Note the other blocks on the estate are for social housing and are not included in this contract. Similarly the multi-storey car park is not included in this phase of work. 1.3

In the event of the contractor being unsure of the extent of work to be included in his tender, he is to contact the Contract Administrator to clarify the point before submitting his tender.

1.4

No conditions or exceptions must be added to the contractor’s tender and any tenders received with such conditions will not be considered.

1.5

In the event of the contractor not having clarified any points with the Contract Administrator his tender will be deemed to include all works intended to be included in this contract and no claims will be allowed for errors or omissions. Contract Period

1.6

The contractor should at the time of submitting his tender state the time required to complete the works. This time period will be inserted into the contract. Extension of Contract Period

1.7

The contractor is to make all reasonable efforts during the course of the works to mitigate loss to the employer which may be caused by an extension of time. He should include for engaging additional labour during the course of the works and undertaking additional work in an effort to finish by the contract completion date. Visit to Site for Tender Purposes

1.8

The contractor shall make a thorough examination of the premises for the purpose of pricing the Specification and submitting his tender. He shall ascertain precisely the nature and extent of the works and conditions under which they will have to be executed so that his estimate shall include for all incidental and contingent works which may become necessary to render the works complete. Order of Works 1.9

Works shall be carried out with the minimum of inconvenience to all persons using the buildings and the contractor should consult the Contract Administrator at all times and arrange his work accordingly. The works shall be carried out in such order as the Contract Administration shall direct. Overtime

1.10

The contractor shall include in his tender any overtime which may be necessary for work which cannot be reasonably executed during normal working hours. Notices and Fees

1.11

The contractor shall give all Notices to any relevant authorities and pay all fees legally demanded. Schedule of Prices

1.12

The contractor shall include for all works described in this Specification or which can be reasonably inferred there from as being necessary for the complete and proper execution of the works.

1.13

Allow for preliminary and general costs for the management and execution of the works, temporary works (including adapting and maintaining and clearing away) and protection (taking whatever means necessary to prevent damage and/or deterioration due to weather)

1.14

Damage and Injury to Persons and Property The contractor shall be responsible for and make good all damage that may arise to any of the works and for any accidents of whatever description to life and property, arising out of or happening during the execution of the works and to indemnify the Contract Administrators and Employers against any liability, loss or claim whatsoever. The contractor shall also be responsible for all consequential damage or destruction to the property generally or personal injury or loss of life resulting from the works and the contractor is to cover this risk by insurance to the satisfaction of the employer, (which shall be a minimum sum of £1,000,000 (one million pounds) to cover any one occurrence or series of occurrences arising out of one event.

1.15

Damage to Site (including areas not specifically mentioned but within the demise of the building) and Adjoining Properties

1.16

The contractor shall maintain proper control over the workmen employed in the works and shall hold himself responsible for and make good at his own expense any damage that may occur to any part of the site and adjoining properties caused by or in consequence of the carrying out of these works. Maintenance of Roads and Pathways

1.17

The contractor shall be responsible for all damage that may arise to the existing roadways, kerbs, channels, footpaths, mains, cables, pipes, etc. through the work or from the cartage of materials to or from the works and shall make good all damage and pay all claims legally demanded for the same. Prospective Profit

The employer reserves the right of adding to or omitting from any of the works included in this contract without liability to the contractor for any prospective profit.

Facilities to Sub-contractors 1.19

The contractor will be required to provide attendance and facilities on all sub-contractors. The contractor must include in his tender the amount he requires for providing such attendance, which will be deemed to cover all the contractor’s costs involved. Labour, Material and Plant

1.20

The contractor shall allow in his estimate for the whole of the labour, materials, plant and scaffolding required to execute and complete the works included in the contract, whether or not specifically described in this Specification.

1.21

Storage Facilities The contractor must make his own arrangements for the storage of plant and materials on the site and no responsibility will be accepted by the employer for the safety of such plant. The position of any storage facility shall be at the discretion of the Contract Administrator whose written instructions will be obtained prior to placement.

