Danish-Chinese Co-operation on Water Management CEWP – China EU Water Platform

Henrik Dissing , Nature Agency, Ministry for Environment Head of CEWP European Secretariat

China Europe Water Platform CEWP, point of departure • Joint Statement signed in Marseilles, March 2012; mutual partnership • Builds on the results of the China-EU River Basin Management Program, 20072012; an aid-based initiative • Three Red Lines, No 1 Water Document • Blueprint and Water Framework Directive

The three red lines State Council decision (2012) 1. Water quantity – e.g. water scarcity, drought, groundwater, urban water systems; water and security nexus 2. Water use efficiency – e.g. water recycling, industrial water use, water and food nexus, water and energy nexus 3. Water quality – pollution reduction, river basin management

Annual high-level meeting & overall policy dialogue, facilitated by CEWP Secretariat

Theme-focused dialogue, technical sessions & study tours facilitated by co-leaders

Concrete partnerships on specific issues, Involving research, business, public, organisations, organised by active CEWP participants

CEWP – Chinese benefits • Easy access to practitioners in the EU at all levels; • Easy access to best practices regarding legal framework, institutional set-up and financing mechanisms in the water sector in the EU, including tools for water resources management; • Easy access to EU know-how and technology and improved cooperation on piloting or testing of new technologies, thereby facilitating technology transfers; • Easy access for China to EU Member States and vice versa where no bilateral cooperation exists and thus improved overall cooperation in the water sector; • Improved framework for Chinese and European researchers for joint research to scale up research and raise academic standards, including improved access to EU research programmes, such as FP7; • Gain political and market related information on the water sector in the EU.

Perspectives for European participants? • Easy access to key stakeholders in China; • Increased understanding of the needs and priorities of China; • Discussion partners regarding the further development and implementation of EU water policy; • Improved research, including access to scaling up of research from small river basins in Europe to large river basins in China; • Easier registration of EU technological solutions on relevant lists of approved water technologies in China.
