Dr. David M. Sander, Ph.D. was sworn in as Rancho Cordova’s Mayor at the City Council meeting on Monday, Dec. 7th. He has been a member of the City Council since Rancho Cordova incorporated in 2003. Mayor Sander was sworn in by his wife, Dr. Margaret Parsons, their son Charles, and his mother, Lois Sander. The family has lived in Rancho Cordova since the 1990s. Following the swearing in ceremony, Mayor Sander discussed four priorities for his one-year Mayoral term including public safety, education, economic development, and community partnerships. “Public safety is job number one for any local government. We exist to maintain safety in our community,” he said. “We can do more to enhance that ability with tools such as the Community Enhancement Fund, proactive policing strategies, and aggressive code enforcement.” Mayor Sander commented that Rancho Cordova has taken a different approach than other cities, allowing us to get things done quicker and more efficiently. “Rancho Cordova has established a reputation of doing things differently and better than a lot of local governments,” he said. “We as a City don’t seek to do, fix, and be everything. We seek to fill the role of broker, facilitator, and catalyst in a way that benefits all of us, residents, businesses, and community organizations.” Mayor Sander served as Rancho Cordova’s Mayor in 2007 and 2012, and as Vice Mayor in 2006 and 2011. He is the Principal and Founder of Sander and Associates, a scientific consulting/development firm that

specializes in medical and scientific projects. Mayor Sander serves on several national, state, and local committees. He was recently elected as Chair of the National Civic League Board of Directors, a historic municipal organization founded by Theodore Roosevelt and other notable civic leaders over 120 years ago. The organization awarded Rancho Cordova as an AllAmerica City in 2010 and focuses on advancing civic engagement and citizen-led civic initiatives. As Board Chair, he will partner with national foundations that

focus on topics from third grade reading standards for school districts, to programs for local Veterans, to the My Brother’s Keeper program. “I will be at the forefront of learning about cutting edge practices of cities and supportive foundations throughout the country,” said Mayor Sander. “My goal is to bring innovative ideas and new opportunities back to Rancho Cordova that we can implement to increase our quality of life and promote the positive image of our City.”

Other members of the Rancho Cordova City Council are Robert McGarvey, who just completed his third term as Mayor, Linda Budge, and Dan Skoglund. Donald Terry will be sworn in as Vice Mayor on Tuesday, Jan. 19th, 2016. Residents are invited to attend the swearing-in ceremony that will take place at 5:30 p.m. at the City Council meeting, located at 2729 Prospect Park Drive. Source: City of Rancho Cordova H

IRS Warns of New Email Phishing Scheme

The WaShinGton, d.c. (MPG) -

Internal Revenue Service warned consumers today to be on the lookout for a new email phishing scam. The emails appear to be from the IRS Taxpayer Advocate Service and include a bogus case

number. The fake emails may include the following message: “Your reported 2013 income is flagged for review due to a document processing error. Your case has been forwarded to the Taxpayer Advocate Service for resolution assistance. To avoid delays processing your 2013 filing contact the Taxpayer Advocate Service for resolution assistance.” Recipients are directed to click on links that supposedly provide information about the “advocate” assigned to their case or that let them “review reported income.” The links lead to web pages that solicit personal

recently received a “Caring Star of 2016” for service excellence in assisted living and Alzheimer’s care. Caring.com online ratings and reviews from older adults and their family members earned Eskaton a 5-star consumer rating (the highest possible score) while also meeting other qualifying criteria from Caring.com. Eskaton is among only 120 other Caring Star recipients in California, which has more than 1,400 assisted living communities. “Our mission as a nonprofit is to enhance the quality of life for older adults, and this award validates our delivery on that promise,” said Eskaton President and CEO Todd Murch. “We appreciate every single thank you note regardless if they are handwritten or posted online. It is one of the indicators used to measure if we are successfully doing our jobs.” Online reviews help guide families when making emotional senior care decisions for aging or ailing loved ones. In multiple Caring.com research studies, the majority of family caregivers indicated that they turn to the internet and consumer reviews when researching senior living communities. They rely on these perspectives to understand the experiences of others in similar situations. “Congratulations to Eskaton for achieving this award after earning accolades from residents and their family members,” said Andy Cohen, Caring.com CEO and co-founder. “This important milestone speaks volumes about the positive difference Eskaton is making in serving older adults, and we join with the local community in celebrating their accomplishment.” Some of the positive feedback that led to Eskaton being a Caring Star recipient include the following comments: • “Eskaton Lodge has good activities that are going on daily. It keeps the people who are living there active and involved…” said one visitor. • “Our family has been very pleased with our decision to relocate Mom to Eskaton Lodge Gold River, Memory Care. We have been impressed with the high quality of the programs, the lovely facility, and the well-trained, caring staff. Everyone is helpful and friendly and so caring towards the residents…” said the daughter of a resident. Raley’s Expands Presence With Experienced Developer RANCHO CORDOVA, CA. (MPG) -

