April 22, 2011 Welcome Competitors! We are very excited to again offer our Summer Show Series at the beautiful Del Mar Horsepark. As our shows have grown in popularity, our focus has always been to give you, the competitor, a quality show experience with that “hometown friendly” feel. This year will be no exception. In August, the chapter was again selected to host the South Regional Adult Amateur Competition (RAAC) sponsored by CDS and Equine Insurance. Last year’s South RAAC was a fantastic event! This year, we expect to see even more Adult Amateurs competing. Maybe you will be one of the winners riding an honor round with a beautiful neck ribbon! USDF Membership Benefits: USDF is dedicated to education, the recognition of achievement, and promotion of dressage. For details on member benefits, including educational programs, awards, and other opportunities, refer to the USDF Competitor & Member Guide or the USDF Web site at www.usdf.org. Membership Requirements for USEF-licensed/USDF-recognized Competitions: Owners and riders, including foreign riders and owners who are not residents of the US, wishing to participate in a USEF-licensed/USDF-recognized competition as a rider or owner/lessee, must have either a USDF Group Membership, Participating Membership (PM), or have a USDF Non-Member (NM) identification number and pay the USDF NM fee. (Note: USDF business members can own horses but cannot compete as riders with their USDF BM.) Individuals cannot compete at a USEF licensed/USDF-recognized competition with a USDF Education Membership. Horses competing at USEF-licensed/USDF-recognized competitions must have either a USDF Horse Identification (HID) number or a USDF Lifetime Horse Registration (LHR). Proper credentials or verification certificates must be presented to the competition secretary. Riders and owners wishing to participate in a USEF-licensed/USDF-recognized competition, and not able to present the competition secretary with verification of a USDF membership or NM identification, and USDF LHR or USDF HID, must complete a USDF Competition Affidavit Form and pay the $5 affidavit filing fee. A copy of a completed affidavit form from another competition may also be used for verification purposes for up to 60 days. (Exception: Affidavits cannot be used at Great American Insurance Group/USDF Regional Dressage Championships.) Exceptions: • Horses competing only in Individual Breed Classes (IBCs) at DSHB competitions, sires and dams of horses in DSHB group classes, where those sires or dams are not actually competing in the same competition, horses competing only in breed restricted dressage or DSHB classes at Regular Competitions (e.g. all Arabian, all Friesian, or all Morgan classes), or in USDF Introductory Level tests, Pas de Deux, Quadrille, FEI ParaEquestrian classes, are exempt from this requirement. Also exempt are horses ridden in leadline, exhibitions, games and races, classes for 4-H members, walk-trot, academy and opportunity classes. For foreign-owned horses competing in a CDI, USDF accepts copies of the horse identification pages from an FEI passport in lieu of a USDF HID or LHR number. • Riders and owners/lessees competing only in classes which are exempt from the USDF HID requirements are also exempt from the USDF NM identification number and NM fee requirements. Also exempt are handlers of horses competing in DSHB In-Hand or Group classes. Memberships Defined Participating Membership (PM): A membership issued to an individual directly by USDF. The membership year is December 1 through November 30. PMs are available for 1-year ($75), 5-years ($300), or life ($1,500). A USDF Youth Participating Membership (YPM) is available for individuals who have not reached their 21st birthday by December 1 of the current membership year ($60). A PM allows the member to compete at USEF-licensed/USDF-recognized competitions and to participate as a rider and/or owner/lessee for all Adequan®/USDF Year-End Awards, Great American Insurance Group/USDF Breeders’ Championship Series Finals and the Great American Insurance Group/USDF Regional Dressage Championship program. Group Membership (GM): A membership issued to an individual by USDF when the member name and dues are submitted to USDF through an affiliate Group Member Organization (GMO). The GM year begins December 1 and ends November 30. A GM allows the member to compete at USEF-licensed/ USDF-recognized competitions and participate in the USDF Rider Awards program. Business Membership (BM): A membership that runs December 1 through November 30 and is issued to a business or organization directly by USDF. The USDF BM ($200) offers a wider variety of advertising benefits. BMs satisfy requirements of horse ownership only. Education Membership (e-Membership): A membership issued to an individual directly by USDF. This online education only membership expires 12 months after the date joined. This membership type does NOT allow an individual to compete at a USEF-licensed/USDF-recognized competition. Non-Member (NM) Identification Number: For each USDF NM owner/lessee and USDF NM rider there will be a USDF NM fee of $25 and a USDF NM form per competition that must be collected by the show secretary and submitted to USDF along with the USDF Report of Fees document and the $5 affidavit fee if the person cannot provide a copy of their USDF NM card. Owners/lessees or riders exempt from the NM number requirements are also exempt from paying the USDF NM fee. If there are multiple owners of a horse and all are NMs, only one of the owners must pay the NM fee. If the horse has at least one owner who is a current USDF member there is no NM fee assessed. Competition management will be invoiced for all applicable USDF NM fees not received with the USDF post competition paperwork, along with a report listing all USDF NMs. Competition management is then required to submit the NM fees within 30 days to the USDF. An individual with a USDF NM identification number is not eligible for any USDF membership benefits. Once a USDF NM number has been assigned, a USDF NM card can be obtained from the USDF Web site. Horse Identification (HID) Number: A one-time tracking number for horses ($25). Scores earned by a horse with an HID number will be recorded, but will NOT be counted towards Adequan®/USDF Year-End Awards. A horse with an HID number is not eligible to compete in Great American Insurance Group/ USDF Regional qualifying or championship classes or Great American Insurance Group/USDF Breeders’ Championship Series Finals. An HID number can be upgraded to a Lifetime Horse Registration (LHR) for a fee of $70. If a horse has a USDF LHR it does not need an HID number. An HID number is a onetime fee that does not need to be renewed. Lifetime Horse Registration (LHR): A horse with an LHR ($95) is eligible for Adequan®/USDF Year-End Awards, and eligible to compete at Great American Insurance Group/USDF Breeders’ Championship Series Finals and Great American Insurance Group/USDF Regional qualifying and championship classes, assuming requirements for the owner and rider are met. If a horse has an LHR it does not need an HID number. An LHR does not need to be renewed. How to Join USDF Applications for USDF Participating Membership (PM), Business Membership (BM), Horse Identification (HID) number, and Lifetime Horse Registration (LHR) may be found in the following locations: • On the USDF Web site: www.usdf.org. 2011 SOUTH REGION ADULT AMATEUR COMPETITION (RAAC)

