Prof. Mustapha Djafour Rector, Université Aboubekr Belkaid de Tlemcen, Algeria

Prof. Musapha Djafour has been Rector of the University of Tlemcen since July 2015. As a Professor for Civil Engineering, he also held the position of Vice Rector for External Relations, Cooperation, Animation, Communication and Scientific Events of University of Tlemcen for seven years. His scientific interests focus on seismic engineering, and numerical modelling of structure and stability of thin walls. Prof. Djafour has been involved in several national and international high-level publications. He has led several research projects and programmes related to Civil Engineering. He is currently a member of several national scientific bodies and member of the “Groupe Technique Spécialisé” (GTS) in charge of drafting the new Algerian earthquake regulations. Prof. Abdellatif Zerga Director, Pan African University Institute of Water and Energy Sciences (including Climate Change) (PAUWES), Algeria

Prof. Abdellatif Zerga is the Director of PAUWES. He has been involved in solar photovoltaic research for nearly 20 years. A physicist by training, he holds a PhD in Physics from Tlemcen University in Algeria, where he is currently a professor. He completed post-doctoral research in France involving third generation solar cells, and has worked in France, Germany and the US. Aside from his teaching at Tlemcen, Prof. Zerga is currently conducting numerous research projects at the University where he previously was Vice Dean of Academic Affairs. He also brings industry experience to the academic world, having worked with start-ups and multinational companies on solar cell technology.

Mr. Daniel Werner Senior Programme Manager, EU Energy Initiative Partnership Dialogue Facility (EUEI PDF)

Being a political scientist by training, Mr. Daniel Werner joined a wind energy programme at GIZ Head Office in Germany as energy expert in 2008. In 2010 he relocated to GIZ South Africa as Head of the South African – German Energy Programme. From 2013–2015 he managed the Nigerian Energy Support Programme (NESP) in Abuja before taking over the management of the EU Energy Initiative – Partnership Dialogue Facility (EUEI PDF) in early 2016. The EUEI PDF is a flexible instrument of the EU Energy Initiative (EUEI) supporting the creation of an enabling environment for investments in sustainable energy markets across Africa, Southeast Asia, Latin America and the Pacific through policy advice, private sector cooperation, capacity development and knowledge sharing. The EUEI PDF is managed by GIZ and currently funded by the European Commission, Austria, Finland, France, Germany, the Netherlands and Sweden.

Dr. Amazigh Fouad Riad Dib Head of Office in charge of relations between Enterprises and the University, ­Université Aboubekr Belkaid de Tlemcen, Algeria

Dr. Amazigh Fouad Riad Dib has been lecturer, researcher and conference officer in the Department of Physics, Faculty of ­Sciences at the University of Tlemcen for many years, instructing several generations of physics and engineering students. He holds a PhD in Theoretical Physics and he is member of the ­Theoretical Physics Laboratory at the University of Tlemcen. His research theme is molecular dynamics. Since 2011, he is the Coordinator of the B.L.E.U. Bureau de Liaison Entreprises Université at Tlemcen University and Head of the High Performance Computing HPC Unit of the University of Tlemcen. He was the Head of the Department of Physics for the Ecole Préparatoire en Sciences et Technologies EPST de Tlemcen from 2009 to 2010, after having been involved in their national establishment. He was responsible for the University-Private Sector Relations in the framework of the Algerian-European programme PAPS-ESRS and he was also an expert for innovative projects for the ATRST (ex ANDRU).

Prof. Emanuela Colombo Rector’s Delegate for Cooperation and Development, Politecnico di Milano, Italy

Prof. Emanuela Colombo holds both, a PhD in Energetic and a Nuclear Engineering, and a MSc at Politecnico di Milano in Italy where she is currently Associate Professor at the Department of Energy. She has also been acting as the Rector’s Delegate for Cooperation and Development at Politecnico di Milano since 2005. Prof. Colombo is the Scientific Coordinator of different international projects and works on consultancy and advocacy projects on access to energy for different Italian private players and NGOs. She is author of more than 120 scientific papers presented in national and international conferences and published in international journals and co-author of the book “Renewable Energy for Unleashing Sustainable Development”. Since 2007 she has been Coordinator of the University Network for Development Cooperation (CUCS) which includes 29 universities. Furthermore, she worked as international expert for the United Nation Industrial Development Organisation (UNIDO) and for the Africa-EU Energy Partnership (AEEP). In 2012, she has been named Chair holder of the UNESCO Chair on Energy for Sustainable Development assigned to the Department of Energy. Since 2014, within the new platform of dialogue established by the Italian Direction General for Cooperation and Development and the Italian Conference of the Rector (CRUI), she has been acting as Co-Coordinator of the Working Group on Impact Evaluation. She is currently member of the Sustainable Development Panel of Electricité De France (EDF) and Adjunct Professor at the Nelson Mandela African Institute of Science and Technology in Arusha.