Raley’s Family of Fine Stores announced that it will be the anchor tenant at a new subdivision developed by Donahue Schriber. The neighborhood shopping center is to be located at the southwest corner of Sunrise and Douglas Boulevards. Experienced commercial real estate developer, Donahue Schriber will begin construction in spring 2016. “We could not be more excited about becoming a part of the greater Rancho Cordova community,” said Mike Teel, president, CEO, and majority owner of Raley’s. “This new store meets Raley’s strategic plan for growth and fits perfectly in our portfolio of stores. Donahue Schriber is a great partner for Raley’s and well-known for innovative retail space development.” This latest announcement is in alignment with Raley’s goal of bringing a fine, family-owned grocery option to the

under-served area of Rancho Cordova. Currently, the closest fresh food offerings are located more than three miles away with some naming the area as a “food desert.” The new, full-service grocery store will be over 40,000 square feet. Dave Mossman, chief investment officer and executive vice president of Donahue Schriber said, “We are so excited to be partnering with Raley’s at our new development in Rancho Cordova. They are such a wellrespected grocer with a clear understanding of what area residents want. The shopping center will also feature a fuel station, restaurants, retail, and services.” Raley’s plans to open the Rancho Cordova store in May 2017 and is currently the only grocer expanding in the Sacramento area. Raley's is a privately owned, family operated supermarket chain with headquarters in West Sacramento, CA. The company operates 124 stores in

Northern California and Nevada under four banners: Raley’s Supermarkets, Bel Air Markets, Nob Hill Foods and Food Source. Raley’s was founded in 1935 by Thomas P. Raley and is a major grocery chain best known for high quality products, fresh produce, fine meats and outstanding customer service. Raley’s strives to make its customers’ lives easier and better by delivering a personalized food shopping experience. For more information, visit www.raleys.com. Donahue Schriber is a privately held Real Estate Investment Trust (REIT) which owns and operates 66 shopping centers representing over 10 million square feet of retail space throughout California, Nevada, Oregon, and Washington. And Another Thing ... A Change in Title

I can’t honestly use “From the Mayor’s Corner” for my column, and I apparently haven’t finished expressing my opinion yet. Then when talking about other “stuff,” finishing (and/or I guess starting) with “And another thing…” seems to fit. So for now, you will see “And another thing…” instead of “From the Mayor’s Corner.” For those who haven’t heard about or haven’t seen it, our Rancho Cordova Police Department was on “Good Morning America” on the Dec. 8th, 2015 show. It was really nice to see that the creativity and great ideas in Rancho Cordova are not only noticed locally, but have caught national attention too. Working to stop the many “Grinches” who are trying to steal Christmas is great. Keep up the good work! The calendar says that we are in the month of December, and this time of

the year is when you may think of the past when you were little. Maybe (like me), you would be waiting for the mail to come from the department stores, and all the rest of the mail, that would let you know that what you thought you wanted for Christmas really wasn’t what you wanted after all because there were other toys or books or games, etc. that you didn’t even know existed. So by the time Christmas day arrived, you were usually surprised with most of the things you received, and were happy because it was something you received at Christmas time. Christmas also meant that my family would go to Midnight Mass, and music was such a part of church, and Christmas, and the holidays as a whole, that I can’t imagine one without the other. I still play Christmas music in my truck, and wear a different Christmas tie from Thanksgiving to Christmas. In the past and also today, some people are complaining about Christmas being commercialized. It seems like that to me too, up to a point, but fortunately, kids still help bring the magic and mystery of Christmas. They also see the magic and