1.22

Works in Occupied Dwellings All dwellings will be in occupation by tenants and Lessees for the duration of the works and the contractor’s prices are to include for all additional costs due to the dwellings being in occupation. The contractor shall not be granted any extension of time as a result of delays which have occurred due to difficulties arising over the obtaining of access to individual dwellings. Safety, Health and Welfare

1.23

The contractor shall provide and maintain welfare and safety measures to the standard required by the Statutory Authority throughout the contract, including compliance with: 

Toilet/Welfare Facilities 1.25

The contractor, will need to provide their own toilet and welfare facilities. This includes hand washing facilities with hot water. Facilities are to fully comply with all HSE guidelines. The contractor should supply a dedicated drying room/site office for the duration of the project. The location is to be agreed with the CA.

1.26

Provisional Items The contractor’s attention is drawn to items marked PS or Provisional Sum. These items are provisional and he is on no account to carry out these works unless he receives a written order from the Contract Administrator. Immediately the works commence on site and further investigations have been undertaken the Contract Administrator will inspect the provisional item of work with the contractor and issue appropriate instruction for the execution of this item of work.

1.27

The Contract Administrator reserves the right of omitting in full, reducing or adding to all items of work described as provisional and adjusting the contractor’s price accordingly. Foreman

1.28

The contractor shall at all times during the execution of the works keep a competent Foreman who must be provided with a copy of the Specification and contract instructions which shall be kept on site at all times and available to the Contract Administrator. The Foreman may be a working foreman. Working Hours

1.29

Working hours are limited between 08.30 and 17.30 Monday to Friday only. Programme

1.30

The contractor will immediately provide on acceptance of his tender by the Employer a detailed programme for the works described in this Specification and submit the same to the Contract Administrator for approval. The programme shall be kept up to date during the course of the contract and revised copies of the programme submitted. Form of Contract

1.31

The Form of Contract will be the JCT 11 – Minor Works Building Contract (MW) – Main Contract – with any amendments at the date of commencement. The conditions of the contract will be completed as follows:-

Possession of the Site 1.33

The whole of the site will be made available for the contractor’s use on the date for possession. Plant, Tools and Vehicles

1.34

The contractor shall provide all necessary labour and shall erect, maintain, alter and adapt as necessary, dismantle and clear away on completion all materials, layout scaffolding, ladders and other means of access, plant and other matters and things necessary which in the opinion of the contractor may be required for the proper safe and expeditious completion of the work including the cost of all carriage and freightage and as required for the inspection of the works by the Contract Administrator or his representative during progress and on completion. Water for the Works

Water will be freely available, however there are limited supply points and the contractor will need to be make appropriate arrangements for extending supplies to the work areas. Control of Noise and Pollution

1.36

The contractor shall comply with regulations relating to noise and pollution, in particular the contractor’s attention is drawn to Section 60 and 61 of the Control of Pollution Act 1974 and BS 5288. The contractor shall ensure that the best available silencers are used on all pneumatic drills or other noisy machines used on all works. Cartridge operated fixing tools should comply with BS 4078 and the requirements of the Construction (General Provisions) Regulations 1961 are to be observed. Temporary Lighting and Power

The contractor shall take all precautions to secure all sewerage drainage connections, gas, water and electric main services and lines from damage by or through the carrying out of the works, also for damage to surface of roads by carriage of materials or any other works incidental to this contract.

Health and Safety The contractors attention is drawn to the health and safety notes at the beginning of the schedule of works (section 3). These represent the residual risk items identified by the principal designer. A fully compliant construction phase Health and Safety Plan shall be developed prior to commencement. Provision of Operating and Maintenance Manual

The contractor shall provide a basic operating and maintenance manual on completion of the works. This shall provide details of all products used and a list of any residual risks. The manual shall list all subcontractors and provide details of any future maintenance required to the installed items.

