Session I: 9:30am – 10:30am Session title: LEGISLATIVE UPDATE 2015 Speakers: State Representative Dennis McNamara (invited), Ramsey County Commissioner Victoria Reinhart (invited), Molly Pederson (Governor Dayton's office) and others TBD. Moderator: Paul Gardner Description: Our always popular legislative update will feature several key players at the state and county level who will discuss developments from the 2015 legislative session.

Session II: 11:00am – 12:00pm Session title: RECYCLING Business Recycling Mandate, and Outreach to Businesses & Sports Facilities Speakers: Susan Heffron (MPCA), Joel Andersen (Ramsey County), Kate Bartelt (Ramsey County) Moderator: Matt Evans Session Description: Come hear how two metro counties are working with businesses and sports facilities to meet the new metro area recycling mandates in an innovative way. You will also hear from the MPCA on the background and recent implementation of these new mandates.

Session title: ORGANICS Organics Revenue and Jobs report Speakers: Brad Matuska (Co-Owner of Mississippi Topsoils), Chuck Joswiak (The Mulch Store) Moderator: Ginny Black Session Description: This session will look at the economic boost that the composting industry gives to Minnesota. It will also give an inside view on the growing compost markets for finished material and open the discussion for where we will need to go with market development.

Session title: SOLID WASTE Policy Roundup Legislative Auditor Findings/ MN’s Solid Waste Rules/Solid Waste Policy Report Update Speakers: Judy Randall (Office of Legislative Auditor), Mike Mondloch (MPCA) and Anna Kerr (MPCA) Moderator: Mark Rust Session description: This session will feature three important topics shaping solid waste policy in Minnesota including a summary of the recent findings from the Office of the Legislative Auditor’s review of solid waste policy and programs, an overview of the upcoming process for solid waste rules revisions, and the latest on the MPCA’s Solid Waste Policy Report due to the Legislature in December.

Session title: SUSTAINABILITY College Campus Sustainability Efforts Speakers: Ericka Bailey Johnson (Bemidji State University) and Suzanne Savanick Hansen (Macalester College) Moderator: Mary Chamberlain Session Description: This session will feature college campus sustainability programs from both public and private colleges in outstate Minnesota and from the metro area. Hear about innovative sustainability initiatives related to waste, energy, water, transportation, landscaping that strive to find an environmental, social, and economic balance.

Session III: 1:30pm – 2:45pm Session title: RECYCLING: Recycling Innovations in Greater Minnesota Speakers: Al Christensen (Tri County Solid Waste [Nicollet, Le Sueur & Sibley counties]), Anne Morse (Winona County Recycling) and Rick Denzel (Otter Tail County) Moderator: Jean Lundquist Session description: Among the newer waste management & recycling challenges in rural Minnesota are those of the quickly expanding use and associated waste management of plastics in agriculture for harvest storage and establishment of single sort curbside recycling programs. The session features extended partnerships in two rural Minnesota areas working to establish agricultural film plastics recycling to prevent on-site burning or burying of these plastics and to reduce problems with the plastic at MRFs and other facilities. The session also addresses challenges and resolutions in setting up rural countywide curbside and single stream collection.

Session title: ORGANICS Education Process for starting Organics Recycling Speakers: Angela Brenny (City of Minneapolis), Kellie Kish (City of Minneapolis) Jennifer Kedward (Specialist Dakota County) and Jackie Edwards (Walters Recycling and Refuse) Moderator: Rob Friend Session Description: This session will focus on education processes involved with starting an organics program. If you have experienced challenges with defining and getting your message across to your residents or clients with regard to the new organics collection programs, this session is for you. Presentations will cover the newly developed and very timely ‘Organics Terminology Guide’ in conjunction with insights on the ‘ins and outs ‘of setting up an organics program from the perspectives of both public/local government entities and a local hauler.

Conversion Technologies Speakers: David McConnell (Enerkem, Edmonton, Canada), Stacy Cook (Koda Energy, Shakopee) and Jeff Draper (Zero Waste, San Jose, CA) Moderator: Jennefer Klennert Session Description: Solid waste management is accomplished through an ever changing variety of methods. This session will take an in-depth look at three of these innovative practices. Koda Energy in partnership with Rahr Malting converting waste to provide combined heat and power, anaerobic digestion of MSW in California and the gasification of MSW in Edmonton Canada.

Session title: SUSTAINABILITY Product Stewardship Speakers: Batteries-Carl Smith, (Call2recycle) Paint Care (local level retailer), Walter Alcorn (Consumer Electronics Association), and Garth Hickle (MPCA) Moderator: Sarah Hellekson Session Description: Under the product stewardship model, a producer is responsible for the environmental impacts of their product, and for designing and implementing a system to recover and manage product components and packaging. You will hear candid discussions from three industry representatives and a policy representative on the status of MN stewardship programs around the state, the participation of retail and collection locations, and the consequences of doing business in this manner.

Session title: RECYCLING Markets Update Speakers: Gretchen Spear (American Forest &Paper Association) [paper]; Tonya Randell (Moore Recycling Associates) [plastics]; Paul Gardner (Paul D Gardner Consulting) [glass]; Dave Keeling (Steel Recycling Institute) [steel]; Matt Yount (Gottlieb, Inc.) [aluminum] and Kristina Kaar (Carton Council) [cartons] Moderator: Dave Keeling Session Description: Markets drive the world of recycling, solid waste and scrap and are always of primary interest to attendees of this conference. You will hear National level speakers presenting on current trends and opportunities in Plastics markets including agricultural film plastics, pricing trends for all grades of paper; foils, non-mill-grade and other aluminum, steel, cartons and information on a recent national glass recycling dialogue among alcoholic beverage brands, glass manufacturers, glass recyclers, and MRFs, and its likely results.

Session title: ORGANICS Organics Recycling in Professional and Collegiate Stadiums Speakers: Mike Weitekamp (Minnesota Waste Wise) Jason Miller (MN Twins), Dana Donatucci (University of Minnesota) Moderator: Max Milinkovich Session Description: The bases will be covered with regard to the organics collection programs underway at the Twin’s Target Field, the new St. Paul Saint’s CHS Field and University of Minnesota TCF Bank stadiums. In the lineup are excellent speakers who will bring their personal expertise with organics collection and compostable products as they share the process for establishing these innovative programs in their sports stadiums.

Session title: SOLID WASTE Hot Topics Speakers: Sean O'Conner (MPCA) and Darin Miller (Vonco 5) Moderator: Curt Hoffman Session Description: So, you get the call to dispose of a building that has burned down. It’s cold now, but what is in it? MPCA staff will walk you through what's a good fire training job and what's not and how to know the difference. Vonco staff will describe what problems could burn you from having a fire at your facility from personal experience at their Vonco 4 facility in Austin MN.

Maximizing Waste Diversion Speakers: Jennifer Kedward, (Dakota County), Paul Gardner (WasteZero) and Lynn Hoffman (Eureka Recycling) Moderator: Julie Mooney Session description: You will hear about public space recycling in municipal and county parks throughout the metro, delineating best management practices for parks, operational standards, and other considerations through examples, case studies and outreach toolkit developed by Dakota County. Also learn how WasteZero supplies and manages bag- and cart-based pay-as-you-throw (PAYT) systems for garbage for more than 800 cities and towns nationwide, provides support for co-collection of organics and other materials with an approach yielding an average of 44% diversion. Presentation also includes hauler perspective and experiences shared by Eureka.