the mysteries of other ceremonies that are celebrated. So I hang around kids at Christmas time. They bring joy and happiness to a time that, to me, could be rather grim if you have lost the spirit of this time of the year. Now, on to other things that happened in December. Last night at the regular City Council Meeting, we continued the tradition of passing the Mayorship to the Vice Mayor. This time, the Vice Mayor was David Sander, and his son held the Bible while his wife and mother swore him in as Mayor. Our new Vice Mayor will be Councilman Donald Terry when he is sworn in at our City Council meeting on Jan. 19th, 2016. I felt very grateful to have been given the privilege to work for and with the other council members, our city staff, and the rest of the Rancho Cordovans, and be their Mayor in 2015. My wife was in the audience along with our daughter-in-law and one of our grandsons. The weather was cold and a little foggy outside City Hall, but inside, it was warm both inside and out.

Salmon Falls Park Ribbon-Cutting Ceremony Renovated Park Highlights Drought-Tolerant Landscaping

RANCHO CORDOVA, CA (MPG) -

Cordova Recreation and Park District (CRPD) held a ribbon-cutting ceremony for the newly-renovated Salmon Falls Park on Thursday, Dec. 3rd. Earlier this year, CRPD received a $39,500 rebate from California American Water to replace turf with drought-tolerant plants, mulch, and a public plaza. This project is projected to save several 100,000 gallons of water annually. California American Water has also agreed to donate two benches to be installed at a later date. The project was the result of collaboration between various District departments and construction was completed solely in-house. “This park serves as a great example of how to design parks sustainably during California’s worst drought in history,” said CRPD Board Chair Brian Danzl. “Thank you to CRPD staff for

The Paris attacks have occasioned a wide-ranging debate about what they mean and how to respond, involving Islam and its role, military strategy and, oddly enough, how Muslims in New Jersey reacted to Sept. 11 (thanks, Donald Trump). It’s all very interesting and, for the most part, quite important. At bottom, though, the import of the Paris attacks is not complicated: ISIS terrorists are enemies of our civilization. In Paris, they chose their target well. They assaulted a city that dates back thousands of years and has been a leading Western capital going back to the Capetians, a place representing geological layers of Western civilization, and its glories and conflicts and follies. To simplify crudely, the Western story began in the 5th century

I N

Obviously, this hasn’t always been true, and the road to the adoption of these norms has been winding and bloody, sometimes spectacularly so, in great clashes within and among Western powers. But they have created the conditions for stupendous human flourishing. It is represented in staggering artistic and literary expression, in awe-inspiring scientific, technological and medical advances, and in mind-boggling levels of economic development that mean the average Westerner lives like a sultan compared to the average person throughout most of history. If we are inclined to take any of this for granted, we should have a

We are different, although we aren’t ourselves responsible for that. The West is our windfall. None of us were at Runnymede in 1215 or Philadelphia in 1787. None of us contributed a brush stroke to a Rembrandt. None of us invented the steam engine or the iPhone. None of us discovered penicillin or the polio vaccine. None of us fought at Poitiers, and very few of us at Normandy. If you are not thankful and humbled by all of this, you are an ingrate. Your freedom and material comfort depend on generations of sacrifice and effort before you. It is your privilege to enjoy all that our enemies -- if they had the power -would wantonly destroy. If nothing else, Paris should be a reminder of that. What they hate, we should hold all the dearer.

Cats love knocking down glass ornaments and also may accidentally ingest tinsel or other shiny strands. Dogs may gnaw on interesting packages or break into gift boxes of candy or fruit. Even plants need to be kept out of reach: poinsettias, for example, are toxic to cats. To minimize risk, place breakable ornaments higher in the tree and put plants well out of reach. During parties or dinners, place your pets in a separate area of the house with bedding, food and water, and check on them occasionally. (This also is helpful in keeping pets’ stress levels down.)

Slim Randles’ HOME COUNTRY But Nobody Will Hit That, Doc....

