FOREWORD This manual is prepared and designed primarily to assist the area/district/post membership teams and commanders in building a complete membership program. It includes: 1. Material to help build a membership campaign. 2. Basic outline of important membership dates for the Legion membership year. 3. Information on Department and National contests and awards throughout the entire year Information published in this manual is subject to change during the year. If that happens, replacement page(s) will be mailed to each post.

Districts and posts are encouraged to establish incentive programs designed to foster an atmosphere of further growth and post development within the Legion family.

All target date accomplishments are based on each Posts’ total membership on the transmittals received and posted by close of business on the target date. Transmittal with incorrect or incomplete data will not be counted.



A NEW member is defined as any eligible veteran who was not a paid member, in good standing for the previous membership year. Transfers from one post to another do not constitute as a new member.



The post to which a member pays his current dues will receive credit for that member for the entire year. No credits or dues will be transferred to the new post.



Post goals will not be altered should a member transfer to another post or passes away either before or after paying his/her dues.

Some Suggestion to Increase Membership at Any time of the year 2016-2017 1. Post Open House: Invite the public to you Post home to explain programs and activities of The American Legion and services being provided to your community. This should dispel any false image or stereotype. Put up table top booths with promotional materials on the various commission and activities of The American Legion. Have enough materials for distribution. Invite someone from a local VA hospital regional office, Vet Center, the SBA or the PTA to assist in answering question and to provide appropriate handouts where indicate. Invite the public to meet and greet your sponsored Special Olympics Team, American Legion Baseball Team, National High School Oratorical Champion, a well-recognized local hero who is a member of The American Legion, etc. It is also important to have your committee chairman and Post Service Officer available to explain their operations. Schedule your Open House so that it doesn’t conflict with other community events. Publicize widely and well in advance (i.e., newspaper, radio, TV, all appropriate public places, posters and neighborhood leaflets). Conduct a special raffle that night (for guests and members). Two time a year September and February. 2. “Appreciation” Dinner: Hold a special dinner (and social event) to show your support and appreciation of all veterans by having your members invite/sponsor a guest who is an eligible veteran. Have a distinguished member of the community be the guest speaker (preferably a veteran- definitely a veteran’s advocate). Help ensure the evening’s success by preparing a brief but appropriate agenda. Distribute promotional materials and publicize properly. 3. Establish Contact with other Community Organization: As part of ongoing outreach program to raise awareness and improve the image of The American Legion in your community; contact other fraternal and civic groups. Ask for time on their meeting agendas to address their membership on some aspect of your Post’s program. (Many of these groups are looking for guest speakers and would most likely be glad to oblige). 4. V.I.P. Involvement: Enlist the aid of local or state personalities in promoting the good works of your Post and District. If possible, try and relate their appearance to your local or state projects you have decided to undertake (i.e., Mayor and Governor Proclamations, appearances, speeches and events). 5. Related projects could be in the form of: Membership teams (2 &3 members to a team) work your membership teams to increase membership by Dec 31, 2016 and March 31, 2017.  

Telephone member round-up (new members and/or renewals). Half of the team makes calls while the remaining members stand by with vehicles to go pick up the dues immediately. Door- to- Door Membership Drive: Target one or more neighborhoods in your community; divide up the street and conduct a door-to door canvassing effort. Good planning and organization (advance publicity, prepared introductory remakes for all canvassing and a follow-up listing the results) will greatly aid your chances for success providing an evaluation of your effectiveness.

