PREFACE

Substitute teachers are professional educators. The role of the substitute teacher is challenging, exciting and rewarding. We recognize the service given by substitutes in assisting with the on-going academic program as specified in the Springfield Public School system curriculum.

For the students to reap the benefit of our instructional program, substitutes must present themselves in a professional manner. This handbook, therefore, has been developed to provide suggestions not only for the substitute but for the principal and regular classroom teacher as well.

The suggestions in this handbook are not meant to be exclusive, but are designed to serve as a form of procedural orientation.

Substitutes serve an important role in upholding the high standard of teaching in the Springfield Public School system. By conforming to general policies, you will help strengthen our program. Providing a strong substitute staff enables the District to maintain its high quality of instruction.

Your cooperation and support, coupled with our experienced educational staff, will insure continuity of our program. We are pleased to have your professional services and trust that you will be equally proud of our schools.

Professional Image Guidelines for Staff of Springfield School District #186 District 186 employees are encouraged to demonstrate a positive attitude at work and to present themselves in a professional manner. Employee attire should promote cleanliness and good grooming to enhance and maintain an atmosphere most conducive to learning. It is recommended that the following attire be considered appropriate for District 186 staff. This includes part-time, full-time, regular and substitute employees, as well as student teachers and interns. These suggestions reflect careful consideration given to the wide range of job duties performed by employees. The following guidelines should be adhered to except on “spirit days” which may be determined by individual schools. Staff members participating in field trips would also be exempt should the type of trip require such an exemption. SUBSTITUTE TEACHER REQUIREMENTS The following items must be on file in the Personnel Department: Substitute Teacher Authorization Completed Application Federal and State Withholding (W4) forms Proof of have taken1/2 day substitute training class College/University transcripts (copies acceptable) Copy of Social Security card and Drivers License Other forms as required by law I-9 DCFS Criminal background check Policy on Drug Free Workplace Teacher Retirement Forms Statement Concerning Your Employment in a Job Not Covered by Social Security NEW REQUIREMENTS: *Upon expiration of your teaching or sub certificate, you must obtain a physical and be fingerprinted at the Regional Office of Education. Upon background check clearance, you will be mailed a Substitute Teacher Authorization certicate. There is a $50 fee for fingerprinting in addition to the $100 certificate application fee and the $50 registration fee.

SUBSTITUTE TEACHERS (General Information) Answering service Telephone: 1-217-717-9116 1. If circumstances require, a substitute may submit (to the Human Resource Office) the name of one person to accept calls from the answering service. This service will be denied when messages are not relayed. NOTE: Substitute teachers do not call in for assignments unless the answering service leaves a message to return their call. 2.

Substitutes shall be paid on a full day, half day, basis or three quarter day basis Full day shall consist of 7-1/4 hours Half day shall consist of: a.

from teacher's arrival to lunch period or

b.

from lunch period to end of teacher's day

c.

three quarter day shall be from mid morning to the end of the workday, or beginning of day to mid afternoon

Decision for pay shall be made by the principal/designee and noted in the electronic payroll database (i.e., full day, half day, or three quarter day). Exceptions to the above guidelines must be discussed with the Director of Human Resources. 3.

Substitutes must remain in the assigned position until released by the Answering Service. If you are unable to continue the assignment, contact the Answering Service.

Evaluations for regular substitutes are completed after each assignment. Permanent substitutes and First Call Substitutes will be evaluated at least once a year by the principal/designee. Substitutes may make an appointment in the Personnel Office (525-3000) with Adrean Snapp to view evaluations.

Substitute's evaluations are averaged on a five (superior) to one (unsatisfactory) point system. Each regular substitute is listed according to performance point average on the substitute list. The higher the substitute’s rated performance, the greater the frequency of employment. 5.

Be professional and ethical in the kind of comments made outside of school or to visitors who come to the school.

6.

Attention Removal From Sub List - Sub Teachers are placed on the list at the discretion of the Human Resource Office and may be removed from the list in the same manner. Please note - If we receive 3 written requests from principals to remove a sub from the list we will remove that sub for a one year period. If this reoccurs again the sub will be permanently removed from the list.

7.

Attention Removal From Sub List (Continued) – Sub teachers must be continually substitute teaching throughout the current school year. Any sub teacher that has not sub taught within 60-days, will be removed from the substitute teacher list.

8.

Medical note – If during the school year you have received medical services that requires you to wear a cast, sling, use crutches, etc., you will be required to provide the district office at 1900 W. Monroe a copy of a doctors note allowing you to return to work before you can continue to substitute.