Prof. Izael Pereira Da Silva Deputy Vice Chancellor Academic Affairs, Strathmore University, Kenya

Prof. Izael Pereira Da Silva holds a PhD in Power Systems Engineering from the University of Sao Paulo (Brazil). He is also a Certified Energy Manager (CEM). At present he is an Associate Professor at Strathmore University and the Deputy Vice Chancellor – Academic Affairs. He is the Director of the Strathmore Energy Research Centre, SERC. The centre does training, research, testing and consultancy in energy related topics. Prof. Da Silva’s topics of interest are: Rural Electrification, Renewable Energy, Energy Efficiency, Energy Policy, Sustainable Environment and Demand Side Management. In March 2012, Prof. Da Silva together with other partners won a project sponsored by DFID and DANIDA and managed by the World Bank to set up the first Climate Innovation Centre (CIC) in the world. It is housed in Strathmore University and serves SMEs financially and technically to solve challenges posed by the adverse impact of climate change either by mitigation or adaptation. Prof. Da Silva has written quite extensively in the field of energy. In 2013, he was honoured by the Brazilian Government with the title of “Comendador da Ordem do Rio Branco” for his services towards education and poverty alleviation in Africa. In October 2014, after more than one year of efforts together with seven other colleagues, he managed to get the Association of Energy Engineers – AEE to approve the Association of Energy Professionals (Eastern Africa) as a chapter of AEE for the five countries of East Africa plus Ethiopia and South-Sudan. Prof. Da Silva is the first elected President and founding member of the AEP(EA).

Dr. Gilbert Nzobadila Energy Policy Consultant, African Energy Commission (AFREC)

Dr. Gilbert Nzobadila is a consultant for energy politics, capacitybuilding and training at the African Energy Commission (AFREC). He holds a BA in Financial Economics from the University Marie Ngouabi in the Congo (Brazzaville) as well as a Master’s degree in Economics from the University of Rennes I and a PhD in Energy Economics from the University of Paris II. He has been a lecturer in statistics at the Faculty of Sciences in the Congo (Brazzaville), an economist at the Congolese Ministry of Agriculture. He held several positions, among them Director, at the Congolese Ministry of Energy and Hydraulics before joining the Secretariat of Coordination and Processing of Information about Extractive Industries for the Economic and Monetary Central African Community (SCTIIECEMAC). Dr. Nzobadila has undertaken excursions and missions in all parts of Africa and Europe, he has published and he is a member of several associations in the energy sector as well as resource person of e.g. the International Energy Agency and Enerdata for collecting energy-specific data.

Mr. Anthony Ighodaro Steering Committee Chair, African Renewable Energy Alliance (AREA)

Mr. Anthony Ighodaro is Founding Chairman of the Steering Committee of the African Renewable Energy Alliance (AREA), www.area-net.org, a pan-African voluntary association registered in South Africa, with a membership of over 2,000 from 98 countries. AREA exists to accelerate the uptake of renewable energy in Africa. It is an advocate and facilitator of renewable energy deployment in Africa, and a voice for all questions related to policies, technologies and financial mechanisms. Mr. Ighodaro is also a member of the board of the Alliance for Rural Electrification (ARE), www.ruralelec.org, Belgium. ARE is an international business association representing the decentralised energy sector and working toward the integration of renewables into rural electrification markets in developing and emerging countries. He is the Founder and Managing Director of KXN Nigeria Ltd, a photovoltaics systems integrator and distributor, and an Ashden Award winner. Mr. Ighodaro is a speaker at international conferences such as Greening the Islands (Malta 2015), Solar Energy UK (Birmingham 2015), Solar & Off-Grid Renewables (Accra 2015), Greening the Islands (Pantelleria 2014), Intersolar (Munich 2014), AREA Egypt Conference (American University Cairo 2014), and Africa PVSEC (Durban, 2014).