Standards of Workmanship and Materials All materials, articles and/or workmanship are specified to be in accordance with the latest relevant British Standard Specification and/or British Standard Code of Practice, this is deemed to mean the latest issue of the British Standard Specification or British Standard Code of Practice together with any amendments. All works and materials shall comply with the latest British Standard or Euro Norm code currently in force at the time work is undertaken. “Make good” shall mean reinstate with materials and workmanship to match in every respect the surrounding work and property bonded thereto. All works are to be in accordance with BS 8221:Code of practice for cleaning and surface repair of buildings – Part 1: Cleaning of natural stone, brick, terracotta and concrete External render repair work should be carried out in accordance with BS 5262 Weather conditions If there is a risk of freezing of the building fabric, wet cleaning methods should be suspended, or suitable protection should be provided. Protection of buildings and surroundings  Protection and preliminary works requirements for the building should be provided prior to carrying out cleaning work.  Before cleaning, any fractures or open joints, including around windows, should be temporarily sealed to prevent entry of cleaning agents (non-staining, readily removable materials, such as foam rods, or temporary pointing, may be used).  Glazing and window frames should be protected with plastic and tape.  Electricity to external signs should be disconnected and external fittings (e.g. Signs and nameplates) should be removed and stored, or protected in situ.  Protection should be provided for street furniture, railings, signage, meters, vents, etc.  Decorative features (e.g. balustrades, cornices and carved ornamentation) should be protected.  Cleaning areas should be sheeted in. Other masonry materials should be protected within the cleaning area if applicable. Polished granite, limestone, marble, terracotta, and faience should be protected if chemicals are used to clean adjacent materials. Soft or brittle materials should be protected from adjacent abrasive cleaning.  All leaseholder plants, furniture and fittings shall be removed from the balcony areas, or temporarily protected.  The contractor should verify that all doors and windows shall be shut prior to commencing cleaning operations.  The contractor will be responsible for all claims for damage to leaseholder property arising from these works. Methodology  Cleaning should be from the upper parts of a structure downwards.  In cases where this is not possible, cleaning should be carried out in a manner that ensures finished work is not affected.  Temporary catchments and gutters should be provided, if required, to remove large amounts of water from the building and to avoid over-saturation at lower levels.  Gullies and other rain water discharge inlets should be protected from blockage through debris arising from cleaning and repair. Water washing  Before cleaning the exterior of a building, the building’s rainwater drainage system should be inspected to ensure that it is of sufficient capacity, and free from blockages.  An inspection of the masonry surface should be made. Temporary pointing or filling of any cracks that would let cleaning liquids enter the wall or the building should be carried out prior to cleaning.

If hot water pressure rinsing is carried out (i.e. with a minimum jet temperature of 80 ºC), it is essential to protect against damage caused by localized thermal stresses. Glass, plastics panels, windows, and paintwork should be protected. Hot water jets should not make contact with plastics frames, guttering, pipes, etc. Cast-off sheets should be installed to prevent unwanted saturation.

Clay brickwork  Water-based cleaning methods should be used to remove loosely adherent deposits only, with light brushing using a soft brush, if required.  Prewetting and rinsing, if required for a treatment, should be carried out with minimum wetting to minimize efflorescence caused by drawing salts to the surface of the brickwork.  Unless there is evidence to the contrary, bricks and joints should be assumed to be moderately to highly porous to chemical cleaner. Concentrated hydrofluoric acid-based cleaners should not be used and dwell times should be minimized.  Rinse water should not be applied at excessively high pressures, or through an unsuitable nozzle (e.g. a needle jet). Brushing  Brush fibres should not be of a material or hardness that could damage or stain the masonry surface.  Brushing should be carried out wet or dry using no more effort than is required to remove softened or loosely attached dry matter. Surfaces should be checked continuously to ensure no surface damage occurs. Brushing of surfaces should not cause hazardous types or levels of dust. Water cleaning  Large amounts of water are potentially hazardous to buildings and proper precautions and supervision should be provided so that water does not enter core material, internal iron, plaster, and wood.  A system should be established so that the minimum practicable amount of cleaning water is used, and that all potential water entry points are thoroughly sealed with sheet, tape, battens, or non-staining plugging material.  Temporary catchments and gutters should be provided, if required, to efficiently remove water from the building and to avoid over-saturation at lower levels. Stone Repairs  To be undertaken in accordance with the Technical Manual from United Kingdom Cast Stone Association and manufacturers recommendations. Render Repairs Render repairs to areas of fine cracking should be undertaken using Mendrend repair system, available from Rendit Ltd. Application should be by trained operatives strictly in accordance with the manufacturer’s guidance. A trial area shall be completed for approval by the Contract Administrator. Description

Health & Safety (designers risk assessment and pre-construction information)

A

The property is relatively modern and built after 1999, it is therefore considered unlikely that any asbestos containing materials will be incorporated and no asbestos surveys have been undertaken. All contractors staff should receive asbestos training as a matter of best practice.

