REGULADORES LAW ENFORCEMENT MOTORCYCLE CLUB NATIONAL CHAPTER BY-LAWS Amended 12/11/2013

ARTICLE 1: NAME AND ORGANIZATION Section 1.1 This organization was established in the year of 2001 and shall be known as the “Reguladores Law Enforcement Motorcycle Club”, hereinafter referred to as the “Club”. This may be abbreviated as “Reguladores LEMC”. Section 1.2 Club Founders:  Ron Zirbes  Curtis Shelton  Richard Maxwell  Ed Longoria Hereinafter referred to as “Founders”. Section 1.3 The Founders reserve all rights to the control and design of the Reguladores colors, the name Reguladores and the original applications for new membership into the Club. Section 1.4 This Chapter shall be known as the "Reguladores Law Enforcement Motorcycle Club, National Chapter", hereinafter referred to as the "National Chapter". Section 1.5 The Executive Board of the National Chapter, with concurrence from the Founders, has exclusive control of the National Chapter. Section 1.6 The National Chapter was established to assist the Founders with Club related business. ARTICLE 2: PURPOSE - NATIONAL CHAPTER Section 2.1 The goal of the National Chapter is to generate an increased level of enthusiasm for riding motorcycles and contribute and promote positive charities, while building and creating camaraderie with other motorcycle clubs and enthusiast. Section 2.2 The Club is independent and not affiliated or sponsored by any motorcycle manufacturer or law enforcement agency. Section 2.3 The National Chapter brings together a select group of Club members who have leadership skills, are dedicated and continue to promote the Club in a positive manner.

Section 2.4 The National members shall assist in establishing new Club chapters and the recruitment of new members for the existing chapters. Section 2.5 National Chapter events are intended to promote safe activities and promote the Club. Section 2.6 The National Chapter will support Club sponsored events and events for good causes that promote a positive image. ARTICLE 3: MEMBERSHIP - NATIONAL CHAPTER Section 3.1 National Chapter membership is an honorary position and is comprised of members selected from the Club chapters. Section 3.2 Law Enforcement (LE) member shall be a: (a) Federal, State or Military law enforcement officer, active, retired or vested or (b) Federal, District or County attorney or (c) Federal correctional officer with powers to arrest (d) Licensed motorcycle operator and owner Hereinafter shall be referred to as a USA National member. Section 3.3 Associate member shall be a: (a) Non-law enforcement Club member or significant other of a USA National member (b) Licensed motorcycle operator and owner Hereinafter shall be referred to as an Associate National member. Section 3.4 Darlin member shall be a spouse or significant other of a USA or Associate National member. Hereinafter shall be referred to as a Darlin National member. Section 3.5 Legacy member shall be a sponsored child of a Founding member. Hereinafter shall be referred to as a Legacy member. Section 3.6 A USA National member may nominate one candidate a year to be considered for selection into the National Chapter. The nomination shall be in writing and forwarded to the National Secretary. This shall include the candidate’s positive contributions to the Club. The nominations will be reviewed by the Founders who will make the final decision.

Section 3.7 A USA National, Associate or Darlin member may be removed for cause by the Founders and asked to return to a Club Chapter, with the permission of that Chapter President, if the member fails to meet the standards and expectations of the National Chapter. Section 3.8 National Chapter members shall not have dual membership with another law enforcement motorcycle club. ARTICLE 4: OFFICERS – NATIONAL CHAPTER Section 4.1 National Chapter President and National Vice President shall hold a term of office not to exceed two years without holding an official election for an opportunity to rejuvenate those positions. Section 4.2 President The President shall be a Law Enforcement member elected from the National Chapter by votes of the National USA Members in a scheduled election to be held every two years. The National President is afforded the authority to select and appoint the National Secretary, National Treasurer and National Sgt. At arms of his/her Executive Board. Section 4.3 Vice President The Vice President shall be a Law Enforcement member, elected from the National Chapter by votes of the National USA Members in a scheduled election to be held every two years. Section 4.4 Secretary The Secretary shall be a Law Enforcement member, an Associate or a Darlin member selected from the National Chapter members, by the President. Section 4.5 Treasurer The Treasurer shall be a Law Enforcement member, an Associate or a Darlin member selected from the National Chapter members, by the President. Section 4.6 Sgt. at Arms The Sergeant at Arms shall be a Law Enforcement member, selected from the National Chapter members, by the President. Section 4.7 Road Captain Road Captain's shall be a Law Enforcement or Associate member selected by the President. Section 4.8 Chaplin The Chaplin shall be a Law Enforcement member, an Associate or a Darlin member selected from the National Chapter members, by the President. Section 4.9 Duties of the USA National Chapter Members The duties of a USA National member are: (a) To establish new Club Chapters (b) Assist the new Club Chapters in their initial charter (c) Insure all Chapters are within the guidelines of the National Chapter by-laws (d) Support the existing Club Chapters functions (e) Assist a Club Chapter with any issues that can not be addressed by that Club Chapter, when requested to

