Welcome back to the Summer term. I hope you all had an enjoyable Easter break. This is always the busiest term of the year and we are very grateful for all the hard work of so many colleagues who help us to carry out the statutory moderation in the Foundation Stage, KS1 and KS2. As always there is a full programme of training and support, not least to prepare for the introduction of the new National Curriculum in September and the considerable changes to exam specifications at GCSE. Again I would like to thank colleagues for the valuable contributions made in a range of alliances and forums to the richness of professional development available in Enfield. We now have four teaching school alliances; Gateway, the Enfield Teaching School Alliance and two recently accredited partnerships, one based on Highlands and another involving Eversley and Oakthorpe. We wish them every success and look forward to further developing our collaboration with them all. We had a significant number of Ofsted inspections last term and are anticipating more this Summer, including a number of re-inspections of schools judged to require improvement. The School Improvement Service is also preparing for an inspection and, like many of you, nervously anticipating the phone call, SEF to hand! Best wishes to you all for a very successful term.

It is with a mixture of excitement and intrepidation that I need to inform you that, following the Enfield’s restructure of the CACEY and Early Years Teams, I have been appointed to the new post of Head of Early Years. The service will have the strategic and operational responsibilities for an integrated Early Years’ service by providing universal and targeted support to families and children aged 0-5 year. The new service includes the Early Years, Childminders, Play and Informed Families teams. We are hoping that the new team will be fully functional by 1 May 2014; contact details will be shared in the SIS Autumn Newsletter 2014. During the summer term we will see some significant changes on how the service will operate and deliver services. These include:   

Terrific Twos, the early roll out of the September 2014 criteria Electronic system, for heads counts claims Informed Families service move to Enfield Customer First and its role in brokerage and support Early Years Support and Intervention Strategy 2014-2015

Our summer 2014 training programme is now available and along with the universal core training we are offering some different styles of professional development. Over the next three terms we will be offering a series of Saturday morning workshops. These sessions are targeting practitioners who have not had the opportunity to access the current extended training being provided these national trainers in Enfield.   

To book your place please contact the Cacey Team: [email protected] For practitioners who have recently attended Makaton training we are offering a workshop, delivered by ‘Singing Hands’, those who may have seen them at our 2013 Early Years Conference this training will be of particular benefit to practitioners working with children with EAL, SEN but especially with our funded 2 Year olds with speech and communication difficulties. For schools with children’s centres we are offering two half day mornings on 4 and 26 June 2014 ‘Preparing for your Children’s Centre Ofsted Inspection’. Over the summer term there will also be an opportunity for schools to get together at an away day (date TBC) to plan for the future delivery of Children’s Centres and improve monitoring and evaluation. EYFSP Moderation All the spring term moderation visits to the 25% schools have been made this half term. All the dates for the summer term moderation have been made for the first two weeks in June. For the 75% of schools not receiving moderation visits they are required to attend a session at the inter school moderation meetings in May. The dates are: Monday 19 May, 9.15am - 11.45am or 1.15pm - 4.00pm  Wednesday 21 May, 9.15am – 11.45am or 1.15pm - 4.00pm  Friday 23 May, 9.15am – 11.45am All the above sessions are taking place at Eversley Primary school, Chaseville Park Road, N21 1PD. To book your place please contact Lynn Ranson: [email protected] We would like to thank schools for submitting either mid-year or end of Autumn Term EYFS data. The assessment data shows that many children are working within the national expected age band of ‘40 -60 months’ although a significant percentage are still within the 30-50 month age band and this is a concern. When looking at some particular areas, i.e. ELG 13 - ‘People and Communities’ and ELG 14 - ‘The World’, many children are still working within 30-50 months. Therefore it is unlikely that these children, many whom are not EAL or SEN, will achieve the ‘expected’ outcomes by the end of the Summer Term. It is both Ofsted and the Local Authority’s expectation that the majority of children will achieve the ‘expected’ levels across all of the 17 ELGS. In order to help headteachers and EYFS Team Leaders interrogate their EYFS progress data, a generic links sheet will be provided between each of the 17 ELGs which we hope you will find helpful. Elli Pashourtides will be following up this data and tracking will be available at the inter-school moderation meetings in May. 1