9.

INSURANCE - A substitute teacher, after fulfilling application requirements, may participate (at his/her own expense) in the District 186 major-medical group insurance program. To maintain eligibility and continue participation in the health insurance program, a substitute teacher must accept assignments when contacted, averaging a minimum of 20 hours per week on a monthly basis. A substitute teacher must enroll for insurance coverage within 30 days of the date on the substitute application form. A substitute teacher will be ineligible to continue participation in the insurance program if: a.

He/she resigns from the substitute position.

b.

The substitute teacher is terminated for any cause.

PROCEDURE 1.

Premium must be mailed or delivered to the Payroll Office, 530 West Reynolds Street no later than the 15th of each month.

GENERAL INSTRUCTIONS (In the school) A.

Before Students Arrive 1.

Report to the building as early as possible to prepare for the day.

2.

Upon arrival, REPORT TO THE OFFICE to ensure that someone of authority is aware of your presence and sign in with the secretary. Inquire about student pass and discipline procedures.

3.

Check teachers’ mailbox and request a Substitute Report Form.

4.

Secure lesson plans and time schedules.

5.

Review lesson plans, schedules and other instructions. If unable to locate or understand, request assistance.

6.

Check attendance and take lunch count when applicable.

During Student Day 1.

Follow established routine as closely as possible and start the class quickly and firmly.

2.

Follow lesson plans left by regular teacher.

3.

Familiarize yourself with students' names.

4.

Check attendance and take lunch count, if required.

5.

Expect good behavior from students. Be fair and consistent. Be sure that misbehavior is not due to misunderstanding.

6.

No student shall be sent home without approval of principal or designee.

7.

Report any school accidents to principal or designee.

8.

Remember, all student personnel records are confidential.

9.

Face the class with confidence.

10.

Avoid making threats which cannot be followed through.

11.

Move around the room and maintain eye contact with students.

12.

If instructed by the regular teacher, use prep time to correct papers or workbooks.

13.

Solve problems yourself. Adhere to District discipline procedures. This strengthens your student relationships BUT when all else fails, use common sense and seek assistance.

14.

DO NOT USE COMPUTERS IN THE CLASSROOMS FOR PERSONAL USE.

C.

After Students Are Dismissed 1.

If you have been assigned for a full day, remain in the building until the teacher day is officially ended.

2.

Leave the room as you found it.

3.

Leave a brief report for the classroom teacher.

4.

Return materials to locations in which they were found.

5.

Close windows, adjust shades and turn off lights before leaving the building.

6.

Complete your Substitute Report Form (green sheet) and leave in school office.

7.

Return key (if one was given to you.)

8.

Return your Substitute Teacher badge before leaving the building.

9.

Return to your assignment the following day unless released by the Answering Service.

SUGGESTIONS FOR SUCCESSFUL CLASSROOM MANAGEMENT 1.

The students' first impression of the substitute will determine the discipline in the classroom. Be pleasant, enthusiastic, and appear confident but let the students know that "anything doesn't go." Be consistent.

2.

Start class immediately and keep students busy and involved.

3.

Direct your questions so that only one student will answer--not the entire class.

4.

Let students know that you may not do things exactly as the regular teacher. Try, however, to stick to class routine.

5.

Identify problem students and ask them to help you. This may win their support.

6.

Praise students. Utilize positive reinforcement - "That was an excellent response to my question."

7.

Solve problems immediately. Praise in public; censure in private. Do not punish the entire group for the misbehavior of one student.

Students are our concern. They are unique in temperament, intelligence and physical make-up. Their attitudes are ever changing. They are active, interested and curious. Treat them as individuals.

PERMANENT SUBSTITUTES (High School) Permanent Substitutes: 1.

Are paid $130.00 per 7-1/4 hour day.

2.

Work the 180 day teacher calendar.

3.

Are entitled to 12 sick days a year, accumulative to 180 days, of which three (3) days may be used for personal leave. Personal leave guidelines shall be those stated in the SEA Agreement.

4.

Receive medical and life insurance provided by the Board of Education.

5.

Will be given assignments through the Answering Service. If the assignment is changed by the principal, the Answering Service must be notified.

6.

Contribute to the Illinois Teachers' Retirement System.

7.

Pay for 180 days will be divided equally over 26 paychecks. Principals, please note: ABSENCES MUST BE REPORTED ON THE P-1 AND A CERTIFICATE OF ABSENCE CARD ATTACHED.

FIRST CALL SUBSTITUTES (Middle Schools, Alternative and Lee (Special Needs) A.

First Call Substitutes: 1.

