INTRODUCTION This transportation resource guide focuses primarily on the communities in Contra Costa County. It is intended to provide easily accessible transportation information for employers, local residents, and commuters in this part of the Bay Area. Making this information available will help promote the use of commute alternatives to reduce traffic congestion and improve air quality. 511 Contra Costa consists of three regional offices that develop and administer projects and programs on behalf of the 20 Contra Costa County jurisdictions, with direction from four Regional Transportation Planning Committees. Funding is provided primarily by the Contra Costa Transportation Authority’s half-cent transportation sales tax measure, the Metropolitan Transportation Commission and the Bay Area Air Quality Management District’s Transportation Fund for Clean Air.

Pledge
Submit an online pledge to participate in at least three emission reduction strategies for the purpose of commuting to work and be entered into a monthly drawing www.511contracosta.org/pledge
Vanpool Incentive Program
New passengers may be eligible to receive half off the costs of joining a vanpool for the first three months. Drivers of new vanpools who stay on the road with a minimum of six passengers for one year or more are eligible for a $1000 bonus (925) 973-2650
Guaranteed Ride Home Program
In case of an emergency or unscheduled overtime, pre-register to receive a taxi ride or rental car to return home. Daily Fee Parking
Daily parking fees are required Monday thru Friday from 4am to 3pm at some stations. Fees are paid by validating the parking stall number in the addfare/ parking validation machine located in the paid area of the station fare gates. Currently, stations in or near Contra Costa County that require a daily parking fee are: East Dublin/Pleasanton, El Cerrito del Norte, El Cerrito Plaza, Lafayette, Orinda, Pittsburg/Bay Point, Pleasant Hill/Contra Costa Centre, Walnut Creek and West Dublin/Pleasanton.
Permit Parking
BART offers a limited number of reserved parking for a fee through various parking programs that guarantees a space within a designated parking area weekdays until 10am.

Single Day Reserved, Monthly Reserved and Airport/Long Term permit parking must be purchased online in advance, printed (except for Monthly Reserved) and displayed on the dashboard of the vehicle.
BICYCLE PARKING Bike Lockers
Keyed lockers and electronic lockers are available on a first come first serve basis. Keyed lockers require a rental agreement. On-demand electronic lockers require a BikeLink™ smart card to access self-service parking for a nominal hourly fee.
Secure Parking
Secure bike parking is located at Ashby, Embarcadero, Downtown Berkeley and Fruitvale stations. Bike repairs are available at the Downtown Berkeley and Fruitvale stations. A BikeLink™ smart card is required at Ashby and Embarcadero stations to access self-service parking for a nominal hourly fee.

What is Clipper®?
Clipper® is a reloadable, universal transit card for the Bay Area that can hold multiple passes/tickets and ride books specific to the transit agency being used while applying all applicable fares, discounts, and transfer rules. Select transit agencies have discontinued paper passes/tickets and require Clipper in order to receive the discounted fare. Cash value can be loaded onto Clipper to ride at any participating transit agencies. The card can be reloaded to add value in the form of both passes/tickets and cash at select add value machines, retail locations and ticket offices. The Autoload feature can automatically reload the Clipper card whenever a pass expires or the cash balance falls below $10. Senior and youth Clipper cards are available for eligible individuals. These cards automatically calculate the discounted monthly pass fare or cash whenever Clipper is used. Registration is required in person at transit agency ticket offices. Clipper is currently in use on AC Transit, BART, Caltrain, Golden Gate Transit and Ferry, Muni, SamTrans and VTA. For additional information, visit www.clippercard.com.

CARPOOL
A carpool consists of two or more occupants (one driver and at least one occupant) sharing a ride in the same vehicle. Generally, specified rules and arrangements are made between the ridesharing individuals prior to carpooling. Carpools pay a reduced bridge toll with FasTrak® and may use the High Occupancy Vehicle (HOV) lanes to bypass traffic congestion during commute hours.

What is FasTrak®?
FasTrak® is an electronic toll collection system that allows registered vehicles to pass through bridge toll plazas and access Express Lanes (HOV toll lanes) without stopping in the Bay Area. Toll lanes in Orange, Riverside and San Diego Counties in Southern California also use the FasTrak system. The toll is deducted from the prepaid FasTrak account balance by reading the toll tag placed strategically on or near the windshield of the vehicle. During commute hours, carpools pay a reduced bridge toll with a registered FasTrak vehicle. Non-qualified HOV vehicles on Express Lanes during commute hours pay tolls based upon congestion/dynamic pricing. When opened with a credit card, FasTrak accounts are reloaded automatically when the balance falls below a calculated amount based on usage. Accounts can also be opened anonymously but cannot be automatically reloaded. FasTrak tags can be purchased at many Bay Area retail locations. CASUAL CARPOOL A casual carpool is an informal carpool that forms when a driver picks up one or more passengers at designated locations without prior arrangement. Casual carpools share the same benefits as regular carpools with reduced bridge tolls and use of HOV lanes. Passengers line up and are picked up by drivers on a first come first serve basis.