Implementing the English Curriculum 2014 in Enfield Overview The new curriculum is changing the landscape of teaching and learning for everyone. In general, the English Curriculum has not changed radically, however there are some significant changes. Please see link for full document https://www.gov.uk/government/uploads/system/uploads/attachment_data/ file/260491/PRIMARY_national_curriculum_-_English_RS2.pdf The English Curriculum is unique in as much as skills taught in any particular year group are ongoing and would continue to be taught throughout the year. Therefore it is not always possible to breakdown the content into sequential units as is the case in other core subject areas. Many schools prefer to personalise the Programmes of Study, embedding the content into their own topics or curriculum design which makes it difficult to impose any particular model. It is important to point out that much of the content of the new curriculum was already required in the old one. It is therefore perfectly feasible to continue using the 2006 Literacy Strategy Units provided they are adjusted to include the new statutory requirements. To support the process of change for English, here is an outline of what Enfield is offering. Work in Progress... Literacy Subject Leaders Session 1 On 25 February we held a whole day conference on the English NC where 62 subject leaders attended. In this session we introduced the changes to the English Curriculum and began reviewing medium term plans. The work on mapping the statutory requirements carried out in these workshops has been collated and will be shared in the next session on 24 June 2014. We have also identified two pilot schools to implement and refine the mapping to be shared with LSLs in June. Please contact [email protected] if you have a model you are currently developing and would like to share it. Y2 and Y6 The New National Curriculum will not apply to Y2 and Y6 pupils until the academic year 2015/2016. This means that children in Y2 and Y6 will be tested against the old curriculum in May 2015. As a result I have put together a number of essential English resources, including teaching sequences and assessment materials to support teachers for both Y2 and Y6. These will be available in the Literacy Room on Fronter and school’s portal shortly. The training for Y2 and Y6 next year will fully incorporate the changes in preparation for 2016. Life beyond Levels In February Literacy Subject Leaders also took part in an assessment workshop and explored a variety of models. The development of assessment models will continue in partnership with schools in the borough. In March 2014 the Government released its response to consultation on primary school assessment and accountability outlining reforms to testing, performance descriptors and floor targets. Please see the full document: Reforming assessment and accountability for primary schools https://www.gov.uk/government/consultations/new-national-curriculum-primary-assessment-andaccountability Literacy Subject Leaders Session 2 On 24 June we will share a variety of mapped curriculum and assessment models in preparation for the start of the new academic year. In support of this, the session will include workshops to adapt the existing units for YRs 1, 3, 4 and 5 in order to accommodate the statutory requirements as part of our Subject leader training. Literacy Subject leaders will be responsible for disseminating this work in school and keeping SLT informed. 4

What's already happening? Grammar Champions In preparation for the statutory requirements for vocabulary, grammar and punctuation, extensive training has been and continues to be delivered centrally and in schools. This provision is tailored and specifically designed to develop subject knowledge and map out the progression of teaching and learning of grammar across the whole school. The impact of this was demonstrated in the 2013 English grammar, punctuation and spelling test. Reading Between the Lines (ReBeL) This is a pilot project which ran successfully over the autumn and spring terms comprising three half day sessions. The course aims to raise standards in reading comprehension focussing particularly on inference and deduction as outlined in the New Curriculum in preparation for the KS2 Reading test. This will be done through building capacity and developing the skills of key personnel, enabling them to embed good practice across the school. The target audience is Y6 teachers and Literacy Subject Leaders and will run again in the autumn term. Writing Our Developing level 6 Writers Workshop has been running successfully for two years. We will be adapting this session to include level 6 reading and will focus on the requirements of the new curriculum. Details of the above are available in the Professional Development Handbook. Moderation We will continue running our highly successful 100% Moderation Workshops for KS1 and KS2 incorporating statutory requirements for both English and Mathematics in the coming year. Teachers view these networks as excellent opportunities to moderate and share good practice, preparing them for statutory moderation and OFSTED. We will continue to work alongside our KS3 colleagues through the Cross-phase Moderation Workshops and update the content with regard to curriculum and assessment changes. (see handbook) For the future We recognise that the advent of the new curriculum has highlighted priorities for developing teacher’s subject knowledge for English. We aim to deliver training for Developing Phonics and Developing Spelling for both KS1 and KS2 next year and will keep you informed. In terms of utilising and building capacity in the borough, we will also be running Assessing the New English Curriculum workshops in partnership with Consultant lead teachers and KS1/KS2 Moderators and will send flyers for this nearer the time.