Dr. Eric Mwangi Deputy Director, Department of Research Management and Development, Ministry of Education Science and Technology, Kenya Africa Region Coordinator, CAAST-Net Plus

Dr. Eric Mwangi is a Research Scientist and Policy Advisor in the Ministry of Education Science and Technology, Kenya. He holds a PhD in Veterinary Medicine from the University of Glasgow (UK) and has published widely in scientific journals. His current portfolio includes implementing the MOEST’s international cooperation agenda which consists of development policies and strategies as well as research and innovation promotion. Since 2008, he has been coordinating the Ministry’s EU S&T FP7 cooperation programs. Dr. Mwangi was involved in the following project themes and associated topics: 1) CAAST-Net Plus – Innovation Platforms in Food Security, Health and Climate Change 2) ERAfrica – The ERA-Net for Africa -Renewable Energy, Interfacing Challenges and New Ideas 3) Regional Impact of Information Society Technologies in Africa (IST-Africa Initiative)-Applied ICT 4) Promoting African – European Research Infrastructure Partnerships (PAERIP) – Research Infrastructures 5) Bridging Actions for Global Monitoring of Environment and Security (GMES) and AFRICA (BRAGMA) – Space Science. Dr. Mwangi has represented MOEST in the position of the CAASTNet Africa Region Coordinator since 2008. Through experiences from CAAST-Net and ERAfrica, he is conversant with EU-AU S&T cooperation initiatives in the renewable energy domain.

Prof. Abdelhalim Benmansour Professor and Director of the Materials and Renewable Energy Research Unit (URMER), Université Aboubekr Belkaid de Tlemcen, Algeria

Prof. Abdelhalim Benmansour was born in January 2, 1957 in Tlemcen (Algeria). He graduated from the National School of Engineers Electricians (ENSIEG) of Institut National Polytechnique (INPG) at Grenoble (France) in 2002. He received the PhD degree in Materials Sciences from the University of Tlemcen (Algeria) in 2004. He is a Professor at the Faculty of Technology and Director of the Materials and Renewable Energy Research Unit (URMER) at the University of Tlemcen (Algeria). Prof. Benmansour’s research interests include photovoltaic cells, materials, renewable energy and water treatment. Prof. Marco Rupprich Head of Department of Environmental, Process & Energy Engineering, MCI – The Entrepreneurial School®, Austria

Prof. Marco Rupprich holds a PhD in Radiochemistry from Medical University of Innsbruck and a Diploma in Chemistry from the University of Innsbruck. Since 2011, he is Head of Department of Environmental, Process & Energy Engineering at the MCI-The Entrepreneurial School. Furthermore, he is CEO and Founder of ionOXess GmbH, an enterprise specialised in wastewater treatment with non-thermal plasma. His research areas are water treatment with membrane technologies and non-thermal plasma and he puts a strong focus on the water and energy nexus. Additionally, Prof. Rupprich has broad experience in the development of (international) technical study programs.

Prof. Daniel A. M. Egbe Lecturer, Johannes Kepler University Linz, Austria Chairman, African Network for Solar Energy (ANSOLE)

Prof. Daniel A. M. Egbe was born in Mambanda, Cameroon on May 20, 1966. He received his BSc in Physics and Chemistry in 1991 from the University of Yaoundé, Cameroon. In 1992, he moved to Germany where he obtained MSc and PhD in Chemistry in 1995 and 1999, respectively, from the Friedrich-Schiller ­University of Jena. He completed his Habilitation in Organic Chemistry in 2006 at the same institution. From 2006 to 2008, he spent postdoctoral stays at the Max Planck Institute for Polymer Research in Mainz, Germany, the Technical University of Eindhoven in Holland, and at the Technical University of Chemnitz, Germany. Since 2009, he researches and lectures at the Johannes Kepler University Linz. Prof. Egbe’s main research interest is the design of semiconducting materials for optoelectronic applications. He is a member of the German Chemical Society (GDCh), Organic Electronics Association (OE-A), and a board member of the World University Service (WUS). Egbe is the initiator of the German-Cameroonian Coordination Office (KBK), initiator and international coordinator of the African Network for Solar Energy (ANSOLE), initiator and chairperson of ANSOLE e.V., an institution legally representing ANSOLE, and initiator of the Cameroon Renewable Energies Network (CAMREN). In May 2015, he initiated the research platform BALEWARE (Bridging Africa, Latin America and Europe on Water and Renewable Energies Applications). In 2015, he was an independent evaluator for the World Bank

Group in higher education issues and was appointed member of the scientific council of the newly created “Ecole Supérieure des Métiers des Energies Renouvelables” (ESMER), in Benin. He has published more than 110 peer-reviewed articles. He is father of 4 children. Dr. Daniel Yamegueu Assistant Professor and Head of Laboratory for Solar Energy and Energy Savings (LESEE), International Institute for Water and Environmental Engineering (2iE), ­Burkina Faso

Dr. Daniel Yamegueu has an MSc and a PhD in Energy Engineering. He is Assistant Professor in Energy Engineering at the International Institute for Water and Environmental Engineering (2iE), Burkina Faso. He has been the Adjunct Director of Education in charge of the Bachelor Degree and is actually the Head of Laboratory for Solar Energy and Energy Savings (LESEE) at 2iE. He is also the National Representative of the African Network for Solar Energy (ANSOLE) in Burkina Faso. Dr. Yamegueu’s research is focused on solar PV and hybrid energy systems.

