Visa requirements for The Netherlands It is essential that everyone who travels to the Netherlands ensures their presence in The Netherlands complies with the relevant entry & residency visa criteria. Most travellers will fall under one of the following two categories (otherwise, please contact the travel unit of the ICC for further information): A.

Nationals of a country within the European Union, and nationals of Argentina, Australia, Bahamas, Barbados, Bolivia, Brazil, Brunei, Canada, Chile Costa Rica, Croatia, El Salvador, Guatemala, Honduras, Japan, Malaysia, Mexico, New Zealand, Nicaragua Norway, Panama, Paraguay, Rep of Korea, San Marino, Seychelles, Singapore, St. Kitts & Nevis, Switzerland, United States of America, Uruguay and Venezuela, do not require a visa to enter the Netherlands.

B.

Nationals of a country not mentioned above, require a visa to enter The Netherlands. The International Criminal Court will assist to get this visa.

1. Three (3) weeks (at least) before the departure date the applicant has to go in person to the Dutch Embassy/Consulate in their home country (or the country where one has a permanent residence), bringing the offer letter, two photographs, the travel ticket or itinerary, travel insurance and national (valid) passport to apply for the visa. Note: The visa process will take at least three (3) weeks! 2. Send a Copy of your Passport with the completed Visa Information Form to the ICC-Travel Unit at fax number 00.31.70.515.8555 or [email protected] to support the visa and expedite the application (If your country of residence is not your country of birth, please also send a copy of your residence permit) Please note that the visa process starts when you have been to the embassy/consulate and have initiated the visa request. 3. The Dutch Embassy/Consulate will have to ask the Ministry of Foreign Affairs for their approval. The Ministry will first consult the Schengen countries (which takes about two weeks) after which they will inform the Embassy that the (Schengen) visa may be issued in the passport and the applicant may travel to The Hague. 4. The Court supports the visa application and informs the Ministry of Foreign Affairs of your travel to The Netherlands upon receiving your fax or email. 5. Upon arrival in The Netherlands and commencement of employment / internship with the Court, the applicant needs to apply for registration with the Ministry of Foreign Affairs through the Travel and Host State Affairs Unit of the ICC (within 8 days!) to obtain a Dutch Identity Card valid for the duration of stay with the Court. 6. Upon leaving the Court and during the check-out procedure, the Dutch Identity Card has to be returned to the Travel and Host State Affairs Unit for forwarding to the Ministry of Foreign Affairs. The staff member/intern can then stay in the Netherlands for a maximum period of 14 days in order to finalize their departure from the Netherlands. Note: during this period, no travel can be undertaken outside the Netherlands! Modalités d’obtention d’un visa pour les Pays-Bas Il est essentiel que toute personne se rendant aux Pays-Bas veille à ce que sa présence dans ce pays soit conforme aux règles applicables en matière d’entrée et de séjour. Les voyageurs entrent pour la plupart dans l’un des deux cas de figure suivants (sinon, s’adresser à l’Unité des voyages de la CPI pour de plus amples renseignements) : A.

Les ressortissants d’un pays de l’Union européenne ou de l’Argentine, l’Australie, les Bahamas, la Barbade, la Bolivie, le Brésil, le Brunéi Darussalam, le Canada, le Chili, le Costa Rica, la Croatie, El Salvador, les États-Unis d’Amérique, le Guatemala, le Honduras, le Japon, la Malaisie, le Mexique, le Nicaragua, la Norvège, la Nouvelle-Zélande, le Panama, le Paraguay, la République de Corée, Saint Marin, les Seychelles, Singapour, Saint-Kitts-et-Nevis, la Suisse, l’Uruguay et le Venezuela n’ont pas besoin de visa pour entrer aux Pays-Bas ;

B.

Les ressortissants des pays ne figurant pas ci-dessus ont besoin d’un visa pour entrer aux Pays-Bas. La Cour pénale internationale les aide à en obtenir un.