2011 South RAAC is

The RAAC competitions, sponsored by Equine Insurance, were designed to provide an opportunity for all CDS Adult Amateur riders to qualify and compete against others of similar skills and experience. The regional nature of these shows will help to provide our membership with a developmental path for gaining competitive experience, promote excellence and increase awareness of and support for the chapters.

the CDS Annual Championship Show at Training and 1st Levels are not eligible to compete in the RAAC shows at the level they have won.

ELIGIBILITY   Participants at the RAAC shows must be current members of CDS, must have a USEF Amateur Card under Dressage Rules, and must be 22 years old or older.  CDS membership for both the rider and the horse owner must be current when all score are earned in order to count as qualifying.  Qualification is for an amateur rider/horse team.  To be eligible to compete, the $25 registration fee for each horse and rider team per level MUST BE PAID to the CDS Central Office by close of business no later than 12 days prior to the first day of competition at the regional show entered.  2011 Qualifying Opens: Sept 1st, 2010  2011 Qualifying Closes: 12 days prior to the first competition day of the show entered.  Scores earned at the CDS Championship Show will NOT count towards qualification for RAAC purposes.  Qualified horse/rider teams can compete AT ONE of the three regional RAAC shows held during the year. Eligible horse/rider teams are permitted to compete at ANY RAAC event. For example, a competitor can qualify in the southern region and opt to enter the central RAAC.

RAAC CLASSES   Two divisions will be offered. Elite Adult Amateur Division is for riders that have competed in a CDS Championship Show. Novice Adult Amateur Division is for riders that have never competed in a CDS Championship Show Horse of the Year class. The Rose Award is for riders over 50 years of age who earn High Point Elite and Novice. Competitors will be required to ride once at the highest test of the level entered.  All official RAAC classes will be held on Sunday beginning immediately in the A.M.  The CDS-SD Chapter Summer Show classes on Saturday may be used as RAAC warm-up classes. No warm-up classes will be offered to RAAC competitors on Sunday.  Riders may enter both the CDS-SD Chapter Summer Show and the RAAC for both days.

  RAAC AWARDS 

 NEW! Qualification scores must be earned at CDS recognized shows. The number of scores has changed for 2011 and are as follows: 1 score from 1 judge at Basic Level USDF Intro Level Test C 65% or higher at Novice Division (Elite Division will not be offered). 1 score from 1 judge at any Training Level test 60% or higher 1 score from 1 judge at 1st Level 60% or higher 1 score from 1 judge at 2nd Level 60% or higher 1 score from 1 judge at 3rd Level 60% or higher 1 score from 1 judge at 4th Level 60% or higher 1 score from 1 judge at PSG 60% or higher 2 score from 1 judge at Intermediare 1 60% or higher

 Training and 1st Levels will receive: an embroidered cooler for 1st place and a neck ribbon; 2nd place winner a neck ribbon and a halter; and 3rd – 10th place bridle ribbons.  2nd Level and above will receive: an embroidered cooler for 1st place and a neck ribbon; 2nd place winner a neck ribbon and a halter; 3rd – 6th place bridle ribbons.  High Percentage Score Elite and Novice Rider – neck ribbons in each division.  Roses Award neck ribbon for High Percentage Elite and Novice Rider 50 years of age and older in three divisions: Basic Level, Training thru Fourth Level, or FEI. Riders must officially sign-up for the division prior to their RAAC ride. Riders can sign-up in the show office for the Rose Award when they pick up their show packets.

