CAPE CANAVERAL VISION STATEMENT

WE ENVISION: A bike-able and walk-able Cape Canaveral that retains and enhances its residential feel, characterized by low-rise buildings not more than 4 stories in height. This residential and business friendly atmosphere is one of a live-able, attractive, safe, secure and sustainable coastal community that embraces the beach and riverside as the main amenities, and supports local culture and education. WE ENVISION: A1A as a “complete street” with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. “Complete street” amenities include bicycle facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved “complete streets” will allow us to calmly travel to intimate waterfront destinations and a walk-able downtown core. Multiuse paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night.

WE ENVISION: Welcoming community entrance features that create a sense of arrival and unique community identity. The “downtown” will contain an architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros where friends gather, interact, and enjoy drinks and dinner. WE ENVISION: A community that; removes or transforms blighted and unfinished buildings into attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade, and actively recruits and supports businesses that enhance economic viability and serve our residents and visitors.

WE ENVISION: Open shorelines and rivers accessible to the public including amenities that take advantage of the water, such as limited and quaint water-view establishments and intimate public gathering and entertainment places that may include pavilions, gazebos, or a performance stage.

Administrative Services Update for Week Ending August 28, 2015 The City Manager’s Office is responsible for the day to day administration of all City departments in accordance with City Council’s established policies/direction, local ordinances, resolutions and State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens, documents prepared/reviewed/approved and meetings/conferences held are numerous and may not be included in the Weekly Updates. Highlights:   

Met with Department Directors regarding various projects/issues/initiatives. Met with Mayor Pro Tem Hoog regarding various City initiatives. Executive Assistant provided assistance to City Council Members and select Department Directors.

City Clerk’s Office Staff performed day to day duties/responsibilities and assisted various telephone/walkin requests from the Public/Staff and provided assistance to City Council and the City Manager’s Office. Highlights:   

Council Meetings –continued preparing for Special/Regular City Council Meetings scheduled for 9/8/2015 and 9/22/2015. Community Redevelopment Agency Meeting – continued preparing Agenda/Packet for Special CRA Meeting scheduled for 9/8/15. Provided support to Community Development related to Business Tax Receipt Renewals.

Financial Services Staff performed day to day duties/responsibilities and assisted various telephone/walkin requests from the Public. Highlights:    

Met with City Manager to complete Budget Review process for FY15-16 Proposed Budget. Met with Leisure Services Director to review implementation process for new City Website. Completed training with Building Department/Springbrook Software for New Building Permit Module. Distributed Proposed Budget Books for FY15-16 to City Council.

Human Resources/Risk Management Staff performed day to day duties/responsibilities. Highlights:   

Contacted owner of Marathon Construction Services LLC, to discuss payment to the City for damages incurred 8/17/2015; attempting to contact reported property liability insurance carrier for firm. Scheduled/participated in interviews for Maintenance Worker, Utilities Mechanic and PT Clerical Assistant vacancies with appropriate supervisory Staff. Coordinated document requests for personal injury liability claim against the City focusing efforts on resolving the matter in a reasonable manner.

 

Performed follow-up on WC medical claims and services to include tracking the condition of impacted employee. Anticipate employee return to duty 9/3/2015. Directed employees to review Personal/Family Emergency Preparedness Plans; Staff implemented Hurricane Emergency preparedness activities as appropriate.

Community Development Update for Week Ending August 28, 2015 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public, including performing plan reviews, processing permits, conducting inspections, performing site visits, issuing Notices and conducting research.   



The Building Division conducted 27 inspections, issued 32 permits and processed 17 BTR, fire and alarm permit applications. 31 new building permits were submitted. Responded to eight (8) emails, faxes and calls requesting permit information from realtors and home inspectors. Processed 9 new contractors’ information packets (Contractor Lic., Liability Insurance and W/C Insurance) to allow them to pull permits in Cape Canaveral. Also provided assistance in completing building permit application as needed. Code Enforcement performed day to day duties/responsibilities and assisted with various requests from the Public and provided office coverage throughout the week. Highlights: o Issued five (5) notices of violation. o Issued seven (7) compliance letters. o Received six (6) new requests for Code Enforcement. o Conducted nine (9) site inspections. o Removed six (6) illegal signs from right of way and/or telephone poles. o Staff notified one (1) contractor and one (1) apartment complex owner