B

The properties are relatively modern and therefore the risk of any lead based coatings is considered low. The contractor should take normal precautions relating to the dust created by any cleaning operations.

C

The buildings will be fully occupied during the works and the contractor should allow for liaison with residents and keeping them informed regarding progress. It should be appreciated that some of the flats are sub let and significant effort is expected in relation to coordination of the work to prevent damage due to water ingress through windows, vents etc. The contractor should allow for regular communication with Leaseholders and Sub-Tenants to arrange convenient times to undertake the works. The contractor should issue a letter to all residents with contact details for the site manager.

D

No information is available on the location or condition of the building services. The contractor should therefore assume that all cables and pipes are live and take appropriate precautions. Any external electrical services that are fixed to the wall should be protected if they will be subjected to excessive wetting, or at risk of being damaged by high pressure water/steam. Boiler flues, CCTV cameras, external lights, security alarm boxes, ventilation grills, air bricks etc should all be protected.

E

The site is close to the Basingstoke railway line. The work shall be undertaken to comply with all regulations relating to working close to railways. No access equipment should oversail the boundary with the railway.

F

The contractor shall ensure full compliance with The Control of Substances Hazardous to Health Regulation 2002 (COSHH). A risk assessment should be undertaken prior to usage of any cleaning chemicals. The minimum practical use of chemicals shall be made. All chemicals to be safely and securely stored and transported. The gentlest cleaner should be tried first on the facade (i.e., detergent before acids or alkalis), and the shortest dwell time should be used. No contaminated run-off shall be permitted to enter the drainage system.

G

The communal area staircases are the only fire escape for the upper floor flats and should not be obstructed during the works. All exit doors must be kept unobstructed.

H

The contractor shall prominently display warning signage in the areas where works are being undertaken. Where necessary pedestrian pathways should be blocked with hazard tape and appropriate diversions put in place.

I

The site contains a high number of young children and no tools or chemicals should be left unattended.

J

Parking around the site is extremely limited. The contractor should ensure staff do not park in the resident areas or obstruct the junctions. No large vehicles should be brought onto site without prior consultation with the Site Manager. Prior notice will be required before blocking access to any of the car parks. Note that there is limited vehicle access to the rear of the site.

The contractor shall meet with the onsite management team at the start and end of each day to confirm which blocks will be worked on.

Appropriate precautions shall be put in place to prevent trip hazards from electrical cables or water pipes where these are temporarily installed.

The height of the building makes water and chemical use hazardous, particularly in windy conditions. The contractor shall monitor the weather conditions and cease work if these become unsuitable for the proposed work.

The contractor shall take appropriate steps to limit the creation of dust.

O

Bird fouling deposits or dead pigeons should be sterilized prior to removal, or protective clothing and breathing equipment should be worn. Deposits should be wetted carefully so as not to disturb dust and sodium hydroxide-based degreasant applied with neutralization as appropriate. The deposits should then be removed with a scraper or by water rinsing. Hazardous waste should be collected and bagged for disposal by a licensed waste disposal agent. Rinsing water should not run into other parts of the building where it could deposit nutrients that could encourage biological growth.

P

All temporary connections to electric sockets should have RCD protection and be stepped down to 110V.

Q

It is important that elements are not over-wetted or subject to prolonged direct washing that may cause internal water ingress or damage to the building fabric (the render is particularly fragile and should not be "over" cleaned).

R

The contractor shall ensure all resident items on the balconies are protected, or relocated away from the work areas. It is particularly important to ensure that plants and other vulnerable items are protected. No plastic elements should be subject to direct washing with high temperature steam. Adequate protection is needed to windows and doors, in particular to prevent water ingress through trickle vents.