Post Program for the families 2016-2017 to increase membership Suggestions for (July-Dec) Planning for the Legion year start with: July- plan a 4th of July picnic and invite all your members, family, friend and some community leader to enjoy a good time. Remember to have a membership table with brochure of the programs your Post does. Also have a newsletter and information about your Post. * make it a community project if need to. Continue to plan all year long and note membership drive (to get members) and membership Rally’s (for information on who we are). August is a good time to Start planning for membership drive and rally for the year. Plan for up and coming events like “Get Out The Vote”, “Let’s Be right on Flag Etiquette”, “Need a Lift”(new DVD) and Veterans Day. August 4, is the U.S. Coast Guard Birthday (1790) and the 11th was the day in 1972 U.S. combat troop leave South Vietnam. Note: On the 5th, in 1964 the Congress approves “all necessary action” in Vietnam. Go to the school and let them know of the program are going to help with like JROTC, Boys State and Girls State, Play it Safe, Gateway Drugs, Know the Warning Signs of Youth Suicide, Oratorical contest and School Medal. September is the Department of Florida membership drive on September 8, 15 and 22 please do one of these days. This will help your membership with renewal, retention and new members. In September is National Disaster Preparedness month plan for a local firefighter or EMT to setup how to do some first aid or CPR course or demonstration. Also know the following can be plan for September 2, in 1945 V-J day, on the 3rd 1943 Allies land in Italy also Labor Day, on the 11th is Patriot Day, on the 16th is The American Legion Day stared in 2007, on the 17th Citizenship Day, on the 18th is the U.S. Air Force birthday (1947), September 21st, is POW/MIA recognition day and on 30th is Gold Star Family remembrance Sunday. October start with the 7th in 2001 Operation Enduring Freedom begins in Afghanistan. Monday the 8th Columbus Day, on the 13th is U.S. Navy birthday (1775), on the 24th United National Day and Oct 31th is Halloween. November is a big month, Nov 6th Election Day your right to vote for a new President. On the 10th is the birthday of the U.S. Marine Corps (1775), Our day Veterans Day Nov 11th, on the 13th in 1982 Vietnam “Veterans Memorial was dedicated”, the week of 11th to 17th is Veteran in the classroom and Education week. Next is the 18th to 24th is family week is also Thanksgiving Day is on the Nov 22th. December is a BAD month for membership we want to help our Veterans and family at is time of the year. Dec 7th is Remember Pearl Harbor Day (Japanese bomb 1941 “a day that will live in infamy”), on the 15th is the Bill of Rights Day and 24th is Christmas Eve and 25th is Christmas day and the end of the year is 31th Happy New Year to all. By the end of the year 2016 each member should have a 2017 membership card in his or her packet. Note: Make your plans minimum of 2 month backward planning. First Plan:is to do (the complete guide to your Post’s) Welcome to LEGION TOWN U.S.A. campaign. It has on page 9 how the plan can work for your Post with a list of thing to do, and start with September events to do and membership, and October events to do and membership, and last November events to do and membership this is a plan for a 100% membership by December 31, 2016. Start in August with membership pull (call, talk, visit, and open house) to get members to renew. Have a team in place with membership application Legion, Auxiliary, SAL and work as a team. Plan something a have and programs table with materials on program your Post do. More to September with events to promo membership (key date Sept. 11 Patriot Day, Sept. 16 American Legion Day, incur a Disaster Preparedness week or day) partner with community group (firefighters, police, and local leaders). And away have membership table. October is Halloween Safety Night do is before Halloween day. Heroes to Hometowns (H2H) assist with transition of a wounded warrior and her/his family back into your community when needed. And away have membership table. November plan for Veterans Day event on/or as close as possible to Nov. 11 and invite the community, local leader, and all veterans too. Education week is the week before Thanksgiving veterans in the schools program go to the schools. Have a thanksgiving dinner for families and veterans in your Post. And away have membership table.

Second Plan:

is to do Children & Youth programs starting with some Suggestions: August going to your local schools make contact and plan an Open House (Post) to show what your Post dose with Children & Youth programs for is you will need some help, ( 4 to 5 TV with DVD player for some DVD for children and the new Legion DVD on the History of the American Legion) also membership material. Also some Family Support Network program, Temporary Financial Assistance (TFA) program, Mercy Medical Airlift program, and Disaster Preparedness have firefighter talk about how to get prepare. Just ask me. And away have membership table. September start off with some Children & Youth program(open House) Missing Children work with Law Enforcement Officers for Child ID, Warning Signs this program is on youth suicide, Child Safety program (Play It Safe) working with local firefighter on safety in the home and cars, Boys State program who, when and How. Oratorical program some who, when and how. Boy Scouts work with them. Disasters Preparedness has firefighter talk about how to get prepare. Also have a membership table. October start with Children & Youth program Halloween Safety program in the schools or plan a Halloween party of the Children & Youth. Give out Make Halloween a Fun and Safe Night (brochures and coloring book) and more just ask me. And away have membership table. November plan some event(s) Veterans Day thank you party for all veterans, National Family week, Education week (veterans in school), Flag Education program in the schools, Thanksgiving dinner for veterans and families. Do all is as an open house. And please invites the local leader and the community. And away have membership table. December start with Pearl Harbor Day program, plan a Christmas party and/or Children & Youth program some for the kids, and away have membership table.

Please check this Guide out. Is a good resource.  Post Adjutant manual and Officer’s Guide and Manual of Ceremonies are also a good reference.  Help Post Chairman with a program that you know or would like to work with this will help the District chairman build confidence for the program.  Know how to use Post Responsibility Audit form and Post Analysis form to make the Post Betterment. Officer’s Guide Pages 36 & 37.  Teach the Legion Institute course for the District. Have the Post and /or the members taking the course pay for the books. I can get book from Dept HQ for $10.00 each.  Newsletter for each Post. Membership Suggestions 2016-2017 Post and Community Projects for our Active Duty and Families Purpose: Is to have the local Post go and visit the National Guard, Reserve and Active Duty basis to get to know who we are “The American Legion” and Legion family. The mission in addition to assisting your local military veterans and their families will be to contact the commander at a local military base, National Guard armory or Reserve center in your community. Arrange a meeting with him or her to explain the support service your post can provide, and offer to brief all the troops during convenient drill period or other suitable occasion. And you talk to the Commander or troops about your Post and how can you help them and their families (can benefits) if they need help with anything before, doing and after deployment. You will need some the following: 1. Troop Support Services (TS2) booklet (2 books for each troop: one for the troop and one for the family member) talk about the TS2 book so they know how to use it. Stock # 24-010 2. Temporary Financial Assistance—Stock # 24-008 3. Women Veterans—Stock # 70-001 Use the assistant of the all the Legion family went briefing the base Commander and Troops. Prepare for briefing of troops, if scheduled, after meeting with commander. Bring Auxiliary President and PR Chairman, if available, to assist in the brief. Adjust the script to HIGHLIGHT the specific services that your Post can offer. *Render support to these veterans and their families as needed. News DAYTONA BEACH, Fla. (WOFL FOX 35 ORLANDO) –Families,friends and elected officials, including Florida's governor, showed up for a warm send off for nearly 200 troops from the Florida Army National Guard's 1st Battalion, 265th Air Defense Artillery Regiment. These men and women departed Daytona Beach on Monday for Fort Bliss in Oklahoma for three months of training, then it's off to Afghanistan for six months. (updated Mar 16, 201xx5) OCALA | As an Ocala- based Army Reserve unit leaves for Afghanistan, the departure is a reminder that America's longest war is not ending for all soldiers. Despite the pending exit of most U.S. forces from that war-torn nation by year's end, thousands of American troops are expected to remain there in 2015 and perhaps beyond. (Sunday, May 11, 2014)