Dr. Joseph Mutale Reader, University of Manchester, United Kingdom

Dr. Joseph Mutale is a Reader (Equivalent to Associate Professor) in Electrical Energy and Power Systems at the University of Manchester. He has a BEng degr ee in Electrical Machines and Power Systems from the University of Zambia and also holds a postgraduate diploma in Electric Power Distribution Systems from the Norwegian Institute of Technology, an MSc in Electric Power Transmission and Distribution and a PhD in Power System Economics from UMIST, which is now part of the University of Manchester. Prior to joining the University of Manchester in 2002, Dr. Mutale spent over 15 years in the electric utility industry. His industrial experience includes a wide range of technical posts at Copperbelt Power Company, now Copperbelt Energy Corporation and ZESCO, the Zambian National Utility. His last position at ZESCO was that of Director of Engineering Development, which included responsibilities for rural electrification in Zambia. He co-founded and currently chairs the IEEE Working Group on Sustainable Energy Systems for Developing Communities and serves on the CIGRE Advisory Board on Rural Electrification. He is a Chartered Engineer, a Fellow of the IET and Senior Member of IEEE.

Dr. Ed Brown Senior Lecturer, Loughborough University, United Kingdom National Coordinator, Low Carbon Energy for Development Network (LCEDN)

Dr. Ed Brown is Senior Lecturer in Geography at Loughborough University in the UK. He is a political geographer who has worked on a range of development issues over the past 20 years including questions of governance, transparency, corruption and equity. He is the Co-Chair of the UK Low Carbon Energy for Development Network (LCEDN) through which he and colleagues are attempting to develop innovative ways of working across disciplinary boundaries to develop new approaches to understanding energy transitions within different social, cultural and political contexts. Dr. Brown is currently Principal Investigator (PI) on three projects in this field funded via UK Research Councils and DFID/ DECC. One involves working with DFID in integrating and networking the projects funded under the EPSRC/DFID/DECC Understanding Sustainable Energy Solutions Programme, whilst the other two are research projects funded through the same scheme. One explores the implications of political decentralisation for energy governance in Africa whilst the other concerns the applicability of the concept of solar nano-grids in the contrasting contexts of Kenya and Bangladesh. He was also PI on a recently completed one year project designed to improve the interconnections between the LCEDN and the UK private sector and policy community working in low carbon energy markets in the Global South and has recently been working with colleagues on work for DFID exploring the social and cultural factors affecting the potential uptake of electric cooking concepts.

Dr. Abdallah Khellaf Head of Division and Senior Scientist, Centre de Développement des Energies Renouvelables, Algeria

Dr. Abdallah Khellaf holds a PhD degree from the University of Arizona (USA). After a teaching period at the University of Annaba (Algeria), the University of Arizona and Chapman College (USA), he moved to research at the Max Planck Institute (Stuttgart, Germany) and CDSE (Algeria). Currently, he is Head of Division and Senior Scientist at the Renewable Energy Development Center (Algiers, Algeria) and member of MESO Doctoral Committee at the University of Boumerdes (Algeria). He is member of the Academic Profession Board of Ethics at the Ministry of Higher Education and Scientific Research and member of the Interim Board of PAUWES Institute (Tlemcen, Algeria). His main areas of research interest are renewable energy potential evaluation and site characterisation, renewable hydrogen production, concentrating solar power technology and instrumentation and measurement in energy systems. Dr. Khellaf has been member of the Permanent Researchers Evaluation Commission and of the Permanent Sectoral Committee at the Ministry of Higher Education and Scientific Research. He has been acting as reviewer for several international journals and as evaluation expert for national (PNR, cooperation programs) and international (UE-FP6-INCO-MED, ERANETMED) projects. He is a member of the Algerian Committee for Energy and a founding member of the Algerian Association for the Transfer of Technology.

Prof. Chakib Seladji Associate Professor, Department of Mechanical Engineering, Université Aboubekr Belkaid de Tlemcen, Algeria

Prof. Chakib Seladji, member of The American Society of Thermal and Fluids Engineers (ASTFE) holds a PhD degree in Mechanical Engineering from University of Tlemcen. He is currently an Associate Professor within the Department of Mechanical Engineering and heads the ETAP “Energy and Applied Thermal System” Laboratory. From 2012 to 2014 he supervised the academic Master and Bachelor programs “Energy and Environment” at University of Tlemcen. From 2011 to 2014 Dr. Seladji acted as an external Algerian expert for the Islamic Development Bank (IDB) within the educational and research program supported by the Bank. Furthermore, Dr. Seladji achieved many contributions within the Pan African University Institute for Water and Energy Sciences (PAUWES). As General Manager of the Algerian National Energy Saving Agency “APRUE” and other specific responsibilities within the Ministry of Energy and Mines in Algeria, Dr. Seladji participated in many projects from 1999 to 2001. He was the Algerian Coordinator of the European Program “MEDA I” dedicated to Energy Auditing of the petrochemical sector. He also conducted studies related to energy savings’ impact on greenhouse gas reduction and other studies on the electricity demand of the household sector in Algeria.