regarding the requirement to use a Waste Pro dumpster on the construction site. Continued input of building permits/inspections into the Springbrook building module in preparation of the system coming online. o Worked on preparation of outreach correspondence for mass mailing; continued work on documentation for Federal Emergency Management Agency (FEMA) recertification, which is due October 1, 2015. o Received two (2) turtle disorientation reports that required Staff action. o Staff coordinated removal of debris/high grass on an easement between Adams Avenue and Jefferson Avenue. Scanned/verified 977 pages; prepared one box for destruction. Participated in interviews for a part-time Clerical Assistant position within the Building Division. Conducted August 26th Planning & Zoning Board meeting where the Board unanimously recommended approval for a Preliminary Plat request for property located at 100 Polk Avenue in preparation for construction of the New City Hall facility. The Board also requested that Staff research options to address/enforce vacation rental regulations in the City. o

  

Economic Development Update for Week Ending August 28, 2015 Performed day to day duties/responsibilities, conducted various meetings with business stakeholders, potential investors, citizens, realtors and Staff. Performed site visits and conducted research as necessary.    





Issued the following Business Tax Receipt: o Bow to Stern Upholstery Performed duties of Building Official while ours is on vacation. Attended Outdoor Entertainment Event Committee meeting regarding application for the Florida Beer Company’s 5K Fundraiser. City Hall Status: o Met with current City Hall telephone/communications company to develop phone specifications for the new City Hall. o Met with FPL representative regarding pole that needs to be removed from the new City Hall property. It is FPL’s desire to use this opportunity to upgrade the reliability of service for connections downstream of the new City Hall site. Currently, all connections between Polk/Tyler Avenues and both sides of Magnolia Avenue down to Fillmore Avenue are served by this one line flowing east from SR A1A. The FPL plan is to split the load of connections served by this line by changing the direction of flow to a westerly flow from Ridgewood Avenue, while separating the Magnolia Avenue connections from the Polk/Tyler Avenues connection. This will require tapping two feeds off of the main feeders at Fillmore and Ridgewood Avenues. The FPL upgrade will require up to three new poles on Fillmore Avenue between Ridgewood and Magnolia Avenues, the relocation of the pole at the northeast corner of Fillmore and Ridgewood Avenues and the reframing (adding support stanchions) of existing utility poles to support the additional service line on Magnolia Avenue. o Received 100% plans from the technology design company. These include CCTV, Access Control and all A/V for the facility. Plans are under verification review. o The P&Z Board recommended approval of the preliminary plat of all City parcels which are being combined for the project. This consists of contiguous parcels from Polk Avenue north to Tyler Avenue, and from SR A1A east to include City-owned 110 Polk Avenue and includes the vacated portion of Polk Avenue which will become the City Hall Plaza area. Next step: preliminary plat will be forwarded to City Council for approval. As we near project completion, the final plat will be presented to the P&Z Board and City Council for final approval and recordation. o AT&T and Brighthouse utility details and costs are being finalized. Site conduit and service locations have been identified and forwarded to GLE. FL City Gas Improvement project status: o FCG has tentatively identified a September 8th start date. o City has stressed to FCG that the N. Atlantic Avenue Streetscape is expected to start early-mid October. We welcome Blue Origin to the City of Cape Canaveral. The company is developing technologies to enable private human access to space with the goal of dramatically lower cost and increased reliability. It is employing an incremental approach from suborbital to orbital flight, with each developmental step building on its prior work. The company motto is "Gradatim Ferociter", Latin for "Step-by-Step, Ferociously". Blue Origin is developing a variety of technologies, with a focus on rocket-powered Vertical Takeoff and Vertical Landing (VTVL) vehicles for access to suborbital and orbital space. Jeff Bezos to visit Cape for 'significant' announcement James Dean, FLORIDA TODAY 1:31 p.m. EDT August 24, 2015

Blue Origin, the private space company founded by Amazon.com CEO Jeff Bezos, successfully completed its first test flight on Thursday, April 30, 2015.