Membership Suggestions Planning an event is a 2 or 3 months before the event start. Do your planning backward to see the BIG PICTURN first! Start with 1. Location 2. Day of the event (Saturday and/or Sunday) 3. Time of event to start (10:00am to 2:00pm) Set up time (8:00am to 9:30am) day of the event *The Day before the event check everything (all the people who are coming to help) *The week before the event check everything and to a dry run also if is outside what if it rains (have some tents ready or go inside) Food, material needed or the event have 50% or more for each program, check with community help (Law enforcement, Firefighter, EMT and Paramedic, Country disaster preparedness person and anyone who is going to help out) *The month before check and make sure all who are helping are still in the plan, also check with Public Relations (all mediums available to you whether its newsletters, bulletins, television, radio, newspapers, Email and/or direct contact also flyer) *The 2 months before have a meeting with people who will help and plan with you (Have one person who is your assistant just in case something happen to you) get sponsor’s and partnership (Auxiliary, SAL and Riders too help) the entire families to help. Always have people give idea about the event your plan and idea are very good. (make an Agenda for the event) After the event give thanks to your volunteers (helper) with a Certificate of Appreciation as a minimum. All events should be plan all most the some way. Calendar of Events Your budget is a means to an end. The amount of money you have is not as important as what you do with it. So, right along with the budget, you need to set up a calendar of events. These are the things your Post is going to be doing during the coming year.

“Membership Suggestions” For 2016-2017 membership year to make 100% Purpose: A plan to provide “Service” to our veterans, their families and their communities is as solid today, in a period of high technology and lightning fast changes, as it was in 1919, when the founding fathers of The American Legion met in Paris. Vision: Every American Legion member must focus on service to the veteran, to their families and to the communities as their number one priority. Legion officers at every level must lead the way in reinforcing this vision. Goals: We must have goals to fulfill our vision of service. A mission statement should be in place that includes these goals and spells out a direction of where you and The American Legion at every level should be in one, three, five and seven years. Image: We must be aware at all times of our image and how others perceive us and our work in the community. We must remain the champions of service to our veterans and their communities. Everyone in a Legion leadership position must set the example for all members to follow. Partnership: The American Legion, American Legion Auxiliary, and the Sons of The American Legion and the Legion Riders, need to be partners in providing service to our veterans, their families and their communities. Legion officers again must set the example for inner-organization dialogue and cooperation. Our work of service to our veterans is a “family affair.” Goals or Standards Some Posts have several thousand members—others are successful with less than a hundred. What the Post wants to do and needs to do, it can do. But only if the membership and the Post officers in particular, carefully spell out its goals or standards in terms of service to the community and then translate these goals into action, will the Post be successful. Service takes many forms. It’s getting the manpower or membership to do a job. It’s having fun while doing it. And it’s doing something that needs to be done, whether for the members or the community. This means that the Post officers must be aware of the likes and dislikes of its members, and equally aware of the needs of the community. The good Post will know the needs of the community. It will know them by the simple process of planned contacts by representative Post members with city officials, educators, welfare workers, community leaders and with other civic and fraternal groups. A Legionnaire who does a good job for the community deserves recognition and thanks from the Post, whether it was a Post-sponsored project or not. Veterans’ activities alone will not establish The American Legion as an asset in the eyes of the community. These are, however, of particular importance to an organization composed exclusively of veterans. Community Projects Another very valuable way of getting your Post knowledgeable—know-how in the right way—is to cooperate with other community organizations in civic projects. A Post Commander who knows his business will encourage active participation in civic affairs on the part of the members. There is personal pride when a local Legionnaire is elected to the school board, heads up the United Way, or even gets a promotion in a job—and will go out of the way to congratulate members on their accomplishments, whether in the Legion or in another field.

