Dear Applicant, Thank you so much for your interest in the position of International Director for The Leprosy Mission International (TLMI). Our mission may be over 140 years old, but leprosy is still a significant health issue and The Leprosy Mission is the largest and most experienced organisation still engaged in the fight against this ancient disease. Our global reach and a dedicated staff in over 30 countries means we have a wonderful basis to reach our goal of defeating a disease that has ruined lives for thousands of years. With the retirement of our current International Director, we are looking for someone to lead us in reaching the full potential that our size and capacity indicates. Our vision is to see leprosy defeated and lives transformed. If you are someone who could be inspired and motivated by such a fantastic vision, we would love to hear from you. For the International Director representing this Global Fellowship we are seeking to appoint a Christian who is committed to integral mission, has a heart for the poor, plus the ability to lead and inspire a diverse cross-cultural team. The person appointed will build on the exciting work done over the past five years. In that time TLM has moved from a top-down, centrally controlled organisation to a vibrant Global fellowship of 31 entities committed to a common charter. We seek a man or woman who can provide inspiration, engender vision and build unity in this remarkable Global Fellowship. The ability to harness and expand our resources for this important task is vital as is experience in cross-cultural interaction. We seek a person with strong leadership skills and a proven ability to excite others with a common goal. It is my privilege to chair the International Board of ten trustees. With a range of skills the Board is fully committed to the vision of TLMI. We understand our role in governance and responsibilities as trustees. But we respect the position that our International Director holds as the most senior employed member of our staff of around 20 in the UK based international office. 1 The Leprosy Mission The Leprosy Mission is an international and interdenominational Christian mission whose vision is ‘leprosy defeated, lives transformed’. Its mission statement states that ‘Following Jesus Christ, The Leprosy Mission strives to break the chains of leprosy, empowering people to attain healing, dignity and life in all its fullness’. The Leprosy Mission believes that transformation involves body, mind and spirit. Accordingly, through prayer and obedience to God, it seeks to proclaim and demonstrate the truth and love of Jesus Christ through all its programs and activities. To achieve its vision, it works in close relationship with people affected by leprosy or disability, communities, churches and other agencies including national governments and local and international NGOs. Around the world The Leprosy Mission (TLM) member countries have about 2,000 staff and implements or supports around 150 leprosy projects either directly or through partners. TLM is also active in supporting countries, where the main focus is developing financial and prayer support. Together they give TLM an invaluable presence around the world, mobilising support and awareness and presenting opportunity for coordinated advocacy. In 2011, thirty-one TLM countries signed the TLM Charter to signify commitments they have made to each another: these are the Members of The Leprosy Mission Global Fellowship. Each Member Country has a Country Leader responsible for the implementation of their country strategy. All TLM Global Fellowship Members are equally valued partners in TLM’s global work. As such TLM has a federated structure of 31 autonomous countries. The International Office (TLMI) provides essential support and co-ordination to the global work of TLM. The Leprosy Mission International (TLMI) is the global ‘hub’ and support office of The Leprosy Mission Fellowship. TLMI is responsible for providing the leadership, coordination and facilitation, accountability, monitoring, and support services to enable the TLM Global Fellowship to function effectively. TLMI also directly governs the work of TLM in Member countries where there is no local governance structure. TLM Trading, a catalogue trading company, is a wholly owned subsidiary of TLMI. TLMI is a member of a number of international agencies including ILEP (the International Federation of Anti-Leprosy Associations), IDDC (the International Disability and Development Consortium), EUCORD, Micah and the NGDO Neglected Tropical Disease Network. Our latest published accounts and financial history can be found on the Charity Commission web site www.gov.uk/government/organisations/charity-commission using charity number 1076356 or The Leprosy Mission International in the search. 2 Role Overview The International Director provides overall global strategic leadership; proactively overseeing the implementation of the Global Strategic Plan through a combination of facilitating and co-ordinating Member Countries action (both resource mobilisation and implementation) and direct TLMI action at the global level. The Strategic Plan is attached in the Appendix. The role requires building strong internal and external relationships; maintaining and communicating a global overview; fostering spiritual life in TLM; championing the Mission’s purposes and values and the principles of the TLM Fellowship; and supporting effective governance and leadership globally. The International Director is appointed by the International Board to whom s/he is directly accountable. Between Board meetings the International Director maintains this accountability to the 2|Page

Board through the International Chair and works within the authorisations agreed by the Board from time to time. 3 Principal Accountabilities Global Strategic Leadership The International Director is expected to give visionary and inspirational leadership to the Global Fellowship. In achieving this the International Board has identified the following set of priorities for the role:     

Clarify and advance The Leprosy Mission’s global positioning: its name, reach, reputation, what it stand for internationally. Extend The Leprosy Mission’s engagement in relevant international alliances and collaborative ventures that grow revenues and increase TLM’s program reach. Lead and support measures to build fundraising income, especially private donor funding, worldwide. Build understanding and practice of integral mission in The Leprosy Mission and promote the organisation’s Christian identity. Ensure that the TLM global fellowship continues to flourish through strong mutually respectful relationships between equally valued Members.