Science

A very exciting and prideful moment happened at the end of last term, when Ruth Shallcross Literacy AST at Lavender School won the Primary Science Teacher Award and was accepted into the Primary Science Teaching College. Ruth’s work integrating literacy into exciting engaging Science has been used across Enfield schools and beyond. The ideas, resources and literacy techniques she has brought to science has helped to inspire the young people of Enfield and I’m sure one day, contribute to a future Maggie Aderin-Pocock or Jem Stansfield. This term the main focus for science coordinator training will be on assessing the new science material and where we will be showcasing the assessment material that we have been trialling this Spring Term. The Science Coordinator meeting takes place on Thursday 19 June. Enfield KS3 Coordinators will join the meeting in the afternoon where we will look at new big ideas in science transfer through primary into secondary.

The maths curriculum has not changed radically, however there are some significant changes, especially in terms of expectation in KS1; developing number and fractions in both KS1 and KS2; and embedding fluency, mastery and a conceptual understanding. Working Party Update The KS1 and KS2 working party group has now met twice to develop a guidance document for medium term planning. We have put together a suggested order of how to teach the maths objectives each term for every year group. In addition to this we have also made explicit the links to using and applying opportunities. We are now at the stage where we are looking at the progression between year groups. Additional guidance on developing mental maths is also being compiled. Alongside this we are working with two schools to trial the medium term guidance and to write and deliver whole school INSET on implementing the maths curriculum. Revised Calculation Policy As a consequence of the revised expectations and increased focus on fractions a small working party will also be developing a model calculations policy. This will include guidance on potential manipulatives that can be used to aid understanding. Life after Levels The Enfield Assessment Network is looking at ‘Life after Levels.’ The maths sub-group, having looked at various options, and bearing in mind the most recent DFE publication Reforming Assessment & Accountability for Primary Schools (March 2014 ) have decided to re-align the current APP targets to reflect year group expectations within the new Maths curriculum. Consideration is also being given to adding numerical values to aid assessment when reporting on attainment and progress. Maths Subject Leader Training - Tuesday 18 March 2014 At the recent maths leader training we delivered a 3 hour session on fractions. The expectations regarding the teaching of fractions in the new curriculum have been raised since by the time children leave primary school they will be expected to add, subtract, multiply and divide fractions. Maths leaders who attended are now in a position to disseminate this information in their own school and consider the use of manipulatives and models to aid conceptual understanding. Maths Subject Leader Training - Thursday 12 June 2014 At this meeting we will deliver the INSET which we have trialled on implementing the maths curriculum. This will then be electronically shared with all maths leaders to enable them to use it as a starting point for whole school training in their school. We will also share the medium term plans created by the working party. Year Group Training Academic Year 2014 - 2015 During the next academic year we will be offering half day courses on implementing the new curriculum for every year group from years 1 – 6. This training will focus on the curriculum changes that have occurred and also the raised expectations, particularly around fractions.

The Children and Families Bill was signed by the Queen in March and is now an Act of Parliament. The SEN Code of Practice is still in draft form. We have had fascinating feedback from the Pathfinder groups at our SEND Reform launch. They shared their innovative and creative responses to the changes in legislation which was invaluable for our own SEND journey in Enfield. The borough has launched its draft local offer which was ‘co -produced’ by the local authority, school’s representatives and parents. Judith Gordon on behalf of the SEND Reforms Strategy Group is currently setting up a pilot to trial EHC plans in a small number of LA schools in order to find a 'best fit' approach for Enfield. The new SEND buzz word is 'co production'. This is a solution focused approach for provision planning whereby outcomes are identified before provisions. The aim is for all key stakeholders, children and young people to explore needs holistically to produce a provision pathway that will achieve the desired outcomes initially identified. We have been involved in developing an exciting and innovative tool in Secondary preparation of the SEND reforms. The tool is called MYSEN which is a process that engages the voices of young people and all the key stakeholders in their education, health and care provisions. We are also pleased to say that we are rolling out a pilot in five Secondary schools. This is a purpose designed audit to help describe and evidence policy and practice for SEN learners against the current Ofsted inspection framework. We will feedback the outcomes. SEN Buyback training information will be coming out to schools at the beginning of next term in the form of the Enfield CPD Brochure which will also be posted on the Schools Portal.