Sudoku Puzzle on Page 5

Thank A Veteran Today

Well, it’s Fall and time once again for Doc’s annual golf tournament to raise money for kids’ winter clothes. But the recent heavy rains have kinda wiped out his “golf course” on two adjoining farms and a patch of woods. But Doc is nothing if not creative. “This year, boys,” he said, sitting down and flipping his cup upright at the Mule Barn truck stop’s philosophy counter, “we have to do something different to raise money for those coats.” He kinda twinkled at us.

“An archery tournament,” he said. “But Doc,” Bert said, “I believe I’m the only shooter in town.” “True, Bert, true. That’s why you’re disqualified from winning any prize, and why we’re borrowing your bow and arrows.” “You are?” “Aren’t we?” Doc said. “Well … I guess so.” “Then that’s settled. See, we’ll have a cash prize that’ll be a portion of the entry fees. At least that’s how I have it figured. Give everyone … say … five shots and the highest score wins the money. What do you fellas think? Half the entry money for the prize?” “Seems like an awful lot, Doc,” said Dud. “Maybe a tenth?” “No … don’t think so, Dud.

You see, I want a real incentive. I want everyone to enter. We have a number of kids without winter stuff and we need to fix that.” “Half is too much.” Doc twinkled again. “Well … not with my unique scoring system it isn’t.” They looked at him. “We’ll be shooting at a paper cup at 75 yards, you see. And you have to hit it at least once to win.” “But nobody will hit that, Doc.” “Exactly!” Brought to you by the Home Country podcast at http://www. doublewidenetwork.com/index. php/MusicStarWorldwide/ detail/home_country H

If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder’s office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property. NOTICE TO PROPERTY OWNER: The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. Information about postponements that are very short in duration or that occur close in time to the scheduled sale may not immediately be reflected in the telephone information or on the internet Web site. The best way to verify postponement information is to attend the scheduled sale. If the Trustee is unable to convey title for any reason, the successful bidder’s sole and exclusive remedy shall be the return of monies paid to the Trustee and the successful bidder shall have no further recourse. PUBLIC NOTICE

Extent of Groundwater Contamination in Eastern Sacramento County Groundwater in a portion of eastern Sacramento County is contaminated. Contaminants include industrial solvents and chemicals resulting from the manufacture and testing of rocket and missile systems and production of chemicals. The map shows the approximate extent of contamination in the vicinity of the Aerojet Superfund Site where contaminant concentrations exceed regulatory standards established to ensure safe long-term consumption. There are currently two regulatory actions (Western Groundwater Operable Unit and Perimeter Groundwater Operable Unit) that require Aerojet Rocketdyne to halt the spread of contamination, remediate the contamination, and restore the groundwater to beneficial use. Aerojet Rocketdyne has installed and is currently operating the majority of the treatment systems necessary to remediate and restore the offsite groundwater. Additional system modifications are anticipated to be completed within the next several years. Groundwater in portions of areas south of the Aerojet Superfund Site is also contaminated. Other regulatory actions are addressing these areas. Drinking water in this area is primarily provided by public water supply systems, which monitor water quality and shut down impacted wells under the oversight of the State Water Resources Control Board’s Division of Drinking Water.

Extent of Groundwater Contamination: Aerojet Superfund Site Construction of new private and public water supply wells in Sacramento County requires a County permit. The Sacramento County Environmental Management Department has developed a special review procedure for permit application associated with wells proposed to be constructed near sites with known groundwater contamination. Before proceeding with plans to construct a well within the general proximity of the Aerojet Superfund Site area, please contact: Well Permitting: Sacramento County Environmental Management Dept. 916-875-8400

