RINL Corporate Social Responsibility (CSR) policy 1.0

2.0

Objectives (i)

To be a Member of Global Compact Forum and subscribe to its principles for its implementation in RINL.

(ii)

To initiate voluntary measures addressing social and environmental concerns of stakeholders.

(iii)

To make CSR a key business process for sustainable development

(iv)

To be a good Corporate Citizen.

Scope The scope of RINL, CSR will include socio-economic, environmental and cultural up-liftment activities other than those statutory in nature and also welfare activities meant for employees. The focus will be on Community. The areas are as under: (i) Environmental care (ii) Education (iii) Health care (iv) People care (v) Peripheral Development (vi) Cultural Efflorescence (vii) Activities as a responsible Corporate Citizen (viii) To extend help during natural calamities like Floods, Fire, epidemic etc.

Strategy With a view to making RINL CSR Policy sustainable, its activities will be based on Core Competency, Community and Customers’ choice and thus there will be strong business dimension of CSR measures adding value to the bottom line and preventing CSR Policy running aground or becoming a species of philanthropy that no business organization has stomach to run on a long term basis.

4.0

Initiatives RINL CSR strategy will have fourfold initiative as under: (i) RINL as Promoter: RINL taking up CSR activities on its own.

(ii) RINL as a Partner: RINL building up partnership with Voluntary Bodies, Autonomous Bodies, Statutory Agencies, State and Central Government Agencies, to take up Corporate Strategic Responsibility Projects on a sustainable basis. Voluntary Body is defined as under: a) Non-Government Organisations (NGOs) registered with State/Central Government having 10 years of sustained experience in the field of activity in taking up Socioeconomic & Cultural Upliftment project, and should have a minimum level of past turnover/expenditure to the tune ofRs.10 lakhs at least in one of the three preceding years. b) Registered NGOs having IT exemption under IT Act, 1961 towards contribution made to them will only be considered. The eligibility conditions laid down by the Board to receive grant by NGOs from RINL for various projects under RINL-CSR Policy — NGOs should have : a) IT Exemption, b) 10 (Ten) years of sustained experience in the field of activity, and c) Minimum level of past turnover/expenditure to the tune of Rs.10 (Rupees Ten Lakhs) at least in one of the three preceeding years. (iii) RINL as Facilitator: RINL making contributions to various Socially Beneficial Projects in and around VSP, in the district of Visakhapatnam in the State of Andhra Pradesh, and in Country at large.

5.0 Areas of focus

5.1 Education 5.1.1 Promotion of literacy a) Total literacy amongst work force in RINL/VSP by the end of 2006. b) Promotion of literacy amongst dependents of VSP employees in RH Colonies. c) Promotion of literacy amongst residents of RH Colonies and nearby villages. d) Specific support for tribal students in agency areas, in Mines areas of VSP by distribution of school bags, reading materials, grant of scholarships etc.

5.1.2 Promotion of Girl Child education a) Awareness programmes on girl child education in RH colonies and nearby villages through road show, drama/skit or street play, etc. b) Introduction of scholarships for girl students in the ZP/Govt. Schools in surrounding areas of VSP. c) Counseling of parents d) Girl Child Education to be theme in VSP Calendars/Advertisement materials 5.1.3

Special Attention on education, training and rehabilitation of mentally & physically challenged children/persons.

a) Setting up/sponsoring special schools/training institutions for mentally challenged children/persons b) Providing infrastructural facilities/equipments c) Grants/Contributions d) Gainful employment opportunities for rehabilitation 5.1.4

Promotion of Professional Education

Promotion of Professional Education by setting up educational institutions offering courses in Engg, Medicine, Management etc. 5.1.5

Improving the quality of education in VSP schools and schools in the surrounding areas of VSP

a) Introduction of scholarships for good and deserving students b) Constitution of Educational Committee to continuously monitor and give suggestions etc. to the schools for improving the education and career development of the students. c) Conducting Inter-School Competitions in Ukkunagaram both in academic and extracurricular activities d) Promoting and sustaining a high quality learning ambiance in schools located in the premises of VSP. e) Promoting the image of the Company by introducing Vizag Steel merit scholarships for the employees' children as well as other deserving students studying in the reputed educational institutions like IITs, IIMs, IISc. or such other institutes as may be identified. 5.2

Medical & Health 5.2.1 Organizing health awareness camps in RH Colonies and nearby villages in the following areas a) b) c) c) d)

The above will be organized in association with State Government, Medical Department, NGOs, Lions Club, Rotary Club, Visteel Mahila Samiti, Satya Sai Seva Samiti, etc. through Medical & Health Services Deptt. of VSP. 5.2.3 a) b) c) d) e)

In association with Jana Shikshana Sansthan (Shramik Vidya Peet) In association with SETVIS or such other institutions as may be identified by the Committee on Welfare.