Safeguarding Children and Young People: Training for Enfield Schools As you will be aware the Enfield Safeguarding Children Board (ESCB) provide multi-agency training to ensure all those who work with children and young people receive the necessary training in order to meet statutory requirements. Examples of training available include:  Introduction to Child Protection  Child Exploitation Online (see also training available via the CLC outlined below)  Female Genital Mutilation (FGM)  Against Forced Marriage  SPOE Early Help Forms  Safeguarding and Gangs  Significant Harm  Working with reluctant, resistant and hostile families For course details please see www.enfieldlscb.org/training These programmes are funded by ESCB and participation is without charge to Enfield schools. Training in relation to Protecting Children and Young People from Exploitation Online is also available via the CLC. The CLC has training to provide school staff with an overview of young people’s online behaviour and CEOP’s (Child Exploitation and Online Protection Centre) ‘Thinkuknow’ educational materials. The “Thinkuknow” training will:  outline the specific risks associated with different types of new technologies  understand what children are doing online  consider the risks that young children face online  privacy/digital footprint  enable use of the “Thinkuknow” resources back in school For further information please email: [email protected]

Access to E-Learning: Child Sexual Exploitation Prevention The ESCB have purchased the necessary license from the organisation Kwango to enable all those working with Enfield’s children and young people to access Kwango’s multi-agency Child Sexual Exploitation E-Learning Programme. This can be accessed free of charge by all Enfield schools via the link: http://www.kwango.com There is no charge to Enfield schools for accessing the Kwango Child Sexual Exploitation E-Learning Programme and the school’s Designated Teacher will be sent the password by ESCB early in the summer term. It is not suggested that this E-Learning course is a substitute for Enfield’s relevant face-to-face training provided by ESCB to Enfield schools rather that it builds on the learning in the Designated Teachers’ training and is also designed to enable all school staff to access awareness raising training in this area. School Business Manager Grant in 2014-15 The Department for Education is making available in the financial year 2014-15 a grant for small groups of schools, consisting mainly of primaries, to work in collaboration to employ a SBM. The grant will provide £25,000 to be match funded by the group of schools, to subsidise the cost of employing a suitable SBM for one year from September 2014, with a view that the post should become self-sustaining in the long term. The Department expect to invite applications for the grant shortly. They will be seeking applications from groups of 4-5 schools or academies (or a mixture of both), composed mainly of primary schools (but can include one secondary school), that can demonstrate how they could utilise the services of an SBM to realise longer term efficiencies. Applicants should demonstrate a commitment to providing continuous professional development for the appointed SBM (this could be via the relevant SIS Professional Development package). The Department intend to have very simple reporting and evaluation arrangements.

The Tour de Enfield This summer, the PE Team are organising a range of cycling events in schools and in local parks to coincide with The Tour de France coming to London in July. The 2014 Tour de France Grand Depart starts in Leeds on 5 July with a stage that runs to Harrogate (Day 1 will be 190kms). On day 2, 6 July, the race will be 200kms and moves from York to Sheffield. On the final day in the UK, on 7 July, the entourage move south and races from Cambridge, via Essex (Epping) to Central London. This leg covers 159kms and the map below shows how close The Tour de France will come to Enfield! Our Tour de Enfield aims to inspire pupils who have never ridden a bike before and those with little or no experience. Those children who are proficient, but not able to practice, will also have a chance to ride. Our 8 ‘park’ events aim to be a lot of fun and will include activities such as cycling around the park, scooting, skateboard slaloms, and much more. Everything on wheels was our starting idea and it has progressed some way from the original plan.