S

When working on the roof areas the contractor should either make use of the existing man-safe system, or should provide his own safe system of work, such as perimeter edge protection.

1.0

Access Methodology

1.1

The contractor shall supply all necessary temporary access facilities to safely undertake the works. A full method statement will be required as part of the tender submission. It is anticipated that work will be undertaken by a combination of elevated mobile platforms and scaffolds/towers. Any scaffolding must comply with BS EN 12811-1, BS 1139-2, BS EN 39, BS EN 1004, and BS 2482. Note that some of the ground around the perimeter of the site has a significant slope and is also saturated during rainfall due to blocked soakaways. Rough terrain platforms shall be used with appropriate spreader plates. Note that the perimeter of the site contains a number of drainage pipes and other buried services (exact locations unknown).

The Southern boundary of the site has a very steep embankment that makes access more difficult. The pricing schedule below (clause 5.0) provides two options for these elevations: Option 1: The contractor is to clean the full elevation, using an appropriate and safe access methodology (details to be provided with tender). It is anticipated this will require scaffolding. Option 2: The client will consider accepting a lessor standard of cleaning to the southern elevation that only involves cleaning those elements that can be reached from resident balconies or by locating hydraulic access platforms to the corners of the building. The contractor should set out what elements of the elevation will not be cleaned using this more limited access arrangement.

2.0

Pre-cleaning Activities

2.1

Trial cleaning areas The Emplyer will require the contractor to undertake a trial area of cleaning prior to commencing the main programme of work. The Employer will be under no obligation to continue with the work if the trial cleaning area is not completed to a satisfactory standard. A trial area should be cleaned to determine: a) the suitability of the cleaning method for the element, its condition, and the surface deposits; and b) the standard of cleaning that can be achieved, and its acceptability. Cleaning processes should be pretested on materials, surfaces and deposits representative of the whole building. If possible, test areas should be located in unobtrusive locations. Test areas should be small in case it is decided not to clean. When trialling different cleaning methods those which are least harmful should be tested first. Progression made towards methods which are more harmful should be made only if necessary in order to determine a cleaning method which is successful. A detailed record should be kept of trial cleaning and the location of trial areas. This should be retained for reference throughout the duration of the cleaning contract. The trial areas should be completed at least 48hrs before the main contract starts to allow the methodology for each area to be finalised. The CA's approval is required before continuing with the main programme of cleaning. The intention is that the cleaned elements should appear in similar condition to original construction.

2.3

Pre-Cleaning Repairs Any specified repair works shall be undertaken prior to the cleaning works to help prevent water ingress. The contractor shall provide the contract administrator with high level access to the entire site to determine any pre-cleaning repairs. Where necessary any vegetation that is growing up the building elevations should be cut back and removed to facilitate the cleaning works.

