Open Training Programme Our Open Training Programme is ideal for individuals or small groups. We know that your staff are the foundation of your success. To invest in their development is to invest in your future. Our Open Programmes ensure that: • Training is directly relevant to participants’ and through development and implementation of action plans will help them make a positive organisational impact. • Personal training needs are identified before the start of each programme, and our detailed plans are adapted to take these into account. • Programmes include new management skills and innovative approaches to delivering services. Guest speakers have genuine practical experience, either as senior officials within public organisations or as consultants. Courses include: • Visits to various organisations in the UK giving practical insights and experiences. • International exposure as participants acquire knowledge from guest speakers and learn from one another. • A supportive learning climate, so that delegates feel free to discuss and learn from each other. • Participative training strategies including case studies, structured discussions and planned reflection to encourage practical, relevant learning. Our Course Timetable, Costs and Booking Form can be found on page 57 . Find out about discounts on page 56.

Tailored Solutions If you have 8 or more staff members that require training, it will be more cost effective to arrange a tailored programme, either in your home country or in the UK. You can choose from our current list of courses or we can design a specific course for your needs. Tailored Solutions ensure that we work with you and offer you the best service we can for your budget. We will ensure that we address your specific objectives – we realise that different organisations have different needs. We involve our clients in every step of the design process to ensure that the speakers and consultants, as well as outside visits, are fully relevant. As it is likely your officers will be travelling together, we will meet them at the airport and take them to their hotel. They will have dedicated resources during their stay making sure that they are happy and comfortable and to answer any questions they may have. If your organisation’s managers need to implement a programme of change or work together on a project it will be beneficial to bring them together. It may be that they require new skills via a training course that can take place in either your home country or in the UK. It may be that they require new knowledge that would benefit from an exposure to current best practices via a study tour. Either way, they will also be away from the day to day pressures and distractions of their office environment and will have a unique opportunity to develop an action plan that will focus them on their task ahead. Please send your request for a tailored solution to [email protected] or Fax: (44) 207 7808 5397 Please include information on: • The training objective • The number and levels of staff you would like to be trained • Your preferred location

Decentralisation, Devolution & Capacity Building

Who is it for? • Senior staff involved with a decentralisation programme. • Senior staff in charge of departments in capital city areas where there is a high turnover of junior staff due to better pay and conditions in the private sector. • Human resource managers who find it difficult to recruit staff in capital city environments where they are in direct competition with e.g. banks and insurance companies who pay higher salaries. • Facility managers who lack the ability to find affordable, good quality, secure accommodation in capital cities where such facilities are secured by the private sector. • Those seeking a more equitable distribution of employment across a nation's regions rather than in capital cities simply adjacent to the legislature.

What is the aim of the course? To improve the efficiency of decentralisation and service delivery through a strong local administrative capacity build up in the regions. Background Decentralisation involves the transfer of real power from the national level of government to the municipal or local level where it can be more easily observed and influenced by ordinary people. It is clear that the successful decentralisations were entirely generated by the political, social and economic dynamics of the countries themselves. Local citizens are now better educated and better informed as to the workings of government and local stakeholder groups are pressing to be involved in the local governance process. Increasingly, public sector organisations in capital cities, when the civil service has, traditionally, been accommodated near to the seat of government, departments are experiencing difficulty in finding: • suitable, affordable accommodation where the private sector is able to outbid for offices with conditions fit for the 21st century

• qualified junior staff where the private sector can offer higher salaries and better conditions of service than the government. In many countries, such qualified staff and modern accommodation are available in regional areas where unemployment is high and good quality office accommodation unoccupied. A policy of relocation of work; particularly for the young, educated, school leavers; could satisfy the requirement to regenerate regional development and at the same time, provide the stability and continuity needed in government administration.

What will you learn? • The history of dispersal and relocation of work in the UK civil service. • Availability and cost of junior staff in capital cities v's the regions. • Costing of alternatives. • Relocation facilities - new buildings or lease? • Public/private partnerships. • Relocation packages for management staff. • Project management - planning and execution of relocation programmes. • Involvement of local authorities. • Plan a programme of building capacity in the regions. • Communications between devolved units and government headquarters. • Conflict Management.