Dr. Zivayi Chiguvare Director, Namibia Energy Institute, Namibia University of Science and Technology, Namibia

Dr. Zivayi Chiguvare is currently the Director of the Namibia Energy Institute, a government funded national institute, at the Namibia University of Science and Technology. He holds a Doctor of Sciences degree in Physics from the University of Oldenburg, Germany with a Magna Cum Laude completed in 2005, where he specialised in photovoltaics. Before, he completed a BSc (Hons) in Physics, and a MSc in Applied Physics at the University of Zimbabwe in 1995 and 1997, respectively. He also underwent a 5 year intensive Physics and Astronomy Education degree programme that he completed in 1993 in Cuba. From 1997 to 1999, he was a Meteorologist and participated in energy studies for climate change communication for the UNFCCC. In 1999, he became Lecturer and Coordinator of the MSc in Renewable Energy Programme at the Faculty of Engineering of the University of Zimbabwe for several years. He participated actively in the curriculum development for the Renewable Energy Masters course as well as for a BSc programme at Chinhoyi University of Technology. As Coordinator of the programme he liaised with the Government of Zimbabwe and stakeholders such as international non-governmental organisations, industry and end-users, and advised on renewable energy issues. In 2006, he became a Project Manager within the Zimbabwe National Biodiesel Project. At the end of 2008 he joined the University of the Witwaters­ rand, Johannesburg as a lecturer, where he participated in the setting up of solar cell and nanotechnology research laboratories, supervised postgraduate students and taught a variety of

undergraduate courses. He is author of five chapters in published books, more than 14 papers in internationally refereed scientific journals, with more than 500 cumulative citations, and 18 papers in refereed international conference proceedings. Mr. Niklas Hayek Project Manager, Africa-EU Renewable Energy Cooperation Programme (RECP), EU Energy Initiative Partnership Dialogue Facility (EUEI PDF)

Mr. Niklas Hayek, Project Manager at the EU Energy Initiative Partnership Dialogue Facility (EUEI PDF), is responsible for the coordination of higher education and vocational training activities in the framework of the Africa-EU Renewable Energy Cooperation Programme (RECP) and several capacity building activities on rural electrification. Prior to joining the EUEI PDF, Mr. Hayek worked for various firms and organisations in the fields of environmental management and renewable energy in Austria, Tunisia, Bolivia and Jordan. Mr. Hayek holds a degree in Environmental Engineering from the Management Center Innsbruck, Austria and in Environment & Development from the University of Edinburgh. He is Lead Coordinator of the first Africa-EU Symposium on Renewable Energy Research and Innovation at University of Tlemcen in Algeria in 2016.

Ms. Christine Lins Executive Secretary, Renewable Energy Policy Network of the 21st Century (REN21)

Ms. Christine Lins was appointed as Executive Secretary of REN21, the Renewable Energy Policy Network of the 21st Century, in July 2011. REN21 is a global public-private multi-stakeholder network on renewable energy regrouping international organizations, governments, industry associations, science and academia as well as NGOs working in the field of renewable energy. REN21 has its headquarters at UNEP, the United Nations Environment Programme in Paris/France. Between 2001 and 2011, Ms. Lins served as Secretary General of the European Renewable Energy Council. Previously, she worked in a regional energy agency in Austria promoting energy efficiency and renewable energy sources. Ms. Lins holds a Master’s degree in international economics and applied languages. She has more than 19 years of working experience in the field of renewable energy sources.

Mr. Crispen N.Z. Zana Senior Energy Advisor, EUEI PDF/African Union Commission

Mr. Crispen Zana is a Mechanical Engineer trained in Zimbabwe and Germany. He holds an MBA in Renewables with Beuth University, Berlin, Germany where he researched on “The Economic Framework of Productive Use of Renewable Energy in the Agricultural Sector as a way of accelerating Rural Electrification in Africa – A comparative study of Policy and Economic Framework of Small Hydropower for Rural Electrification, Irrigation and Agro-processing in Mozambique and Zimbabwe.” His ongoing research focuses on factors influencing adoption, use and maintenance of appropriate technologies in the agricultural sector (including renewable energy). Currently, Mr. Zana is Senior Energy Advisor to the African Union Commission on Monitoring and Political Communication of the Africa-EU Energy Partnership. He has over 25 years of experience working in development programs promoting appropriate technologies mainly in Southern Africa, with emphasis on Mozambique, Malawi and Zimbabwe. He also worked as Program Component Manager of the GIZ-Energising Development Program in Mozambique on small hydropower and solar home systems.

