature review, surveys conducted, what’s new, major points, conclusions and recommendations. Working on French translation. Discussion regarding differences between legislation and Rules of the Road, varying practice in use of some devices, CCMTA involvement and TOMSC/TAC mandate. Project A – Flashing Sequence for Rectangular Rapid Flashing Beacons o Chow provided a presentation of the PIF. o Project needed to guide uniform and consistent practice across Canada for usage of the device. A range of flash rates was given in previously approved project 327. o Research in the US has found a more defined recommendation that has been approved by FHWA. o This will be a volunteer project. o See Item 9, above for review of final report. o Project Initiation Form is available on SharePoint. o Presentation will be available on SharePoint.

Miska provided the report on behalf of the subcommittee, including the mandate of the group, members and process for bringing projects to E&P once approved by CEC. New members welcome! 13 projects have been reviewed since the new edition was published, of which 10 are complete. One more update to the current manual is expected prior to the 6th Edition being prepared. Sign Pattern Manual review is underway and nearing completion. Hird provided an update and presentation. The project launched in June 2015. RFP was issued and awarded to CIMA/Paradigm. Literature review and outline for the revised document has been submitted. Scope has been broadened to include traffic calming on all roads and not just in neighbourhoods. 5 chapters are proposed, last of which will be a new chapter regarding Speed Management. Final report is expected in the Spring 2017. A further progress report will be prepared for the fall 2016 meeting. 336

Beaulieu provided a verbal report. Most extensive work has been done in Germany, where speed is not displayed but positive/negative feedback is provided instead. Backboards are not an effective component. Next step is looking further into industry standards to determine what will be required. A progress report will be prepared for the fall 2016 meeting. 333

Havercroft provided a verbal update on the project. Survey of training needs completed. Looking at on site and webinar training. The former was preferred but benefits of latter also noted. Most jurisdictions use TAC warrant and Synchro most common software. Ryerson University will host the first session in May or June. Looking into other opportunities for the fall.

Vice-Chair’s Report: Koutroulakis advised that the project members of each project will be read out. If folks are no longer part of the TOMSC, then their replacements will automatically replace the retired member on volunteer project teams. If the replacement member is not interested in taking part on a particular volunteer project, they must notify the project chair. The chair must then notify the appropriate TOMSC Sub-Committee Vice Chair of the change in membership. He also provided an update on comprehension testing. It is expected that testing will be able to commence shortly. A procedures summary will be sent out in a few weeks. The first projects to submit the necessary information will be tested first. Beaulieu gave a presentation on the project status. Eight proposed tabs are recommended, due to multiple types of chargers available that work for different vehicles which may be installed individually or in combination. Comprehension testing will not be needed, due to limited audience. Next steps are to develop numbers and wording for each tab sign. A final report is expected to be available for the fall 2016 meeting. He also provided an update on the increases in EV’s in the marketplace. Presentation will be available on sharepoint. 335

17. Report from TAC Secretariat (Majkic)  

Majkic provided a presentation on the work of the TAC Board of Directors and various councils as well as the work at the Secretariat since the last report in September 2015. Report was circulated via SharePoint prior to the meeting.

18. Chief Engineers Council (Hird)   

Hird provided an update on the Chief Engineers Council meetings last fall. The School Zone End Sign was approved by CEC. Funding for the 6th Edition of the MUTCDC is about $250,000 short at this time. It was budgeted with a further $100,000 services in kind, which brings the shortfall to $150,000. General consensus is to recommend launching now to CEC.

19. Task Forces a) Asset Management (Smith)  Smith provided an update on their meeting, including a presentation on Toronto’s climate change and risk assessment. Spring 2016 TOMSC Meeting – Ottawa, Ontario

Planning two sessions for this year’s conference. Working on traffic monitoring practices for municipalities (funded). Volunteer project regarding infrastructure deficit.

b) Climate Change (Baumgartner)  A brief verbal update was given by Baumgartner.  More information will be provided at the fall meeting. c) Canadian Capacity Guide (Havercroft)  Havercroft provided an update.  Synchro is a black box and the science behind the calculations isn’t available or teachable.  CCG is a clear methodology that can be replicated by hand.  Need to bring CCG methodology software up to date. Discussion with a software company is underway. d) Joint Active Transportation Sub Committee (Jamieson & Aitken)  Jamieson and Aitken provided an update on their meeting this week.  The membership was reviewed.  Developing a sizable database of current and past projects on active transportation.  A further update will be provided at the next TOMSC meeting in the fall.

20. Other Standing Committees a)

Road Safety Standing Committee Update (Edens)  Edens gave a presentation on the RSSC meeting scheduled for tomorrow, including workshop sessions planned for the 2016 and 2017 conferences, webinars, Safety Impacts of Bicycle Infrastructure project that is under development, awards and agency reports.  A presentation was also given by Gareth Rempel regarding the final report for the National Guidelines for Work Zone Safety in Canada Project.

b)

Geometric Design Standing Committee Update (Boddy)  Boddy highlighted the agenda for the GDSC meeting.  GDG Update third draft has been submitted and will be going to CEC for conditional acceptance pending a few more changes.  Canadian Roundabout Design Guide has been completed.  Hosting sessions and panel discussion at the fall conference.  Introduced breakout sessions to their meeting format.