Public Relations: We can amplify our commitment of service to the veteran through an aggressive and consistent public relations program. It allows us to maintain visibility in the community. Technology in the media has made it possible for everyone to become accessible to print and broadcast media. Likewise, Community Service Committees, the Chamber of Commerce(s), and Business Associations have doubled in number over the past 10 years. These are excellent opportunities to network. Become involved in the community as a good neighbor. Public relations opportunities to tell the Legion story should be pursued. Public Relations Purpose: To increase awareness among the veteran’s community and the community at large of The American Legion’s advocacy of Veterans issues, national security and foreign relations, Americanism, and children & youth. Your goal is to define The American Legion in the public eye by the values for which it stands. Your technique is two-fold: (1) Placing radio and television advertisements and public service announcements produced by the National Public Relations Division where they can be seen and heard and (2) Developing relationships with editors and journalists serving the Post community so that they cover those programs supported by the organization’s founding pillars. The High School Oratorical Contest is the reporter’s “news peg” but The American Legion’s support for a “one hundred percent Americanism” is THE story that must be told. Why The American Legion is “Still Serving America?” is the question you, as the Post public relations officer, must ensure is answered in every form of media coverage obtained. Public Relations is a membership multiplier. Calendar of Events Your budget is a means to an end. The amount of money you have is not as important as what you do with it. So, right along with the budget, you need to set up a calendar of events. These are the things your Post is going to be doing during the coming year. Welcome Committee The first meeting is also a good time to start a welcoming committee—in case there has not been one in the past. Two or three members should be asked to take on the job of welcoming new members, guests, or even older members who are not well acquainted, making them feel at home, and introducing them. The sergeant-at-arms can often help on this assignment. An active welcoming committee is a part of the Post’s public relations job. Communication: This is a must! Legion officers must set the example in establishing clear and concise lines of communication with members and nonmember alike. Through communication and personal contact, The American Legion can cross all race, gender and age barriers on its way to providing quality service to our veterans and their communities. District and county Commanders should visit every Post within their jurisdiction. This provides you with an awareness of their needs and growth potential. Communicate, educate and support one another through all mediums available to you whether its newsletters, bulletins, television, radio, newspapers, Email and/or direct contact. Membership: Service to our veterans begins with our membership base. Without members we would have no voice on Capitol Hill nor could we achieve the entitlements and support to our veterans, their families, their communities, our state and nation. Membership is everyone’s responsibility --especially Legion officers. Post revitalization and new Post development should be on every Legion Officer’s mind. Resolution 28, Disenfranchising, reaffirmed that the Department Commander or Department Executive Committee is the final decision maker on establishing Posts within the Department, not another Post or District. The National Executive Committee established, by the same resolution, an objective of one Post for each high school in the community.

The focus is presence in the community and the objective is growth. Over the next five years the goal is to increase the number of Posts to over 16,000. Therefore, every Department must focus on Post development/ revitalization. Membership and Post Activities Purpose: To obtain, retain and increase the membership of the Post with specific responsibilities for renewals, enrollment of new members, transfers and reinstatements. (The first vice Commander frequently serves as chair of the Membership Committee.) Other Duties Membership may be the primary assignment of a Vice Commander, but during a normal Legion year, the Vice Commander will have many other duties. He/she should become familiar with the ceremonial protocol for regular meetings. The chances are excellent that he/she will have to conduct one or more meetings during the year. Knowing how to prepare a meaningful and fruitful agenda is very important, as well as good experience. The Vice Commander must be ready to fill in for the Commander upon a moment’s notice. Past Commanders Many Posts have an active Past Commanders’ Club. Sometimes its primary purpose is social and the retention of good fellowship among those who have served as Commanders. But here is a wealth of knowledge, know-how and ability just ready to be tapped. Don’t let it go to waste. Whether such a club is formally organized in your Post or not, it is helpful to build a Commander’s Advisory Committee from your Past Commanders. Membership Planning Guide Every American Legion post should have a plan in place to coordinate and direct membership development. The post commander, ultimately, is responsible for the success or failure of the post to meet its membership goals for the year. Often the commander is assisted by the post membership chairman, who helps by selecting membership team members, planning membership rallies or events, and assisting the commander and adjutant with the processing of new and renewed members.

Commanders often follow a formula for success by assigning an energetic and motivated Legionnaire to be the Post Membership Officer (or chairman) to supervise the following post membership teams: 

The Contact team concentrates on developing leads to areas with a likely concentration of veterans. The geographical borders of the local post community should cover not only the local business zones and residential neighborhoods, but should reach out to neighboring communities and counties that are underserved by American Legion posts. Some features of the expanded area should give it high potential for successful membership development, including: 

Convenience in travel time to the post and scheduled post events.



A sense of community awareness about the post, its location and positive contributions.



A willingness in the community to help boost post membership through poster and countertop displays, public-service announcement outlets, local advertising buyers, etc.).



A high number of prospective members.