How will you and your organisation benefit? You will be able to: • work towards a strategy of devolution of authority and relocation of work that will permit a more stable public sector capacity to be built in the regions with a high quality of staff, with less turnover, employed in better accommodation, at less cost • identify the pros and cons of embarking on a decentralisation project • improve your financial performance through increased revenue generation and rational expenditure decisions • provide a better environment for private enterprise and responsiveness to local needs.

Waste Management: The Environmental Responsibility

Who is it for? This course is designed for both Government and Private Sector Management who have a responsibility for the management of waste. It is so designed to assist members to appraise their own existing national policies, awareness and understanding, in order that they may use the experience of the course to measure performance and to plan future strategy and policy.

What is the aim of the course?

In highly populated areas throughout the world the management of waste has become an issue of great environmental significance and decisions made now will impact for good or ill on future generations. Industrial development creates its own problems and many manufacturing processes produce waste that is toxic, hazardous and environmentally unacceptable unless treated under controlled conditions. Knowing the extent of waste generated is in itself a major problem. The proper treatment of waste significantly increases the cost of manufacture and without strong policies, monitoring procedures and severe penalties for non-compliance, breaches of safe practice will occur. The course comprehensively traces the history of waste and highlights the current difficulties faced by both the developing and developed nations. The current legislative framework for waste management will be reviewed, as will processes and methods of waste treatment that are acknowledged as Best Practice. This course will feature a high level of field activity to ensure that all members experience advanced methods of treatment and final disposal at first hand.

What will you learn? You will: • learn how to estimate volumes and provide adequate plans for future waste disposal • learn how to manage an ongoing programme of public

30

awareness and stakeholder involvement in an environmentally sustainable plan for the future learn all current and developing methods of waste treatment and disposal learn to understand and assist in the development of a legislative framework to protect existing and future communities from the environmental consequences of inadequate waste management learn the management techniques required to provide cost effective and environmentally sustainable waste treatment process learn practical examples for understanding the opportunities for developing markets for recycling and composting learn how to undertake appraisals to assess if proposed processes are environmentally and practicably sustainable.

What will the programme include? • The registration, planning, control mechanisms, and environmental audit, leading up to successful applications for new waste management processes. • The ongoing control and inspection of existing authorised waste management sites. • Enforcement to control unauthorised waste disposal and breaches of conditions of operating procedures at existing approved locations. • In its Central London location, RIPA has the facility to offer a wide range of field visits giving a unique opportunity for a practical hands-on approach in the training and development of managers of waste.

How will you and your organisation benefit? • The course will provide an excellent opportunity for overseas representatives from environmentally conscious countries to compare their procedures, standards and performance within the European dimension. • For countries seeking to significantly upgrade awareness and develop and introduce sustainable policies and improve performance, this course offers a comprehensive ‘Kick Start’ and development opportunity.

Contracting & Contract Management

Who is it for?

What will you learn?

This course is designed for both Government and Private Sector Managers who wish to improve their skills and understanding of the effective management of contracts in order that they may assist their organisation in becoming ultimately more competitive and thereby generate economic success through their new found skills.

• Careful investigation and planning are the key to effective contract management • Contract management as a totally integrated process within the corporate policy • The stages and techniques required for a successful contract. Securing best value for money • How to ensure a successful association with suppliers to obtain maximum return

