Billiards Club Constitution and Bylaws Article I.

Name

The name of the organization shall be the Billiards Club at FSU, a Recognized Student Organization.

Article II.

Purpose

Section 1: To promote the Billiards Club, throughout the campus of Florida State University among students and staff and also to the community as an outreach program, providing the unfortunate a chance to see and interact with the outstanding behavior of Florida State University students. Section 2: To perpetuate a spirit of good will and fellowship to all billiard players. Section 3: To promote interest in American Pool Players Association and the Billiard Congress of America, with the acknowledgement of understanding to act in accordance with these organizations. Section 4: To help improve the abilities and knowledge of the game of billiards to all of the members and to share friendly competition and this knowledge amongst other universities and colleges. Section 5: All activities and functions of the Billiards Club shall be legal under University, local, state, and federal laws.

Article III.

Membership Determination

Section 1: This organization agrees to adhere to the University non-discrimination statement: No university student may be denied membership on the basis of race, creed, color, sex, religion, national origin, age, disability, veterans’ or marital status, sexual orientation, gender identity, gender expression, or any other protected group status. Section 2: Membership to Billiards Club is open to all students that attend Florida State University.

Section 3: Non-student members of the community may hold membership to the Billiards Club but are subject to student body ejection as follows: Clause I:

An anonymous note, including the alleged offense(s), into any officer's locker at Crenshaw will prompt a discussion between officers and the nonstudent member.

Clause II: After officers have spoken with the offending member, if a second anonymous note is received. A vote, following Article VI in this constitution, to eject that member shall then be held during the next club meeting. Section 4: No hazing or discrimination will be used as a condition of membership in this organization

Article IV.

Behavior of all Members

Section 1: All members must behave and conduct themselves under the student code of conduct for Florida State University. Clause I:

For members outside of Florida State University, the community, a student code of conduct will be given to each individual.

Section 2: All members must promote the Billiards Club purposes, Article II. Section 3: All members must encourage and help members, non-members, and the community in lieu of promoting billiards, knowledge of billiards, and the Billiards Club. Section 4: Any active member shall be suspended from Billiards Club for any of the following reasons: Clause I:

Failure to attend required meetings 5 times without prior and valid excuses.

Clause II: Direct violation of the purpose of the Billiards Club, Article II. Clause III: Failure to abide by the Florida State University code of conduct. Clause IV: Just Cause Theory, which is determined by a ¾ vote from all active student members during a regular meeting. Section 5: Any suspended member may be reinstated by a majority vote of the executive committee and the approval of the Faculty/Staff Advisor. Section 6: All disciplinary actions may be appealed to the executive committee, whose decision will be final.

Article V.

Meetings

Section 1: Meetings are to be held on Mondays at 8pm. Section 2: Meeting dates will be announced and posted by an officer.

Article VI.

Voting

Section 1: Issues specifically not addressed in this constitution and decisions requiring a vote may be resolved with a 2/3 vote of the active student members. Section 2: A quorum of over 50% of student members is required for voting.

Article VII.

Officers

Section 1: To hold an office within the Billiards Club, one must be a registered FSU student and have at least a 2.0 grade point average. Official term of office coincides with the beginning of the Fall semester and the end of the following Summer-A semester. Section 2: The elected officers to the Executive Board of the Billiards Club shall be president, vice president, secretary, treasurer, and a Faculty/Staff Advisor. Section 3: Presidential Responsibilities: Clause I:

The President shall supervise, coordinate, and conduct the activities of the Billiards Club and its officers.

Clause II: Preside at all meetings of the Billiards Club. Clause III: Appoint an executive office, any committee chairperson and any other appointments deemed necessary for the execution of the office. Clause IV: Perform such other duties as required for the execution of the office. Section 4: Vice Presidential Responsibilities: Clause I:

Perform all presidential duties and functions in the absence of the president.

Clause II: Perform such other duties required for the execution of the office. Clause III: Shall assist the president in accordance with the president. Section 5: Secretarial Responsibilities: Clause I:

Shall assist and perform in the absence of the president and the vice president.

Clause II: Maintain a current record or list of all members of the Billiards Club.

Clause III: Maintain a permanent record of all rankings, tournament outcomes and semester score/data sheets, as well as publish weekly newsletter. Clause IV: Keep all official documents of the Billiards Club. Clause IIV: Perform such duties as required for the execution of the office. Section 6: The Treasurer’s Responsibilities: Clause I:

Perform all presidential functions in accordance to the absence of the president, vice president, and the secretary.

Clause II: Receive all currency of the Billiards Club and keep an accurate record thereof. Clause III: Keeps accounts, deposits funds, and makes expenditures in a fashion approved by the Student Organizational Office. Clause IV: Create reports of the financial status of the Billiards Club and orates these reports at the Billiards Club meetings. Clause V: Make all payments of the Billiards Club, upon proper authorization. Clause VI: Perform any other such duties mandated by the office. Section 7: The Faculty/Staff Advisor Clause I:

The advisor must be from the Faculty or Staff of Florida State University.

Clause II: Oversees the Executive Board in all aspects of the organization.

Article VIII. Officer Elections and Vacancies Section 1: Officer Elections shall be held through a vote, Article VI, at the end of each Spring semester. In the event of a tie, there will be a vote amongst the current officers of the club. In the event of a tie in that vote then the president gets final say except if the position in question is that of the president, in which case the vice president gets to decide. Section 2: If an officer wishes to resign he may do so at any time, but it is asked that he/she inform the other officers so that arrangements can be made quickly and painlessly. Section 3: In the event that some feel an officer of the organization should be impeached, (for absence, neglect, etc.) a vote, Article VI, must be taken up with the rest of the club for it to be carried out. Section 4: In the case of an officer vacancy, through an officer dropping out, being impeached, etc., a member of the club including other officers (eligible under Article VII, Section 1) can apply to take the position. The position will be granted by means of a vote, Article VI. In the event of a tie it shall be handled the same as stated in Article VIII, Section 1.

Article IX.

Finances

Section 1: The handling of finances will lie with the treasurer. In the event of the treasurer position becoming vacant, the responsibility will be taken up by the president until the position is taken up again. Section 2: Membership Dues Clause I:

Student dues are $30 each Spring and Fall/Summer semester.

Clause II: Non-student dues are $45 each Spring and Fall/Summer semester. Clause III: No university student may be denied membership to the Billiards Club due to inability to pay dues. If a student member is not able to pay dues other arrangements shall be made.

Article X.

Amendments

The addition or change to an amendment must be voted upon, Article VI. Changes will be announced to, and must be approved by, the Faculty/Staff Advisor.

Article XI.

Publication Statement

All advertisements of the organization must comply with the University Posting Policy (http://posting.fsu.edu). Furthermore, all posting must be approved by at least one officer and the Faculty/Staff Advisor.