Important message from Del Mar Horsepark: STALL BOARDS ARE NO LONGER REMOVABLE PER 22ND DAA MANAGEMENT (Del Mar Horsepark). They will be inspecting the barn area and competitors will be fined $100 PER BOARD if the boards have been found removed. See announcement posted in barn aisles. This show and every class offered herein which is covered by the rules and specifications of the current USEF rule book will be conducted and judged in accordance therewith. The management reserves the right to cancel, combine or divide classes as necessary, to change the schedule, or to change the officials. Decisions of the show management are final. All questions concerning the show procedures, rules and regulations should be directed to the show management. Scheduling questions should be directed to Patty Littman at (818) 889.1202. The show office opens at 2pm on Friday. ENTRIES: All entries close and must be postmarked by the closing date. Correct fees and association numbers must accompany each entry form. Classes are LIMITED in size and may fill before the closing date. Entries are accepted on a first-come, first-served basis. No numbers will be issued without competed entries, full payment, signatures, fees and association numbers. Parents or Guardians must sign entry blanks of minors. No phone entries will be accepted.  LATE ENTRIES: All entries must be postmarked on or before the closing date. Entries posted after the closing date will be accepted only to fill scratches and will incur a late fee of $25.00. Horses already entered in the horse show will receive priority.  SCRATCHES: Scratches made prior to the closing date will be refunded. It is the exhibitor’s responsibility to inform the show office of their intention to scratch. There will be NO REFUNDS after the closing date. A credit of class fees good for one year will be issued ONLY with a letter from a DVM and upon approval of the CDS-SD Board of Directors.  CHANGES: Any change of horse/rider is the responsibility of rider or owner. Changes must be reported to the show secretary PRIOR to the start of the class. Failure to make this report to the show secretary may result in elimination.  RETURNED CHECKS: All checks returned by the bank will be charged an additional $25.00 penalty. USEF MEMBERSHIP STATEMENT: Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Riders provided the respective breed/discipline category fee has been paid. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at regular competitions, Eventing competitions, dressage competitions, reining competitions and combined driving competitions upon payment of a $30.00 non-member registration fee. Participants in the following classes are exempted from the requirements of this rule; 1) leadline; 2) exhibitions; 3) games and races; 4)classes for 4-H members; 5) walk/trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level test, pas de deux and quadrille classes; 7) NRHA endorsed reining competitions; 8) opportunity classes; 9) citizens of other nations who have proof, in English, of current membership in good standing of their own national federation; 10) USEA beginner novice division; and 11) assistant handlers in dressage sport horse breeding classes (See GR807.4 of the Federation rules.) MEMBERSHIP FEES: USEF federation Fee is $15.00, CDFA Drug Fee is $5.00. Senior USEF Non-member Fee is $30.00. USDF Non-Member Fee is $25.00 (Rider and/or Owner). CDS Travel Grant is $2.00. CDS NonMember Fee is $10.00 (Rider and/or Owner). NOTE: DASC members do NOT have to pay a CDS Non-Member Fee. CDS members do NOT have to pay a DASC Non-Member Fee. CDS members who participate in a CDS recognized show may not be required to pay Non-Member Fees to any other organization (USEF or National Breed Organization exempted) in order to participate in the show. These fees apply per show. Only horses entered into GAIG/USDF qualifying classes are required to have a USEF horse number. Copies of current membership cards MUST accompany entry form. MINOR EXHIBITORS: Parents or guardians of minor exhibitors shall hold CDS-San Diego harmless for injury to such minor. No minor’s entry will be accepted unless it is signed by a parent or guardian. CONDITIONS OF ENTRY: Every horse entered for competition will be under the control of the Horse Show Management, but the Horse Show Management will, in no case, be responsible for any loss or damage that may occur, and it shall be a condition of entry that each exhibitor shall hold the Horse Show, its Directors, and Employees, CDS-San Diego Chapter, its Directors and Employees, harmless for any loss or accident to his horse, horses or equipment which may occur from accident, sickness, fire or otherwise. Management reserves the right to cancel, combine or divide classes, or to change officials as it deems necessary. The decision of Show Management is final. MANAGEMENT: The Horse Show Management reserves the right to interpret all questions and conditions in regard to or arising out of any incident in the show without claims for damages or recourse of any kind. All questions not covered in these rules and regulations shall be decided by the Horse Show Management and their decision will be final. The Horse Show Management reserves the right to refuse, accept, conditionally, or to cancel any entries, disqualify riders and exhibitors, prohibit entries and to cancel award prizes without claim to damage, to change, cancel or combine any classes, to reschedule classes after due notice to exhibitors, or to change rings or to substitute officials. The judges decisions are strictly