Mr. Javier García-Barberena Project Manager, EUROSUNMED

Mr. Javier García-Barberena has more than nine years of R&D experience in the field of Concentrated Solar Power technologies, especially in the area of innovation and technological development. He has participated in numerous technical consultancies, design evaluation and feasibility analysis of commercial CSP plants as well as in the development and innovation of CSP components and systems for leading public bodies and private companies worldwide. Expert in systems modelling, he has developed advanced scientific software for the design, analysis and simulation of complete concentrating solar thermal power plants, including detailed control and operation strategies, and for each of their components, including high concentration optical systems and advanced power cycles. Mr. García-Barberena has also worked on the validation and testing of the developed programs by comparison with real data obtained by measurement in experimental and commercial facilities. He has prepared, coordinated and participated in national and international research projects and takes part in several international expert groups. He has supervised several students in their final MSc and BSc thesis, and provided several specific courses and lectures on CSP technologies for a variety of attendants from industry and university. In addition, he has authored numerous scientific publications and is a frequent reviewer of scientific journals as “Solar Energy”, “Journal of Solar Energy Engineering” and “Energy Conversion and Management”.

Ms. Eva Kagiri Senior Planning Officer – FinCEAL Africa Finnish University Partnership for ­International Development (UniPID)

Ms. Eva Kagiri is Senior Planning Officer in UniPID, a network of Finnish Universities. She deals with science, technology and innovation cooperation between Finland, Europe and Africa. Strategic to her role is the support of research cooperation in Renewable Energy between Finnish and African institutions, bridging research and policy, especially in the Joint Africa-EU Strategy. Prior to joining UniPID, Ms. Kagiri worked in the ICT4D sector and continues to be involved in ICT4D projects addressing societal challenges. She is also an entrepreneur with established companies on Renewable Energy and eLearning. She also serves as a board member in different organisations focusing on Environmental and Social Sustainability and she is a visiting lecturer in Aalto University. Ms. Kagiri studied Environmental Engineering and holds a Master of Environmental Science, International ­Development and Cooperation.

Prof. Noureddine Yassaa Director, Centre de Développement des Energies Renouvelables (CDER), Algeria

Prof. Noureddine Yassaa is Director of the Research Centre for Development of Renewable Energy (CDER, Algiers, Algeria) and Professor at the University of Science and Technology Houari Boumediene. He serves as a Scientific Adviser to the Algerian Negotiation Panel for the United Nations Framework on Climate Change Convention (UNFCCC), Bureau Member of Intergovernmental Panel on Climate Change (IPCC) and the Algerian Designated Entity for Climate Technology Centre and Network of the UNFCCC. He has worked as Research Scientist at the Max-Planck Institute of Chemistry in Mainz, Germany for several years. Prof. Yassaa has authored and co-authored over 60 publications in peer-reviewed journals. He is chair/member of the editorial board of many prestigious scientific journals (e.g., Atmospheric Measurement Techniques) and an expert reviewer of several national and international research projects. He is also chair/member in a number of national and international committees (e.g., the Scientific Steering Committee of the International Global Atmospheric Chemistry (IGAC) project/Future Earth, European Science Foundation Review Panel, the National Council of Energy Management, the Executive Office of the Algerian Energy Committee, the World Energy Resources Study Group, the World Energy Council, the Executive Office the Arab Renewable Energy Commission, etc.). In 2010, he received the first CHEMRAWN VII (Chemical Research Applied for World Needs) Prize from the International Union for Pure and Applied Chemistry. His current research focuses on climate change, renewable energy and sustainable development.

Prof. Thameur Chaibi is GIZ Senior Advisor for the Pan African University Institute for Water and Energy Sciences (PAUWES). He has worked for over two decades promoting science, technology, higher education and research programs, as a coordinator of the Pan African University and Expert in S&T at the African Union Commission in Addis Ababa, Ethiopia and as a Director of Research at the National Research Institute for Agricultural Engineering, Water and Forestry in Tunisia. He obtained his PhD from the Swedish University of Agriculture Sciences (SLU) in the field of Agriculture Engineering and Climate Technologies. He is a Member of the Founders Committee and Board of Directors of the Middle East and North Africa Network of Water Centres of Excellence (MENA/ NWC) under the USAID-FABRI program (2012), the Advisory Group of the Word Bank project on African Centre of Excellence (ACE) (2011), and the Governing Council of the African Academy of Sciences representative of North Africa Region (2010). He is a Fellow of the Academy of Sciences for the Developing World (TWAS) (2009) and the African Academy of Sciences (AAS) (2006). He served in various capacities as associate member of the Environmental Security Panel under the NATO Science for Peace and Security and the European Commission Frameworks Programmes.