The contact team should restrict itself to building a list of areas and neighborhoods where potential members might be located. With post leaders, the membership chairman coordinates specific events to host in these local communities throughout the year. Post leaders might also prepare plans and make necessary arrangements for post-sponsored events that are scheduled on the post calendar. Such events could include an Americanism rally or fireworks, a post membership breakfast or dinner, a post open house, an American Legion birthday party, a dance, a children's day, a Halloween carnival, a fun-run marathon competition, a tractor-pull competition, Legion

Rider fun runs, and a talking Christmas Tree or Santa Claus hotline for children. After events and potential neighborhoods are identified, the New Member team goes into action. These team members are the “salesmen” and conduct door-to-door area canvassing; build relationships with local media, churches, and civic and fraternal clubs, and create and share newsletters, posters or countertop displays. Often a member of this team will write letters to the editors of local newspapers; coordinate a public information booth, table display. All members would be involved in sponsoring a local youth sports team or a post-sponsored community service programs such as a community health fair, child abuse/missing children fingerprint program, a civil-defense disaster emergency preparedness test or a teen drug-abuse program. The membership chairman and New Member team together chooses a specific contact method - mail, phone or door-to-door solicitation - and establish a specific calendar schedule for using it, as well as identify where to apply it. The New Member team specializes in convincing eligible prospects to join the post. Team members should be persuasive speakers who are comfortable talking with people, especially strangers, and proven "go-getters" with good working knowledge of the Legion, its organization, purpose, history and services. This team also compiles a list of names, addresses and telephone numbers for all eligible prospects who would not join the post (the contact team uses this list for future contact efforts). Lastly, and most importantly for the continued success of the post, the Retention team specializes in persuading current and former Legionnaires to renew membership in the post, using post membership rosters and historical data to identify non-renewed members and to make personal contact with each member to address concerns and get a favorable renewal decision. The success of the team concept in membership building is directly related to post members' willingness to participate and assume the responsibility for planning, organizing and directing post events. Success is measurable the post meeting and exceeding all membership objectives assigned by the district or department. The team concept, using Contact, New Member, and Renewal teams is equally adaptable at district and department levels where far greater resources are available for team membership, and where team members can be selected from an array of posts. District Team efforts should be primarily directed to building membership in the district's weak posts, or in newly chartered posts in need of growth to develop and sustain its programs and the American Legion home. District officers select the district membership chairman and members for the three district teams. Special attention is given to selecting of the best workers from across the district for this important role. District leaders and district membership chairman choose the posts needing help, the contact method to employ and the calendar of events, as well as planning and organizing the events themselves. Finally, post and district leaders may call on the staff of the Department Headquarters in Orlando for assistance. The Department staff, can arrange with the National staff,who may travel and assist in building membership teams for certain posts. MEMBERSHIP PUBLIC RELATIONS The Department of Florida American Legion’s Membership Enhancement program is administered by the six Area Commanders, the Department Membership Chairman, Jerry Brandt. All requests from various posts or District must be sent to the Area Commander, who will review such requests, and if the paperwork is in order, he/she will forward such requests to the Department Membership Chairman. (Proper paperwork being a signed voucher, and a copy of all bills, statements and invoices that support the request) All applicants will be notified of the determination of their request. This will be done within a reasonable amount of time after the committee has met. It will be the Area Commanders’ responsibility to notify his/her District Commander of all requests. In the following pages you will find some previous requests that have been approved and some that have been denied. These are guidelines, and the Department Membership Committee is still asking that all members look and work for innovative ideas for the recruitment of new members and retaining of current members.

APPROVED REQUESTS All requests must be in a voucher form, and signed. All necessary paperwork must be attached and forwarded to the Department and Area Commander. A. Public Relations materials will be provided at no cost to the Area, District, or Post. This will include Billboards. It is suggested that the Post, District, or Area try to get space donated. B. Rental space: Such as fair booths, tents for civic affairs, mall space. A copy of a signed contract must be furnished to the committee as well as a letter stating what the space is/was used for. C. Public address systems rentals: If used for membership purposes. A signed contract must be presented. D. Telephone banks: Requests for this type of membership tool is only approved for the areas with high Post 400 members (not transferred), delinquent members and veterans who have not joined The American Legion. Highly concentrated veteran population areas are Hillsboro, Brevard, Orange, Pinellas, and Dade counties. Department approval and guidelines must be met and approved before any phone bank can be utilized. 36

E. Cable television ads: Ad must be for membership only. Most cable networks have public broadcast stations that can be used free of charge. F. Posters for store fronts: Invoices showing cost of printing and amount purchased. Again membership must be the theme. G. Anything new and innovated that can be used to recruit new members and can also be used in transferring Post 400 members into local posts, or picking up delinquent members. If you have questions on your new idea, contact your Membership Chairman, Jerry Brandt. H. New membership recruiting posters designed to stand up in storefronts. The Department Membership Committee is looking into possibly supplying this item in the future.

REQUESTS THAT WILL BE DECLINED A. Newspaper ads: The results from past experience in various parts of the Department have shown little or no new members at all. The cost vs. the results makes it unproductive. B. Rental cars: The Membership Committee is against any Post or District using rental cards in any membership drive or membership purposes. C. Refreshment: No reimbursements are given for the cost of membership breakfast, dinners, or food of any kind. The District or Post sponsoring a membership drive should bear the cost. D. Shirts/Jackets: The Committee feels that individuals working for the goal of increased membership, should be doing it for their Post/District and not looking for gifts. The National Organization has in effect, Gold Brigade (New Member Recruiter Award) Program, with many with the Department receiving these jackets in the past. E. Bands/Music: If a district or Post is having a membership booth or drive, they should not have to resort to bands to draw a crowd. The cost is not considered membership worthy. F. Individual Awards/Plaques/Money: Money for these items have been disallowed because the Department and National Organization has individual awards already built into their membership programs, such as” New Member Recruiter” awards, “Top Recruiter” awards on the Post/Department/National levels and the “Gold Brigade” new member award.