The announcement is expected to confirm Blue Origin's intent to build rockets on the Space Coast and launch them from Cape Canaveral Air Force Station. The company has been negotiating a package with Space Florida and other agencies that would result in construction of a manufacturing facility in Exploration Park just south of Kennedy Space Center's secure area on Merritt Island, and eventual launches of orbital human spaceflight missions from Launch Complex 36. Space Florida's board last week gave its approval for the state economic development agency to finalize the terms of an agreement, referring only to the deal's code name of "Project Panther." Florida nears launch deal with Blue Origin Space Florida CEO Frank DiBello then said he thought the deal would be made public within a month or so. Bezos' visit is scheduled for Sept. 15. Blue Origin earlier this year completed a successful unmanned test flight of its suborbital New Shepard vehicle, launched from the company's private West Texas launch site. For its planned orbital rockets, which could be ready within five years, the company initially hoped to launch from the state's proposed Shiloh launch site at the northern border of NASA-owned land Kennedy Space Center shares with the Merritt Island National Wildlife Refuge. Rockets would have been built in the nearby town of Oak Hill in Volusia County. However, the Shiloh site's approval is far from certain, and environmental opposition stalled a proposed re-zoning of an Oak Hill property considered for the manufacturing work. FLORIDA TODAY 

Florida nears launch deal with Blue Origin Exploration Park and Launch Complex 36 emerged as an acceptable backup over alternatives in other states such as Georgia and North Carolina, which also would have required lengthy environmental studies and lack the Space Coast's existing launch infrastructure and work force. In addition to developing its own rockets, Blue Origin has partnered with United Launch Alliance to develop the BE-4 engine, which could power the booster ULA is designing to replace its Atlas V rocket. :: number five :: NSCFL Space Worker Hall of Fame inducts Lee Friedell On August 11, Craig Technologies engineer Lee Friedell was inducted to the National Space Club Florida Committee Space Worker Hall of Fame in Cape Canaveral. Lee was inducted for the significant contributions he has made in advancing Space Launch Technology dating back to the mid-1980s. For his design and engineering support of the Space Shuttle program, Lee was named the United Space Alliance PVS Lead representative to NASA, and continues this role today on the Space Launch System program. Lee has supported the Engineering Services Contract (ESC) at NASA's Kennedy Space Center with Craig Technologies since May 2013. On July 27, local business and political leaders gathered for a ground-breaking ceremony at the site of the Port Canaveral Logistics Center at Titusville, the Port's first off-site warehouse project and an important step in building a worldclass logistics hub in Central Florida. The Center is an essential part of the infrastructure needed to attract distribution customers to the area. Titusville officials are enthusiastic because their community was hit hard by downsizing at Kennedy Space Center and growth of a strong logistics/distribution industry would provide much -- needed local jobs -- an estimated 10,000-15,000 for Central Florida during the next decade. Flagler Logistics is funding and developing the Center on U.S. 1 near I-95, which the Port Authority will lease (with an option to buy) and sub-lease to its

customers. This is the first Class A warehousing in Brevard County. It will feature 246,240 square feet of dividable space with 30-foot clearance, truck docks and rail-side loading doors opening onto a new spur from the nearby Florida East Coast rail line. Completion is scheduled for May 2016.

Doing Business in Brevard Forum Draws Sold-out Crowd

The Orlando Business Journal has sponsored popular "Doing Business In..." luncheon/panel discussions in counties around the metropolitan area for several years. In July, it expanded the program to host "Doing Business in Brevard" for the first time. The event at the Hilton Rialto in Melbourne sold out, with more than 200 business people attending to learn about new opportunities in the county's changing business environment. Port Canaveral CEO John E. Walsh served on the expert panel with representatives of Florida Institute of Technology (FIT), CareerSource Brevard, the Economic Development Commission of Florida's Space Coast (EDC) and Space Florida. To economically stabilize a community long dependent upon tourism and federal space programs, these organizations all are focusing on initiatives that create diversity. They include the Port's push to increase cargo and logistics business; the EDC's pursuit of a broad variety of job-creating industries; Space Florida's development of a multi-purpose launch pad for smaller payload users and FIT's work on supporting technology entrepreneurism and developing new degree programs in law and medicine. As Port CEO Walsh commented, "Smart economic growth takes the involvement of an entire community and we are fortunate to have that here in Brevard County."

