Project Plan In-Depth Psychiatry Review Project overview The Centre for Workforce Intelligence (CfWI) has been jointly commissioned by Health Education England (HEE) and the Department of Health (DH) to conduct a six month in-depth review of the psychiatry workforce. The review will consider: the current supply of psychiatrists and forecast future supply; key drivers affecting workforce demand; provide conclusions and recommendations for workforce planning. The review will also assess specific issues such as the current role of psychiatrists and sub-specialty psychiatric training as well as some of the wider issues around mental health service delivery, to understand the competencies necessary for a high quality mental health service (‘skill mix’). The project is currently being scoped from December 2012 and January 2013, and is due to commence in January 2013 through to May 2013.

Using the Psychiatry Taskforce will enable the CfWI to engage with a wider range of stakeholders, which include NHS Employers and patient representatives.

Project stakeholder engagement All stakeholders: Regular monthly briefings to all named stakeholders via email. In this way information about the project will be ‘pushed’ to key interested individuals to ensure a high level of awareness across the system.

Interim Results Paper to be published in February 2013 to disseminate output subsequent to horizon scanning and scenario generation events to encourage discussion and debate. Consulted stakeholders: Horizon scanning focus groups and telephone interviews Timely briefing of key stakeholders and groups, to ensure key influencers have confidence in the project approach and – therefore - its outcomes. Responsible and accountable stakeholders: Scenario generation workshop (approximately 20 responsible participants across the medical sector). This one day workshop – and subsequent communication of the scenarios generated – is the pivotal stakeholder engagement activity for this project. Future scenario focus groups with key senior influencers to ensure they are familiar with the process and scenarios and engage in other opportunities to influence this work. ‘Delphi’ process group to gain consensus on modelling assumptions. There will be no limit to the number of stakeholders who can participate in this consultation stage.

Project dependencies and risks The success of this review depends in part on the contribution from key stakeholders. We assume they have capacity to provide us with the information needed and we will work collaboratively with these identified stakeholders. We will use the knowledge and expertise of the CfWI Board, leadership team and regional leads to facilitate stakeholder contacts where appropriate. As part of the project management arrangements, a full risk log and issues will be developed during the scoping phase. The issues that have been identified are: Data on this workforce is currently not robustly collected, therefore reviewing and updating key model data inputs will be a challenge and will require working closely with key stakeholders and the project reference group to be able to access key sources in the review timescale. There is a risk of not completing phase one of the review within the specified timescales (by 14 February 2013) if there are any delays to the proposed activities within this phase.