Prof. Venkata Ramayya Ancha Professor, School of Mechanical Engineering, Jimma University, Ethiopia

Prof. Venkata Ramayya Ancha is a Professor and Sustainable Energy Engineering Chair Holder in the School of Mechanical Engineering at Jimma University Institute of Technology, Ethiopia. He graduated with BTech in Mechanical Engineering from NITWarangal, India (1983), MEng from I I Sc Bangalore, India (1986) and PhD at IIT Madras, India (1991). He has over 25 years of experience in research, consultancy and teaching during which has received several best teacher awards, best paper awards, citations in reputed international journals, Marquis who’s who in Science and Engineering and a national award from professional Engineering Societies (IIChE in India). He has executed several funded projects for the World Bank, nodal agencies of the Government of India and Ethiopia apart from several ongoing projects funded by the European Union, the African Union, the McKnight FoundationUSA, PHE and CDC in USA, and KfW in Germany. He teaches a vast range of subjects related to thermo-fluids and sustainable energy engineering. His research areas include renewable energy systems, heat transfer and fluid flow in thermal systems, computational fluid dynamics, exergy analysis apart from engineering education perspectives and paradigm shift. He has 124 research publications in journals and conference proceedings. He has served on the editorial board of African Research Reviews and International Journal of Engineering Research and Technology apart from editorship of several international conference proceedings. He worked as Professor and Head of the Center for Energy Studies at VIT University, Vellore in India until 2001. He has been working at Jimma

University in Ethiopia since 2001 onwards through a UNDP program and as a Visiting Faculty at the Pan African University Institute for Water and Energy Sciences Institute (PAUWES), Tlemcen in Algeria since 2015. Eng. Matthew Matimbwi Executive Secretary, Tanzania Renewable Energy Association (TAREA)

Since September 2009, Eng. Matthew Matimbwi serves as Executive Secretary of Tanzania Renewable Energy Association (TAREA). In addition to his administrative roles with TAREA, he is Chairperson of the Solar Energy Standards Committee of the Tanzania Bureau of Standards, and a member of the Renewable Energy Research and Development Committee of the Tanzania Commission for Science and Technology. From 1994 to 2008, Eng. Matthew Matimbwi has been working as renewable energy engineer with Evangelical Lutheran Church in Tanzania, Diocese of Ulanga-Kilombero, developing renewable energy systems of solar, biogas and water supplies in the rural areas.

Dr. Abbes Sebihi has a degree in Information Technology and holds a PhD in Education and e-Learning from Georg August University in Göttingen, Germany. He is a Senior Education Professional with 15 years’ experience in developing learning management and eLearning systems as well as related applications in the context of technical vocational education and training (TVET) and higher education. He has worked on four continents for several private and public sector companies including GIZ, Bosch, Volkswagen, TüV Nord, ABB, IBM and Intelco. He is committed to professional ethics, standards of practice, quality assurance and education of the younger generation. Mr. Jean Paul Delattre Managing Director, Resources and Logistics (RaL)

Mr. Jean Paul Delattre holds a BA from the HEC Business School of Paris, a BA in Economics and Law from la Sorbonne University and an MBA from the Ohio State University. He has pursued part of his career at the “Société d’Economie et de Mathematiques Appliqués (SEMA Group)”, now Atos Origin, which has been one of the largest consulting companies in Europe. When working at SEMA he was the Director of the Management Consulting Division, including the Energy and Economics Department. In 1992, he created the consulting companies European Consultants Organization (ECO3) in Brussels and “Resources and Logistics”

(RAL) in Paris. He has been Project Director of most of the 60+ energy studies carried out by RAL in Africa and worldwide, including the study on “Renewable Energy and Research and Innovation Capacity in Sub-Saharan Africa” (2013-2015) for EU DG Research and Innovation. He has also coordinated the ACP Development Report 2013 on “Access to energy and sustainable development” for the ACP Secretariat and the European Commission. Mr. Sherif Abdelrazek Senior Advisor, German Academic Exchange Service (DAAD)

Mr. Sherif Abdelrazek is German Academic Exchange Service (DAAD) Senior Advisor in the GIZ team in Tlemcen since August 2015. His job duties include supporting the Pan African University Institute of Water and Energy Sciences (PAUWES) with regard to Higher Education Cooperation as well as recruitment processes and management of the teaching staff. Fields of his studies are Egyptology, Philosophy and International Education Management. As an Egyptologist, he has 4 years of experience in which he lectured and guided French-speaking visitors all over Egypt. He has been working for the DAAD since 2009. Firstly, he assisted the team that is responsible for PhD students from Iraq. Secondly, from 2010 until 2013, he was responsible for a governmental scholarship program that supports students from Saudi Arabia to complete their Medicine studies in Germany. From 2013 until July 2015, he was responsible for the higher educational partnerships within the program of the transformation partnerships.