3.1 Leadership, Growth and Development  

 

 

 

Implements TLM’s vision, core values, guiding principles and strategies. Oversees (facilitates and co-ordinates) the implementation of the global strategic plan through a combination of co-ordinated Member Country action and direct TLMI action to ensure effective outcomes, reporting on impact, achievements and strategic progress. Encourages, supports and grows the active role played by the Members of TLM. Provides pro-active leadership at the global level in areas identified by Members including global level fundraising, communication and decision-making within TLM on global matters, and measureable strategic global impact. Identifies new sources of income and actively supports significant revenue growth in all possible settings, including at global/trans-national level and by Member countries. Grows active participation in global-level networks, forums and collaborations (including relevant health, disability and development networks, multinational mission and development agencies), in a manner that advances TLM’s vision, influence, impact and reputation. Engages TLM in advocacy at all levels with a clear, consistent voice so TLM is well positioned to influence policies, decisions and strategies that impact people affected by leprosy. Champion participation by leprosy affected people at all levels of decision-making.

3.2 Management and leadership of TLMI and Support of TLM 

 

Supports and facilitates the work of TLM Members by ensuring TLMI (the global hub) functions effectively in line with global strategic priorities, the approved annual budget, in close co-operation with Country Leaders and in response to Member feedback. Gives leadership and direction in the formulation and implementation of annual plans and budgets for TLMI agreed by the Board. Manages the staff of TLMI, ensuring appropriate mechanisms and personnel policies are in place for the recruitment, training, development and review of TLMI staff (about 20 people).

Is responsible for the financial management and control of TLMI and manages the overall financial health of TLM, including ensuring sound budgeting and financial monitoring processes. Ensures global financial, governance, HR, medical/technical and other relevant policies are adopted and reflected in all TLM country policy frameworks to ensure effective outcomes are achieved in line with global strategic priorities. Ensures TLM develops and adheres to agreed processes and standards, and suitable mechanisms for the monitoring, evaluation and audit of TLM’s work are in place. Protects and advances the TLM brand and reputation by working with integrity and ensuring appropriate policy and legal protection for the TLM brand. Undertakes significant and regular international travel to fulfil his/her duties.

3.3 Internal and External Relationships  

   

Accountable to the TLMI Board in the first instance. Works closely with Member Country Leaders (in a line-management role where there is no local governance structure) to achieve effective outcomes and, where applicable, with governing boards of TLM Members. Fosters strong and respectful relationships between TLM Members, and between TLMI and Members, in line with TLM’s global mission and values and the principles of the TLM Charter. Ensures effective functioning of representative working-groups, in particular the MemberAppointed Working Groups and the Representative Management Group. Responsible, with the Director for Research, for the work of the Research Committee. Builds effective relationships with the International Federation of Anti-Leprosy Associations (ILEP) of which TLMI is a member, the World Health Organisation (WHO) and representatives of governments and other significant organisations to extend our influence and impact.

3.4 Fostering Christian Spiritual Life    

 



Prioritises and fosters the development and celebration of Christian spiritual life within and throughout TLM, modelling and encouraging spiritual leadership. Leads times of Christian devotion and prayer within TLMI, TLM and wider settings such as church services, conferences and Christian and supporter meetings. Encourages and values the heritage, culture and focus on prayer in all TLM Members and TLMI. Articulates the missional purpose of TLM and its Christian nature, identity, values and underpinning theology to others and ensures these are embedded in the organisation and seen in the outworking of its objectives. Ensures that systems are in place for nurturing the spiritual life of TLMI personnel and, as far as possible, people, families and communities affected by leprosy. Keeps TLMI and TLM abreast of mission issues, explores TLMI’s ministry in the wider context of world mission, champions a deeper practice and discovery of integral mission, and fosters good relationships with other mission agencies. Promotes and encourages the practice of TLM’s core values in all TLM settings.

3.5 Global Overview  

Keeps up to date with changes in the political and economic environment that may affect the work of TLM, and relationships and outcomes in the countries where TLM is working. Ensures mechanisms are in place to keep the work of TLM up to date with medical and technical developments relating to leprosy, and significant external changes in thinking on health, disability and development.

Closely monitors and clearly communicates within TLM both external developments as above and key shifts in Member opinion which may have an impact on the Mission as a whole.