do so by that Club Chapter President or Vice President. Section 4.10 Duties of the Associate National Member The duties of an Associate National Member are: (a) To support and assist the National Officers with managing of all aspects of the Club. This would include, but is not limited to: maintaining the National Forum, the National web site, presenting business issues to the members of the Executive Board, assist with conducting business meetings, assisting with Club finances and National Chapter events, such as: sanctioned rides, fund raisers, and chapter parties that are being promoted and participated in by the Reguladores Chapters. ARTICLE 5: GENERAL PROVISIONS – NATIONAL CHAPTER Section 5.1 Dues Effective January 2014 and due by January 31 of every subsequent year, each National Chapter member will pay dues in the amount of $25 per year. ARTICLE 6: CLUB COLORS Section 6.1 There is only one official patch design for the Club, it will not be changed or altered by anyone other than the Founders. Section 6.2 All colors shall have uniform placement on the back of a black leather vest. Colors will be the only thing displayed on the back of the vest; you can do what you want on the front. Section 6.3 Placement of Colors - National Chapter Founders: (a) “REGULADORES” patch shall be on the top section of the back of the vest, centered. Hereinafter shall be referred to as the top rocker. (b) "SKULLY” patch shall be on the back of the vest, centered under the top rocker. (c) “LE” patch shall be to the left of the “SKULLY” patch, on the back of the vest, centered. (d) “MC” patch shall be to the right of the “SKULLY” patch, on the back of the vest, centered. (e) “USA” patch with four (4) stars (signifying the four Founders) shall be below the “SKULLY”, on the back of the vest, centered. USA National: (a) “REGULADORES” patch shall be on the top section of the back of the vest, centered. Hereinafter shall be referred to as the top rocker. (a) “SKULLY” patch shall be on the back of the vest, centered under the top rocker. (b) “LE” patch shall be to the left of the “SKULLY” patch, on the back of the vest, centered. (c) “MC” patch shall be to the right of the “SKULLY” patch, on the back of the vest, centered. (d) “USA” patch shall be below the “SKULLY” patch, on the back of the vest, centered. Associate National: (a) “REGULADORES” patch shall be on the top section of the back of the vest, centered. Hereinafter shall be referred to as the top rocker. (b) “SKULLY” patch shall be on the back of the vest, centered under the top rocker. (c) “LE” patch shall be to the left of the “SKULLY” patch, on the back of the vest, centered.