Must be assigned before any special principal requests can be granted. EXCEPTION: Principals may request a substitute for a special education class and trained Library Substitutes will have priority over First Call Substitute assignment.

2.

Are paid $107.00 per 7-1/4 hour day when teaching in assigned middle school and $95.00 per day when accepts assignments in other schools.

A First Call substitute assigned as a traveling substitute (i.e., Music, Art, P.E.) will receive $107.00 per day providing: A.

Part or all of the first day's assignment is in assigned Middle School; and,

B.

Each day thereafter (in or out of assigned Middle School) is substituting for the same teacher. Assigned to 1/2 day shall receive $54.00 in assigned Middle School and $47.50 outside assigned Middle School. The First Call Substitute may decline such assignment and be placed in the Substitute Teacher pool for any other assignment. Except for #4 above, may refuse an assignment for illness only. Failure to accept assignments in assigned Middle School may be grounds for dismissal as a First Call Substitute.

Miscellaneous 1.

When a regular substitute is assigned, he/she shall remain in that classroom until the absent teacher returns. A First Call Substitute may not "bump" teachers in the above-noted assignments.

2.

First Call Substitutes shall be assigned in alphabetical order so each substitute has an equal opportunity to teach in his/her school.

3.

When an assignment is not available for a First Call Substitute in his/her assigned Middle School, he/she shall be placed on the regular substitute list and contacted as vacancies occur.

THE PRINCIPAL (or designee) When a regular teacher is absent and a substitute is assigned, the success of the substitute will depend in large part on your personal contact, as instructional leader of the building. Listed are suggestions which may be helpful in aiding the substitute teacher: 1.

Establish personal contact with the substitute and familiarize him/her with the building. Make certain classroom is unlocked or provide the substitute with a key.

2.

Be sure that adequate lesson plans, instructional materials and supplies are available. Regular staff members should be available to provide helpful information if needed.

3.

Be sure that the substitute is aware of schedules and duties.

4.

Make the substitute aware of the District Discipline Procedures including referral slips.

5.

Each principal is encouraged to provide the substitute teacher with a folder containing data that applies to the specific school, i.e.: a. b. c. d.

Only principals may make a substitute request but such request cannot be granted until Permanent and/or First Call Substitutes are assigned. EXCEPTION: Principals may request a substitute for a special education class. Such request will have priority over placement of any other substitute.

7.

If a substitute assignment is changed in your building, notify Adrean Snapp and she will notify the Answering Service; otherwise, the wrong substitute may be released, causing confusion in the educational process.

CONTRACTUAL TEACHERS (In the school) You never know when you may need to be absent from work. It is necessary that you plan ahead for a substitute teacher. So that the substitute teacher is equipped to execute your plans, DETAILED LESSON PLANS are vital, along with an arrangement of textbooks and materials on or near your desk. A.

CONSOLIDATED CALL CENTER SERVICES (Answering Service) (1-217-717-9116) If a substitute teacher is NOT required, do not call the Answering Service, but report your absence to the building principal (designee) or supervisor, as appropriate.

Request for Substitutes If at all possible, requests for substitutes should be made no later than one and one-half (1-1/2) hours prior to the teacher's first assignment. If two subs are assigned to the same position by error of the answering service the first sub to arrive will be placed in the position and the second sub to arrive will be assigned for 1/2 day to whatever duties the principal has available. If the second sub does not wish to remain for 1/2 day he/she may refuse the assignment and not be paid.

IV.

Advance Notification of Absence Teachers may call the designated answering service up to five (5) days in advance when they know they will be absent, indicating the date or dates they will be absent and the date they will return.

V.

Returning from Absence Persons returning from absence shall call the answering service unless automatic release was given when a substitute was requested. Every effort shall be made to call the evening before and no later than one and one-half (1-1/2) hours prior to their first assignment.

VI.

Substitute Not Required If a substitute is not required, report absence to the building principal (designee) or supervisor, as appropriate. Do not call the answering service.

VII.

Automatic Release An automatic release of the substitute may be made at the time of request if duration of absence is known, i.e., conference, workshop, house-closing, doctor appointment or personal day.