Some indicative Programmes: a) Organizing training programmes in Driving of 4 Wheelers and Autos for men. b) Organizing training programmes in Welding and fabrication for men c) Organizing training programmes on TVs, Radio, other electronic appliances Mechanism d) Organizing training programmes on tailoring and embroidery designs for women e) Organizing training programmes on preparation of Home Foods/fast foods pickles. etc. f) Organizing training programmes on painting and interior decoration, etc. g) Vocational training to tribal youth

Peripheral Development/ Rural Development /Community Development a) Adoption of surrounding villages b) Development of Model Villages c) Provision of infrastructural facilities like laying of roads, drainage system, Community Welfare Centers, digging of bore wells and tube wells, Vocational Training Center, building for Primary Health Centers, Public Health etc. d) Developing Community assets e) Such other programmes on CSR as may be decided by the Head of Peripheral Development Committee on CSR.

a) Promotion of Sports & Games by supporting such events in the District, State and National level b) Setting up of National Volleyball Academy in RINL c) Supporting sports talents by giving grants, scholarships etc. d) Promoting Community Sports in Township, RH Colonies and nearby villages. e) Recruitment of Sports personnel as per Recruitment Policy of the Company and in terms of government directives on the subject. f) Such other activities in the interest of promoting Sports & Games as may be decided by the Sports Council with the approval of Director (Personnel). 6.0

Such other activities as a Responsible Corporate Citizen - RINL as a facilitator of CSR

6.1

RINL as facilitator of CSR will extend Sponsorships, Contributions etc..for socially useful projects.

6.1.1 Guidelines on Sponsorship & Contributions Sponsorship & Contributions may be given by RINL in the following areas:

Promotion of Sports & Games Staging of District level/State level National level International level events Preservation of National/ International Heritage Construction of community infrastructural facilities Socially useful projects taken up by Municipal Corporation in Visakhapatnam/District Administration in Visakhapatnam/State Govemment/Central Government. (vi) Rehabilitation of victims of natural calamities. Scale of contribution will depend on magnitude of calamity and in cases of declaration of calamity as National Calamity; contributions can be on higher scale. (vii) Socially useful projects taken up by NGOs subject to prescribed definition of Voluntary Body as at para 4.0(ii) of the Policy, Community Welfare Centers, Mahila Samithi, Ukku Club and Steel Club as recognized by VSP. (viii) Such other purposes as may be helpful to improve welfare & development of society.

7.0

Budget Allocation Upto 2% of the Distributable Profit (Net Profit after Tax Minus accumulated losses , if any, carried forward) of the Company of the previous year will be the budget for CSR activities by RINL/VSP for ensuing year.

8.0

Implementation Machinery - RINL Foundation and procedure for Selection &

disbursement of CSR amounts. (i)

The allocation of fund for CSR i.e. Upto 2% of the Distributable Profit (PAT less accumulated losses, if any, carried forward) of the Company of the previous year will be put in RINL Foundation, a charitable Trust. This Trust will be registered and exemption from I.T. Authorities shall be obtained to avail tax benefit on expenditure made on CSR activities. The RINL Foundation will be administered by a Committee consisting of CMD, Director (Finance) and Director (Personnel). Director (pers) will be convener of the Committee. The Committee will be the Apex Policy making Body to lay down guidelines for allocation of budget under various heads of CSR like Peripheral Development, Education - Adult Literacy, promotion of Girl Child Education etc., Community Health Care, Preservation and Promotion Community culture, Sports & Games, Self Employment Programmes in peripheral areas, Pilot Projects on Aids, Leprosy, Polio, and Malaria etc.

(ii)

Initially, major part of CSR fund will be spent by RINL taking up CSR projects on its own in the areas of community infrastructure building, community education - adult education, promotion of girl child education, community health care, community culture etc., and a small portion will be spent in partnership with NGOs subject to prescribed definition of Voluntary Body as at para 4.0(ii) of the Policy in the areas of socioeconomic, environmental and cultural upliftment in peripheral villages including adjacent tribal areas.

8.1

Delegation of Powers a) In terms of the R1NL CSR Policy, the APEX Committee may decide on case to case basis. The Committee is empowered to decide each case up to 20% of the CSR allocation for the

year or Rs. 50 lakhs, whichever is lower, provided the jobs are executed by RINL directly (departmentally) or by Contractors appointed by RINL following due procedure, and b) So far as NGOs are concerned the maximum limit to be approved by the APEX Committee in each case is Rs.20 Lakhs (Rupees Twenty Lakhs) subject to fulfilling the conditions contained in Clause No. 4 (ii) above. 8.2 The Apex Committee will be assisted by Personnel (Welfare & CSR) Department in formulating the guidelines and its implementation. They will be putting up periodical reports on progress of implementation of CSR projects to the management. *********