(d) “MC” patch shall be to the right of the “SKULLY” patch, on the back of the vest, centered. (e) “ASSOCIATE” patch shall be below the “SKULLY” patch, on the back of the vest, centered. (f) “NATIONAL” patch shall be below the “ASSOCIATE” patch, on the back of the vest, centered. Darlin National: (a) “REGULADORES” patch shall be on the top section of the back of the vest, centered. Hereinafter shall be referred to as the top rocker. (b) “SKULLY” patch shall be on the back of the vest, centered under the top rocker. (c) “LE” patch shall be to the left of the “SKULLY” patch, on the back of the vest, centered. (d) “MC” patch shall be to the right of the “SKULLY” patch, on the back of the vest, centered. (e) “DARLIN” patch shall be below the “SKULLY” patch, on the back of the vest, centered. (f) “NATIONAL” patch shall be placed below the “DARLIN” patch, on the back of the vest, centered. Legacy: (a) “REGULADORES” patch shall be on the top section of the back of the vest, centered. Hereinafter shall be referred to as the top rocker. (b) “SKULLY” patch shall be on the back of the vest, under the top rocker, centered. (c) “LEGACY” patch shall be below the “SKULLY” patch, on the back of the vest, centered. Child: (a) “SKULLY” patch shall be on the back of the vest, centered. (b) “CHILDS NAME" patch shall be below the “SKULLY” patch, on the back of the vest, centered. Section 6.4 Colors shall be worn during Club runs and functions. ARTICLE 7: NATIONAL CHAPTER BUSINESS Section 7.1 Chapter Meetings Official meetings will be held when requested by the National Officers or Founders at a predetermined place and time. The National Chapter yearly meeting shall be conducted at the National Party. Section 7.2 General The National Chapter will be responsible for its finances, functions and the conduct of the National chapter members. Section 7.3 USA Nationals shall be assigned specific chapters and will be the National point of contact for the chapter's officers. The USA National shall assist the chapters with Club related business when requested to do so by the specific chapters or the National Officers. The USA National shall not interfere with the day to day business operations of the specific chapters unless requested to do so by the National Officers or the specific chapter officers. If the USA National has a specific chapter related issue that cannot be resolved at the chapter level the USA National Officers shall be advised of the issue. Section 7.4 Protocol for Conflict If a National Chapter member is contacted by a chapter member with a perceived Club problem, the National member shall direct them back to their chapter President or Vice President for presentation of the issue. If the perceived issue can not be resolved at a chapter level, the chapter President or Vice President shall present the issue to their assigned USA National. The USA National shall exert all efforts to resolve the issue. If the issue

cannot be resolved the USA National shall consult with the USA National Officers for guidance. If the issue is warranted, it shall be addressed by the USA National Officers for intervention. Section 7.5 Chapters - Noncompliance If a Club chapter is non-productive or not in compliance with the standard set by the Reguladores National bylaws, or the chapter is in total disarray and not functioning as an organized group, the USA National Officer assigned that chapter will make contact and attempt to resolve the issues. If the issues can not be resolved to the satisfaction of the USA National Officers they reserve the right to appoint officer's or step in to reorganize the chapter to the Club standards or dissolve the chapter. Section 7.6 Club Member Noncompliance The USA National Executive Officers and the Founders reserve the right to suspend or terminate, at any time, the membership of any and all Club chapter members for due cause or noncompliance with the standard set by the National Chapter Club by-laws. This would include but not be limited to careless or reckless acts that may cause injury, felony charge or indictment, crimes of moral turpitude and actions that are perceived as detrimental to the image of the Reguladores LEMC. The Club chapter officers shall make all efforts to keep their membership in compliance. During the suspension or termination of membership, the violator’s chapter officers have the duty to retrieve the Club colors. ARTICLE 8: PARLIAMENTARY AUTHORITY – NATIONAL CHAPTER Section 8.1 The National chapter is governed by the Founders and administrated by the National Chapter Executive Board Section 8.2 Voting All members of the National Chapter have voting privileges. ARTICLE 9: CLUB CHAPTERS Club Chapters will be independent and not affiliated or sponsored by any motorcycle manufacturer or police agency. Section 9.1 Chapter Goals (a) The goal of a Club chapter is to generate an increased level of enthusiasm for riding motorcycles and contribute and promote positive charities, while building and creating camaraderie with other motorcycle clubs and enthusiast with like interests. (b) Events are intended to promote safe activities. (c) Chapters shall support Club chapter(s) events. (d) Chapters will focus on raising money and donating time and money to help other non-profit organizations and support events for good causes that promote a positive image. Section 9.2 Chapter Membership (a) A member must own and ride a motorcycle with the exception of a Darlin or Child member. (b) Any make of street legal motorcycle with a minimum of 600 cc motor is allowed for membership. Any exception to the 600 cc motor shall be approved by the National officers. (c) A law enforcement member shall be a law enforcement officer, active, retired or vested, or a federal district or county attorney, or a federal correctional officer, or military law enforcement, active or honorably discharged who have the powers to arrest. (d) A member shall be licensed in accordance to state law and operate a motorcycle. (e) A President of a chapter may sponsor three new non-law enforcement members a year at his/her