NOTICE As you set up your records for the coming year, please remember that at the end of the year you will be expected to account for every membership card given to you with your membership packet. (Form on page 88)

“Important Notice Regarding Dues Payments” The National Constitution and Bylaws and the Department of Florida Constitution Bylaws state that all annual dues shall be collected by each Post and transmitted promptly through the Department to National Treasurer. Article X Section 3. The annual dues shall be collected by each Post and transmitted promptly through the Department to National Treasurer. Departments are designated agents for collection for The American Legion with respect to such annual dues and upon the receipt thereof shall remit them promptly to the American Legion. In no event shall the period transpiring between the receipt of such annual dues by a Department and the remittance thereof The American Legion exceed thirty (30) days. Section4. Annual dues shall be payable October 20, of each year, for the succeeding years. Cards and money should always be transmitted at the same time. The only exception would be credit card transactions. If there is a shortage or overage in payment, the proper debit or credit will be shown on the next membership statement.

Post 400, Post 208, and DMS Members Upon request (pg 68) a list of these members will be mailed or emailed to the post. National updates the DMS members once a week (Thursday). There may or may not be any members in your particular area. The members in Post 400 and Post 208 don’t change too often. If you received a “Request To Transfer” form from a member, it must be attached to the Member Data Form, if the members signature cannot be provided. When transferring a member If you transfer a Post 400 or DMS member into your post and they have already paid their current year dues to Department or National, you will not receive credit for them in the current year as their dues have already been paid. It is the same as any other post transfer. You will receive credit for them when they renew their dues to your post next year. It is important not to send a membership card for a member that has paid their dues for the current year to another post and he/she transfers into your post. You will only need to send a “Member Data Form” to transfer him/her into your post. This may help in eliminating duplicates payments returned from National. You will not receive credit for this member until he/she renews their membership next year.

What and Where is “Cyber” Post 208? Cyber Post 208 is an online post with a current membership of 3,181 members. Cyber Post 208 provides online chats with other fellow veterans and a search engine that will help you find military friends and members who share the same interests. A member/guest can create his/her own personalized page, upload and share pictures and videos. You can also interact with other veterans by introducing topics from personal to VA matters by creating your own blogs. And best of all, these benefits are provided at no additional cost. You are not required to participate online, but if you are interested in participating, please visit http://www.cyberpost208.floridalegion.org We encourage Post Officers to sign up, look about to see what Post 208 is all about. The November target date will be on Friday due to Veterans Day falling on that previous Tuesday. To maximize the December renewal notice, the January target date will be on the third Wednesday of the month.

2016-2017 Incentives for 100%+ Membership Posts 1. Cash incentives on membership a. 80% -Posts will only receive $0.80 for each additional member added after achieving their 80% goal up till 90% goal Date/February 1st Goal Date.. (Example: If a Post had 100 members, if at the 90% goal date they are 90% or higher, then 10 members (81-90%) will count, the Commander of the Post will receive $8.00.) If they exceed the 90% goal, the additional members will go towards the 90% goal. If Post is not at 90% but is over 80%, those members who exceed the 80% mark will count and the Post Commander will receive a check for $0.80 per member. b. 90% - Once a Post achieve 90% they will receive $0.90 per every additional new/renewal member. (91%-100%) up till the 100% goal Date. (Example: If a Post had 100 members, if at the 100% goal date they are 100% or higher, then 10 members (81-90%) will count, the Commander of the Post will receive $9.00.) If they exceed the 100% goal, the additional members will go towards the 100% goal. The winner of the award MUST ATTEND either Fall Conference or Department Convention in order to receive compensation. MEMBERSHIP RECRUITER PIN Each Legionnaire who recruits or reinstates between July 1andthe May goal date will receive one of the following pins: -10 – 24 members will receive a Gold Membership Recruiter Pin. -25 – 49 members will receive a Gold Membership Recruiter Pin with a Sapphire Stone -50 – 75 members will receive a Gold Membership Recruiter Pin with a Ruby Stone -76 and above will receive a Gold Membership Recruiter Pin with a Diamond Stone (see page 54/55 for form) 46