Ms. Manuela Navarro Head of Operations, EU Delegation to Algeria

Ms. Manuela Navarro is Spanish, studied law in Madrid and then continued with specialised studies in EU integration. She started working for the EU Commission in 1988 at the “Secretariat Général” and has since worked in different Directorate Generals: Internal Market, Competition, Trade, Development, and Neighbourhood. During these years Ms. Navarro completed several trainings in economic matters. She has worked as Head of Cooperation at the EU Delegation in Angola for four years and is now Head of Cooperation at the EU Delegation in Algeria.

Dr. Erick Gankam Tambo Associate Academic Officer, United Nations University Institute for Environment and Human Security (UNU-EHS)

Dr. Erick Tambo graduated in computer science at the Technical University of Dortmund and holds a PhD in computer science from the FernUniversität in Hagen-Germany (Distance Learning Open University – Germany). He is an Associate Academic Officer at UNU-EHS, where he is in charge of the conceptualisation, organisation and management of e-learning activities, notably eLearning modules related to the core competency of UNU-EHS. Dr. Tambo leads and coordinates UNU-EHS contributions for the implementation of the Higher Education Cooperation with the Pan African University Institute for Water and Energy (incl. Climate Change) of the African Union. Prior to joining UNU-EHS, he was researcher at the FernUniversität in Hagen and led the working group on Information and Communication Technologies for development (ICT4D) at the chair of cooperative systems. The working group designed and developed socio-technical systems to support the development processes of southern countries. He has broad expertise in computer-supported teaching/learning systems for developing countries, socio-technical systems to support the North-South knowledge transfer, endogenous/appropriated technologies and local innovation, knowledge and innovation management in distributed organisation and social software, innovative computer supported interaction models between Africa and its Diaspora, migration and development (braindrain-braingain).

Dr. Bakri Abdul-Karim Division Manager, African Development Institute, African Development Bank

Dr. Bakri Abdul-Karim is a Division Manager at the African Development Institute of the African Development Bank responsible for capacity development to support AfDB financed projects in the member countries of the Bank. The Division also manages the e-Institute, the Bank’s portal for distance and e-learning. The vision of the e-Institute is to be the focal platform for learning and training in Africa. He also served as Manager for the Knowledge and Information Services Division of the AfDB in addition to heading the Knowledge and Virtual Resources Center of the Bank. Prior to joining the Bank, Dr. Abdul-Karim held several academic and executive positions in knowledge and information management fields in the Sudan, the Sultanate of Oman and the United Arab Emirates. Dr. Abdul-Karim holds an Honours degree in Economics from the University of Khartoum, Sudan, a Post Graduate Diploma in Library Science, a Master’s degree in Audio Visual Media and a PhD in Information Management from the University of Wales, United Kingdom. He has participated in many regional and international conferences in information management, and integration of ICT into development activities. He has also contributed several research and professional articles in international journals.

Mr. Lukman Olawale Jaji International Expert / Software Developer, African Union Commission Human Resources, Science and Technology, Pan African University /Deutsche Gesellschaft f ür Internationale Zusammenarbeit (GIZ)

Mr. Lukman Jaji is an award winning ICT Expert/Software Developer with specialty in developing web, desktop and mobile applications using the Java programming language and open source database management tools. He is hailed within the African Union as the first ever AUYV (AU Youth Volunteer) because of his efforts and meaningful contribution in developing the entire IT platform currently used by the program. Before regional exposure, he was a consultant for the Federal Government of Nigeria through the nation’s apex standards body – Standards Organization of Nigeria – where he developed the web portal and over 10 software systems used in product registration and import tracking through Nigeria’s ports and boarders. In January 2011, he was sent to the Pan African Institute for Education and Development (IPED), an organ of the African Union Commission, to manage the Education Management Information System for the continent during which time he computerised the data collection instruments for AU member states. He is the lead programmer in the development of the first ever mobile software for the African youth Charter (charterApp) which will ensure that the application is available to 5 million young Africans by 2018. He is also a member of the JUG-AFRICA, the continental group of Java users. Since August 2012, Mr Lukman works for GIZ as International Expert on secondment to the African Union Commission supporting the establishment of the Pan African University as the ICT Expert.