Usually, casual carpoolers traveling from Contra Costa County and the East Bay are dropped off in downtown San Francisco at Fremont and Mission Streets in the mornings and take public transit returning home in the afternoons/ evenings. Although not as popular, evening casual carpool locations are located on Beale Street between Howard and Folsom in San Francisco for the return trip back to the East Bay.

HIGH OCCUPANCY VEHICLE (HOV) LANES Otherwise known as carpool or diamond lanes, these specially marked lanes located on certain sections of freeways and bridge toll plazas may be used by carpools, vanpools, public transit buses and motorcycles to travel during designated weekday commute hours. Currently, single occupant compressed natural gas (CNG) and electric vehicles with white Clean Air Vehicle stickers are permitted to travel on these lanes also. The lanes revert back to general traffic use during non-commute hours.

What are Clean Air Vehicle stickers?
Vehicles that meet specific emission standards may be issued Clean Air Vehicle stickers by the California Department of Motor Vehicles (DMV) for single occupancy travel on HOV lanes. Two types of stickers have been issued with a third sticker pending. White Clean Air Stickers are available to vehicles that meet California’s Super Ultra Low Emission Vehicle (SULEV) and federal Inherently Low Emission Vehicle (ILEV) standards. These vehicles are typically pure zero emission vehicles such as battery electric, hydrogen fuel cell and compressed natural gas (CNG) vehicles. Yellow Clean Air Stickers were issued on a limited basis to hybrid or alternative fuel vehicles that met California’s Advanced Technology Partial Zero Emission

What are Express Lanes?
Otherwise known as High Occupancy Toll (HOT) lanes, these HOV lanes with designated entry and exit points allow single occupant vehicles to use the carpool lanes by paying a toll with FasTrak®. VANPOOL

A vanpool is similar to a carpool in that it allows a group of 7 to 15 occupants to share a ride in the same vehicle—a van. Usually, vanpools are for commuters who travel long distances. Most vans are owned or leased by individual commuters while some are operated by employers. Vanpools with 11 or more occupants do not have to pay toll to cross Bay Area bridges, except for the Golden Gate Bridge. Vanpools with less than 11 occupants pay a reduced bridge toll with FasTrak®. All vanpools may use the High Occupancy Vehicle (HOV) lanes to bypass traffic congestion during commute hours.

On Buses
Most buses are equipped with front-mounted racks that accommodate two bicycles on a first come first serve basis. Cyclists are responsible for the loading, unloading and securing of bikes. Bikes are allowed on BART trains with some restrictions. Bikes are never allowed on the first car of the train, on crowded cars and during peak commute times— including select stations. What is BikeLink™?
BikeLink™ is a secure on-demand parking system for small vehicles designed to make it easier to use transit and other mobility alternatives. It enables convenient and secure temporary storage for bicycles, electric bicycles or scooters. The BikeLink card is a reloadable smart card to pay for secure bicycle parking similar to a parking meter. The card acts both payment and key for access to the storage unit and/or site. What are the types of electric chargers?
LEVEL 1 Level 1 provides charging through a 120V AC plug—a standard three-prong household plug. These chargers are portable and do not require the installation of charging equipment. Depending on the battery type, Level 1 charging can take 6 to 20 hours for a fully depleted battery to reach a full charge, adding about 2 to 5 miles of range per hour of charging time, depending on the vehicle. LEVEL 2 Level 2 supplies 240V of power using the same connections as Level 1. These chargers require special installation of charging equipment due to the increase power usage. Based on the battery type and circuit capacity, Level 2 charging can take 3 to 8 hours for a fully depleted battery to reach a full charge, adding about 10 to 20 miles of range per hour of charging time, depending on the vehicle. Newer electric vehicle models and charging stations support this type of connection. SPI SP inductive or Small Paddle Inductive is an inductive charging system used with battery powered electric vehicles made in the 1990s. Also known as Magne Charge, very few are still in use today. AVCON AVCON conductive is a precursor to the majority of charging equipment used today. The AVCON charging system consists of a rectangular charging head which plugs into an AVCON inlet mounted on the vehicle. Very few are available and in use today for vehicles made in the 1990s. AVCON stations are being converted to Level 2 stations or phased out beginning 2011.