A Norwegian Giant Coming to Central Florida Norwegian Cruise Lines recently announced that Port Canaveral will homeport the Norwegian Epic -- at 1,081 feet and 155,873 gross tons, the fifth largest cruise ship in the world -- starting in November 2016. "Bringing Norwegian Epic, our largest ship and our newest ever to homeport in Port Canaveral, represents a big opportunity for the Norwegian brand," said Andy Stuart, Norwegian's president and chief operating officer. "We know there is pent-up demand from our loyal guests to cruise from Port Canaveral and we are excited to bring this spectacular ship to the Greater Orlando area." The 4,100-passenger Norwegian Epic will join Royal Caribbean International's 5,400-passenger Oasis of the Seas, arriving in the same month, as the Port's largest homeported ships ever. Norwegian Epic has more than double the capacity of the 2,018-passenger Norwegian Spirit, which will sail out of the Port from this fall through spring 2016. Norwegian Epic offers upgraded amenities that include a multi-slide water park, rock-climbing, bowling alley, 20 dining options and a state-of-the-art spa. In addition to couple and family accommodations, it features unique staterooms designed and priced for solo travelers. Six- and seven-day cruises aboard Norwegian Epic will take guests from Port Canaveral to the eastern Caribbean or western Caribbean. Three- and four-

day vacations to The Bahamas also are scheduled in January and March 2017.

Morton Salt Expanding Production Capabilities

Morton Salt is introducing food grade manufacturing capabilities at its salt production facility in Port Canaveral, including a state-of-the-art sea salt production line. The expansion will add more than 45,000 square feet to its existing footprint dedicated to the production and warehousing of food grade sea salt and food grade solar salt. Expansion at Port Canaveral begins late summer with food grade salt production expected to begin in the first quarter of 2016. "Being vertically integrated with our own sea salt production capability will enable Morton Salt to actively participate in this growing market and further strengthen our customer service and support," said Jen Schipper, Senior Director of Industrial Sales at Morton Salt. "This is critical as food manufacturers continue to incorporate sea salt into more of their product offerings and turn to us for reliable, high quality supply."

According to Mintel GNPD, sea salt was used in 26 percent of all new food product launches in 2014 that contained salt. Morton Salt invested approximately $20 million to introduce food grade production capabilities at its Port Canaveral and Grantsville facilities. With these enhancements, Morton Salt is uniquely positioned to serve the needs of food manufacturers with its network of 12 food grade production sites in North America.

Canaveral Wins Industry Awards for Communicating with Community "When port authorities communicate strategically with their many audiences, including their communities, business leaders and policy makers, they're better able to show their tremendous value as drivers of economic development, environmental enhancement and job creation." -- Kurt Nagle, president and CEO of the American Association of Port Authorities (AAPA). Port Canaveral received five awards in this year's AAPA Communications Program, including a top honor for a special public event -- the arrival of our new cargo cranes -- and its efforts to raise public awareness and draw media coverage. The Port also earned awards for two other public events -- the boat launch complex dedication and the 2014 State of the Port Business Community briefing -- plus two major Port publications -- the Port Canaveral Magazine and the Canaveral 2015 Report. Among the judge's comments: "Nice job in linking the commercial mission of the port with goals that are important to the community." "Shows an active thriving port that is engaged with community, customers and public. Looks like a great port with lots of future growth and potential!" Port Canaveral is one of 25 seaports out of 160 members that will be awarded Communications honors at a November 4 awards luncheon in conjunction with AAPA's Annual Convention, to be held in Miami this year.

Central Florida Partnership Task Force Focuses on Port Canaveral Central Florida Partnership President Jacob V. Stuart addresses area business leaders who are working to identify the tough challenges and great opportunities resulting from regional growth. Port CEO John E. Walsh was invited to update the group on the many aspects of Port Canaveral's growth generated by new cruise industry trends and new Port inland facility initiatives.

New Tenant Development Guidelines Coming for The Cove

The Canaveral Port Authority is working with the Cove expansion developer, Port tenants and the community to develop architectural and procedural guidelines for new and future projects within the Cove Commercial District, an area from the west side of Cruise Terminal 1 to the east side of Bluepoints Marina. The guidelines are designed to help create a destination experience for visitors, ensure that all tenant properties participate in and benefit from improvements to the District and minimize the effort and expense to tenants and prospective tenants in gaining Port Authority approval for new projects. A workshop in July introduced draft guidelines, along with a review of all the issues that will effect projects in the area, including the Cove Redevelopment Project, harbor widening and deepening, cruise and comprehensive master planning. Architectural guidelines are intended to promote diversity and individual character in Cove buildings while also encouraging pedestrian traffic, a harmonious environment, building transparency and safety.