We are working closely with colleagues from Cycle Enfield to put on a host of activities including learning to ride a bike, bike maintenance and BMX demonstrations. The activities will be fully equipped at the venue (bikes are being delivered to the parks by Cycle Experience) and staffed by suitably qualified and CRB checked personnel. The afternoon will conclude with each school participating in a special relay event – the Spoke Relay devised by the PE team. Sports leaders from many schools will be helping with the events and yellow t-shirts (sadly not yellow jerseys!) will be given to the large fleet of volunteers. All children attending will receive a specially designed ‘Tour de Enfield’ water bottle. The dates and locations of the events are as follows and all Enfield schools are invited to enter: Fri 2 May – TATUM PARK Fri 9 May – GROVELANDS PARK Fri 23 May – OAKWOOD PARK Fri 20 June – ENFIELD TOWN PARK Fri 27 June – QE2 STADIUM Fri 11 July – JUBILEE PARK Thu 17 July – QE2 STADIUM The Tour de France is a world away from our home grown event. Their needs are:  30 spectator hubs along the route  93 miles of temporary barriers  198 riders  349 miles of public road over three days  2,000 portable toilets  3,800 two-way radios  4,500 beds booked each night of race by organisers  10,000 Tour Maker volunteers  £27m total Grand Depart budget  £100m+ in estimated economic benefits for UK That said, we are convinced all young people taking part will be inspired and hopefully go onto enjoy the official Tour. We just need some good dry weather and not too many punctures! Addendum: March 2014: Enfield has been awarded up to £30 million to improve its cycling network and town centres for residents and get more people on their bikes. The proposals include the creation of protected cycle tracks along some routes in the borough, introducing a network of “quietway” routes along low traffic, low speed roads to provide a comprehensive network of cycle routes across Enfield and the provision of cycle hubs and other improvements at stations so commuters can store their bikes securely. The Tour de Enfield featured in the bid that went to The Mayor of London.

We had a very successful award presentation with Deputy Mayor of London, Victoria Borwick presenting the awards. The presentation was hosted by Worcesters School following a tour of the school with the Deputy Mayor. Sixth Form Funding Allocations – All school sixth forms received their 2014/15 funding allocation this week. Andy Johnson will be running a sixth form funding seminar in the summer term that will aim to clarify some of the uncertainties related to the forthcoming year’s funding settlement and the key issues surrounding the October 2014 census. The October 2014 sixth form census will be key to determining the 2015/16 allocation and will need to provide an audit trail for the figures that you enter for 2013/14 programmes (including the non- qualification 16-19 study programme flexibilities). Heads of Sixth Form, School Bursars and Business Managers may find the seminar useful. The 16-19 study programme flexibilities offer a good opportunity for schools to maximise funding but its vital that the data entered on the census return is accurate. It would be really good to see as many schools represented as possible. Date for the sixth form funding seminar to be confirmed via the 16-19 Management Group members early in Summer term. Thank you for your hard work and contributions during the autumn and spring terms to support the development of the KS3 long term plans. During the summer term we will finalise these plans in order to further develop KS3 structures for creating a ‘GCSE ready’ cohort. We will continue to look at progression of ideas and skills leading to KS4 in line with assessment objectives and share different assessment procedures from KS3 to promote and support formative assessment. We will share the main findings from the Ofsted document ‘Maintaining Curiosity’ and a document by Science educators on ‘Principles and big ideas of science education’ to support assessment and progression for secondary education. The ideas and issues raised in these documents will be used to further discuss the tension between formative assessment and summative reporting. The next Science Subject Leader Meeting takes place on Wednesday 2 July and the final Science Postholders Meeting is on Thursday 19 June. All agendas will be sent nearer the time.

Aiming for Excellence - academic literacy across the curriculum for students embarking on AS level. This 8 unit course, written by learning consultants in Enfield in partnership with other education consultants, is designed to enable students in Years 12 and 13 to develop academic literacy across all subjects with confidence. It provides tuition on different aspects of listening, speaking, reading and writing through a range of engaging and challenging activities. Each unit builds on the previous one and so, clearly, the course has most impact when run in its entirety and the units taught in order. Between each of the units there is a task for students to complete to reinforce their understanding and application to the subjects they are studying. The course units are as follows: Unit 1: Grammar revisited – why is it important to know about how language works? Unit 2: Taking the register - how do we make language more formal? Unit 3: Cracking the code - how do we interpret texts, images and symbols? Unit 4: Read all about it - what does the writer really mean? Unit 5: Know your text types - how are different texts organized and written? Unit 6: The writing is on the wall - how do we become effective writers? Unit 7: Thinking like a writer - how do we unpick a title and combine ideas, structure and language features? Unit 8: Putting it all together - how can we use everything we have learnt to write an excellent assignment?
