FROM THE CITY MANAGER & STAFF Week Ending March 13, 2015 FROM THE CITY MANAGER: Kicklighter Water Reclamation Facility (WRF) Ground Breaking Ceremony. Construction of the City’s new Kicklighter WRF was formally kicked off this week with a “traditional” ground breaking ceremony. During the “peak” growth period of 2005 through 2008, Lake City officials recognized that its wastewater system had reached threshold capacity (85% level) and that upgrade of the system would be required. Land for a new WRF was purchased southwest of the City Limits on Kicklighter Road and the planning process for the “Kicklighter Water Reclamation Facility” was initiated to construct a three (3) million gallon per day (MGD) WRF. The City then arranged project funding in 2010 using the American Recovery and Reinvestment Act “Build America Bond” (BAB) Program. BABs are taxable municipal bonds that carry special tax credits or federal interest subsidies for either the bond issuer or the bond holder.

While moving forward with the proposed 3 MGD Kicklighter WRF design phase in early 2011 adverse economic conditions (growth slowdown) became a factor and the City placed the project on hold for additional review. As a result, the project design was amended in 2013 to construct 1.5 MGD WRF with added features for expansion to 3 MGD when necessary. The 1.5 MGD Kicklighter plant design was completed and the request for competitive bids was published during late 2014. The City awarded the Project Contract to Ortega Industrial Contractors at a cost $11.5 million. Additional revenue ($4.5 million) from the 2010 BAB was used for the City’s new Automated Meter Reading (AMR) System, the AMR and Public Service Communications Tower and to fund a required wastewater diversion line from the City’s existing St. Margarets Street WRF to the Kicklighter WRF. To the City’s benefit, the 2010 BAB provides an annual Interest Subsidy of $370,000. Over the life of the bond, this subsidy equates to a discount for the City bond payment of about $11 million. As final note, the Build America Bond Program was signed into law in February 2009…The BAB Program expired in December 2010. Thus, from an economic perspective, the City timing for funding the Kicklighter WRF was ideal. Upcoming Dates of Interest: Monday, March 16

REPORTS FROM THE STAFF Assistant City Manager Cason Reports: Airport (Nick Harwell):  Gamble & Associates are currently waiting on parts for B3 hangar door repair. The hangar has been inoperable for the past three and one half months while waiting on vendor for repairs.  Phase 7 of airport security transition is ongoing and consists of notifying tenants of new security features to include the issuance of security badges to each tenant.  Research of Lake City Gateway Airport property located near Florida Gateway College is ongoing. Compiled the three quotes for boundary survey of property on a City of Lake City quote sheet for procurement department review and submitted for signature.  Submitted Joint Participation Agreement from Florida Department of Transportation for the design phase of runway 10-28 runway lighting system for legal review and preparation of a resolution for the March 17, 2015 City Council meeting.  Pre-bid meeting for HAECO improvements is scheduled for 03-18-15. These improvements are associated with the Rural Infrastructure Grant applied for through the Department of Economic Opportunity.  Submitted FY2015 Airport Improvement Program (AIP) grant application to include runway 10-28 lighting and signage rehabilitation to Federal Aviation Administration program manager.  Hosted quarterly Continuing Florida Aviation Systems Planning Process (CFASPP) meeting 03-04-15.  Mobilization and stockpiling of material for taxiway “A” rehabilitation, widening, extension, and drainage improvements scheduled to begin 3-16-15. Finance (Donna Duncan):  142 invoices were scanned into the On Base data imaging system for week March 6-11.  Processed 3 invoices for payment in the amount of $6,870 for period March 6-11.  Received from New World the conversion data from second review of the Fixed Asset information. The Fixed Asset module is scheduled to Go-Live May 15, 2015.  Staff worked with Customer Service on the New World software “Go Live” which was Monday, March 9th. Risk Management (Gene Bullard):  Fleet Maintenance has completed the removal of all police equipment from vehicle #123 that was totaled in a traffic accident. The title has been sent to the Florida League

of Cities. Once we receive payment, a salvage company will remove this vehicle from our area. Our 2005 Police vehicle damaged on February 19, 2015, in an auto accident has been delivered to a local repair shop for repairs. Investigated a single vehicle accident on March 10, 2015. A claim has been filed with our insurance carrier. The driver was taken to Lake City Medical Center to be checked for injuries. Nothing was found and the driver was cleared to return to work. One workers compensation claim was files with the Florida League of Cities. Attended a meeting with Growth Management concerning a liming company temporarily moving to Lake City.

Community Relations Report:  Citizen’s Police Academy, Session 5 was held on Thursday March 5, 2015. The topic for this week’s class was on; how an Officer determines the Use of Force on an individual, and the procedures for using the Taser presented by Sgt. Marshall Sova. Several of the class members had the opportunity to use the Taser simulator during a real life scenario and had to make the determination if incident warranted the use of the

Taser, also three of the class members volunteered to be hit with the Taser gun. The class enjoyed Sgt. Sova’s presentation by awarding Sgt. Sova with high rating. Continuing to meet with Chief Gilmore and staff on finalizing events for the Policeman’s Ball. Continuing to meet with local businesses for sponsorship of the Policeman’s Ball. Officer Craig Strickland and Crista Thomas worked at Moe’s for the Tip- A- Cop fund raiser on Monday March 2nd. All earned proceeds will go to the Florida Chapter of the Special Olympics organization. Lt. John Stock, Lt. Clint VanBennekom and Crista Thomas attended the Greater Lake City Community Development Corporations annual Ball on Saturday February 28th. Rountree Moore will be the title sponsor for this years Policeman’s Ball.