discretion for the benefit of the Club and his/her chapter. (f) A law enforcement member may sponsor his/her spouse, children and one Associate member. (g) A member shall have the best interests of the Club and its law enforcement members when sponsoring an Associate. (h) An Associate member may sponsor his/her spouse and children. (i) Criminal history checks are the responsibility of the Executive Board of the sponsoring chapter and must be in accordance with State and Federal law without violations of policy and standards of Law Enforcement agencies. Local checks can be done via public records for a fee. (j) A completed criminal history check WILL NOT be attached to the Associate’s or DARLIN’s submitted application for membership. (k) A Child member may become a Club member when the child meets the criteria of the Club and state law. (l) There shall be no prospecting period to become a member of the Club. (m) Members of the Club shall not belong to any other law enforcement motorcycle clubs. Section 9.3 Chapter Administrations (a) Chapters shall be administered by the following Officers who shall collectively function as the Executive Board: President, Vice President, Treasurer, Secretary and Sgt. at Arms. (b) President and Vice President for each chapter shall be Law Enforcement members. (c) Secretary, Treasurer and Sgt. at Arms for each chapter may be held by a Law Enforcement, Associate or Darlin member. (d) Road Captains, Event Coordinators, Web Master and Chaplain are positions appointed by the Executive Board and may be held by a Law Enforcement, Associate or Darlin member. (e) The President of the chapter has overall charge of that chapter. (f) The established chapter will have an election process for officers. (g) Chapter officers shall not hold office in the same chapter, during the same term if they are husband and wife or a significant other, unless previously approved by the National President or Vice President. Section 9.4 Chapter Dues (a) Each Club Chapter will be responsible for the payment of “Club Dues” to the National Chapter by January 31 of every year which is determined by chapter membership. i. Large Chapters (6 members or more) will pay $100 per year ii. Small Chapters (5 members or less) will pay $50 per year (b) Each club chapter may assess dues from their membership. (c) Each chapter is responsible for their own chapter's finances. Section 9.5 Chapter Colors (a) There is only one official patch design for the Club. It shall not be changed or altered by any member or chapter. (b) All colors shall have uniform placement on the back of a black leather vest. You may do what you want with the front. (c) Colors shall be worn only on a black leather vest. (d) Each member shall be issued one set of colors. If colors are lost or stolen, they may be re-issued at the Founders and/or the National President‘s discretion for a fee not to exceed $200.00. (e) All patch holders shall wear their colors on all Club runs or at all Club functions. (f) The National Chapter has exclusive control over the Club colors. Each chapter will order Club patches from the National Chapter and a fee of $110 will be assessed for all members, except a Child member, will be $70. This fee covers the patches and postage.