What is the aim of the course? As organisations become more aware of the importance of harnessing and controlling spending on contracted out goods and services, companies and government departments increasingly need the procurement skills to enable them to manage their contracts better. As world markets and competition grow, and the spotlight on effective control of public expenditure becomes more transparent through stakeholder consultation, then contracting and contract management requires new skills, new energy and often, fresh direction. Professional contracting and contract management can often make the difference between the success and failure of commercial organisations and can have a major impact on national economies. As competitive pressure grows, efficient and effective procurement of goods and services makes the difference between success and failure. Contracting and contract management must be an integral component within company and government policy and be totally focused on the aims and objectives corporately agreed. As experience in this field grows it is now clear that contracts driven by successful partnerships between customer and provider produce far more effective results than those spawned from controversy and contention. Poorly managed procurement and contract management can lead to excessive, unnecessary costs, poor quality and unsatisfactory service which only results in crisis and disorder. Our programme will teach participants how to achieve success, including the latest proven policy and noteworthy developments in contract management. It will include case studies and the opportunity to practice the different tools and techniques covered during the course.

Effective Procurement

Who is it for?

What will you learn?

This course is designed for both Government and Public Sector Management who are involved in, or wish to know more about, the procurement of goods and services. It has been designed to prepare participants to be able to appraise their own existing arrangements and, from the experience gained on the course, plan future policy and strategy to effect both immediate and continuous improvement.

• How to assess the corporate spend and accurately calculate the numbers of spending • Points in the process • How to evaluate the potential weaknesses in the system and calculate the advantages of group procurement • How to challenge the effectiveness of the current system, compare the outputs with others and evaluate the competitiveness of the process • To understand, and better apply, the process of the ‘Approved Tender List’ • To consider and adopt where appropriate the use of ‘Preferred Suppliers’ • To review and better understand modern and future developing practices in the field of Output Tenders Partnerships, Method Statements and Extended Contracts

What is the aim of the course? Private and public sector organisations continue to strive to improve value for money for goods and services they receive. There is a growing awareness that policies and procedures for procurement of such goods and services are the major factors in determining success or failure. Often it has been the case that too many order books are in the hands of too many untrained staff in any one organisation. Spending can be departmental with no real focus on the corporate expenditure. Similar goods and services are ordered with different contractors within the same organisation, thereby losing the discount opportunities of the greater volume. Expensive in-house stores are maintained which tend to seek standardisation of commodities that stifles innovation. Heavily prescriptive specifications lock procurement in a straight-jacket. This course explores, develops and commends output specifications. It encourages the use of Method Statements and Preferred Suppliers. Tender design and evaluation procedures are studied within the process of Best Value and continuous improvement. Expert speakers who have many years experience, and who have improved the process of procurement within their own organisations, will meet and outline their methods for the benefit of participants. Field visits will take place so that effective procurement in practice can be seen.

36

What will the programme include? • Procurement evaluation • Modern pricing methods and terminology • Studies of policy regarding procurement (Ford Motor Company - Inland Revenue - metropolitan and county authorities) • The application of Best Value, the 4 Cs Consult/Challenge/Compare/Compete • The development of preferred suppliers • Tendering and Evaluation - the changing scene • Partnership, joint venture and consortia • Added value • Outsourcing - the rewards and pitfalls • Effective procurement

How will you and your organisation benefit? The Course will provide an excellent opportunity for you to experience and learn about modern practices and policy within the procurement of goods and services. You will also receive training in the application of Best Value, a model of management that benefits all services in the public and private sectors. In most cases the effectiveness of existing services and the success of new ventures is solely dependent on the management of their procurement. Opportunities for improvement in this field are numerous and the benefits from effective procurement can ensure efficiency and cost effectiveness throughout the life of future contracts.

Records & Information Management Endorsed by the Association of Commonwealth Archivists and Records Managers

Who is it for? • Those from the public or private sector charged with enhancing information systems or with managing functions which rely upon well-managed and accurate records, including judicial, health, education, land and personnel records. • Officers in charge of managing records (including registries, records offices, records centres and archives) in centralised agencies and decentralised authorities.