3.6 Effective Governance    

 

     

Reports to the TLMI Board, reporting on impact, achievements and strategic progress against the Strategic Plan and agreed plans and targets. Supports the International Chair in his/her responsibility of enabling the Board to fulfil its proper functions. Ensures the Officers of the Board (the TLMI Chair, Vice-Chair and Treasurer) are kept fully informed on all significant matters. Works closely with TLMI Board committees (audit and governance) and their chairs, to monitor and build organisational effectiveness, grow good financial management and good governance. Works with the TLMI Board to develop appropriate governance policies, and is responsible for the implementation of such policies. Ensures the TLMI Board has timely access to reliable information for the effective governance of TLMI, including information on the legislative and regulatory environment in the UK. Maintains awareness of the internal and external risk environment and reports regularly to the Board on areas of significant risk. Ensures TLM’s Member-Appointed Working Groups perform effectively. Ensures TLMI complies with and discharges its constitutional and legal obligations. International travel planning occurs within a strategic framework agreed with the Chair on behalf of the TLMI Board. Provision of regular travel reports to the Board. Plans and organises regular TLM Fellowship Meeting of Members, any International Assemblies and other global meetings so they function well and make sound decisions. Line manages Country Leaders without local boards, promotes the development of local governance and leadership capacity in all Member countries.

4 Personal Profile 4.1 Faith:     

Has an active Christian faith and mature commitment to Christ. Able to lead TLMI in God’s will with a humble servant heart. Has a heart for, and commitment to, Integral Mission. A commitment to TLM values. And personal integrity.

4.2 Vision and Strategy:     

Has the ability to cast vision and inspire, with bold, visionary, entrepreneurial leadership qualities. Is a strategic thinker. Outward looking and responsive to opportunities. Is a problem solver, with demonstrated skills in change management and capacity building. Has the ability to balance consultation with decisiveness.

4.3 Finance: 

Has financial and business acumen.

Fundraising and resource mobilisation experience. A vision to grow TLM financially and inspire others with that vision.

4.4 Communication:      

Is a good networker and relationship builder. A strong communicator and team player. Excellent written and verbal communications skills. With strong inter-personal and mediation skills. Who can inspire, nurture and unite the global fellowship. And encourage the church to partner with TLM.

4.5 Diplomacy:    

4.6 Experience:     

Has the international experience and ability to work and engage cross-culturally. Has physical and emotional stamina. Capable of extensive international travel. Fluent in English and, ideally, one other language. Has significant experience in a senior leadership position, ideally in a federation structure.

4.7 Governance: 

Understands both governance and management and can operate at both levels.

4.8 Circumstances:   

Willing and able to work from the TLMI UK office. Willing and able to travel in the UK and internationally on a regular basis. Understanding of, and commitment to, extended and unsocial hours as required.

The objects, vision, mission, values and ethos of the charity are underpinned by Christian biblical understanding and motivation. The International Director is the most senior employed member of staff and required to fulfil a number of duties in support of this Christian positioning as set out in the Job Description / Principal Accountabilities. An appropriate and attractive package is available to the right candidate, including: a salary of £80k GBP, pension (non-contributory with employer contribution 10%), 25 days holiday plus UK Statutory Holidays and two times death in service benefit. 6|Page

The role is subject to a six months’ probationary period. Where the preferred candidate needs to relocate to fulfill the role, consideration will be given to assistance with relocation expenses. A discussion will be had with the candidate and HMRC guidelines on relocation will be considered. Due to the international nature of the role these interviews may be conducted by Skype. First and second formal interviews will be held in the UK in the week beginning 01st February 2016. Appendix I Organisational structure 7|Page

The formal structure of The Leprosy Mission International is set out in the Articles of Association and the Bye Laws. It is summarise briefly in this document. 1. Governance structure The International Board is the governing board, responsible for all the activity of TLM International. It meets twice a year. It consists of the Chair, Treasurer, eight General Trustees and up to two coopted Trustees. The Officers consist of the Chair, Treasurer and one general Trustee appointed by the Board as Vice-Chair. Board meetings are also attended by the General Director (ex-officio) and the other members of the Representative Management Group. The International Board has two subcommittees, the Audit Committee and the Governance Committee. The terms of reference of both committees are set out in the Bye Laws. Both meet at least twice a year. The International Board is elected by the Members of TLM International, who are the same as the members of the TLM Fellowship. 2. The Leprosy Mission Fellowship The Board of The Leprosy Mission International makes itself accountable to the Members of The Leprosy Mission Fellowship - those countries which have been accepted by the current Members and have signed the TLM Charter. There is an annual Meeting of Members of the TLM Fellowship. Forums of country leaders and country chairs often meet at the same time as the TLM Fellowship Members’ meeting. 3. Management structure The General Director is appointed by the Board as the CEO of TLM International. He/she appoints the other senior staff including the Heads of Department. The General Director and Heads of Department manage the International Office which consists of around 20 staff, 80% of whom are based in the UK (mainly at the Brentford office). The General Director consults the Representative Management Group, a group consisting of the General Director, the Head of Operations plus three elected representatives from among the supporting country leaders and three from among the implementing country leaders. Note: the above wording uses General Director. With this appointment the job title has been changed to International Director.