TOP NEW MEMBER “RECRUITER OF THE YEAR” Each American Legion Post will have the opportunity to submit the name of the Recruiter from their Post who has signed up the highest number of new members for the American Legion by the May goal date. (Use form on page 56/57) The Top New Recruiter, properly certified from each Post, will be awarded a certificate with his/her accomplishment inscribed thereon. The Recruiter who has signed up the highest number of new members will be submitted to National to be entered in the National “Recruiter of the Year” contest. NATIONAL AWARDS INDIVIDUAL AWARDS National “Recruiter of the Year” The individual certified with the highest number of NEW Members recruited from among all the Departments will be declared “National Membership Recruiter of the Year”. The award will consist of an expense paid trip to the National convention. The trip includes, for the Legionnaire and guest, round-trip air transportation, hotel accommodations for 6 days/5nights, and reserved seating tickets to the National Commander’s Banquet for Distinguished Guests. Awards for the National “Recruiter of the year” will be presented to the next highest 26 individuals: 1 - $1000 Award Certificate for Emblem Sales 10 - $150 Award Certificates for Emblem Sales 15 - $100 Award Certificates for Emblem Sales

GOLD BRIGADE AWARD A Legionnaire who recruits 50 or more NEW members into The American Legion by the May goal date, will qualify for enrollment in the elite GOLD BRIGADE of The American Legion. These very special Legionnaires will be awarded unique gifts that designate affiliation with the Gold Brigade of the American Legion. Also, special recognition will be given to those Legionnaires enrolled in the Gold Brigade through special publication announcements in The Dispatch and in special articles in other publications. Members of the Gold Brigade will be recognized by the National Commander during the National Convention. The gifts awarded to a Gold Brigader 47

FIFTH CONSECUTIVE YEAR Gold BRIGADE AWARD A Gold Brigader who has won the Gold Brigade Award for 5 consecutive years (to include the current membership year) is eligible for a distinctive Gold Brigade Blazer. A Legionnaire may only qualify for this award once every 5 years. (Use form on page 60/61)

SIXTH CONSECUTIVE YEAR OR MORE GOLD BRIGADE AWARD A Gold Brigader who has earned the Gold Brigade Award for at least 6 consecutive years or more (including the current year) is eligible for a $150 Check and a “Master Recruiter” Legion cap. (Use form on page 62/63)

THE SILVER BRIGADE A Legionnaire who recruits 25 to 49 NEW members into The American Legion by the May Goal date will qualify for this award. A silver pin and certificate will be awarded. (Use form on page 64/65) Note: A recruiter cannot be awarded both Silver and Gold Brigade awards during the same membership year.

POST REVITALIZATION RECOGNITION LETTER Individuals who assist in revitalizing a Post will receive a recognition letter from the National Commander for their hard work. The revitalized Post will receive a letter from the National Commander welcoming them back into the American Legion. The certification form is on page 66.

NEW POST DEVELOPMENT PIN This recognition in the form of a specially designed cap/lapel pin, is for any individual, Legionnaire, Auxiliary, or Sons of the American Legion, who assist with the initial start-up of a new Post. These volunteers can be nominated for this pin at any time during the year. The certification form is on page 67. 48

PIONEER AWARD This award is a means of recognition for an individual who has made the greatest contribution in helping to get a new post chartered and insuring a successful operation. The certification form is provided in the New Post Kit issued by National. A new post may make nominations for this award immediately after securing a temporary charter.

POST AWARDS POST MEMBERSHIP ACHIEVEMENT AWARDS All Posts achieving 100% by November 2nd will be entered in a drawing during the Fall Conference for the following prizes: Grand Prize, $500 2nd Prize, $250 3rd Prize, $100 All Posts achieving 100% by May 31st will be entered in a drawing during the Department Convention for the following prizes: Grand Prize, $1000 2nd Prize, $500 3rd Prize, $250

POST HONOR RIBBON Honor ribbons will be awarded to posts whose membership as of December 31st achieves an advance membership (for the year about to begin) equal to or exceeding the final membership for the year then ending. Department will certify eligible posts to National.

CERTIFICATE OF MERITIOUS SERVICE “POST ALL-TIME- HIGH” This certificate is awarded to those posts which, by December 31st, have enrolled an advance membership for the year about to start equaling or surpassing the posts’ previous all-time-high membership. Department will certify eligible posts to National.

FIVE CONSECUTIVE YEARS ALL-TIME-HIGH AWARD This award is for a citation to those posts which has five or more consecutive years all-time-high. A minimum of five consecutive year is necessary to qualify, but a citation can be earned each year the post continues its all-time-high performance after the fifth year. Department will certify eligible posts to National.

DISTRICT AWARDS District New Post Achievement Award (Department) Any District turning in a New Post Charter by Delegate Cut-off will receive a check for $200 and each New Post will receive a check for $300 to help get their post started. 49