their own and the Management accepts absolutely no responsibility for those decisions. ARENAS: All tests will be ridden in 20 x 60 meter sand arenas. Only horses entered in the show will be permitted in the warm-up and competition arenas. No one on foot is allowed in the warm-up arenas. Horses in the warm up arena must wear their competition numbers. Arenas must be vacated while equipment is being used. Horses are not to be left unattended in arenas at any time. No one may ride a horse entered in the competition on the competition grounds who has not signed an entry form. Competition rings are not to be used for warm-up purposes at any time, unless so marked and with the permission of the show management. VIOLATION will be cause for ELIMINATION. LUNGING: Lunging is allowed only in designated areas. Lunging is not allowed in the warm-up arena. RIDING TIMES: ride times will be available on the CDS SD Chapter website www.sandiegodressage.com and www.barronsgateevents.com by the Tuesday of the week of the show. Please call Show Management for times if you are unable to access the website. Please remember you now have 45 seconds to enter the arena after the bell. AMATEUR AND JUNIOR/YOUNG RIDERS: Amateurs are defined by the rules and specifications of the current USEF Rule Book. All riders entering the AA classes must possess or have applied for an USEF Amateur Card prior to riding in the class. All riders in Amateur Divisions must present an USEF Amateur Card when picking up their number or they will not be allowed to show in the Amateur Division. Cards may be applied for at the show office. Individuals are eligible as Juniors until the end of the calendar year in which they reach the age of 18. Individuals are eligible as Young Riders from the beginning of the calendar year in which they reach the age of 21. Competitors compete as Adults from the beginning of the calendar year in which they reach the age of 22 (not 18). Therefore, for dressage competitions, riders between the ages of 18 & 21 compete in Young Rider divisions, NOT adult amateur, even if amateur is indicated on membership cards. TESTS: Current (2011) USEF/USDF Tests and 2009 FEI tests will be ridden. FEI and USDF Musical Freestyles are offered. 2011 GREAT AMERICAN/USDF QUALIFYING REQUIREMENTS: In order to qualify for a Regional Championship, horse/rider combinations may qualify by earning a minimum of two qualifying scores at two official GREAT AMERICAN/USDF recognized competitions from two different judges in any region. Riders may ride in Qualifying classes both days. Go to www.usdf.org to find the minimum qualifying scores required for each level. Non US Citizens may ride in Qualifying classes. SCORED TESTS: Tests will be given ONLY TO RIDERS or their agents and only AFTER results are posted and placing established. STABLING: Stabling is in permanent barns. 10x10 stalls with Dutch doors. No automatic waters. REMOVAL OF STALL BOARDS IS NO LONGER ALLOWED-see rule 1. Fines for leaving ground cover also apply. GROUNDS FEE: (for those not stabling) is $35.00/day. Please include this fee in your entry form. SCHOOLING ONLY FEE: Horses may enter the show for schooling on show grounds. Please complete the entry form and send association information for each horse. Schooling fee is $35.00 per day per horse plus stabling. RIBBONS AND AWARDS: Commemorative stall plaque for first place and ribbons for first through third place will be given. All owners and exhibitors will be held responsible for any damage occurred by them, their agents or employees to stalls, buildings and other property on the show grounds and shall be billed accordingly. CANCELLATION: In the event of rain prior to the show, it is the responsibility of the rider to call Management to determine whether the show is canceled. Shows are NOT canceled unless the footing is deemed unsafe. If the show is canceled for any reason, a $25.00 office fee will be retained from each entry and the balance refunded. Exhibitors are responsible for their errors and those or their agents. Freestyle class entries require copy of qualifying tests at that level-qualifying test must be submitted at time of entry. No professional photographers, videographers, or other forms of media are permitted on show grounds without advance consent of show management. No banners, displays or signs are permitted on show grounds without advance consent of show management. PROTESTS: Any exhibitor lodging a protest must first deposit $100.00 with the Show Secretary, which sum will be forfeited to the Horse Show if not sustained. All protests must be filed in writing, signed by the protester, and filed with the Show Secretary within 48 hours of the occurrence of the alleged violation. DOGS: Dogs on a leash are permitted on show grounds. Any dog becoming a nuisance will be asked to leave the grounds. Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver’s license. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against above individuals in accordance with Rule 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule.

FEDERATION ENTRY AGREEMENT FOR THE CDS-SAN DIEGO CHAPTER SUMMER SHOW SERIES By entering a Federation-licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of The United States Equestrian Federation, Inc. (the “Federation”) and the local rules of the competition. I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and / or the Competition may use or assign photographs, videos, audios, cable—cases, broadcasts, internet, film, new media or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation.