END BENCH OF THE

A Golden State of Mind

If you are a Golden State Warriors fan you are undoubtedly really excited about how this current edition is rolling along following the franchise’s first NBA title since its only other one in 1974-75. If you are old enough to remember following the original champs and have been a dedicated fan through all of the seasons since, you are undoubtedly really, really, really excited about the state of the team today. In the middle of the longest road trip (seven games) in franchise history (70 seasons) this band of Warriors stood at 22-0 after downing the Brooklyn Nets Sunday, 114-98. The Warriors won it all last year, after posting a 67-15 regular-season record, the best in team history. Only five teams in NBA history finished with more victories. This season, so far, they are even better. When they survived a scare in Toronto Saturday and notched their 21st straight win to open a season, that set an all-time mark for any of the four major sports in North America. That ’74-’75 title, led by Hall of Famer Rick Barry (30.6 ppg., 5.7rpg., 6.2 apg., 2.9spg.) finished its schedule at 48-34 and pulled off the biggest upset ever in pro sports by sweeping the heavily-favored Washington Bullets in the Finals. The Warriors’ longest win streak that season was six games. Many forget the team was much better the next year, finishing with the highest win total (59-23, including a 10-game win streak) for the franchise until last year. Barry averaged 21.0 ppg., deferring to his talented young teammates, secondyear stars Phil Smith (20.0) and Jamaal Wilkes (17.8, 8.8rpg.), and rookie point guard Gus Williams (11.7), as the team improved on its No.-1 ranked offense from 108.5 to 109.8 ppg. But, they were upset by the Phoenix Suns in the Western Conference finals. Much like the current Warriors, that was a very deep team. Coach Al Attles would use at least ten players on a consistent basis. The new Warriors’ second unit is as strong as some teams’ starting lineups. Yet to lose, coach Luke Walton, filling in while head coach Steve Kerr recuperates from back

surgery, has kept the ball rolling. He was named Coach of the Month, making him the answer to a trivia question, because his official record stands at 0-0, as all games go on Kerr’s record. But the undisputed leader of the defending-champs is last year’s MVP, Steph Curry. Curry and his team have also both improved greatly over the previous season. The team has risen in almost every statistical category, ranking first in all field goal percentage figures, 3-pointers made and attempted, assists, points per game (115.1, up from 110.0 last year), and defensive and total rebounds per game, with an average margin of victory of almost 15 points. Incredible. Curry has been on an unbelievable roll, on and off the court. He leads the NBA with his 32.4 scoring average and his face is everywhere. On KNBR radio, his dad and former NBA star Dell Curry remarked, “He tries to be as respectful and courteous as possible. When (people) say he’s a better person than he is a player, it makes us proud.” Everybody else says, “How can you not like that guy?” On Dell Curry Night in Charlotte, where dad made his name, after the halftime ceremonies Steph poured in 28 points in the third quarter, including the W’s’ last 24 straight in the period, while his dad called the action on radio for the Hornets and the Warriors went to 20-0. What more can be said about this team? Have all the superlatives been used? We searched far and wide throughout this world and the next seeking more comments about what is happening with Golden State. Everywhere the roars of Dub Nation were so deafening, there’s no guarantee of 100% accuracy… Muhammad Ali admitted, “THEY are the greatest.” Obi-Wan

BY

GERRY SCHOLL

Kenobi could see, “The force is with them.” Spinal Tap’s Nigel Tufnel said he just loves it when “…they turn it up to eleven.” Jim Harbaugh asked, “Who’s got it better than them? Nooobody!” Joe Namath said, “I want to kiss them.” Everyone is so impressed with the team’s offensive firepower. When the Warriors race down court on the break, the only question is “to three, or not to three?” George Bush, the elder, offered, “They might score a thousand points some night,” while his son added, “They have weapons of mass destruction.” Edward R. Murrow felt sorry for Warriors’ opponents, offering, “Good night, and good luck.” The Warriors’ style of play is captivating. Leonardo DiCaprio called them the “Kings of the World!” The Ringling Brothers think the Warriors are “The Greatest Show on Earth!” Frank Sinatra admires that, “They do it their way.” Tom Cruise and Renee Zellweger echoed, “They had me at hello.” Watching Draymond Green play defense and force a bad shot, grab the rebound and push the ball ahead, make a great pass, rebound a missed shot, double clutch and score over a bigger defender Kermit the Frog croaked, “It’s not easy beating Green.” Paul Newman and Robert Redford marveled, “Who are those guys?” Spotted leaving a game after another Golden State victory, Dick Enberg was rendered almost speechless and uttered only, “Oh, my!” while Jack Buck stood by and shook his head in amazement, “I don’t believe what I just saw!” It seems everybody except Charles Barkley and the L. A. Clippers are fans, and they all wonder how long the streak will go on. With road games at Indiana, Boston and Milwaukee remaining this week, it could be tough. For one, Buzz Lightyear thinks it will continue, “To infinity, and beyond!” The whole thing is so stupendous, we should call on the greatest radio basketball voice of all time --- Bill King, who brought that first-ever Warriors championship team to life in the minds of his listeners --- to sum it up in a nutshell: “Holy Toledo!!” H