1. Pour sa demande de visa, l’intéressé doit se présenter en personne trois (3) semaines (au moins) avant la date de son départ à l’ambassade ou au consulat des Pays-Bas de son pays d’origine (ou du pays où il réside à titre permanent), muni de l’offre d’engagement, de deux photographies, de son titre de voyage (ou de son itinéraire), d’une attestation d’assurance-voyage et de son passeport national (en cours de validité). Note : Le traitement de la demande prend au moins trois (3) semaines. 2. Le demandeur envoie une copie de son passeport avec le formulaire d’information concernant le visa dûment rempli à l’Unité des voyages de la Cour (par fax, au 00 31 70 515 8555, ou à l’adresse [email protected] à l’appui de sa demande de visa et pour en accélérer le traitement (si le pays de naissance n’est pas le pays de résidence, joindre également une copie du permis de résidence). Prière de noter que la procédure de demande de visa ne commence que lorsque l’intéressé s’est rendu à l’ambassade ou au consulat et y a déposé son dossier. 3. L’ambassade ou le consulat des Pays-Bas doit demander son accord au Ministère des affaires étrangères. Le Ministère consulte d’abord les États de l’espace Schengen (délai de deux semaines) puis informe l’ambassade que le visa (Schengen) peut être apposé sur le passeport et que le demandeur peut se rendre à La Haye. 4. La Cour appuie la demande de visa et informe le Ministère des affaires étrangères de la venue de l’intéressé aux Pays-Bas à réception, par fax ou par courriel, des documents mentionnés au point 2. 5. Lorsqu’il arrive aux Pays-Bas et prend ses fonctions à la CPI en tant que membre du personnel ou stagiaire, l’intéressé saisit l’Unité des voyages et des relations avec l’État hôte (dans les huit jours) pour être immatriculé auprès du Ministère des affaires étrangères afin que lui soit délivrée une carte d’identité néerlandaise qui est valable dans l’espace Schengen pendant toute la durée de son engagement. 6. Lorsqu’il quitte la Cour, dans le cadre de la procédure de sortie, il remet la carte d’identité néerlandaise à l’Unité des voyages et des relations avec l’État hôte qui la renvoie au Ministère des affaires étrangères. L’intéressé dispose alors de 14 jours au plus pour finaliser son départ des Pays-Bas. Note : aucun déplacement hors des Pays-Bas ne peut être effectué au cours de cette période ! By Train  The nearest train station to the Court is Voorburg station. The station has a direct connection from The Hague central station ‘Den Haag Centraal’.  Every half hour an intercity train and a stop-train leave The Hague Central Station to Voorburg and vice versa.  There is no direct connection between The Hague ‘Hollands Spoor’ station and Voorburg. To get to Voorburg from The Hague Hollands Spoor you need to go via The Hague Central Station. By Bus From The Hague Central Station:  

Bus Connexxion 30 to Naaldwijk stops on the Regulusweg, just outside the Court’s general public entrance. Bus Connexxion 45 to Leiden Merenwijk stops at Heer Hubrechstraat bus stop. Continue walking down the Laan van Nieuw Oosteinde until you come to the traffic lights. Turn right under the motorway flyover and you will see the Court on the right-handside. From The Hague Hollands Spoor Station:

Bus 26 runs from Monday to Friday from Kijkduin to Voorburg Station via The Hague Hollands spoor. Bus 26 also stops at the Regulusweg bus stop which is next to the ICC’s public entrance.

PERMANENT ACCOMMODATION The ICC DOES NOT PROVIDE ACCOMMODATION FOR INTERNS AND VISITING PROFESSIONALS The ICC is NOT responsible for SEARCHING, VIEWING or BOOKING accommodation. Important Advice It is very difficult to find affordable accommodation in The Hague - Voorburg area, particularly for short term rental. The average price for a room (with shared facilities) vary between 300/350 euros and 500 euros, while fully furnished apartments vary from 450 euros to 700/800 euros. It is advisable: 1. To begin your search for accommodation before you travel to The Hague. You may not be able to find permanent accommodation immediately and should consider temporary options as you search. In case you have not been able to find accommodation before your starting date at the ICC always MAKE SURE that you book at least the first 2 or 3 NIGHTS in a Hostel/Hotel before your travel to The Netherlands. 2. Verify the meaning of furnished and semi-furnished with the landlord or agent.

3. Your tenancy agreement is likely to be in Dutch but you may request an English translation. However, there is no obligation to provide you with one and the Dutch version will be binding. NB: IN THE NETHERLANDS, A VERBAL AGREEMENT IS BINDING ONCE BOTH PARTIES AGREE TO THE CONDITIONS. Unfortunately, currently the ICC provides no financial assistance towards the cost of travel or general living expenses incurred during the placement to anybody. We recommend you to look for some other funds maybe available in your country or with your university. You will find more information on funds offered to interns through the Erasmus programme on the following website: http://ec.europa.eu/education/lifelong-learning-programme/erasmus_en.htm

MEDICAL We advise all interns to purchase a Private Medical Insurance in their own respective country which will cover all (medical) expenses during their stay in the Netherlands. Please note that for interns from the EU, the EEA and Switzerland an EU Health Insurance Card will be sufficient. If you may encounter difficulties obtaining a health insurance, there are some other options in the Netherlands. There is the availability of a special Young Global Traveler Health insurance. More information about the above mentioned option can be found on the following website: http://www.oominsurance.com Try to undergo all necessary medical checks before arrival, especially dental and optical. Bring necessary medication with you.