Separate draft process guidelines for small and large projects set out three steps to approval: an initial sketch concept review with Port staff and Commissioners followed by two phases of substantive submissions. The draft process guidelines were sent to all Cove district tenants in late July and currently are posted on the Port website for public input. Once input has been received and incorporated, another workshop will be scheduled to present updated drafts. Guidelines eventually will be developed for all tenant areas.

Wednesday night kickball and racquetball were all cancelled due to inclement weather. A new Wednesday night intermediate tennis league will begin next week with 13 participants. Thursday night softball continued with its ongoing season. Thursday night intermediate tennis will begin a new league next week with many first timers joining. Staff continues to register teams and players for a new Monday night Co-Ed kickball league. Special Projects Xeriscape Park Fitness Clusters The fitness clusters purchased in partnership with Health First were received. Staff prepped Xeriscape Park for installation and work should commence the week of September 8th. Many residents have asked for static workout equipment; Xeriscape’s proximity to the Recreation Complex and shade from the high tree canopy made it a perfect location. Special Events Oyster Mat Making Workshop – Held at Manatee Sanctuary Park on Wednesday August 26th. These workshops take place every other month and are organized in partnership with Brevard Zoo and UCF. Anyone interested participating in this or any other workshop hosted in Brevard County can visit http://brevardoystergardens.org/. The next workshop will take place December 2nd. Public Works Services Update for Week Ending August 28, 2015 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public. Wastewater Treatment Plant (WWTP)/Sanitary Sewer System 

Lift Station Nos. 6 and 7 Improvements Project. City’s contractor completed connection of new water line to existing City of Cocoa system; pressure testing and water sampling completed. Wet well installed; work continues on installation of remaining lift station components and new sewer line in vicinity of lift station. Contractor was advised to prepare for tropical storm conditions over the weekend and early next week.

Sludge Belt Press Addition and New Reclaimed Water Tank. Rigid inclusion (RI) activities completed (total of 185 RI borings); piping for new reclaimed water tank delivered to site. Electrical contractor continuing upgrades for new belt press. Contractor was advised to prepare for tropical storm conditions over the weekend and early next week. This project includes two of the wastewater-related projects performed with funds from the City’s State Revolving Fund (SRF) loan. NOTE: Beginning June 18, increased truck traffic will be present on West Central Boulevard (west of SR A1A) and Thurm Boulevard. This increased traffic is associated with the construction of the new reclaimed water tank at the WWTP. Contractor will be working four, 10-hour days per week (weather permitting) until project completion in early 2016.

Replacement Stormwater Inlets. The City’s contractor will be installing five new type “C” stormwater inlets along West Central Boulevard between SR A1A and North Atlantic Avenue in the next few weeks.

Infrastructure Maintenance (IM) 

SR 528 Banana River Bridge Repairs. On June 22, a contractor for Florida Department of Transportation (FDOT) initiated repairs to the SR 528 bridge over the Banana River. The work will last approximately 142 days and will take place during weekdays. Lane closures will occur during certain work tasks.



North Atlantic Avenue Streetscape Project. Staff and the City’s consultant are preparing a response to FDOT’s request to further justify the award to the low bidder. Staff also continues to negotiate costs from potential CEI firms.



Tropical Storm Ericka. Staff continues to prepare City facilities for the subject storm this weekend or early next week.

Miscellaneous 

Space Coast Transportation Planning Organization (SCTPO) Project. SCTPO is developing a program entitled “Brevard Pathways Finder”. The main purpose of the program is to create an interactive mobility website for Brevard County. The website will be a comprehensive guide to Brevard’s trails, waterways and other bicycle/pedestrian facilities. Staff will be attending a seminar on September 15 to become a Partner with the SCTPO for this Project. A flyer with additional information is attached.



Florida Power & Light (FPL) Utility Pole Replacements. Between March 2 and December 31, 2015, FPL will be replacing over 70 utility poles at the locations listed below. This is part of FPL’s infrastructure hardening program: o West Central Boulevard between North Atlantic Avenue and SR A1A; o Rosalind Avenue between Washington Avenue and Chandler Street; o Washington Avenue between Ridgewood Avenue and North Atlantic Avenue;

Ridgewood Avenue between East Central Boulevard and Lincoln Avenue; East Central Boulevard between North Atlantic Avenue and Ridgewood Avenue; and North Atlantic Avenue between George King Boulevard and East Central Boulevard.

Maintenance of traffic (MOT) will be arranged by FPL; temporary road closures will be in effect. Pedestrians and vehicular traffic should avoid these areas during the construction activities.