Crime Prevention Weekly Report: Crime Prevention / Community Involvement  Officer Mike Lee attended the “Hands of Change” meeting at Annie Mattox Park.  Officer Mike Lee attended the Chamber of Commerce Ribbon Cutting for Captured Memories by Esta.  Officer Mike Lee attended Boy Scout Roundtable regarding Camp Card Sales. Traffic Safety  Three concept papers were submitted to Florida Department of Transportation (FDOT) for future funding of the Lake City Police Department Strategic Traffic Enforcement Program (STEP), in the form of sub-grant funds for Impaired Driving Enforcement, Occupant Protection Enforcement, and Speed and Aggressive Driving Enforcement. Accreditation/PIO/Explorers: Accreditation:  A new Driver and Vehicle Information Database (DAVID) General Order was created and signed by Chief Gilmore. This general order establishes department policy and procedure for access and usage of the state Driver and Vehicle Information Database (DAVID). This directive will apply to all department personnel accessing or using information obtained from the DAVID system.  Shift briefing training was conducted with each patrol shift over the past week. This training was to kick-off our “road to re-accreditation” for our agency. A tentative timeframe for our mock assessment would be early November, with a full assessment in January 2016. Public Information:  On Monday, March 2nd, the first Tip-A-Cop event was held at Moe’s Southwest Grill. This event raised $546 dollars for our Law Enforcement Torch Run for Special Olympics Florida.  On Wednesday, March 4th, Chief Gilmore was invited by Mike McKee to Florida Gateway College TV studio to film for the FGC Perspectives show. This 30-minute

show will be broadcast on Comcast Channel 8, March 30th – April 3rd and will be posted on the FGC YouTube channel. On Saturday, March 7th a second fundraiser was held in front of Publix. This event raised $212 for SOFL.

PD Explorer Post 386:  The Explorer Post has moved its meeting night to Tuesday nights in order to utilize the 2nd floor training room. The extra space was needed due to an increase in the post to 15 Explorers and the need to practice drill (marching) movements and PT (physical exercise). Upcoming classes such as defensive tactics and handcuffing procedures will take advantage of the added space.  The Explorer Post is still selling Camp Cards as part of its fundraising campaign. Criminal Interdiction Unit (CIU): During this reporting period member of the Criminal Investigation Unit (CIU) investigated reports of illegal narcotic activity at Cedar Park Apartment Complex and the Lake City Villas. We have issued 298 cards to gain entry to the Racquetball Facility as of today’s date. Cards are still being issued at the Teen Town Center. You must have a photo ID/Driver’s License and complete a usage agreement application. The Recreation Department has processed two special event applications for the use of the Darby Pavilion on April 4, 2015 The Chamber’s Annual Easter Egg Hunt and on April 18, 2015 The Lake City March of Dimes Walk. Girls Club Center: Our Winter II Session is wrapping up, and we are currently accepting members for our 2015 spring afterschool program. The cost for this program is $225 and will begin on March 16th and

end on the last day of school, May 29th. We have 56 girls signed up for the spring session and have spots available up to 75 members. Registration is on a first come first served basis. However, we do our best to accommodate all those interested in enrolling. We do provide transportation from all the local schools affiliated with the Columbia County School transportation department. We also are open to receive any member daily from 2:30 – 5:30 who may attend a private or charter school who are able to provide their own transportation. Additionally, Bard Gymnastics picks up members from our facility on Mondays, Tuesdays and Thursdays. This week has been so exciting and leaders led activities up to our main event on Friday. Girls practiced throughout the week having a live talent show on Thursday. It was great to see leaders promote confidence, cooperative team work, and enthusiasm with each group that performed live in front of their peers. Some members sang, danced, told jokes, or performed in either a skit or speed cup stacking. Prior to practicing the girls had social “free-time” outdoors that included: playground play, outdoor equipment use, and basketball. Our homework room is open daily Monday – Thursday until 3:30 pm. Drum roll please…………………. On Friday, the girls had an awesome opportunity to meet and be entertained live here at Girls Club by the top four contenders of Lake City’s “Southside Idol”. The production was held in our main activity room complete with a professional sound system and many local officials present. The girls were encouraged by these contestants and were able to sing and dance along with the performers. Girls Club rocked it Friday! We would like to thank all of our special guests for attending and supporting this great event that the Southside Idol Coordinator, Wayne Jernigan, offered to our girls. Athletics – Teen Town Center: Our Boys Club Afterschool Program is in their ninth week of the Winter II session. We currently have 17 boys enrolled in our after school program. As the boys arrive in the afternoon we provide homework assistance followed by our daily activities. This week they participated in foursquare, football, soccer, kickball, dodge ball, Frisbee, basketball, video game time, and free play on the playground. Registration for the 2015 T-Ball Season will be held from Wednesday, March 11 through Saturday, March 21. You may register at the Teen Town office or the Girls Club office from 85 each day. Zumba classes are available on Tuesday, Thursday, and Sunday evenings at Teen Town. Dixie Dancer Square Dancing classes are also available at Teen Town.
