THE SUNRISE JOINT VENTURE IS COMMITTED TO MEANINGFUL SOCIAL INVESTMENT VIA LONG-TERM PARTNERSHIPS WITH THE COMMUNITIES OF TIMOR-LESTE.

Through social investment the Sunrise Joint Venture is able to deliver significant economic benefits to Timor-Leste to support the sustainable growth and development of local communities.

SUNRISE LNG DEVELOPMENT The Sunrise and Troubadour gas and condensate fields, collectively known as the Greater Sunrise fields, are located approximately 150 km south-east of Timor-Leste and 450 km north-west of Darwin, Northern Territory, Australia. The fields were discovered in 1974 and hold gross (100%) contingent resources of 5.13 trillion cubic feet of gas and 225.9 million barrels (MMbbl) of condensate1. According to the International Unitisation Agreement, approximately 20% of the Greater Sunrise fields are attributed to the Joint Petroleum Development Area (JPDA), which is jointly administered by the governments of Australia and Timor-Leste with the remaining 80% attributed to Australia2. The Sunrise Joint Venture (SJV) remains committed to developing the Greater Sunrise fields, and considers it vital that both the Timor-Leste and Australian governments agree the legal, regulatory and fiscal regime applicable to the resource.

Once government alignment is established, the SJV believes there is an opportunity to proceed with a development that benefits all relevant parties. The SJV participants include Woodside (33.44%), Conoco Phillips (30%), Shell (26.56%) and Osaka Gas (10%).

1 Contingent resources are those quantities of petroleum estimated, as of a given date, to be potentially recoverable from known accumulations, but the applied project(s) are not yet considered mature enough for commercial development due to one or more contingencies. Contingent resources may include, for example, projects for which there are currently no viable markets, or where commercial recovery is dependent on technology under development, or where evaluation of the accumulation is insufficient to clearly assess commerciality. Woodside reports Contingent resources net of the fuel and flare required for production, processing and transportation up to a reference point and non-hydrocarbons not present in sales products. Contingent resources estimates may not always mature to reserves and do not necessarily represent future reserves bookings. All Contingent resource volumes are reported at the ‘Best Estimate’ (P50) confidence level. 2 In 2013, the Timor-Leste Government referred a dispute with the Australian Government, relating to the Treaty on Certain Maritime Arrangements in the Timor Sea (CMATS), to international arbitration in accordance with the dispute resolution procedure in the Timor Sea Treaty.

EMPREZA DI’AK Redi Komunidade Ikan Di’ak, meaning Good Fish Community Network, is a partnership with local non-government organisation Empreza Di’ak to build the capacity of local fishing communities on Atauro Island. Using the emergent fishing industry, Empreza Di’ak delivers technical and business skills training to ten fishing communities on the island through their Social Business Centre. The program provides benefits to more than 250 community members enabling livelihood opportunities, income creation and long-term community sustainability. Technical training focuses on salt making and dry fish production including quality, hygiene and processing, poultry, horticulture and aquaculture.

Business skills training provides program participants with the skills to supply their products at an affordable price to the local market, generating a sustainable income for their families and the community. Training covers cost, revenue, marketing, distribution and record keeping. The dried fish product is currently stocked by supermarkets and markets in Dili, and is also supplied to organisations providing feeding programs at a discounted price. In addition to program support, the Sunrise Joint Venture has provided funding to Empreza Di’ak to build a Community Business Centre on Atauro Island.

THE SUNRISE JOINT VENTURE TAKES PRIDE IN PARTNERING WITH LOCAL NOT-FOR-PROFIT ORGANISATIONS IN TIMOR-LESTE. ALOLA’s Strengthening Suco Hadomi Inan Ho Oan (SHIO) program supports the health of mothers, infants and young children.

The SHIO program includes cooking demonstrations for communities in Timor-Leste.

ALOLA FOUNDATION Our partnership with the Alola Foundation promotes maternal health as well as infant and young child feeding through the Strengthening Inan ho Oan (SHIO) program in the Aileu and Ainaro districts. Through the SHIO program, the Alola Foundation provides monthly discussion forums, cooking demonstrations, individual counselling, referrals and maternal packs to the village. Healthy feeding practices are promoted through activities, including the celebration of National Breastfeeding Month in recent years. The program enables the continued support of the SHIO member network, enabling members to continue to act as leaders and influencers of good maternal health practices in their villages.

HIAM HEALTH The Sunrise Joint Venture’s commitment to health and wellbeing includes support of Hamutuk Ita Ajuda Malu (HIAM) Health’s Community Nutrition Garden program. We have partnered with HIAM Health since 2012, to deliver programs reducing childhood malnutrition through agricultural training and the implementation of community gardens in a number of districts in Timor-Leste. The program provides training to at-risk community groups to grow nutritious sustainable vegetable gardens using their model garden in Dili. Our contribution in the past three years has provided training to up to 22 community groups. We have also funded the implementation and ongoing support of 22 community gardens.

BAUCAU TEACHER’S COLLEGE The Sunrise Joint Venture’s sponsorship enables eight Timorese staff at the Instituto Catolico Para Formacao Professores Baucau Timor-Leste (ICFP) Teacher Training College to complete a Master’s of Education. The program is delivered through the Australian Catholic University and enables Timor-Leste tutors to build their capacity as lecturing staff through post-graduate study. Our contribution has enhanced the delivery of teacher training within Timor-Leste and enables participants to become college lecturers, teach future tutors and contribute to a better quality of education and training across Timor-Leste.

ROTARY YOUTH LEADERSHIP AWARDS AND ROTARY YOUTH PROGRAM FOR ENCOURAGEMENT The Sunrise Joint Venture has partnered with Rotary Australia World Community Limited since 2011 to support the Rotary Youth Leadership Awards (RYLA). We also supported the Rotary Youth Program for Encouragement (RYPEN). Held in Dare, each program provides a series of presentations and practical exercises to enhance the leadership qualities of Timor-Leste youth to prepare them for the next phase in their career or education. Since 2014, RYPEN has reached out to districts including Aileu, Liquica and Bobonaro.

RYLA is a week-long camp for 85 future leaders aged between 18 and 27 from backgrounds as diverse as university, teaching, nursing, public service and small business ownership. The program focuses on skills fundamental to employment and business participation to assist in building the capacity of the next generation of leaders. RYPEN focuses on increasing the motivation and life skills of 48 Timorese youth aged 16 to 18 who are currently enrolled in the public school system. Three days of activities focus on goal setting, self esteem and conflict resolution to gain the motivation to identify and work towards achieving personal goals.