District Commander’s New Post Achievement Award and Pin (National) District Commanders who achieve the goal of creating new American Legion Posts in their respective Districts and have the new Post Temporary Charter Application on file at National Headquarters by the May goal date will qualify for a framed certificate to show their accomplishments. Department will certify eligible districts to National. District Commander’s Achievement Award and District Honor Ribbon All District Commanders whose membership by the May goal date exceeds the previous year’s membership by at least the number of Posts in the District will be awarded the District Commander’s Achievement Framed Certificate Award. In addition, the District will receive an Honor Ribbon for its District Colors. Department will certify eligible districts to National. District Commanders “Race to the Top” Competition (Cut-off date is March 31) Competition will be divided into five categories based on the membership of the District without regard to geographic locations. District Commanders will compete in each of the following categories based on the final membership year totals and a top District Commander for the National Award will be selected from each of the five categories. Post Ribbons will be given to each top District Commander for all American Legion Posts in those districts. Department will certify eligible districts to National. Second and Third place awards will also be presented in each category. The District Commanders will be awarded checks in the amount of $500.00 for second place or $375 for third place, but no additional ribbons will be awarded for the Posts in these districts. THE AMERICAN LEGION MEMBER DATA FORM INSTRUCTIONS Please clearly print or type the information when filling out the form. This is a newly designed form intended for use by electronic scanning equipment. Information that is not understandable or readable is subject to error. Your help is greatly appreciated and will permit National Headquarters to maintain a more accurate database of the American Legion membership. The Member Data Form should be used to report * Name/Address Changes * Date of Birth * Continuous Year Changes * Post Transfers * Deceased Members The Member ID No. and the Name of the Department is required for a Member Data Form to be by National Headquarters. The following pertains to transfers only: The transfer from one Post to another is a privilege granted to any paid-up Legionnaire with the approval of the Post to which the member desires to transfer. A TRANSFER MAY BE MADE UNDER THE FOLLOWING RULES: 1. No transfer shall be made unless the member requesting transfer has a membership card showing the member is in good standing at the time the transfer is requested. Members whose dues for the current calendar year are not paid by February 1 of that year are suspended and are not in good standing, and are not eligible for transfer. 2. No charge shall be made to the member for the privilege of transfer and no dues shall be transferred fro m one Post to another The accepting Post may require payment of the difference in dues on a pro-rated basis if dues are higher than the transferring member’s former Post. 3. A Legionnaire desiring transfer of membership must first secure approval from the post to which the transfer is desired. This may be done orally or in writing. The Adjutant of the new Post will complete and route the parts of the form as instructed. 4. National Headquarters will carry through by transferring the member’s record to the new Post, provided the member’s current record is on file and provided the information on the transfer is complete. 5. Kansas or Nebraska Dept. Paid Life Members should check with their Department Headquarters prior to transfer. ROUTE THE PARTS OF THE MEMBER DATA FORM AS FOLLOWS: Parts 1-3: Send to Department Headquarters. The Department will forward part 1 to National, retain part 2, and mail part 3 to the Post that loses the member who transfers. Part 4: Post should keep for their files. National/Department Credit Card Processing Members can now pay their dues online directly to The National Headquarters. Please see blue pages for information regarding this procedure. You will only need to send the member his/her membership card.DO NOT mail the other two parts of the card(s) for these transactions to Department, as this will only result in duplication of charges to your post. Once a week, posts will receive a list of these members along with the membership statement showing date of credit given to the post. This information will be noted on the Membership Statement as “National Online CC”. Please make careful note of this change in procedure. Department Credit Card Processing (This is different than paying by credit card directly to National) Members still have the option of paying their dues by credit card directly to their Post either by mailing their renewal notice with the credit card information to their post or by stopping in and personally paying the post by credit card. There is a Credit Card Authorization Form on page 75 for any members who stops by the post and wants to pay by credit card. Mail both the form and the membership card to Department for processing. Only MasterCard, Visa, or Discover credit cards and debit

cards bearing the VISA or MASTERCARD logo can be accepted. AMERICAN EXPRESS, STORE CARDS and GIFT CARDSARE NOT ACCEPTABLE CARDS. NO CREDIT CARD WILL BE PROCESSED WITHOUT THE MEMBERS’ SIGNATURE AND/OR MISSING INFORMATION. The process is as follows: *Upon receipt of the renewal notice, the member decides to pay his or her current yea r membership dues by credit card. The member will mail or stop by his/her post to pay via credit card. The Post has the option of processing the credit card payment, if it is set up for credit card processing. At that point, the credit card can be validated and the member’s card can be issued. If the Post cannot process c r e d i t cards, the Post should complete the C.C. Transmittal Form on page76, annotate the member on the Post roster, counting him or her as paid and issue the membership card to the member. The post will then send both the renewal notice or the CC Authorization Form and the 2 part membership card to Department for processing. The total amount charged to the members’ credit card will be the total dues amount charged by the Post - unlike for cash or check payments, in which only the combined National and Department per capita ($21.00) is forwarded. No post check or cash should accompany credit card payments. To avoid a delay in processing the members’ credit card, please make sure all information is present. Paid Up For Life Membership - PUFL National has revised the Paid Up For Life program and streamlined the application process. For Post and Department Officers (Effective July 1, 2017) 

The October 2009 paper application with rate chart will no longer be accepted.



Applications received at National in three ways: 1. On-Line application 2. Printable applications—Member or Post obtains rate quote by filling out and printing the pre-filled application for mailing to the National address. 3. Call Customer Service Specialist – 1-800-433-3318 and they will fill out application over the phone or mail the application to the member.

Current members may now enroll in the Paid Up For Life program online or can print a personalized application and mail in their payment. Pay in full or choose 12 monthly installments. 