Scope of Work for Cleaning of Elevations Elements should be cleaned to "as-new" condition (to all external elevations, flats and communal areas). The pricing of each block should be indicated on the following page (item 5.0). 1. All reconstituted stone elements, this includes all parapet copings, balustrading, cornices, stone banding, porticos, window lintels, cills etc. Note the top parapet cappings should be completely cleaned, to include the inside face. Clean using the DOFF System. 2. Any areas of brickwork affected by moss growth, algae, dirt deposits, bird fouling, efflorescence, lime deposits or general staining. Note only localised areas of brickwork require cleaning where affected by severe efflorescence or staining. It is anticipated that less than 5% of the brickwork area will require cleaning. Clean using the DOFF System with surface cleaner where required. 3. Aluminium entrance screens. To be cleaned using warm water and detergent with soft cloth/sponge. Use specialist cleaning products where required. 4. Any exposed areas of concrete which are discoloured/stained. To be cleaned using DOFF system. 5. All ventilation grills into the carparks. Clean using warm water and detergent. 6. All UPVC elements, to include all windows (glass and frames), soffits, fascias, balcony doors etc. To be cleaned using warm water and mild detergent, use a UPVC cream cleaner and buff to a high sheen. Glass shall be cleaned using a high quality glass cleaner (outside face only). 7. All GRP elements. Clean using non-abrasive cleaning products as recommended by manufacturer. 8. All "Trespa" cladding panels. Including those high level areas forming raised roof/balcony areas. Clean using non-abrasive cleaning products as recommended by manufacturer. 9. All metal cladding and flashing details. This includes the large projecting bull nose fascias that extend at roof level. Also the projecting metal capping pieces over the balconies. Clean using proprietary cleaner with PH below 12, use low pressure water where required. 10. All single ply membrane roofs to porches, balconies etc. Clean using detergent and warm water. Non abrasive clean only. 11. All glazed porch roofs. Clean using warm water and glass cleaner. 12. All external doors (both communal and flat doors), including main entrance doors, side screens, balcony doors etc. Including any metal/prefinished louvered plantroom/access doors. Clean using warm water and detergent. 13. All vertical lead, or lead effect cladding. Clean using warm water and detergent. Use DOFF system where required. 14. All timber balcony decks, glazed balustrading and metal framing. Include to lift any decking to internal balconies where necessary to clean and rod through drainage outlets. Clean using proprietary deck cleaner and low pressure jetting, scrub in detergent with stiff broom. Apply fungicide to any areas of algae/vegetation growth.

15. Aluminium framed velux roof lights and glazing. Clean using warm water and detergent. Use specialist cleaner where required. 16. Clean out all gutters (including concealed gutters/hoppers to the main roof and the drainage outlets to the balconies). Flush and rod through all downpipes. Report any deficiencies to the CA. In particular check all downpipe brackets are secure. 17. All self coloured render. Clean using DOFF System. Use surface cleaner where required with adequate dwell time. 18. Where cleaning of high level elements results in discolouration of low level areas, the lower areas will also require cleaning (even if not specifically refered to above).

4.0 4.1

Scope of Work for Cleaning of Roofs The contractor is to provide a separate price to clean the high level main roofs of each block. The roofs consist of multiple heights with metal sheet roof. Each roof has at least one smoke vent. A latchway system is provided. Include for unbolting the metal gratings that are located over the internal valley gutters and for cleaning of the gutters, outlets, hoppers etc.

High Level Repairs

6.1

The contractor is to make a thorough inspection of the elevations and report to the CA any of the following matters: 1. Defective mortar pointing to the brickwork; 2. Missing or perished pointing to the reconstituted stone banding; 3. Corrosion to any of the metal elements; 4. Cracked or blown areas of render; 5. Any rotten areas of timber decking; 5. Any other defects with the external elevations.

6.2

Inspect the perimeter sealant to the windows and doors and replace any perished or poorly bonded sealant. Indicate here the price per linear metre for replacing failed sealant £_________/m. Replacement sealant to be Adshead and Ratcliffe Arbosil LM.

6.3

For the purpose of tendering allow for 25 linear metres of new sealant to the perimeter of the windows (to be re-measured on completion).

6.4

Locally repoint any perished areas of brickwork pointing. For the purpose of tendering allow for 20 sqm of repointing in small areas. Use a matching mortar mix. Rake out existing to a depth of at least 25mm.

6.5

Repair cracked areas of render using Mendrend repair system. For the purpose of tendering allow for a provisional quantity of 75 Lm of crack repair.

6.6

Undertake specialist repairs to cracked or spalled sections of reconstituted stone. Use fine filling technique for small cracks and STONELUX repair kit for larger repairs. Ensure exact colour match. All works to comply with cast stone manufacturers recommendations. For the purpose of tendering allow for 20no. repair areas each approx 30mmx30mm

6.7

Repoint failed areas of pointing between reconstituted stone elements. Repointing is to exactly follow the Haddonstone Repointing guide (included in section 2.0 of the specification). Include for replacing foam backing where required. For the purpose of tendering allow for 30no. joints to be repointed.

7.0

COMPLETION

7.1

Allow for thorough clean down and removal of all materials/debris from site upon completion of the works. Make good any areas of damage to the landscaping around the site. Assist leaseholders with repositioning of balcony plants and furniture where required.