What is the aim of the course? The effective management of records and information is a key component of national development and good governance. Information underpins much of government business. Organised and well-managed records mean that government has ready access to authoritative sources of administrative, financial and legal information to support sound decision-making and the delivery of programmes and services. In addition it has the means of holding itself accountable for what it does and upholding the rights of its citizens. This programme will address the range of issues encountered in the management of records and information, from paper-based records management systems, through the automation of records management processes, to the management of electronic records. Every organisational activity from the management of finance and personnel to the delivery of services depends upon reliable information. Increasingly governments and businesses are recognising that information is a vital resource that needs to be carefully managed in order to achieve objectives. Designed on the basis of global best practice and extensive field experience, this courses aims to give you an increased awareness of the importance, range and scope of records and information management, and to develop skills in analysing, designing and maintaining efficient records management systems.

The first course provides detailed exploration of the issues involved in developing a records and information management improvement programme. The second course aims to give you an increased awareness of the challenges involved in managing electronic records, as well as looking at strategic approaches to designing and implementing a programme to automate records management. These courses can be taken individually as each covers a discrete subject area in its own right. However, each complements the other and taken together will give course participants comprehensive coverage of the entire range of records and information management issues.

What will you learn? • • • • •

Records management policies and strategies Current records Semi-current records Records storage systems Concepts in managing electronic records and automating records management • Legal and organisational frameworks and developing strategies • Practical approaches to automating records management and managing electronic records This course is a combination of our Building an Effective Records Management Programme and Automating Records Management and Managing Electronic Records Management courses.

The Association of Commonwealth Archivists and Records Managers (ACARM) was founded in 1984. It aims to promote professional development in the field of records and archives management throughout the Commonwealth. On completion of either course, participants will receive one year's membership to ACARM (the Association of Commonwealth Archivists and Records Managers).

42

• The need to plan strategically for e-Government and how this can be achieved • The important policy, management and technical issues to be addressed for successful implementation of any e-Government strategy • The range of technologies available for delivery of e-Government and where they might be applied • The need to re-appraise how information is presented to match citizens’ expectations • The major barriers to implementing e-Government and how these can be addressed • The impact of national culture on what e-Government services are offered and how they are offered • The importance of co-operation, co-ordination and integration across the public sector

What have previous programmes included? • Visits to the London Borough of Newham and the Department for Education and Skills to see how a major department organises and accesses its information, and to view its computerised registry system. • Speakers who are directors and senior managers within government agencies and the public and private sector who can speak from first hand experience about the benefits of utilising e-Government.

How will you and your organisation benefit? You will be able to: • understand what e-Government is, the reasons for its emergence and the benefits for citizens, businesses and the public sector • appreciate how an e-Government strategy can be developed and the major implementation issues • gain an overview of the underlying technology and delivery mechanisms which can be used in implementing e-Government • identify the wider impacts of e-Government on society at both national and international level.

Elections management is a complex service and is made all the more difficult by having to move, within a few weeks, from a dormant core organisation to a large complex machine working at maximum effort and then quickly return to a small core organisation. You will be able to exchange information with other practitioners and experts about this unique management situation. The seminar will include a strategic overview as well as some detail on law, personnel, finance, logistics and security.

The choice of election systems means choosing between conflicting principles such as simplicity or accurately reflecting votes in the number of seats won by each party. The course will include addresses by advocates of different systems.

What will you learn? • • • • • • • • • • • • • • • • • • •

Election systems and their history Electoral law and regulations Electoral Commissions etc Announcing elections Establishing boundaries Registration of Voters/Parties/Candidates and Agents Recruiting, appointing, and training of election officials The logistics/procurement/plan Voter education Accreditation Information technology Media and Public Relations Election day management Contingency planning Enforcing the law Announcing the result Judgements of ‘free and fair’ Financial matters The likely future of elections

The programme will include visits to the British Parliament, Elections Management Units, specialist election organisations and political party elections units. The information technology section will include a demonstration of useful election websites.

How will you and your organisation benefit? You will:

Another unique aspect of election management that will be examined is the requirement for rapid mass education of voters and training of thousands of officials.

• learn about current good practice on election management and have acquired an overall knowledge of the working of the whole of an election process • have sufficient understanding of what is required to satisfy an international elections monitor that a particular election was free and fair.