More advice can be sought from the Health and Welfare Unit on arrival at ICC. The Unit provides services such as: a) Advice and assistance with finding your way around the Dutch healthcare system, e.g. specialist referrals, hospital visits etc. b) Assistance with obtaining medical clearance. c) Assistance with obtaining a sick-leave certificate. d) Provision of first-aid facilities and low-level clinical care if necessary. e) Advice on general health issues and (the prevention of) work-related health problems. f) General advice in the strictest medical confidence. It is required that all staff members (including interns and visiting professionals) register with a family doctor. It is free to register with a doctor but after consultation, a bill will be sent to you for payment purposes. The Health and Welfare Unit at the ICC will, upon request, assist you in finding a family doctor. It is advisable to contact the Unit during your initial days at the Court.

THIRD PARTY LIABILITY INSURANCE Third party liability insurance is Wettelijke Aansprakelijkheids Verzekering or WA Verzekering in Dutch. To explain a third-party liability insurance The policyholder is the first party, the insurance company is the second party and the third party is someone that the policy holder may be involved in a dispute with. For example, when it comes to car insurance, the third party is likely to be someone the policyholder has an accident with. If that happens and the third party blames the policyholder, he or she needs insurance to cover any court, medical or damage costs. Each insurance policy has limits placed on body injury liability and property damage liability. Body injury liability covers medical expenses, lost wages and pain and suffering. Property damage liability covers the cost of damage to property, such as cars, telephone poles or buildings. These limits are the maximum that the insurance company will pay out for. Third-party liability insurance is there to help stop policyholders from losing savings, assets, homes and even future earnings. In short third party liability insurance is there to protect the purchaser (the "insured") from the risks of liabilities imposed by lawsuits and similar claims. It protects the insured in the event he or she is sued for claims that come within the coverage of the insurance policy. TRANSPORTATION Buses and Trams The Netherlands is divided into zones for pricing purposes. The Hague and Haaglanden region is also divided into zones and these determine the cost of your trip. The zones, tram and bus routes are clearly delineated on the map displayed at every tram/bus stop or on the maps sold at train stations and in shops for 50 cents.

You can choose from various types of tickets:  

OV-chipkaart: You may purchase this card at the NS Service Desk and also at HTM Customer Services You may also order online through the following websites: www.ov-chipkaart.nl or www.htm.net If you have not been able to purchase a chipcard, you can still buy a ticket from the bus and tram driver. Buying a single ticket is easy but always more expensive than travelling with the OV-chipkaart. It will cost you €3.00 an hour. Tickets purchase Paper train tickets are slowly being replaced by the OV-chipkaart (OV-chipcard), which you can purchase at NS service desks for €7.50. You will have to top this card up with a mimimum of €20.00 in order to travel and you may use it for all means of public transport. However, regular paper tickets can also be bought at the counter or from the vending machines (for trains), which have several language options including English and French. Purchasing tickets at the counter will cost you €0.50 cents extra. You can also purchase paper tickets on a bus, however these are considered very expensive and we therefore advise to purchase an OVchipkaart. For more information please visit the relevant websites: www.ns.nl www.ov-chipkaart.nl www.9292.nl Tickets inspection HTM staff may request you to show your ticket while on board of one of their vehicles. HTM inspectors are regularly on patrol at stops like Centraal Station, Holland Spoor Station and certain stops in the city centre. At these stops, you might be asked to show your ticket before you board a bus or tram. If you cannot produce a valid ticket, you will be fined €37.40. In some instances, however, an inspector might give you the opportunity to buy a €20 ‘control ticket’ instead of paying the fine. To conclude, HTM has five simple rules that apply to all buses and trams: no smoking, no eating, no drinking, no vandalism and – for your own safety – no speaking to the driver while the vehicle is in motion. Bicycles Bicycles are a common means of transportation in The Hague. Bicycles are supposed to travel either to the right of the traffic or in the special lane called “fietspad” (bicycle path). If you would like to buy a second hand bike to get a low-price, there are many second-hand bicycle shops in The Hague. The prices for second hand bikes can range from 50 euros upwards. Second-hand bikes are slightly cheaper to buy in the winter-time when it is raining. In addition, the ICC intranet has a “For Sale” page. Bicycle sales are frequently held at Police stations. See also www.marktplaats.nl/ or check on the notice boards at the Supermarkets for “Fiets (bike) te koop (for sale)”. N.B. bicycle theft is very common so it is advisable buy a good lock and, if possible, chain your bike to a solid hard-to-remove object. If you see a sign saying “geen rijwielen hier plaatsen”, this means that bicycles must not be leant against the front of the building.