Section 9.6 Placement of Colors MEMBER: (a) “REGULADORES” patch shall be on the top section of the back of the vest, centered. This patch will be referred to as the top rocker. (b) “SKULLY” patch shall be on the back of the vest, centered under the top rocker. (c) “LE” patch shall be to the left of the “SKULLY” patch, on the back of the vest, centered. (d) “MC” patch shall be to the right of the “SKULLY” patch, on the back of the vest, centered. (e) “CHAPTER NAME” patch shall be below the “SKULLY”, on the back of the vest, centered. (f) "TWO LETTER ABBREVIATED STATE" patch shall be below the "CHAPTER NAME" patch, on the back of the vest, centered. (i.e. Texas is "TX") ASSOCIATE: (a) “REGULADORES” patch shall be centered on the top section of the back of the vest. This patch shall be referred to as the top rocker. (b) “SKULLY” patch shall be on the back of the vest, centered under the top rocker. (c) “LE” patch shall be to the left of the “SKULLY” patch, on the back of the vest, centered. (d) “MC” patch shall be to the right of the “SKULLY” patch, on the back of the vest, centered. (e) “ASSOCIATE” patch shall be below the “SKULLY” patch, on the back of the vest, centered. (f) “CHAPTER NAME” patch shall be below the “ASSOCIATE” patch, on the back of the vest, centered. DARLIN: (a) “REGULADORES” patch shall be on the top section of the back of the vest, centered. This patch shall be referred to as the top rocker. (b) “SKULLY” patch shall be on the back of the vest, centered under the top rocker. (c) “LE” patch shall be to the left of the “SKULLY” patch, on the back of the vest, centered. (d) “MC” patch shall be to the right of the “SKULLY” patch, on the back of the vest, centered. (e) “DARLIN” patch shall be below the “SKULLY” patch, on the back of the vest, centered. (f) “CHAPTER NAME” patch shall be below the “DARLIN” patch, on the back of the vest, centered. CHILD: (a) “SKULLY” patch shall be placed on the back of the vest, centered. (b) “CHILDS NAME" patch shall be below the “SKULLY” patch, on the back of the vest, centered. Section 9.7 Chapter Business (a) Each chapter shall hold official meetings at a predetermined place and time or as often as each chapter desires. (b) Each chapter is responsible for their own functions and conduct of their chapter members. (c) Each chapter shall receive and follow uniformed chapter by-laws established by the Founders and National Chapter Officer's. (d) Chapters that wish to amend the Uniform Chapter by-laws shall submit the amendments in writing to the National Secretary. Upon approval by the National Officer's, the chapter may present the amendment(s) to their chapter for a vote, in accordance to the by-laws. (e) Each chapter will have scheduled elections every two years for all positions of the Executive Board. (f) All Law Enforcement, Associate and Darlin members in good standing will have equal voting privileges. (g) Chapter membership voting will be carried by at least 51% of the vote. (h) Each chapter shall follow the rules contained in the current edition of Robert’s Rules of order, newly revised. These rules shall govern the club in all cases in which they are applicable, to the extent which they are not inconsistent with the by-laws of the Club. (i) Each Chapter shall comply with local and state laws when riding or operating a motorcycle. (j) Members that are expelled from a chapter may re-apply to any chapter after (2) years. The expelled

member shall be in compliance with the National and Uniform chapter by-laws for membership. The chapter Executive Board shall present the findings and purpose of the original expulsion at a chapter meeting and allow their membership to vote on the acceptance of the expelled member's application. (k) Chapter Presidents may suspend a member for cause. The suspension period shall be at the discretion of the chapter President and shall not exceed 6 months. (l) Any member who, of their own accord, chooses to leave the club for any reason, has up to one year to request reinstatement without suffering financial penalties if, upon departure, the member was considered to be in “Good Standing”. Section 9.8 Forming a New Chapter (a) To start a new Club chapter you must have the approval of the National Executive Board and Founders. (b) The name of the new chapter will be submitted through the National representative for approval by the National Executive Board and Founders prior to submission for manufacture. (c) You must have at least three Law Enforcement Officers. (Section 3.2) (d) The distance between a new chapter and existing chapter shall be at least 30 miles. Section 9.9 Joining an existing Local Chapter (a) For an existing member of one chapter to change and join another existing chapter, there has to be concurrence of the Executive Boards from both the losing Chapter as well as the gaining Chapter. (b) Approval must be obtained by the Chapter National Representative from the National President or Vice President. (c) There will be no cost incurred for this approved move aside from the cost of a new Chapter Rocker. Section 9.10 Use of Reguladores Skully mascot logo and name copyright Chapters wishing to create merchandise using the Reguladores Logo and Colors must remit a one-time copyright fee of $200 to the National Chapter prior to production of merchandise or other promotional material ARTICLE 10: NATIONAL BY-LAW AMENDMENTS These by-laws may be changed by a majority vote of the National Chapter members. By-law changes will take effect upon determination of the final result of the vote. By-laws revised [December 11, 2013]