All District substitutes will be provided with a username and temporary password which will be used to log on to the District’s Intranet online to view and approve time worked. A computer will be available for Substitutes to use at all District schools as well as at the District’s Administrative building located at 1900 W. Monroe and the District’s Business Services building located at 530 W. Reynolds St. If you are a returning substitute, you will need to continue to use the username that was previously assigned to you. You are welcome to contact the Payroll department at 217-525-3003 or Human Resources at 217-525-3000 if you need assistance obtaining your username. If you need assistance with your password you can contact Payroll department at 217-525-3003. All substitutes must sign in and out when arriving and leaving the building in which you are working. This is the record of your time from which sub cards are made. Always list your employee ID on this form. This will assure correct sub card entries so that you can be paid promptly. Your payment for time cannot be guaranteed if you do not sign in and out. All Substitute hours will be entered by each school’s payroll administrator. Substitutes will receive an email each time hours are entered online by the schools. Once the school has entered your time, substitutes will need to log into the District’s intranet to verify the time submitted before you can be paid. If you have any questions or concerns regarding the hours that were entered by the school, please contact that school directly. DO NOT APPROVE ANY SUB CARDS THAT ARE INCORRECT. Contact the school to have the corrections made. Sub cards must be verified promptly so that if there is an error with the sub card it can be corrected as soon as possible and will not delay payment. We strongly urge you to sign up for direct deposit. If you are not signed up for direct deposit, you will receive a paper check. All checks are mailed. Lost checks will not be replaced until one week following the payday. NO EXCEPTIONS! Direct Deposit forms are available at the Payroll department, Human Resources, all school offices and on the intranet at the Payroll Webpage - http://www.sps186.org/business/payroll. Payroll dates – The schedule on the back of this memo explains when your online substitute report is due to be verified and on which date you will be paid. Reminder emails will be generated to all substitutes who have sub cards that need approval for the upcoming payroll date.

PLEASE NOTE: Payroll starts the process of approving sub cards for payment the first day of the week after payroll closes (pay day) unless there are holidays or during breaks. In that case the payroll process time is shortened and Verify Before dates may be earlier.

Substitute Payroll Instructions All substitutes shall have an email address on file with Human Resources. Please contact Human Resources to provide this required information or to update information that is presently on file at 217/525-3000. All substitutes will be assigned a computer generated username and temporary Password. Your username and password will be used to verify your online sub cards for payroll processing. How to obtain a Username: Please contact the Payroll department at 217/525-3003 and request that a username be generated for you. Your temporary password will be the last four digits of your social security number (i.e., XXX-XX-1234). Upon logging into the Intranet the first time, you will be prompted to change your password to something you desire. How to verify sub-cards online: Please refer to the Instructions for Verifying Online Substitute Reports as shown on page 23 of the Substitute Handbook. You are welcome to verify your time worked as often as you like. However, please refer to the Online Substitute Report Verification schedule for payroll’s deadlines. Instructions are available on page 21 in this handbook or at all District schools. Please see the school’s Payroll Secretary for a copy. Additional payroll information online: Alternatively you can access substitute cards via the Intranet from the “Payroll Information” menu on the left-hand side of the screen. Click “Payroll Information”, and then click on the “Sub Cards” at the top of the page. This program will allow you to view all unverified substitute cards by clicking on “Unverified List”. You can also view all subs cards that have been created for you by clicking on “Paid Sub Cards”. This report will provide the date of the sub card, the date the sub card was verified on and the date the sub card was paid (if applicable). The Start Date / End Date feature should only be used if you are looking for a specific dated sub card or range of sub cards. Do not enter any dates if you want to view ALL unverified and/or paid sub cards. For substitutes who have signed up for Direct Deposit and paperless, they will have the opportunity to view their paycheck history online using the Intranet. If you wish to view your Pay History online, please contact the Payroll Department at 217/525-3003. Emails Substitutes will receive an email each time a school enters your time worked. Reminder emails will be sent every other Thursday, Friday and Sunday to all substitutes who have outstanding time needing verified. These reminder email days are subject to change due to a change in payroll date (i.e., if payroll happens to be on a Wednesday instead of a Thursday.)

Updated Feature to the Sub Card Program The sub card program has updated the ‘Paid’ column to conveniently provide the payroll date that each sub card was paid on. Sub cards that have not been marked as ‘Paid’ have already been verified and are pending for payment.

Follow the steps below to access the ‘Paid Sub Card’ feature: 1.) Go to the District’s Homepage at: www.springfield.k12.il.us 2.) Sign into the ‘Intranet’ using your assigned username and your password. 3.) Click on ‘Payroll Information’ in the toolbar on the left-hand side of the page. 4.) Click on ‘Sub Cards’ in the toolbar at the top of the screen.

5.) Click on ‘Paid Sub Cards’ - this will bring up a list of all the sub cards which have been created, verified, paid or pending to be paid.

6.) Locate the ‘Paid’ column that provides the date the sub card was paid.