If you choose to get a bicycle, you will need to notify the person in the Pass and ID office so that (s)he is able to put the necessary access on your badge to make sure you can enter the bike sheds that the Court offers.

SHOPPING Shops in The Hague close relatively early: Monday: closed until around 13:00 or entirely Tuesday - Fridays: between 9:00-10 to 17:00/18:00. Saturdays: 9:00 – 17:00. Sundays: the larger stores in the City centre open at 12:00 and close at 17:00. Thursday evening is late-night shopping when the shops in the centre of The Hague are open until 21:00 hrs (Delft and Rotterdam have late-night shopping on Fridays). - Supermarkets, in general have longer hours: 8am - 8pm. Some supermarkets, such as Albert Heijn or Hoogvliet may vary opening and closing times on the weekends. - The “avondwinkel” (night shop) for beer, wine, and food basics is normally open from 12:00 to 24:00 / 2.00 am. Supermakets Some supermarkets are cheaper than others. The cheapest is Aldi (but with limited variety), mid-range: Konmar, C1000, Edah, Hoogvliet. Albert Heijn is more expensive but is the leading Dutch supermarket in terms of market share. At the supermarket you have to buy your shopping bags. They usually cost between 15 and 30 cents. Stronger bags will cost more. Advice: Keep bags so that you can re-use them. To encourage recycling, most supermarkets charge an additional fee for bottled drinks e.g. sodas/water/ beer bottles, which is reimbursed when you return the empty bottles. To know which bottles are recyclable, look for the word ‘Statiegeld’ on the label. Markets There is an open air market in The Hague called De Haagse Markt situated at the Herman Costerstraat. This market claims to be the largest in the Netherlands. It is open on Mondays, Wednesday, Fridays and Saturdays from 08:00-17:00. This open-air market is a gourmet’s paradise, offering a large variety of fresh fish and shellfish, imported vegetables, freshly baked Turkish breads, Korean and Vietnamese snacks, along with garden supplies and plants, bric-abrac and jumble, second-hand furniture or bicycles. It also has underground parking facilities. www.dehaagsemarkt.nl Household appliances The cheapest places to buy household appliacences are Blokker, Xenos, Lidl and Hema. Electric equipment Electric equipment can be purchased at Blokker, Media Markt, BCC, It’s and Dixons. Furniture Furniture at a very reasonable price can be bought at Kwantum, Leenbakker and Ikea.

Textile Towels, linen and other textile items can be found at Zeeman, Leenbakker and Kwantum for a very cheap price.

TELECOMMUNICATION Mobile Phones If you have a mobile phone, bring it with you. It’s cheaper to buy a pre-paid sim-pack (€10 - €20) than to get a new phone. Mobile phone shops: Phone House, Bel Company, Phone Shop, T-Mobile, Vodafone, Orange, KPN/Hi, Telfort etc. Mobile phones and accessories are also sold at electronic shops like Media Markt, Kijkshop or at the markets. If you text (sms) a lot, Telfort and Hi networks have the cheapest tariffs: 8 cents and 9 cents respectively. Below are some examples of activities which, in the experience of other interns, one should look out for while at the court: Weekly Social Events – details of which are sent to interns via email What’s Happening this weekend – advertised on ICC Intranet Bulletin Board Thursday Night Drinks - for ICC, ICTY, ICTR, STL and embassy interns ICC Movie Club The Club organizes screening sessions for all ICC staff members and is composed of representatives from Chambers, Registry and the OTP. The screening sessions of the Club take place at least once a month, within the premises of the Court. The films are selected by the Club, on the basis of availability and recognition by the film and human rights communities. The sessions are introduced by a person related to the movie at hand and normally include a debate on different aspects of the movie after the screening. Attendance to the sessions is free of charge. Lectures There are frequent lectures at the ICC by eminent practitioners and academics on various issues affecting the Court and its work. These lectures are useful in learning more about the field of international criminal law and related areas. Weekly lectures, on emerging issues within the international legal order, are organized by the “Coalition for the International Criminal Court” (CICC), in conjunction with the Groitus Center for International Legal Studies and the TMC Asser Institute. Information on upcoming lectures is communicated to all interns on a weekly basis.

Public Hearings and Trials There are various other international courts located in The Hague which hold public hearings and are worth visiting, such as the UN ICTY and UN ICJ.

TIPS TO SAVE MONEY IN THE HAGUE   

Lunch at the Canteen can be quite expensive as it is not subsidised. You can bring your own lunch to work. There are fridges in almost every floor and microwaves are available as well. When paying for public transport, a strippenkaart is cheaper than individual tickets. Get a bus and tram monthly pass if you use public transport often. It is cheaper in the long run and makes budgeting easier. Get a bicycle. You can sell it afterwards and recover the money invested.