By Sal Arrigo, Jr. Mary White is an Air Force veteran who was one of the first females stationed at Mather Air Force Base. After serving her country for 10 years, White now puts her energy into helping all veterans as the District 13 Commander of Team Amvets, an agency within the state of California—they can be reached at (916) 320-0804 or via their website at www.teamamvets.org. I asked White about the services her office provides and was surprised by her answer: “We serve all veterans, in all branches of service, including the Merchant Marines. How many military service organizations can say that?” White’s office serves El Dorado, Sacramento, and Yolo counties. One of the programs White and her Amvets help organize is: Sacramento Stand Down, a three day event that was most recently held this past summer at Mather Air Force Base (AFB). The event, attended by

more than 200 U.S. military veterans, provides essential services and comfort to veterans and their dependents, and has been doing so since Sacramento Stand Down was created in 1992. The mission of the organization is to end homelessness for veterans in Sacramento County, for more information on this visit www. standdownsacramento.org/. In addition to assisting with Sacramento Stand Down, Amvets provides clothing for veterans who may have a job interview or, as White stated, “fill in the gaps” in essential services for veterans if they need help weaving their way through the maze of bureaucratic paperwork. There are approximately 180,000 veterans living in California with about 10 percent being women. At the recent Air Show at Mather AFB, the Amvets had a booth that functioned as a clearinghouse for veterans, especially those diagnosed with post-traumatic stress disorder (PTSD). “My organization was helpful in saving 28 veterans from committing suicide because they

found the help they needed,” said White. It is reported that a veteran commits suicide every 22 minutes in the United States and, as a reminder, I was given a wristband by White that is inscribed “22 Everyday,” referring to the suicide crisis concerning our veterans. If a veteran calls the (800) 273-8255 crisis line, they will get a counselor to help them deal with their immediate emotions. White told me that veterans do not like to call for help because they believe the myth that “the cops will come and get you,” meaning that they might be detained for psychiatric evaluation. There has been progress on the PTSD issue. White tells me that Amvets was instrumental in getting the California Department of Motor Vehicles to issue licenses to veterans that indicate the veteran suffers from PTSD and the act of being pulled over for a vehicle violation may heighten the agitation level of the driver. It does not mean these drivers are dangerous, it just means the officer is aware of who they are dealing with. White asked me to remind the general public that Amvets would like to get additional support for their organization through financial contributions. Also, volunteering for the organization is always appreciated and is a great way to give back to “those who served.” H

Employees Pass Certification Exams RANCHO CORDOVA, CA (MPG) -

Tony Ebster, a Building Permit Technician for the City of Rancho Cordova, has passed the International Code Council’s (ICC) exam to become a Certified Permit Technician. The two-hour exam tests participants on legal aspects of code enforcement and comprehension of building and zoning codes. ICC’s certification program is one of the oldest, largest, and most prestigious credential programs for construction code administration and enforcement professionals in the United States. With his new ICC certification, Ebster has more resources for proper code enforcement, which makes both him and the City more knowledgeable. “My favorite part of code enforcement is the safety aspect, just making sure everything is safe for people and no one is

going to get hurt,” said Ebster. Wyatt Peters-Soliz, a Permit Technician for the City of Rancho Cordova, has passed the ICC’S exam to become a certified Residential Building Inspector. He plans to take three more ICC exams to complete his Residential Building Inspector Certification, which gives him an extensive amount of knowledge on safely building in residential neighborhoods. “Seeing how things work, how they’re built from the ground up, and what we have to go through to make it all work has always interested me,” said Peters-Soliz. The ICC’s mission is to protect the health, safety, and welfare of people by creating safe buildings and communities. They aim to provide the highest quality codes, standards, products, and services for all concerned with the safety and performance

of the built environment. Both Ebster’s and Peters-Soliz’s new certifications are proof that City staff strives to stay current on zoning and building codes, and basic building code enforcement to ensure safe construction in the Rancho Cordova. Source: City of Rancho Cordova H
